PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDING, VILLAGE OF
M~. PROSPECT, ON TUESDAY, DECEMBER 2~ 1958
The meeting was called to order at 8:0~ P.M. by President
Lams and the Clerk was then directed to call the roll. On roll call,
the following trustees answered "Present,,: Trustees Broad, Norris,
and Schlaver. Trustee Airey ~ook his seat a few minutes later. Absent:
Trustees Casterline and Willer. Also present, President Lams, who
spok~ for the Board as well as himself iu offering sympathy to
Trustee Willer for the passing of his mother.
Through an oversi;~ht, the trustees had not yet received the
minutes of November 2~th. These were iEmediately passed out, and
later in the meeting when the trustees had looked them over, Trustee
Schlaver~ seconded by Trustee Airey, moved~ that the minutes be approved
as submitted. Th~ President put the question and the Clerk called the
roll, with the following response: Ayes: Trustees Airey, Broad, Norris,
and Schlaver. Absent: Willer and Casterline. Whereupon the President
declared the motion carried.
It was moved by Trustee Airey and seoonded by Trustee Norris
that the bills for the period ending December 2, 19~8 be approved for
payment in the following amounts: General Fund, Si1,180.21; Library,
$26~.?~; Water, $h, 871.7~; Parking System, $726.02; Motor Fuel Tax,
$1~1~.37; totalling $18,~99.12. The President put the question and
the Clerk called the roll, with the followiug response: Ayes, Trustees
Airey, Broad, Norris and Schlaver. Nays, none. Absent: Trustees
Casterline and Willer. Whereupon the President declared the motion
carried.
Trustee Schlaver mentioned the school fire tragedy in Chicago Fire truck
of the previous day, and brought out the fact that there should be no referendum
opposition by voters in referendum for fire truck, as the new equipment
contemplated will have aerial ladder reaching to the second story.
Trustee Norris read the following report on improvement plans
for Golfhur st:
PUBLIC IMPROV~iENTS IN GOLFHURST
The following are observations of Mr. Alldredge, Mr. M~ller
and Mr. Appleby in connection with the improvements plans' for Gelfhurst:
1. The area shoe on the cover sheet of the plans is
considerably larger than the tract to be improved. Gelfhurst

believed to be of any consequence, public
improvement ~
2. There is only one water line serving this area~ which
line crosses Waller Creek at George Street; Mr. ToEnsend
said that two sources of supply would be better. If
there were assurance that the connection at Sunset
would be made by the time this area is fifty per cent
built up, adequate service could probably be provided;
otherwise it is o~r opinion that provision should be
made to connect this system to Albert Street also.
3. The water main serving Golfview Place (cul de sac) is
a dead end. Mr. Townsend is of the opinion that this
%rill not create a problem.
~. There is no easement for the proposed storm sewer
between Lots 39 and ~0 in the northeast corner of the
subdivision.
~. There will be only one entrance for the present to
this subdivision, via Golfview Place from Golf Road.
This may present difficulties for snow plowing and
fire protection until the other streets are connected.

~nile Consoer, Townsend & Associates have not required~it,
we believe two water connections should be provided to give adequate
fire protection for this isolated area. It is our desire to insure
protection for the developer and future home owners and not to add
unnecessarily to their expenses.
Trustee Norris, seconded by Trustee Sch~aver, then made the
following motion:
"that the plans and specifications consisting of two
Golfhurst booklets of specifications ~nd eleven sheets of plans
identified as Drawing No. l~OO and revised as of November
20 and November 21, 19~8, prepared by Robert H. West &
Associates, Inc. for storm and sanitary sewers, water mains,
pavement, curb and gutter, and sidewalks for Golfhurst and
approved by Consoer, Tovmsend & Associates, Village Engineers,
on November 22, 19~8 (C.T. & A. No. 58-202) be approved ~
subject to the approvals required from other governing
bodies and subject further to an easement for the prepose~
storm sewer running between Lots ~9 and 20 being recorded;
subject to a suitable agreement being filed providing for
the water main being connected ~at Sunset or an additional
connection being constructed to Albert Street by the time
permits have been issued to construct homes on ~0~ of
the lots in the subdivision; further, that the public
improvements referred to be constructed under the super-
vision and inspection of the Village Engineers and that
even though sewer and water services are not shown on
the plans, they ~lso be constructed under the supervision
and inspection of the Village Engineers".
The President put the question snd the Clerk called the roll, with
the following response: Ayes: Trustees Airey, Broad, Norris a nd
So,laver. Nays, none. Absent: Trustees Casterline and Willer. Where-
upon the President declared the motion carried. Mr. Courshon of
Semmerling Builders , who are developing Golfhurst, stated that this
was satisfactory with his firm.
load limits Trustee Norris'reported that the Street Committee was still
examining the question of load limits and would need further infor-
mation before an ordinance could be presented.
fire Trustee Broad, still pursuing the subject of safety from
safety fire, suggested postinE firemen at church doors during special
services at which there would be overcrowding, especially at night.
Chief Haberkamp of the Fire Department said this suggestion would be
considered. Chief Haberkamp also stated that the schools of the Village
had passed inspection in October.
Trustee Broad stated that he had been asked by Trustee
Police Casterline to make a recommendation that the poli~ce force be increased
force by one man, that the number of squad cars be increased from three to
four, and also that a $50- per year clothing allowance be paid each
officer. Trustee Broad then moved for passage of the above, seconded
by Trustee Norris. The President put the question and the Clerk called
the roll, with the followiu_g response: Ayes: Trustees Airey, Broad,
Norris and Schlaver. Nays, none. Absent: Trustees Casterline and
Willer. Whereupon the President declared the motion carried.
Foreclosure Village Manager Appieby brought up two foreclosure suits,
suits Cases 58-C-16360 and ~8-C-16139. Trustee Airey, seconded by Trustee
Norris, moved that the Village Attorney be authorized to look after
the interests of the Village in these suits. The President put the
question and the Clerk called the roll, with the following response:
Ayes: Trustees Airey, Broad, Norris and Schlaver. Nays, none. Absent:
Trustees Casterline and Willer. Whereupon the President declared the
motion carried.

.Villa§e~.Manager Appleby read the following letter from
the Plan Commission regarding resubdiviSion of certain lots along
Foundry Road in Randview Highlands:

Gentlemen:
The Plan Commission to whom was referred the re-subdivision
of Lots 6 to l0 in Block ~, lots i to l0 both inclusive in Block 6,
Lots i to lC, both inclusive in Block 7, Lots I to l0 both inclusive
in Block 8, and all of the vacated alleys (as per Plat recorded
December i 20, l~ as DocUment No. 16103192) lying south of and
adjoining said lots in said blockS, all in Randview Highlands, being a
subdivision of the northwest quarter of the northwest quarter of the north-
east quarter of the northwest quarter of Section 3~, Twop. ~2 north,
Range ll East of the 3~d PM in Cook County, for study and recommendation,
recommends that the resubdivision be approved.

Trustee Scblaver, seconded by Trustee Norris, moved to concur in the
recommendation of the Pl~u Commission approving this resubdivision and
to authorize the Clerk and President to sign said plat of resubdivi~ion.

following response: Ayes: Trustees Airey, Broad, Norris and Schlaver.
Absent: Casterline and Willer. Nays, none. Whereupon the President
declared the motion carried.
Village Manager Appleby stated that a petition for annexation
was received from Munao Bros. on November llth, in re~ard to land lying
on the south line of Weller Creek, extending south to the south line of
the Southwest quarter of Section 12-~l-ll. He then read the following
letter from Village Attorney Downing:

Dear Harold:
I am returning herewith the petiti°~ and plat of annexation
pertaining to the Munao property forwarded to me by your letter of
November 17, 1958. The legal desdriptions on the plat and petition
correspond except that the fourth line from the bottom of the descrip-
tion in the petition omits the word "south" between the words "extended"
and "50 ft." However, since the line is extended to the South line of
the S.~g. quarter it is not believed that this omission is material.
This letter does not consider the accuracy of the surveyor's
description.
I have not gone into the question of whether or not the
property is in fact contiguous to present Village limits, since it
would be far more economical for Village officers to ascertain this
fact by examination of official maps and documents on hand in the
Village files. ~

Village Manager Appleby then read Ordinance #646
regarding daylight saving time:

Daylight Saving "Section 8.506 Official Time. Central Standard Time
Time shall be the official time for the transaction of
the Village business; except that the official time
shall be one hour in advance of Central Standard
Time during the period of Daylight Saving Time as
established in the City of Chicago, Illinois. --
"All clocks and other timepieces in or upon public
buildings or other premises maintained by or at
the expense of the Village shall be set and run at
the official time prescribed by this section".
Trustee Broad, seconded by Trustee Norris, moved that Ordinance
#646 be passed. The President put the question and the Clerk
called the roll, with the following response: Ayes: Trustees
Airey, Broad, Norris, and Schlsver. Nays, none. Absent: Trustees
Casterline and Willer. Whereupon the President declared the motion
carried and Ordinance #646 passed.
Village Manager Appleby read Proposed Ordinance #647:

Dog licenses ~N ORDINANCE AMENDING DOG ORDINANCE OF 1957, ~TICH
CHANGES THE REGISTRATION OF DOGS MOM THE FIRST OF
MAY EACH YEAR TO THE FIRST OF JAND~AH~.
Trustee Airey, seconded by Tr~ustee Norris, moved for the pass~ge
of ordinance #647. The President put the question and the Clerk
called the roll, with the following response: Ayes: Trustees Air,y,
Broad, N~rris and Schlaver. Nays, none. Absent: Trustees CasterlLue
and Willer.
Mr. Robert Rasmus, 301 South Elmhurst, spoke from the
floor md submitted a petition having to do with paving the center
parkway on South Elmhurst as follows:
"We the undersigned, having been advised that it is planned to pave
a part of, or the entire length of the center parkway strip of
South Elmhurst Avenue between Prospect and Lincoln Avenues, do
hereby protest.
We are against such action for the reasons stated below:
I
The beauty of the street, which enhances the neighborhood nearby,
will be destroyed, and property values will decrease.
II
Many traffic hazards will be created by:
a. Increased use of the street by vehicles using it as an
extension of the highway.
b. Temptation to speeders because of the paved area.

c. Use of portions of the paved strip as a parking area during
~ass and other functions at St. Raymond's Church.
l) Such parking, probably diagonal, will mean automobiles
entering traffic from different directions.
2) With automobiles leaving curb parking places a6d also
from the center of the street, accident potential will
be greater.

3) Pedestrians, usually children, will step from
between vehicles parked at the curb into traffic
or in order to reach vehicles parked in the
center strip. With the perked car obscuriug an
oncoming driver's vision until the last possible
moment this would be extremely dangerous.
The overall increase in traffic on the street will be an
additional ha,zard to children crossing Elmhurst Avenue
to attend St. Raymond's or Lincoln Schools.
e o Stop signs will be no assnrance of safety because present
signs are violated daily by irresponsible drivers~

Paving the aforementioned stip is not necessary to the benefit
and welfare of the village.
We therefore request that the parkway strip be restored to grass as
it was prior to the installation of the new sewer.
President Lams then read a letter from Robert Russell,
President of the Southeast CiVic Organization which contained sub-
stanti~ly the same material.
Trustee Broad moved to adjourn, seconded by Trustee Norris,
and this was carried by acclamation and the meeting regularly adjourned
at 9:07 P.M.
