PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDING, VILEAGE OF
MT. PROSPECT, TUESDAY, MAY 19, 1959
The meeting was called to order at 8:0? P.M. by President roll call
Lams. Upon roll call, the following trustees answered "Present":
Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Absent, none.
All trustees having previously received copies of the minutes minutes
of May 12th, Trustee Schlaver, seconded by Trustee Norris, moved that
the minutes be approved as submitted. The President put the question,
the Clerk called ~he roll, with the following response: Ayes, Trustees
Airey, Casterline, Ekren, Ga~, Norris and Schlaver. Nays, none.
Whereupon the President declared the motion carried.
President Lams read an outline of the terms of a group hospital
insurance plan offered by the Board for employees of the Village.
Trustee Schlave~, seconded by Trustee Norris, moved for the adoption
of proposed Res61ution #19-59:

The President pu~ the question and the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Nays, none. Whereupon the President declared
the motion carried and Resolution 19-59 adopted.
Trustee Gaw, seconded by Trustee Norris, moved that the bills
be approved for the week ending May 19th, 1959 as follows:

Thustee Casterline moved that bids f~r the improvement of Prespect Ave.
Prospect Avenue (10 C.S.) be opened. This motion carried by accla- Improvement
mation and Clerk Reynolds opened the two bids, which were as follows: 10 CS

Bid - $20,783.75. Presented cashier's check for $2,200.
Milburn BroS. of Mt. Prospect
Bid - $18,015.12. Presented cashier's check for $2,000.
Mr. Lewis of Consoer, Townsend was on hand as representative of his
engineering firm. He stated that the estimate was $19,126 and advised
awarding the contract to Milburn Brothers.
Trustee Lloyd Norris, seconded by Trustee Ekren,~thereupon moved that
bid from MilburnBros. be accepted for improvement of Prospect Avenue
subject to approval of the Illinois Division of Highways. The President
· put the question and the Clerk called the roll, with the 2ollowing
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and
Schlaver. Nays, none. Whereupon the President declared the motion
carried.
May 19, 1959
Trustee Gaw moved that transfer of certain sums be temporarily
advanced from the General Fund to Special Assessment Funds #58, 59,
60 and 61 to ~over bills that have arisen in their connection, this
until said Funds are approved by the Court.

Trustee Ekren seconded this motion, the President put the question,
the Clerk called the roll, with the following response: Ayes, --
Trustees Airey, Casterll~e, E. kren, Gaw, Norris and Schlaver. Nays,
none. Whereupon the President declared the motion carried.
Replacement of Trustee Norris stated that the Village has been informed by
ipaving by the Sanitary District that it is expected that pavement replacement
San. Distr. will begin about June 1st, probably on Elmhurst Avenue and thence to
other streets, generally in the order they were torn up. A form
letter relaying this information is being sent to the petitioners
along Lincoln Avenue.
Trustee Schlaver reviewed proposed water improvements suggested
by the Fire & Water Co~nittee, stating that another well, No. 7,
Water might be needed in the future, but it was believed more feasible to
hold up such plans until D.A.M.P. water commission reports further,
as there is a chance of getting Lake Michigan water by the time such
a well could be working.
Well No. 6 Trustee Schlaver, seconded by Trustee Ekren, moved that
$31,000 in surplus water funds be set aside for use in construction
of Well No. 6 (on Carson, Pirie site) of t~e Village of Mt. Prospect.
This motion was seconded by Trustee Ekren. The President put the
question and the Clerk called the roll, with the following response:
Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver.
Nays, none. Whereupon the President declared the motion carried.
Well No. 4 Trustee Schlaver explained that the water table on Well No. 4
is dropping and it is necessary to lower pump bowls and increase
horsepower of motor. He then made the following motion, seconded
by Trustee Airey: That the Village Manager be authorized to secure
bids for lowering the pump bowls, adding bowl sections and increasing
horsepower of the m~tor and motor controls of Well No. 4 on Waverly
Place, said improvements not to exceed $25,000 in cost. The President--
put the question and the Clerk called the roll, with the following
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and
Schlaver. Nays, none. Whereupon the President declared the motion
carried.
Trustee Schlaver, seconded by Trustee Norris, moved that the
Well #3 Village Manager be authorized to secure bids for installation of
500 HPM pump and also making other improvements at Well No. 3 on

Pine Street, said improvements not to cost over $§,000. The President
put the question and the Clerk called the roll, with the following

carried.
Village Clerk Reynolds read proposed Ordinance #6?5,

BUILDING LINE REGULATIONS TO PERMIT
CONSTRUCTION OF CHURCH AS PLANNED
Trustee Schlaver, seconded by Trustee Ekren, moved for passage of
Ord. ~675. The President put the question and the Clerk called the
roll, with the following response: Ayes, Trustees Airey, Casterline,
Ekren, Gaw, Norris and Schlaver. Nays, nnne. Whereupon the President
declared the motion carried.
Trustee Airey read petition from the Mount Prospect Country Country Clul
Club asking for annexation to the Village. Inasmuch as plat of annexation
property which was to accomparF this petition had not yet been petition
submitted, the petition was referred to the Judiciary Com~nittee
until such plat is prepared.
Trustee Airey read the following report and memorandum from
the Zoning Board of Appeals regarding Case 59-16:

Petitioner: Village of Mt. Prospect classification
The petition is a request for an amendment to the Zoning Ordinance to
add a "G" classification.
Subject to the following conditions, the Board of Appeals voted 6 to 0
to recommend that the petition be granted:
(1)Such amendment shall require off-street parking
facilities as follows:
(a) Private golf course -- adequate parking space for
an automobile for each club mmmber depending on
his membership classification.
(b) Semi-private or public golf course -- adequate parking
space for not less than 200 automobiles.
(2) There shall be instituted proper and suitable restrictions
and prohibitions regarding street parking for automobiles
in areas which abut the golf course.
(B) To be eligible for the "G" golf course classification, all
property which constitutes the golf course and any use in
connection therewith must be within the Village limits.
The conditions set forth above are considered essential for health,
safety and welfare. There were no objectors.

MEMORANDUM
To: President and Board of Trustees
Subject: Case 59-16 - Petitioner, Village of Mt. Prospect
Public Hearing, May 15, 1959
Gentlemen:
Golf courses, operations and ventures incidental to golf courses,

their ownership, and the medes for establishing use and privileges,
also the classes and types of memberships vary greatly. A golf course
can be a desirable influence in the determination of the character of
a community; however, some golf courses have had less than a beneficial
effect on the communities in which they are located. Needless to say,
we urgently request that any "G" classificat ion be so devised ~hat any
golf course in our village shall be required to conform with the
obligations of a good neighbor.
In addition to the conditions and restrictions set forth in the formal
report on this case, the Board of Appeals recommends for inclusion in
the proposed amendment the following:
(1)A golf course shall comprise at least 18 holes, and there shall be
a required number of acres of land per hole.
(2)Definition of the permissible operations which may be conducted as
incidental to a golf course. There are operations incidental.to the
operation of some golf courses which are not desirable nor beneficial
to the surrounding areas of the community. Again, the golf course
shall be a good neighbor.
(B) Prohibitions and restrictions such as are found in the ordinances
regulating the operation of business or commercial ventures, such
as restaurants, bars, inns or hotels, retail stores, etc.

Golf Course
Ordinance Trustee Airey, seconded by Trustee Ekren, then moved that the Board
concur in the recommendations of the Zoning Board Of Appeals, and
that the Village Attorney be instructed to prepare an ordinance
setting up a "G" classification, embodying in this zoning ordinance
the recommendations of the Zoning Board of Appeals. The President
put the question and the Clerk called the roll, ~with the following ~-~
response: Ayes, Trustees Airey, Casterlin.e, Ekren, Gaw, Norris and
Schlaver. Nays, none. Whereupon the President declared the motion
carried.
Country Club Trustee Airey, seconded by Trustee Norris, then made the
building following motion: "That, in view of the petition for annexation by
permit the Country Club, the expectation that the golf course would come
in under "G" classification, and the instruction to the attorney to
prepare the ordinance establishing "G" classification, a temporary
building permit for the Mt. Prospect Country Club for construction,
in accordance with plans now on file with the Building Department,
be approved by the Board, subject to revocation by the Board of Trustees.

Dutch Elm AN ORDINANCE INCORPORATING ORD. 5lB INTO THE
Disease - Trees VILLAGE CODE. THIS REGARDS CONTROL ~ DUTCH
ELM DISEASE BY THE VILLAGE.
Trustee Ekren, seconded by Trustee Gaw, moved for the passage of
Ord. #6?6. The President ~ut the question and the Clerk called the
roll, with the f.ollowing response:~ Ayes, Trustees Airey, Casterline,
Ekren, Gaw, Norrms and Schlaver. Nays, none. Whereupon the President
declared the motion carried.
Lonnquist Blvd. Explanation was made that plans for Lonnquist Blvd. west of
improvement Main Street were prepared before the annexation of Louis Munao's 1st
Addition and development plans for Lonnquist east of Main were prepared.
They originally called for a widening of the pavement to the south
on Lonnquist Blvd. west of Main to meet the B1 foot strip east of Main
St., which BI' strip is entirely south of the center line of Lonnquist.
With M~uao' s pavement of 16½' north of the center line, the widening
to the south is not necessary.

on the south edge of the Lonnquist Blvd paving adjacent to the southwest
corner of the intersection with Main Street. Two copies each of revised
~heets No. 1 and 2 of the subject contract drawings are enclosed for
your information.

plans outlined in the letter from C.T. & A. dated May lB, 1959 re
Lonnquist Blvd. paving. The President put the question and the Clerk
called the roll, with the following response: Ayes, Trustees Airey,
Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon
the President declared the motion carried.
Trustee Norris read the following letter written byhim to
the Chas. Bruning Company and moved that this letter be sen~ to said Chas. Bruning C
compar~ from the Village Board:

"It has come to the attention of the Mt. Prospect Board of Trustees comendation
and Village President that the CharlesBruning Company plant was
recently selected by Factory Management & Maintenance magazine (McGraw-
Hill Publication) as one of the ten best manufacturing plants buil~ in
1958.
The May, 1959 issue of "Factory" states the ten selected plants,of
which Bruning is one, are considered by the magazine to be pacesetters
for the new plant of the future. That the winners are "outstanding models
for all of industry, this year and in the years ahead. They grace their
communities. They offer their employees as well as their plant executives
excellent working environments. They are easy to maintain. They are
highly efficient productive units".
"Factory" specifically mentions the following relative to the Charles
Bruning Compar~ plant: "Built for three widely different operations --
paper sensitizing,, copyingl.machine manufacture, and drafting-supply
storage -- Bruning's new plant is a model of taste, clean lines, and
sound construction. Efficient layout and smooth handling make it a
stand-out plant for today's needs. F~xibility and expandability fit
it for the fur%Ire".
The Mt. Prospect Village President and Board of Trustees on behalf of
all of the residents of Mt. Prospect would like to congratulate the
Bruning management on receiving the above mentioned award and to assure
Brunin~ management a~ all of their employees that we are proud to have
them as a neighbor and an integral part of this growing community,.
This motion was seconded by Trustee Schlaver and carried by acclamation.
Mr. James Vigor arose from the audience and speaking as a Committee of 12
member of the Committee of 12 would like this committee to meet on parking
with the Board to discuss the parking problem. Date was set at
Wednesday evening, May 27th.
Trustee Airey read the following letter from Walter T. Popjoy
of the Zoning Board of Appeals of Cook County addressed to oil tank farm

Dear Sir:
Re: Arthur W. Busse, Petitioner
Appeal #1988
A public hearing was held on January 29, 1959~ in the
Mt. Prospect Village Hall, re!at~ve to the above captioned matter,
at which time the Ohio Oil Compar~ appeared as contract purchasers
of the property consisting of 20 acres, located on the northwest --
corner of Elmhurst Road and Oakton Street in Elk Grove Township,
and that the evidence and testimony submitted by the contract
purchasers was for the development of the subject property for
the use of above-the-ground gasoline and oil tank farm.
Subsequent to the public hearing, the Zoning Board of
Appeals transmitted to the County Board a recommendation that the
subject property be not reclassified from the F (Farming) District
to the I-1 (Light Industry) District for the purposes described at
the public hearing.
On April 7, 1959, a communication was received from the
Board of Commissioners of Cook County directing the Zoning Board
of Appeals to reopen the public hearing at your request.
In view of the above, the Zoning Board of Appeals has
set the reopened hearing to be held at Y:O0 P.M. (Chicago Daylight
Saving Time), on June 3, 1959, in the Mt. Prospect Village Hall.

It was agreed that a representative from the Village would attend
the Cook County Zoning Board hearing on June 3rd.
Motion was made for adjournment by Trustee Norris, seconded
by Trustee Ekren. This motion carried by acclamatin and the
meeting was regularly adjourned at 9:42 P.M.
