HomeMy WebLinkAbout03/17/1959 VB minutes MINUTES OF A REGULAR ~EETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE ~UNICIPAL BUILDING, VILLAGE OF NOUNT PROSPECT, TUESDAY, NARCH 17, 1959 The meeting was called ~o order a~ 8:06.by President Lams. Upon roll call, the following trustees answered Present: Airey, Broad, Norris, and Schlaver. Trustee Willer arrived a few minutes later, Trustee Casterline was absent: All trustees having previously received cop~es of the minutes of Narch 10, 1959, Clerk Reynolds asked that correction ~o be made to change the resolution numbered 9-59, ~o 10-59. Trustee Norris minutes moved and Trustee Broad seconded the motion zo accept the minutes as corrected. The President pu~ the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Norris and Schlaver. Pass:Trustee Airey. Absent: Casterline and Willer. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Norris. moved for the aDproval of the bills for the period ending Narch 17, 1959. General $8,?25.?3 bills Garbage 4,857.54 Library 1,737.15 Water 996.60 The President put the question, the Clerk called the roll, withthe following response: Ayes: Trustees Airey, Broad, Norris and Schlaver. Nay, none. Whereupon the President declared the motion carried. (Absent: Casterline and Willer). President ~s read the following letter: ~arch l?, 1959 Appointmen± of Honorable ~embers of the D. Carney as Board of NountProspect Bldg. Sup. Gentlemen: Inasmuch as a vacancy presently exists regarding the position of Supertintendent of Building, I take pleasure in the appointment of N~r. Douglas Carney to this position, as recommended by the Village Nanager. Your concurrence in t~is appointment is respectfully requested. S/ Theodore A. Lams Village President Trustee Airey, seconded by Trustee Broad, moved ~o concur in this appointment. The President puz the question, the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Norris and Schlaver. Nays, none. Absent: Casterline and Willer. Whereupon the President declared the motion carried. The question of the sale of the Pine Street proper~y was Pine St. brought up, along with the vacating of said street. Trustee Broad, property stating that he would like adjacen~ proper~y owners ~o have full knowledge of the intent of the Village, made the followiD~ motion: That the Village Nannger notify in writing the property owners abutting Pine Street bezween Northwest Highway and Central Road the fact that the Village is entertaining a plan.to vacate this smree~. Trustee Airey seconded this motzon, and it carried by acclamation. Trustee Willer arrived a~ 8:25P.~. President Lams read the pertinent parts of Proposed Ordin- ance No. 659: AN ORDINANCE PROVIDING FOR BORROWING MONEY AND Tax levy for payment ISSUING BONDS OF THE VILLAGE OF MOUNT PROSPECT of Fire Equip. bonds TO THE A}~0UNT OF $75,000 FOR THE PURPOSE OF PAYING THE COST OF PURCHASING ADDITIONAL FIRE FIGHTING EQUIPMENT AND PROVIDING FOR THE LEVY AND COLLECTION OF A DIRECT ANNU~tL TAX FOR THE PAYMENT OF PRINCIPAL AND INTEREST OF SAID BONDS. Trustee Norris, seconded by Trustee Airey, moved for the passage of this levy ordinance. The President pu~ the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Norris, Schlaver and WAller. Nays, none. Absent: Casterline. Whereupon the ~resident declared the motion carried and Ordinance 659 passed. Fire ecuip. Some discussion arose regarding specifications as written specifications for the fire fighting truck and equipment. The point was made by Trustee Willer that brand names were used without the term "or equal" written after them. ~. Myers of Peter-Pirsch Co. arose and said he would like to bid on this equipment, but the wording was such as ~o exclude his company from being able to bid and still make a profit. Trustee Schlaver stated that he has no lack of faith in the Fire Depar~men~ but would go along with revamping of specifi- cations. If it is necessary, he would be willing to readvertise for bids. Chief Haberkamp stated that he had talked on the phone with many equipment companies and was sure there would be many bids in by next week. Bolger Trustee Willer, mentioning the Bolger case, 58-14 which had Case 58-14 been brought up the week before, stated that his memory had been faulty and that no publication was necessary. This property has been before the Zoning Board twice for rezoning and denied, and before the Supreme Court twice, where the complainant lost; the Judiciary Committee has suggested uaing the area for apar~men~ housing, but this idea has been rejected. Trustee WAller then moved that his motion of March 10th (shown in minutes) be reconsider- ed. Trustee Schlaver seconded, and this carried by acclamation. Trustee WAller then moved, seconded by Trustee Schlaver, that the action and direction to the Village Clerk on March 10th to publish notice and hold public hearing of Mr. Bolger~s request be rescinded. This motion carried by acclamation. Trustee WAller then moved, seconded by Trustee Schlaver, to concur with the recommendation of t~e Board of Appeals on Case 58-14, and that the petitioner be notifie~ of this Board's action. The President put the question, the Clerk called the rSll, with the following response: Ayes, Trustees Airey, Broad~ Norris, Schlaver and WAller. Nays, none. Whereupon the President declared the motion carried. Village Clerk Reynolds read 0r~inance Ord. Election ordinance 1959 ELECTION ORDINANCE FOR THE REGULAR ELECTION OF VILLAGE CLERK (UNEXPIRED TERM, 2 YEARS) ~E T~UST~S (4-Ia. TER~) AND 2 LIBaAR~ OI~C?0aS (SIX YEAR TE~) Trustee Willer, seconded by Trustee Norris, moved for the passage of this election ordinance. The President put the question and the Clerk called the roll, with the following response: Ayes~ Trustees Airey, Broad, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Casterline. Whereupon the President declared the motion carried. March l?, 1959 President Lams read the following letter: March 16, 1959 Honorable Theodore Lams Letter of Village President commendation Village Hall~ Mt. Prospect to Police Department Dear Mr. Lams: It is with extreme pleasure that I call your attention to your Police Department. Last Sunday, March 8th, Police Officers Zschach and Glascock saved the life of my son who accidentally spilled gas on himself in our plant at 200 West Cent~l Road and which was ignited by the backfire of the engine he was building. Officers Zschach and Glascock were there immediately when they saw smoke coming from the back door of the building and rescued him. His clothing was on fire and they rushed him to the local doctor, who administered first aid. Then they called us on the phone and located an ambulance and called the Fire Department. Lt. Kranz even located a hospital room for the boy. In addition, the officers stayed there and rendered any services needed. Under no circumstances could I repay these men for the services rendered except to say that you have the finest Police Department in the State. Over the years that I have been located in Mount Prospect, the officers have always checked our doors, rendered excellent service, and I think you, the Chief of Police and the citizens of Mount Prosoect are very fortunate to have such good men in your Police Department. President Lams stated that Attorney Downing saw no reason why A. C. Dresser should not be appointed assessor of Maple Street Maple Street improvements, so Trustee Willer, seconded by Trustee Broad, moved improvements that Mr. Dresser be appointed to spread the assessment for the curbing, Dresser as grading, etc. of Maple Street. It was stated that Mr. Dresser was assessor held in highest regard and the motion had been held over from the previous week only to be sure there would be no complications because of his presently held office with the Plan Commission. President Lams put the question and the Clerk called the roll, with the following response: Ayes, Trustees Airey, Broad, Norris, Schlaver and Willer. Absent, Casterline. Nays, none. Whereupon the President declared the motion carried. Village Manager Appleby reported that he had attended the County Zon~ County Zoning haaring regarding petition to zone three acres to B-3 lng hearing at southeast corner of Rand and Central, and that the petition was Rand & for a gas station. After some discussion Trustee Wtller, seconded Central by Trustee Airey, moved that the County Board be advised as follows insofar as the petition to buildfa gas station at Rand & Central; that the Village has no object,on to a gas station being built on said corner, but the Village does object to the zoning of more property than is necessary for the development of a gas station, as proposed at this zoning hearing. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Broad, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. March 17, 1959 Prospect Ave. paving Clerk Reynolds submitted proposed advisory blue ballot Prospect Ave. Blue ballot · on the question of paving Prospect Avenue~ between Pine and Emerson. paving After some discussion it was decided to hold this referendum at Blue ballot the same time as the regular electibn, but with separate clerks and s~parate count. Trustee Willer, seconded by Trustee Norris, moved that the sum of $200- be appropriated for special individuals to receive and deliver advisory ballots, using a separate box for the purpose, in order that determination may be made on the improve- ment of Prospect Avenue. The President put the questiQn, the Clerk calle~ the roll, with the following response: Ayes, Trustees Airey, Broad, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. More discussion of this paving followed, and Trustee Broad, seconded by Trustee Willer, moved that the Village Manager be directed to assemble data regarding additional parking space, added- safety, etc., and in addition set forth a short history telling why the strip has heretofore been maintained as it is at the present~ This is to be used for newspape~ publicity purposes. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Broad, Norris, Schlaver and Willer. Village Manager Appleby mentione~ a hearing to be held County Zonin~ before the County Zoning Board on March 26, 1959, regarding petition hearing for zoning of farm area immediately to the east of the newly annexed Brickman Carson Pirie property. Trustee Willer, seconded by Trustee Broad~ moved that the Village Manager represent the Village at this hearing. The motion carried by acclamation. ~-~ Village Manager Appleby read !proposed House bills on taxing House bills re of municipal bonds by the ~ederal government. Trustee Schlaver, bond tax seconded by Trustee Broad~ moved~that the Village Manager be directed to write to the representatives in Congress setting forth objections to ~roposed Bills HR5098, HR~184, HR~l?~. This motion carried by acclamation. Mr. Schuppenhauer of B15 N. Eastwood raise8 an objection Schuppenhauer to a Board of Appeals ruling on a building variation that he had requested. Trustee Broad stated that he would look into the matter an~ report on it at the next regular meeting.
