MINUTES OF A REGULAR MEETING OF THE
PRESIDENT AND BOARD OF TRUSTEES H~LD
IN THE MUNICIPAL BUILDING, .VILLAGE OF
MT. PROSPECT, ON TUESDAY, D~ER 16, 1958
The meeting was called to order at 9:15 P. M. by President
Lams and the Clerk was t~en directed to call the roll. O~ roll cs]~,
the following trustees answered "Present": Trustees Airey, Broad,
Casterline, Norris, Schlaver and Willer. Absent: None. President
Lams was also present.
Ail trustees having previously received copies of the
minutes of the meeting held December 2nd, Trustee Airey, seconded by
Trustee Norris, moved tba~ the minutes be accepted as submitted. The
President put the question and the Clerk called the roll, with the
following response: Ayes: Trustees Airey, Broad, Casterline, Norris,
Schlaver and Willer. Nays, none. Whereupon the President declared
the motion carried.
It was moved by Trustee Airey and seconded by Trustee Willer
that the bills for the period ending December 16, 1958 be approved
for payment in the following amounts:
General Fund $23,977.12
Garbage 4,898.58
Library 519.71
Water 30,081.83
Motor Fuel Tax 507.75 Bills
Municipal Bldg. Bond
& Interest 9~ 819.75

declared Resolution 28-58 adopted.
Trustee Airey, seconded by Trustee Broad, moved to advance
Advance $2,868.28 temporarily to the Municipal Building Bond & Interest Fund ~?~nce of
of from the General Fund to cove~ the deficiency .due January l, 1959 on
funds the bonds and interest charges due January 1, 1959. Trustee Airey -~
explained that part .of this deficiency results from not receiving
all of our tax money as yet, protested tax reductions, etc. The

Schlaver and Willer. Nays, none. Whereupon the President declared
the motion carried.
Trustee Casterline gave the monthly police report, mentioning
~lice cars the fact that all the police cars are now 1959 models. Then, refer-
ring to the fact that more light is needed on certain streets, made
the following motion: "That the Village Manager authorize Public
Street Service Compar~ to install street lights in the following locations:

Trustee Willer seconded this motion and the President put the question .

Nays, none. Whereupon the Presidsnt declared the motion carried.
Swearing-in Trustee Casterline also stated that when a new patrolman is
of new brought into the employ of the Village, he will be asked to be sworn
patrolmen in at the regular Board meeting.
Trustee Willer, speaking of the coming election of trustees,
Trustee said that he does not intend to run for re-election, and also thanked
Willer those who offered sympathy for his recent bereavement.
Trustee Willer, seconded by Trustee Norris, moved that

After some discussion between the Board and Village Attorney
Dowsing regarding minimum bids at tax foreclosure sales, Trustee Bids at
Willer made the following motion: "that the policy of the Village tax fore-
of Mt. Prospect insofar as tax foreclosure sales are concerned closure
should be the same as the policy adopted by the Cook County Board sales
of Commissioners,. Trustee Schlaver seconded this motion, the
President put the question and the Clerk called the roll, with the
following response: Ayes: Trustees Airey, Broad, Casterline, Norris,
S0hlaver amd Willer. N~s, none. Whereupon the Presideut declared
bhe motion carried.
Trustee Wilier read the following letter from Attorney

Dear Harold: Re: Sidewalk Special Assessment Project
In connection with the above-captioned matter, in order that the next
step may be commenced, it is necessary that we be informed as to the
property owners who have taken steps to comply with the ordinance
reqmiring the installation of sidewalks within the time permitted.
It is understood that in addition to those who have actually ins~lled
sidew~l Ws there are those ~bo have made bona fide arrangements for
their installation uext spring. The latter should be included withL~n
the group of those who have complied. Accordingly, would you kindly
advise ns as to the addresses and the names of parties who have complied.
It will he al~o necessary for the Board of trustees to consider t~e
question as to the engineering ~expense. Will the Village assume as s
public benefit that portion of the engineering e~ense applicable to
those properties which have co~01ied as indicated above? The cost of
spreading will be~applied against the remsf~fng properties inasmuch as
this is on a percentage basis of the total cost.
It will t~ereafter be necessary to appoint a commissioner. Will you
please consult with the Village President in order 'that we ms~ be
informed as to the person to be selected to serve as Commissioner in
the spreading of the assessment.

Trustee Willer, seconded by Trustee &trey, made the following
motion: "That the Village of Mt. Prospect assume as a public benefit public
that portion of the engineering e~pemse applicable to those properties benefit
which have complied with the 30-day provision in the Sidewalk Special on side-

Trustee Willer read a letter from Evert Kincaid & Associates
Evert in which they state that they are willing and prepared to attend
Kincaid the public hearings en the proposed zoning ordinance as stipulated
contract in Section "G" of their contract with the Village, and that they will
assist in the amendment of the text and district maps to reflect the
decisions of Village officials in authorizing the final adoption of
this ordinance. Trustee Willer stated that he felt that the recom-
mendations af the Kincaid firm do not entirely suit the Village of
Mt. Prospect ~t..this time and that he would not personally care for ~--,
their adoption as a whole.
Fire Trustee Willer intrsduced a gentleman by the name of Robert
fighting Rasmussen who informed the Board in a general way of a new piece of
equipment equipment termed the "snorkel" to be used any place where an aerial
ladder or platform is needed, easily transportable and adaptable to
man~ uses, comparatively low in cost, one month's delivery time.
Mr. Rasmussen was listed to with interest and was asked to confar
with the fire chief and Village Manager Appleby, which he consanted
to do.
Trustee Schlaver had prepared an ordiance calling for a
referendum on the issuance of bonds .for the purchase of new fire
equipment. A discussion followed, in which the trustees felt that
inasmuch as this ordinance spelled out exactly the kind of fire
equipment to be purchased, they would prefer to e~lore the possib-
ility of other kinds before committing the Village to this one
purchase, which requires a year before delivery date. It was found
that postponement of passage of the fire equipment orS~nance would
only delay the referendum for one week, so Trustee Schlaver withdrew
his motion for passage of this ordinance and Trustee Casterline
withdrew his second, pending decision to ~e made before the next
meeting in January.

Trustee Schlaver, seceded by Trustee Broad, moved that the

for Water truck with utility body for the Water Department. The President put

Trustee Schlaver, seconded by Trustee Oasterline, moved that

of $800 from James B. Clew & Sons, Inc. for the Water Department. The

Trustee Schlaver, seceded by Trustee Broad, moved for the

Trustee Broad again brought up his fear that overcrowding Fire
Fire inspections of churches during the Christmas season would increase danger if a inspections
fire should start. A discussion ensued, in which it was pointed
out that Chief Haberkamp, as every year, inspected the churches and
issued fire regulatic~s. Trustee Airey~then made the followiug
motion: "That the fire chief be d~rected to order an inspection
of churches and other public b,~ldings on December 24th and that the
Fire Department personnel be paid on a fire-c~ll basis for such
inspection". Trustee Casterline seconded this motion; the President
put the question, the Clerk c~lled the roll, with the following
response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver
and Willer. Nays, none. Whereupon the President declared the motion
carried.
President Lams brought up the fact that Ki~caid & Associates Payment to
were still to be paid the final balance of $1500. Trustee W~lle~ then Kincaid &
moved, seconded by Trustee Casterline, that "payment be made to Evert Assoc.
Kincaid & Associates and that a satisfac~ry agreement be drawn ~p by
the Villmge Attorney covering future se~.~ices". The President put
the question end the Clerk called the roll, with the following responee:
Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer.
Nays, none. Wherepon the President declared the motion carried.
Trustee Airey, seconded by Trustee Broad, moved "that the
Treasurer,s Report for the month of November be accepted and2L~laced
on file". The President put the question and the motion was carried
by acclamation.
James Barr, attorney for Charles Green, a resident of WaPells
Gardents Subdivision, arose and offered a verbal petition that Mr. Green
be allowed a permit of occupancy. It was explained that no more permits
were being issued in this area because the developer, Di Mucci, had
not finished the public improvememts nor put up bond guaranteeing same.
It was agreed to meet the next day to settle this issue.
Trustee Broad, seconded by Trustee Airey, moved for adjournment,
and this motion was carried by acclamation. The regular meeting of
the Board of Trustees was adjourned at 11:48 P. M.
