PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICPAL BUILDING, ~iLLAGE OF
MT. PROSPECT, TUESDAY, JANUAR~ 27, 1959
The meeting was called to order at 8:15 P. M. by President
Lams and the Clerk was then directed to call the roll. T~ustee Wilier
made a motion that in the temporary absence of Clerk Reynolds, Deputy r. oll call
Clerk Gardner be appointed Clerk Pro Tern. Passed by acclamation.
On roll c~11, the following trustees answered present: Airey, Casterline,
Norris, Schlaver and Willer. Trustee Broad arrived later.
All trustees had previously received copies of the minutes of
January 20, 1959. Trustee Casterline, seconded by Trustee Norris,
moved that the minutes be approved as corrected. The President put
the question and the Clerk called the roll, with the following response:
Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. minutes
Nays, none. Whereupon the President declared the motion carried.
Village Clerk Reynolds arrived and took over the Clerk's duties.
~t was moved by Trustee Airey and seconded by Trustee Caster-
line that the bills for the period ~nding January 27, 1959 be approved
for payment in the following amounts:

The President put the question and the Clerk called the roll, with
the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris, Schlaver and Willer. Nays, none. Whereupon the President
declared the motion carried.
President Lams invited Mr. M~er Engler of Consoer, Townsend & x-ing gates
Associates to bring the Board up to date on the projected installati'en Central Rd
of paving, crossing gates and traffic signals at the corner of Central
Road and Northwest Highway. Mr. Engler, with the aid of a map, described
the work to be done,stating that all was to begin in the spring.
Trustee Broad arrived at 8:24 P.M.
Village Cl~k Reynolds presented to the Board the Certificates Fire Bond
of Results and tally sheets re the special election held January 27, Referendum
1959 for $75,000 Fire Fighting Equipment Bonds. Thereupon the President
and Board of Trustees opened the Certificates of Results and canvassed
the tally sheets.
The results of this proposition were as follows:

"CANVASSING RESOLUTION" - RE THE $75,000 FIRE FIGHTING
EQUIPMENT BOND AND THE SPECIAL ELECTION HELD ON
JANUA~f 27, 1959.
Trustee Schlaver moved and Trustee Norris seconded the motion that
s~id resolution as presented and read by the Village Clerk be adopted.
After a full and complete discussion the President directed that the
roll be called for a vote upon the motion to adopt the resolution as
read. Upon roll call, the following trustees voted aye: ki~ey, Broad,
Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the
President declared the motion carried and Res. 5-59 adopted.

for 60 days that the Clerk be directed to place the ballots in safe keeping
for a period of sixty days. The President put the question and
the Clerk called the roll, with the following response: Ayes:

fire apparatus Trustee Schlaver, seconded by Trustee Norris, moved that
specs the specifications for the purchase of said fire fighting apparatus
be placed on public file for one week and studied by the Fire & Water
Committee. The motion was carried by acclamation.
Trustee Norris of the Street Committee commended the Street
snow Department upon the wonderful job of clearing the streets after the
removal exceptionally heavy snowfall of the previous week. He brnught out
the fact that the Street Department and Water Department spelled each
other sround the clock to dig out the town, with an assist from
Milburn Bros.' two pieces of equipment.
Treasurer's Trustee Airey, seconded by Trustee Casterline, moved for the
Report for approval of the Treasurer's Report for December 31, 1958, asking
Dec. 31, 1958 that it be placed on file. The President put the question and the
Clerk called the roll, with the following response: Ayes: Trustees
Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none.
Whereupon the President declared the motion carried.
Trustee Willer mentioned the sale to the Village of a
P~rchase of triangular piece of property located on Rte. 83, and moved that
/__~ settlement be made for the acquisition of the triangle at R%e. 83,
Main Street and Lincoln Street for the sum of $832.1~. Trustee
property Airey seconded the motion, the President put the question and the
Clerk called the roll, with the following response: Ayes: Trustees
Airey, Broad, Casterline, Norris, Schl~er and Wilier. Nays, none.

Trustee Willer, seconded by Trustee Airey, moved that the
Village Attorney be directed to cause said property to be removed
from the tax rolls. The President put the question and the Clerk
called the roll, with the following response: Ayes: Trustees Airey,
Broad, Casterline, Norris, Schlaver and Wilier. Nays, none. Whereupon
the President declared the motion carried.
Mr. McCoy, attorney for Brickman Bttilders, spoke from the
Bd. of Local floor, stating that he regre%ted not being at the Board of Local
Improvements Improvements meeting January 20th, wherein assessment'for improvement
of Highland Avenue was discussed. He was told that this meeting is
continued to February
Dan Serafilne spoke from the floor regarding the Serafine
Serafine Shop Shopping Center property, stating that he was contemplating setting
Center land aside 6 acres of land or $~0,OOO in lieu of land dedication for
dedication presentation to the Village as required by ordinance. This land is
on the Northeast corner of the shopping~center property, on Westgate
Road. The matter of land dedication was referred to the Judiciary
Committee for stuc~y.
A discussion was held regard~.~g the widening of Central Road
widening of to a four-lane highway through the Village. The fact was brought
C~tral Rd out that inasmuch as Central Road is a county highway and will be
four lanes wide west of Highway l~ and east of Rand Road, that two
lanes between will constitute a bottleneck; also that~refusal to
allow four lanes in the village will further delay installation of
signal lights and crossing gates at Central and Northwest Highway.

Trustee Wilier, seconded by Trustee Casterline, moved
"that~ this Board advise the County Highway Dep~rtment of its interest
in the completion of working drawings for the development of Central
Road to a four-lane highway from Northwest Highway to Rand Road, Central Rd
and that tentative approval be given to the preliminary plans", widening

declared the motion carried.
Trustee Airey, seconded by Trustee Norris, moved to adjourn,
