Upon roll call by Clerk Reynolds, the following trustees answered present: Broad, Norris and Schlaver. Trustee Airey came in later. Absent: Trustees Casterline and Willer. All trustees having previously received copies Of the minutes of February 24th, Trustee Broad, seconded by Trustee Norris, moved that the minutes be approved as submitted. The minutes President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Norris, and Schlaver. Absent: Airey, Casterline and Willer. Whereupon the President declared the motion carried. Inasmuch as Narch 3rd was the date set to accept bids from interested bondholders on the Fire Equipment Bond Issue, Trustee Fire Schlaver, seconded by Trustee Norris, moved to authorize the Village Equipment Clerk to open all bids submitted. LaSalle~ Chica$o Premium $ 127.50 Rate of Interest - 3.73111% Total cost 25,185.00 Notes 5 3/4% These bids were handed over to the Village Attorney, who reported that all were in order. Trustee Broad, seconded by ~rustee Norris, moved that the Village Board accep~ the bid of Cruttenden, Podesta and that the Village Clerk be authorized to return checks of the unsuccessful bidders, namely, Mount Prospect State Bank and Wilson & Company. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Norris and Schlaver. Absent: Trustees Airey, Casterline and Willer. Whereupon the President declared the motion carried. Trustee Schlaver reported that the emergency station Station wagon wagon bought by the Fire Department has been delivered and seems for Fire Dept. well suited for its purpose and well equipped. "~ President Lams read the following letter from Carson Pirie regarding their appeal(Case 59-5) for further annexation and zoning Carson Pirie Case 59-5 February 25, 1959 Mr. Raymond Willer 33 North York Street Elmhurst, Illinois Dear Mr. Willer: At last night's Village Board meeting, you asked that I write and give you our traffic engineering studies on parking. We are currently working with seven cars per thousand square feet of renmable area. Our rentable area approximates 800,000 square March 3, 1959 feet. Consequently, 7 x 800 ~ 5600 car spaces. Allowing 400 square i~ ~ feet per car, land use for parki~ is 2,240,000 square feet or 51.42 acres. Parking at Carson Pirie We feel that ultimately we will increase this ratio to ten cars per Shopping Center thousand square feet of rentable area, thus l0 x 800 = 8000 cars. Assuming 400 feet per car, our land use for parking purposed equals 3,200,000 square feet or 73.46 a~res. We are aware the parking requirement of the B-5 classification does not meet the standards of a regional shopping center. It is our intention to provide ample parking because this facility is the life blood of any modern shopping center. You will recall the reason for requesting the B-5 classification was for the purpose of accommodating those occupancies usually found in regional shopping centers and which were not provided for in the B-1 classification. For example: Business and professinal offices, retail service establishments, community service facilities, including an audit- orium, etc. Moreover, we felt we could not comply with the 50 foot height restriction in the other classification. Spurway ~ Spurway, upon being questioned~by the Beard, pointed out that this reques~ was ~o allow additional parking and better setback of planned buildings. The net acreage exclusive of roads comes to 100.4 acres. Trustee Airey arrived au 8:45 and was explained the problem before the Board. The Zoning Board of Appeals had previously recommended the approval of the request now under consideration by the Board of Trustees. Trustee Schlaver, seconded by Trustee Broad, moved that the Board of Trustees conc~ar with the recommendation of the Zoning Board of Appeals regarding Case 59-5. The President put the question and the Clerk called the rol~, with the following response: Ayes: Trustees Airey, Broad, Norris and Schlaver. Absent: Casterline and Willer. Whereupon the President declared the motion carried. Motion to annex Trustee Schlaver, seconded by Trustee Norris, made a second 2nd parcel of motion regarding Carson Pirie: "that the Village Attorney prepare Carson's the necessary ordinance providing for annexation and zoning pertaining To Case 59-5, subject ~o the same restrictions and conditions submitted wmth the first ordinance". The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Norris and Schlaver. Absent: Casterline and Willer. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Norris, moved for the approval of the bills for the period ending Narch 5, 1959 as follows: General $11,225.05 bills Library 524.56 Water 5,671,46 Parking Sys. 749.10 Rev. Fund $I6,169.97 The President put the question and the Clerk called the roll, with the following ~esponse: Ayes: Trustees Airey, Broad, Norris and Schlaver. Absent: Casterline and Willer. ~nereupon the President declared the mo~ion carried. Bids on fire Trustee Schlaver, having brought out the fact that the truck equipment specifications for the new fire trucks had been very carefully checked over by Fire Chief Haberkamp, made the following motion, seconded by Trustee Airey: "that the Village N~nager be authorized to advertise bids on the fire trucks and equipment based on specifications, said bids be opened at 8:00 P.~., ~arch 24th, 1959". Whereupon the President declared the motion carried. Village ~.ager Appleby spoke ~o the Board regarding the traffic Traffic regulating devices a~ Central Road and Northwest Highway. He remind- signals ed the Board that in 1955, $10,000 was appropriated toward this by Central Rd Resolution 6-55. Estimates for construction today now come ~o X-ing $19,271.05, plus cosms for engineering services. Consoer Townsend & Associates have prepared a supplemental appropriation resolution for $15,000, maki~ a total appropriation of $25,000. This is probably in excess of the amount that will be needed, andonly as much thereof will be spent as the bids call for when a contract is let, plus engineering expenses. Mr. Appleby then read Proposed Resolution 9-59, which is a supplemental resolution to 6-55: Res. 9-59 A RESOLUTION APPROPRIATING THE SUM OF $15,000 Central Rd FOR INSTALLATION OF FULL VEHZCLE-ACTUATED TRAFFIC CONTROL SIGNALS AT NOP~T~EST HIG~AY AND CENTRAL ROAD. Trustee Norris, seconded by Trustee Broad, moved for the ~doption of Resolution 9-59. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Norris and Schlaver. Absent: Trustees Casterline and Willer. Whereupon the President declared the motion carried. Village Man~ger Appleby mentioned that hearing was to be County held by the County Zoning Board to rezone three acres a~ the south Zoning easm corner of Central and Rand Roads from Resident To Business. Central & Trustee Schlaver, seconded by Trustee Airey, moved that the Hand Village Manager be directed to represen~ the interests of the Village at this zoning hea~ing of March 12th. This motion was carried by acclamation. Mr. Appleby stated that he was present a~ the hearing by County Zoning the County Zoning Board on February 27th, in which petition was hearing of our presented by owners of propermy am the Southwest corner of Busse Case ~8-15 and Central Roads (our former Case ~58-15). The Ohio Oil Company desires mo pum up a gas station there. This is across the road from future school site, and surrounding residents object. This feeling is shs~red by the Village Board, who ms allowed twenty d~ys in which to file an objection. Trustee Airey, seconded by Trustee Broad, moved that the Board oppose the petition of the owner of the property in question to rezone said proper~y mo business, as it is nom in the public interests of the residents of Mount Prospect. Mr. Appleby read the following letter from Brickm~u Home Brickman Manor Builders, ~o the Board of Trustees, dated February 25th: Outside Village limits Gentlemen: Re: Brickman Manor - First through Sixth Additions - Mount Prospect, Illinois Attached hereto is a tentative plat cfa subdivision of subject property. Inasmuch as this subdivision falls within 1½miles of your boundry, we are submitting it to you for re~iew by your Plan Commission. Yours very truly, Brickman Home Builders, Inc. S/ David S. This motion was carried by acclamation. March 3, 1959 Garden Subdivision Mr. Appleby submitted a plat of the Garden Subdivision, on North Main Street next To the VFW Hall. Trustee Broad, seconded by Trustee Airey, moved that this plat be referred to the Pla~ Commission for study and recommendation. This motion was carried by acclamation. Resubdivision Plans for resubdivision of Lots 2 and 4 in Gleich's Lots 2 & ~ Industrial Park were submitted with letter by Dan Serafineo This Gleich's plat was referred to the Plan Commission for study and recommen- Industrial Park dation, by motion made by Trustee Airey and seconded by Trustee Norris.
