PROSPECT, TUESDAY, JANUAEY 13, 1959 The meetiug was called to order at 8:il P.M. by President Lams and the Clerk was directed to call the roll. O~ roll cell, the following trustees answered "Present": Trustees Broad, Casterline, Norris, Schlaver and Willer. Absent: Trustee Airey. All trustees having previously received copies of the minutes of the meeting held Janizary 6, 1959, Trustee Norris, seconded by roll call Trustee Broad, moved that the minutes be accepted as submitted. The and President put the question and the Clerk called %he roll, with the minutes following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Passed: Trustee Willed. Absent: Trustee Airey. Nays, none. Whereupon the President declared the motion carried. It was moved by Trustee Casterline and seconded by Trustee Willer that the b ills for the period ending January 12th be approved for p~ment in the following amounts: ~ General Fund $ 6,848.41 %O Garbage Fund 131.92 bills ~ Water Fund 4,255.17 $11,235.50 The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, and Schlaver. Trustee Willer passed. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried. ~-~ Jerry Shutt of the P~lice & Fire Commission conducted a Police swearing-in ceremor~v in w~ich Eugene Hotten was added to .the Police Officer Department as an officer. Hooten Trustee Scblaver, Chairman of the Fire & Water Committee, cai1 ed attention to the coming election on January 27th regarding a bond Fire equip. issue for new fire equipment. President Lams voiced his approval bond issue of the purchase of this equipment. The following letter fr~m Fire Chief Haberkaw9 was read by President Lams: Sanuary 13, 1959 To the President and Trustees of the Village of Mt. Prospect Donation of station wagon Gentlemen: ~y fire dept. The Mt. Prospect V.olunteer Fire Department wishes to donate to the Village a 1959 Statzon Wagon. The purpose of this unit will be to aid this department in maintaining the fine record it has established in emergency work. This unit, which will be equipped for inhalator service, will be donated by the Fire Department to the Village to be used only for Fire Department duties and by Fire Department personnel. Yours truly, S/ Edwin Naberkamp, Fire Chief It was moved by Trustee Schlaver and seceded by Trustee Norris that the offer of the Mt. Prospect Fire Department be accepted and that the record show the gratitude of the Board to the Fire Department. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver end Willer. Nays, none. Absent: Trustee Airey. Wh~eupon the President declared the motion carried. Januaryl 3, 1959 Trustee Schlaver, seconded by Trustee Norris, made the following motion regarding a new truck for the Water Depsrtment: New truck Water "It is recommended that the bid of Lattof Motor Sales Company Dept. on s Chevrolet Series 3604 3/4 ton truck equipped with a McCabe Powers general service utility body, Series 4~90, in the amount of $2,365- be accepted and the Village Manager be authorized ~nd directed to purchase the said truck". The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Airey. Whereupon the President declared the motion carried. It was e~plained that Harold Alldredge had left as Super- intendent of the Water Department, and President Lams read the following letter: Appointment of D. Creamer as January 13, 1959 Water Dept. To the Members of the Board of Trustees Foreman Village of Mt. Prospect Gentlemen: Due to the resignation of Harold Alldredge as Superintendent of the Water Department as of January 15, 1959, I take pleasure in appointing David Creamer as W~ter Department General Forem~n, as recommended by our Village Manager. Your concurrence in this appointment is respectfully requested. Theodore A. Lams, President Village Manager Appleby stated that the Village was fortunate to be able to promote a well-qualified man who had started ~ the Water Department and worked his way through all posts. It was moved by Trustee Willer and seconded by Trustee Schlaver that the appointment of David Creamer as Water Department Foreman be confirmed. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlawer and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried. Trustee Schlaver commented that rigid inspection of fire hydrants is going on at the present time. Trustee Norris submitted the Street Department report. Trustee Broad read an article from a magazine dealing with slum suburbs. He expressed the thought that caution should be exercised regarding the increase in the number of apartment units in the Village. Trustee Willer observed that many apartment units are vacant because of high price in rental. It was moved by Trustee Casterline and seconded by Trustee Willer to adopt Proposed Resolution 2-59: ~ Res. 2-59 Refund Street RESOLUTION OF THE PRESIDENT AND BOARD OF TRUSTEES Obstruction ~CONCERNING RE-ISSUANCE OF CHECKS FOR REFUND OF Deposit STREET OBSTRUCTION DEPOSIT. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared Resolution 2-59 adopted. January 13, 1959 Trustee Casterline submitted the Police Report for December, 1958. Trustee Willer read two petitions asking for annexation Carson Pirie contingent upon rezoning to B-3. One was from the Western National 2nd annex~ Bank of Cicero as trustee and the other from Carson, Pirie, Scott & ation Company. Both petitions concerned an area of approximately 30 acres or less adjoining en the east the present Carson Shopping Center area. Trustee Willer, seconded by Trustee Casterline, moved to refer these petitions to the Board of Appeals for hearing and to the Village Clerk for publication. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Bread, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried. Considerable discussion was held regarding the sewer and Property water i~provements and street i~provem~ts on Maple, Lincoln and owners facinl Shabonee, between the property o~ners and Board members. The property Lions Park owners indicated that they and the Park District were desirous of having the sewer and water improvements done on s voluntary basis. · O The Board recessed at 9.3 and returned at lO:OO. President Lams stated in connection with this that the consensus of opinion of the Board was that the Village would go along on 30% public benefit for paving and 15% public benefit for sewer and water, if done by special assessment. The Board will also go along with the same 30% on paving, 15% on sewer and water if done by pri~ate contract, if the necessary monies are put in escrow. Trustee Schlaver then read parts of Proposed Ordinance Ordinance LEVYING OF SPECIAL ASSESSMENT FOR SEWER AND WATER #65~ Special IMPROVEMENTS FOR PA~TS OF MAPLE, LINCOLN AND Assessment SHABONEE 'TRAIL Trustees Schlaver, seconded by Trustee Broad, moved for the passage of Ordinance #65h. The President put the question, the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterliue, Norris, Schlaver and Willar. Nays, none· Absent: Trustee Airey. Whereupon the President declared the motion carried. It was moved by Trustee Broad and seconded by Trustee Norris Public that the public benefit under Ordinance #65~ be 15%. The President Benefit put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Airey, Whereupon the President declared the motion carried. Trustee Schlaver then read parts of Proposed Ordinance #655: LEVYING OF SPECIAL ASSESSMENT FOR PAVING, CURB Ordinance AND GUTTER, SIDEWALKS, ETC. FOR PARTS OF MAPLE, #655 Special LINCOLN, AND SHABONEE TRAIL Assessment Trustee Schlaver, seconded by Trustee Casterline, moved for the passage of Ordinauce #655. The President put the question, the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried. It was moved by Trustee Norris and seconded by Trustee Broad Public that the public benefit under Ordinance #65~ be 30%. The President Benefit put the question and the Clerk called the roll, with the followiug response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Airey. Whereupon %he President declared the motion carried. January 13, 1959 Village Manager Appleby read Resolution #3-59: Res. 3-59 A RESOLUTION REGARDING THE SURFACING OF PARTS Surface Rte. 83 OF ELMHURST ROAD (RTE. 83) Trustee Broad, seconded by Trustee Norris, moved for the adoption of Resolution 3-59. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried and Resolution 3-59 adopted. It was moved by Trustee Willer and seconded by Trustee Norris that the Village Manager be d*~ected to notify Mr. Mortimer of the Department of Highways that the Board approves the method outlined in his letter of March 19, 1958, in which the necessary utility adjustment costs are incorporated in the general construction contract which involves no cost to the municipality. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Broad, Castertine, Norris, Schlaver and Willer. Nays, none. Absent: Trustee Airey. Whereupon the President declared the motion carried. Trustee Broad, seconded by Trustee Casterline, moved to adjourn.
