PROSPECT, SEPTEMBER 1, 1959 In the absence of President Lams, the meeting was called to order at 8:08 P.M. by President pro tem Norris. Upon roll call, the roll call following trustees answered present: Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Absent, President r.ams. Trustee Casterline, seconded by Trustee Gaw, moved that the minutes of the previous meeting, August 18th, be approved as submitted, minutes The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, NOrris and Schlaver. Absent, President Lams. Trustee Gaw, seconded by Trustee Ekren, moved that the bills as of September i in the £ollowing amounts be approved for payment: General $15,823.15 GarBage 78.66 Library 473.26 bills Water 8,491.26 Parking System 752.30 $25,618.63 The President pro tem put the question; and the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President pro tem declared the motion carried. Trustee Gaw, seconded by Trustee Schlaver, moved that the financial report for the month ending July 31, '1959 be. approved, and financial placed on file. The President pro tem put the question, the Clerk called re~ort the roll, with the following response: Ayes, Trustees Airey, Casterlifie, approved Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President pro tem declared the motion carried. Trustee Ekren, seconded by Trustee Airey, moved that the final Briarwood plat of Briarwood Lake Subdivision Unit No. I (which is half of the Lake Sub. subd~ision) be referred to the Plan Commission for study and recommendation. This subdivision is outside the Village limits. The motion carried by acclamati on. Village Manager Appleby read the following letter from Mr. Arthur Lewis of Consoer, Townsend & Associates regarding the awarding of the electrical contract for Well #4. electrical - - work Well ~ August 19, 1959 President and Board of Trustees c/o Mr. Harold Appleby, Village Manager Mount Prospect, Illinois Gentlemen: RE: Well #4-- Permanent Electrical Work C. T. & A. Project 59-103 We concur in the award of the subject to Okeh Electric Compar~ on August 18, i~ the amount of $4,750. The circumstances of only one bid being received is explainable by reason of the small scope of work and Okeh' s familiarity with the problem. The single bid did not result in unreasonable cost to the Village, inasmuch as our preliminary estimate for this work was $6,000. We have prepared the Contract Document and sent same to Okeh for execution. September 1, 1959 lectricAl The Contractor undertakes to complete the work in 100 days from Work Well #4 notification of award. Our notification to the Contractor being dated August 19th, the com~letion date will be not later than November 2?, 1959. Very truly yours, CONSOER, TOWNSEND & ASSOCIATES S/ Arthur H. Eewis Park land Trustees Gaw and Schlaver rep~ted their findings on the WeGo Park Sub. dedicated park land in We Go Park. Trustee Gaw stated that the piece cf land in question is narrow and long, uneven and with poor drainage. There is an escrow of $4,000 set up by the developer for improvement of this area. It is suggested that this land be evened off and fenced before all the houses are built around its perimeter. It was agreed that the Park Board would be asked to meet with the Village Board before the regular Board meeting next Tuesday night to discuss taking over this area after it has been improved. Trustee Schlaver read the followng statement: "I wish to read the following statement in regard to the proposed WeGo Park in order that therebe no misunderstanding: "In accordance with an agreement worked out in 1954 with the Village Planning Commission, Lams, Coutts, Smeby and Cleven, arrangements were made to establish a park in Klein's Wugo Park Subdivision and an escrow of $4,000 was established. The park was to be for the exclusive use of smaller children. "Trustee Gaw and m~self have inspected the area which was set aside and for which easements giving access were established. Mr. Tuber of the developer's firm told me this week in the presence of Village Manuger Appleby that his company would place black dirt in the area in order ~hat it be brought to grade and drainage afforeded. It was the belief of Trustee Gaw and m~self that the area should be fenced and seeded from the $4,000 escrow. "Inasmuch as an earlier agreement was made with the developer and an escrow established I believe it wouldbe breaking faith with the people who parchased homes in the area not tc establish the park. "Operation of parks I believe should be by the Park District, and I hope that body will meet with us to work out arrangements. In the event that organization refuses to adcept this area, which would have the desirable function of keeping smaller children off dangerous streets, then I believe it is a matter of village responsibiility. This is in line with my previous comment which triggered a long state- ment of criticism by the Park District in the Paddock Publications. I have never been given the courtesy of receiving a copy of the entire statement. "It was inferred by the Park Board that I as a member of the village board am~voring south side park facilities to the eEclusion of the __ north side. That is far from the truth. As chairman of the Village Committee on Parks before the Park District was tendered Village and Lions Club properties together with $10,000 secured from a developer, I had a backstop erected at Fairview Park for baseball play. I worked with a committee of neighborhood women to develop playground facilities at Emerson Park. "In conclusion,~relative to the Park District's snide remarks about "sophomore politics" I only point to the voters' emphatic approval of m~ candidacy at last April's election". September 1, 1959 359 Trustee Schlaver, seconded by Trustee Ekren, moved for the adoption of Proposed Resolution #26-59: Res. 26-59 A RESOLUTION PROVIDING FOR THE RETIREMENT OF S.A. #58 MUNICIPAL INDEBTEDNESS BY THE USE OF MOTOR FUEL Lonncuist TAX FUNDS, S.A.#§8, MFT Sec.12CS, LONNQUIST BLVD. Whereupon the President pro tem declared the motion carried and Res. #26-59 adopted. Trustee Ekren, seconded by Trustee Casterline, moved for passage of proposed ordinance #692: Ord. #692 AN ORDINANCE GRANTING VARIATION IN ZONING St. Mark's TO ST. MARK'S 'LUTHERAN CHURCH TO ALLOW Church USE OF LOT FOR PLAYG~UND AND PARKING parking and playground This ordinance is in regard to Zoning Case 59-19. The President pro tern put the question and the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President pro tern declared the motion carried and Ord. #692 passed. Trustee Airey, seconded by Trustee Gaw, moved for the passage of proposed Ord. #693: Ord. ~93 AN ORDINANCE GRANTING ZONING VARIATION TO DR. FRANK Zoning POWLES, D.D.S., TO PERMIT ERECTION OF DENTAL OFFICES dental offic~ ON PROSPECT AVENUE. This ordinance is in regard to Zoning Case 59-20. The President pro tom put the question and the Clerk called the roll, with the following response: ~yes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Ways, none. Whereupon the President pro rem declared the motimn carried and Ord. #693 passed. Village Mgr. Appleby brought up the subject of replacing the parkway trees trees in _the parkways on Elmhurst Ave and Prospect Ave. where they were Elmhurst and removed to permit construction of the relief sewer. Inasmuch as these Prospect Aves trees would be directly over the sewer line and would be potential sources of roots in the sewer, it was his recommendation~ that the trees not be replaCed. After a short discussion it was agreed that the best and easiest method of caring for the parkways would be to keep them in plain grass, little or no shrubs. Thereupon Trustee Schlaver, seconded by Trustee Casterline, moved that the Board concur in the recommendation of the Village Manager not to replace the trees in the parkways on Elmhurst Ave. and Prospect Ave., but to keep them in grass. This motion carried by ac clamation. Discussion of charity drives was continued from previous meetings, lists of worthwhile agencies having been obtained by the Village Manager. Trustee Schlaver, seconded by Trustee Ekren, moved for the approval of the following fund raising agencies, allowing them to hold drives in the Village, and adding them to the list: Charity fund 1. Federation of Aged and Adult Charities. drives 2. American Cancer Society~ Inc. B. National Multiple Sclerosis Society, 4. Chicago Children's Benefit League. This motion carried by acclamation. September 1, 1959. The following letters were read by Mr. Appleby: Water Main Replacement along - - Central Road near Bruning August 24, 1959 From: Rock Read Construction Co. To: Mr. Harold Appleby, Manager Village of Mount Prospect, Ill. Dear Mr. Appleby: As you know, we are at the present time reconstructing Central Road under a contract with the County~ of Cook, known as Section ll?-1618-MFT. Due to the unstable nature of the soil encountered while installing a 60" diamaeter storm sewer, a lC" cast iron water main in close proximity to the sewer would be in danger of collapsing unless action is taken to remedy the situation. In accordance with our recent phone conversation, ~nd also recommendations of Mr. Wi~lam Cadigan, representing your Village Engineer, I have prepared a detail drawing showing the proposed relocation of the. water retain. The proposed relocation would f~llow±this procedure: A. Preliminary 1. Expose the Joints on the existing main at the two points where the cut-overs are to be made. 2. Construct the proposed 10" cast iron main with the exception of the 45° L connections at the existing main. B. Install tapped plugs at the ends of the new main with risers for pressure testing, chlorinating, and flushing the new section. 4. Apply pressure test to new main, and, if acceptable, chlorinate and flush the new main and take the ~irst water sample. 5. Take the second water sample 24 hours after the first. Note: The samples will be analyzed in an accepted water analysis laboratory and reports of the tests furnished to the Village. B. Cutover 1. Shut down the existing main on a Saturday afternoon by closing the closest valve on both ends of the new section. 2. Remove one length of existing main at each cut-over and install the 45° L connections between the existing main and the new main. ~ 3. Open the valves to place the main back in service. It is anticipated that the main would be shut down for a period of no greater than six hours while the cut-overs are being connected. Since there is but one customer served by the line; the Charles Bruning Company, we would work in co-operation with them as to actual time of closing the main. In order to expedite your decision on this matter we are personally de~ivering copies of this letter and the plan of the proposed work to your Village Engineer, and the Cook County H~hway Department for their approval. We will appreciate your prompt attention to this matter so that the construction may proceed. Yours truly, S/ J. R. Koehler Rock Road Construction Co. September 1, 1959 ~om: Consoer, Townsend & Associates. ..... Water main replacement Mr. H. G. Appleby, Village Manager along Central Rd Mount Prospect, Illinois near Bruning Dear Mr. Appleby: The writer visited the site of the proposed County storm sewer in the north half of Central Road west of Busse Road on Friday, August 21st. Due to the unstable ground conditions and deep cut (16 to 25 ft.) required to construct the County storm sewer, a very wide trench will be required in the area of the existing 10" Bruning water main and it ~ill become necessary to relocate the water main prior to constructing the sewer. The only undisturbed ground available between the north right-of-way l~ne and the proposed curb and pavemen~t by Cook County will be immediately north of the proposed curb. We therefore recommend that the water main be relocated to this point. Our experience in placing water main on even stabilized backfill for any distance has not been good and we would not recommend any procedure where the wa%er main would be on fill for any considerable distance. We are in receipt of a copy of a letter from Reck Road Construction Co., addressed to you, dated August 24, 1959, wherein they set forth a procedure and enclose a sketch of the proposed water main relocation. We recommend that this dorocedure be accepted by the Village subject to the following additions: 1.That a maintenance bond be furnished to the Village by the Rock Road Construction Comp~r~ for a period of three ($) years. 2. That, if necessary, in areas where the water main.is not to be relocated, if conditic~s at the time of construction indicate that the water main ma~ be in Jeopardy, that the sewer trench will be sheeted and braced and said sheeting and bracing will be left in place. B. That all work on the water main shall be inspected by the Village Engineer or Water Superintendent and that the costs in connection therewith shall be borne by the contractor. Please advise if there are any questinns in regard to the foregoing. Very truly yours, S/William J. Cadigan Consoer, Townsend & Associates A short discussion was held between the Board, Mr. Dave Creamer of the Water Department and Mr. J. R. Koehler of Reek Road. Mr. Koehler estimated the cost of replacing the water main in a new location with new pipe at $8- per lineal foot, ?50 ft. to be installed, this cost not to include re-installation of two existing hydrants at SBO0 each. Trustee Airey, seconded by Trustee Schlaver, then moved that the Board approve the re-location of a 10" water main on Central Road by Rock Road Construction Co. subject to cash escrow of $1500 deposited with the Village plus an indemnification agreement good for five years to cover the area from the east side of Weller Creek, Sta. 69 * 1B.l?, to Sta. 54 + 65. This motion carried by acclamation. September 1, 1959 Trustee Schlaver noted that'Rester Kline~ repbrter for Paddock Publications, had been transferred to~anotherbeat, and replaced by Tom McShane. This resolutionwas seconded by Trustee Ekren, and the Village Clerk directed to send copy to Mrs. Kline and her emPloyers. This resolution carried byacClamation.
