PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDING, VILLAGE OF
MT. PROSPECT, TUESDAY, JANUAR~ 20, 1959
The meeting was called to order at 9:24 P.M. by President
Lams and the Clerk was then directed to call the roll. On roll call roll
the following trustees answered "Present": Trustees Airey, Broad,
Casterline, Norris, Schlaver and Willer. Absent: None.
All trustees had previously received copies of the minutes
of the meeting held January 13, 1959, and Clerk Reynolds corrected the
minutes to change Ordinance numbers to 8~4 and 655, Trustee Willer,
seconded by Trustee Norris, moved that the minutes be approved as minutes
corrected. The President put the question and the Clerk c~11ed the
roll, with the following response: Ayes: Trustees Airey,~Broad,
Casterline, Norris, Scblaver and Willer. Nays, none. Whereupon the
President declared the motion carried.
It was moved by Trustee ~_irey and seconded by Trustee Broad,
that the bills for the period ending January 20, 1959 be approved for bills
payment in the following amounts:

Library 943.29
Water 3, 312.81
Motor Fuel Tax 16,255.68
$ 31,748.00
Trustee Broad questioned the payment of $16,255.68 to Arcole Midwest
Corporation and it was explained by Mr. Cadigan of Consoer, Townsend
that this is for the paving of See Gwun and parkways and the work has
been appreved by his firm. (M~T-13CS).
Village Manager Appleby stated that the Zoning Board of Appeals County
of Cook County was to hear on January 29th an appeal regarding the
zoniug from farming to business of 51 acres located on the west side of hearing
Li~weman Road between Dempster and Algonquin in Elk Grove Township. Elk Grove
Trustee Willer, seconded by Trustee Casterline, moved that the Village
Manager represent the interests of the Village of Mt. Prospect at this
Cook County Zoning hearing, and this motion was carried by acclamation.
Trastee Casterline mentioned that the new squad car was to
be equipped with the newest of radio equipment as well as an electronic
siran which can also be used as a voice a~olifier and loud speaker. Squad car
Vi11 age Manager Appleby stated that bids on the radio equipment had equipment
been received, and that it was the open'on of Chief Whittenberg ~lso
that the following bid be accepted from Motorola Communications &
Electronics, Inc.:
Motorola Model U 43GGT-100OC, complete with truck mount
accessories and with transistorized power supply, at a
price of $538.50, including installation.
Trustee Casterline, seconded by Trustee Broad, moved to concur in the
recommendation to purchase the above radio equipment. The President
put the question and the Clerk called the roll, with the following
response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver
and Willer. Nays,none. Whereupon the Presidant declared the motion
carried.
Trustee Schlaver again called attention to the January 27th
referendum for fire truck and made the following motion: "that the Payroll for
judges and clerks of the Fire Bond Referendum be paid $25.00 each for judges of fire
their services on that day". The President put the question and the bond election
Clerk called the ~m~_l, with the following response: Ayes: Trustees
Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none.
Whereupon the President declared the motion carried.
January 20, 1959
Station wagon Trustee Norris brought up the subject of transportation'
purchase for for the heads of the Water and Street Departments, Dave Creamer
Street and and Harry Miller, explaining that bids on station wagons had been
Water Depts. received and made the following motion: that the Village manager
be authorized to purchase two American (Nash) station wagons from the
Bar Tore Auto Sales of Palatine, at a cost of $1,?12.90 each, one
to be used by the Water Department and the other to be used by the
Street Department". Trustee Schlaver seconded the motion,
the President put the question and the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad, Casterline, ~-~
Norris, Schlaver and Willer. Nays, none. Whereupon the President
declared the motion carried.
Trustee Norris, seconded by Trustee Broad, moved for the
adoption of Proposed Resolution 4-59:

Clean-up of A RESOLUTION ASKING THE NORTHWESTERN RAILROAD TO
train depot COOPERATE IN IMPROVING THE APPEARANCE OF THE CENTRAL
BUSINESS DISTRICT BY REPAIRING THE TRAIN STATION
The President put the question and the Clerk called the roll, with
the following response: Ayes:~ Trustees Airey, Broad, Casterline,
Norris, Schlaver and Willer. Nays, None. Whereupon the President
declared the motion carried and Resolution 4-59 adopted.
Improvement of Trustee Broad brought up the isubject of the dedication
parts of Council and improvement of parts of Council Trail (see minutes, Jan. 6,
Trail P. 197) concerning property owned by Munao Bros. and others, and
stated that a group of neighboring property owners have tentatively
pledged to put into escrow the difference between the actual cost
of improvements for the area in front of Mr. Starck's property and
the amount which Mr. Starck has agreed to pay, if Munao Brothers
will agree to go ahead with the improvement of the street.
V~11 age Manager Appleby read the following letter from
Evert Kincaid & Associates:

Gentlemen:
Evert Kincald Pursuant to the agreement dated December 26, 1956 between the
agreement V~11 age of Mt. Prospect end this office, we wish to confirm our
representation that we are willing and prepared to attend any and
all public hearings on the proposed zoning ordinance as stipulated
in Section "G" of the "Schedule of Work" attached to and incorporated
into as a part of the aforesaid agreement.
In addition thereto as a part of our service, we w~11. assist in the
amendment of the proposed zoning text and the district maps to
reflect the decisions of your officials in authorizing the fiual
adoption of said zoning ordinance.
At the present time the V~]]age st~]l owes this firm $15OO.00,
pursuant to the said December 26, 1956 agreement. It is understood
the corporate authorities desire the instant commitment regarding
remaining service before authorizi_ug the payment of said $15OO.O0.
In consideration of the mutual covenants and benefits contained
h~ein, this firm does hereby agree to perform the remaining work
as aforesaid in connection with the completion of the work set forth
in the said December 26, 1956 agreement and "Schedule of Work".
The services performed under this agreement including amendments of
the zoning district maps shall be limited to the present corporate
limits of the vi11 age which include ameas annexed before the date
of this agreement. Additional fees will be negotiated for any
mapping amendments in the event there are additional annexations
after the date of this agreement.

If this is mutually agreeable, will you kindly accept and
approve in the place provided.

Trustee Airey, seconded by Trustee Casterline, moved "that the
balance due Evert Kincaid & Associates of $1500- be paid as out-
lined in their letter of January 15th, and that the President and
Village Clerk be authorized to sign said letter". Trustee Broad
objected, stating that if all conditions had bean fulfilled, the
signing of such a letter would not be necessary. The President
put the question and the Clerk called the roll, with the following
response: Ayes: Trustees Airey, Casterline, Norris, Schlaver and
W~11 er. Nays, Trustee Broad. Whereupon the President declared the
motion carried.
Village Manager Appleby read the following letter from
the Metropolitan Sanitary District, which was written because of
~ a complaint from a resident in the Serafine Second Addition that
CD the runoff from his window wells drained directly into the sanitary

Enclosed herewith are copies of a letter and sketch from a property
owner in the Frank Serafine Second Addition in Mt. Prospect, Ill.
The sewer work in said subdivision was covered by Metropolitan
Sanitary District Sewer Permit #1957-167, issued to the Village of
Mt. Prospect on Aug. 29, 1957. Your attention is called to Clause (a)
under Sec. 5 of the Permit in which flows to the sewer system are
limited to "Sanitary sewage (roof, footing, and ground water
drainage are not to be discharged therein)".
You are therefore notified that the discharge of such flows as stated
in the letter are a violation of the terms and conditions of said
Permit ~1957-167, aud such action is illegal.
Kindly advise the Metropolitan Sanitary District of the steps to be
taken by the Village to remove all illegal connections to the
sanitary sewer system in this subdivision.
Your prompt attention to this matter is requested.

and read the following letter from Wm. Mortimer of the Dept. of
Highways: Removal of trees
for Central Road

I have your letters of November 7th and 13th, 1958 in reference to
trees along Central Road in the Village of Mt. Prospect. I am enclosing
January 20, 1959
a print of the Alignment Plat for this improvement on which the
trees you mentioned b~tween Owen and Albert Streets sre shown in
green. These are the trees that you asked us to save, if possible,
in your letter of November ?, 1958. The enclosed drawing also
shows a propos~ed alignment whereby the center lJ_ue of construction
wilt be moved northward 9 feet so that these trees will not need to
be removed. Long curves are shown t° effect transitions between
the section line and the line 9 feet to the north.
The enclosed drawing shows other trees in red, particularly these
between Pine Street and Elmhurst Avenue which you asked us to save
in your letter of November 13, 1958. I agree with the Village that
these trees are an asset and should be preserved, if possible.
Therefore, we have carefully reviewed this situation. We have also
discussed it with the State Highway Department whose approval must
be obtained on any Motor Fuel Tax improvement. Our new construction
cannot come nearer than 3 or 3½ feet to the base of a tree if the
tree is to continue healthy growth. In order to meet this requirement,
it would be necessary to construct the center line of the proposed
pavement so far off the section line that the south parkway would
be completely eliminated. Poles, street lights and other utilities
would consequently be located in the narrow sidewalk in front of the
business property. To save the trees in this block would also
require constructing the pavement on an alignment which would not
meet modern highway standards.
I am sorry that it does not appear feasible to save the trees in the
block between Pine Street and Elmhurst AvenUe. We are, however,
planning the improvement so that the trees in the five blocks between
Owen and Albert Streets can remain. Will you please review the plat
which I am enclosing for your consideratinn and approval. I shall
appreciate an early answer so that we m~y proceed with the contract
plans for this improvement.

It was agreed to postpone action on this for one week until the
trustees have had a chance to drive a long Central Road and personally
see the problem involved.
accoustical A discussion was held regarding the placing of accoustical
ceiling tile on the ceiling of the meeting hall on the second floor of the
tile Village Hall. It was agreed that it ~ho~ld be done by an outside accoustical
contractor, and Trustee Airey, seconded by Trustee Willer, moved ceiling tile
"that the Board authorize the expenditure not to exceed $1,200-
for the installation of accoustical ceiling in the Community Room".
The President put the question and the Clerk called the roll, with
the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris, Schlaver and Willer. N~fs, none. Whereupon the President
declared the motion carried.
Northwest President Lams brought up the fact that au organization is Northwest Muni-
Municipal being formed between communities of the Northwest suburbs, to be cipal Conference
COnference called the Northwest Municipal Conference. Each town is represented
by its manager, clerk or mayor. The Gonference itself has no power to
act on problems which are common to the communities involved, but
relays this information to the local Boards, who may wish to act.
No salaries are paid, and dues are $25- per year from each community
to cover postage, etc.
President Lams brought up the special assessment on Lonnquist
Blvd. and other streets included in the same special assessment
Lonnquist Blvd proceedings, recommending the appointment of Wm. T. Mott as
special Commissioner. This assessment is for work not covered by Motor Fuel
assessment Tax 12-CS. Trustee Schiaver, secc~ded by Trustee Broad, moved that
the appointment of Wm. T, Mort to spread the assessment be concurred
in by the Board. The President put the question, the Clerk called
the roll, with the following response: Ayes: Trustees Airey, Broad,
Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the
President declared the motion carrie~d~
January 20, 1959
A citizen spoke from the floor asking permission to
canvass house to house selling buttons to raise money for ice -
skating club at Lions Park, this money to be used to purchase
equipment and send teams to meets. The Board approved of the
idea of having such a club, had no objection to the sale of
buttons at stands or at meets~ but did object to house-to-house

Trustee Broad, seconded by Trustee Wilier, moved for
adjourment, and the meeting was regularly adjourned by acclamation
at lO:h5 P. M.
