HomeMy WebLinkAbout11/18/1958 VB minutes MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING, VILLAGE OF MT. PROSPECT, ON TUESDAY, NOVEMBER 18, 1958 The meeting was called to order at 9:42 P.M. by President Lams and the Clerk was then directed to call the roll. On roll call, the following trustees answered "Present": Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer and President Lams. Absent: None. All trustees having previously received copies of the minutes of the meeting held November 11, two corrections were made, regarding the names of the streets to receiv~improved lighting and changing the term "attorney" to "manager" in front of Mr. Appleby~s name. Trustee Broad, seconded by Trustee Norris, moved to accept the minutes as corrected. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. It was moved by Trustee Airey and seconded by Trustee Wi]ler that the bills for the period ending November 18, 1958, be approved for payment in the following amounts: Gen~r~l Fund: $1,452.51; Water, $99.16; Library, $871.65, with a total of $2~423.32. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. Village Manager read the following letter from Brickman Builders: November 12, 1958 Brickman Maple Crest President & Village Board of Trustees Mou~t Prospect, Illinois Gentlemen: Re: Townhouses - Maple Crest Subdivision We would appreciate your assistance and co-operation when we start con struction of our Townhouse development in lot 3 of Maple Crest Subdivision by allowing us to use Lot 4 of the subdivision (which we have deeded to the Village of Mt. Prospect) for the te~orary storage of black and excess dirt from the construction in Lot 3. The use of Lot 4 in this manner would greatly facilitate our whole operation, and we hope that some arrangement can be made to make Lot 4 available to us for this purpose. Lot 4 S/ Morley Brickm~n deeded to Village Having been told that Mr. David McCoy of Brickmau Builders had verbally offered $100- for the use of the lot for six months , Trustee Willer, Seconded by Trustee Casterline, made the following motion: "that the offer of Mr. McCoy of $100- for the use of Lot 4 for six months be accepted with the provision that an agreement be furnished by Brickman Builders to the effect that the lot will be left in good condition subject to the approval of the Village Attorney. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. November 18, 1958 eller Creek Village Manager Appleby read a letter from the Metropolitan Water Sanitary District to the effect that because of the dredging in mains ~eller Creek, water mains b~longing to the Village have been exposed. The Sanitary District has already taken steps to lower these mains before freezing weather sets in. Mr. Appleby read the following letter fro~ ~. G. Gremley Co. surveyors for Golfhurst Estates: November l?, 1958 To Whom It M~v Concern: Re: Golfhur st Golfhurst I, the undersigned, Richard G. Gremley, being an Illinois Registered Land Surveyor, do hereby certify: "That, regarding our subdivision plat of Golfhurst, being a Resubdivi- sion of Lot 3 in Owner's Subdivision of Section 13, Township ~l North, Range ll, East of the Third Principal Meridian in ~ook County, Illinois. That there were some drafting errors on the plat originally approved by the Village of Mount Prospect,Illinois, that were corrected by our office on the final Subdivision Plat. The changes ere~ as follows: 1. The ~est line changed from 1~8.~ to 2. The East line from 112~.~9 to ll8~.OO. 3. The East line of Lot 3 from 51.92 to ~. The West line of Lot 16 from 13~.51 to l~.61. 5. The Document ~umber on the Center line of Golf Road was eliminated and the measurement substituted showing the difference ~etween the Road as laid out and occupied. 6. The wording regarding Ingress and Egress for Lots 16 to inclusive and Lots 22 to 26 inclusive, was changed. The President put the question and the motion was carried by acclamation. Trustee Willer, seconded by Trustee Casterline, moved that the usual rules be suspended regarding order of business as the hour was late and petitions were to be heard f~om the ~looro This molion was carried by acclamation. Allan Bloch, attorney for Serafine, asked that the Board Serafine consider allowing more liquor licenses, and specifically asked that Shop. Center the Board draw up a resolution to the effect that in the event building permits are issued to two tenants of good repute~ such as Hillman's Liquor and Walgreen's, liquor licenses for package stores in the Shopping licensee Center will be allowed them. Some discussion followed, in which it was pointed out that President Lams is the Liquor Commissioner and such directive would have to come from him and that the Board could do no more than to show their feeling in this regard. Trustee Broad felt that the number of liquor licensee should be increased~ which eeemed to ~e the consensus of opinion of the other members. Mr. Bloch was told that if he will put the resolution he has asked for in writing~ it will be considered by the Board. November 18, 1958 Mr. Erwin Hurt, developer of shopping plaza at Main Street and Central Road, presented a petition from Kenneth Sophie, H~t - 703 See Gwun, for liquor license for package store to be opened at Liquor 12 North Main. This petition was given to the Clerk for file. licenses Trustee Willer, seconded by, Trustee Airey, thereupon made the following motion: "that the Village Board of the Village of Mt. Prospect go on record as having an open mind ifisof, ar as the number of liquor licenses of the Village of Mt. Prospect are concerned, and that the Board will at a future date reco~end an increase in the number of licenses commensurate with the needs of the community". The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. This matter was referred to the Board as a whole, with Trustee Willer as chairman. It was agreed to meet the following Monday evening pursuant to a meeting with the Business men~ Mr. Leo Doolan, 5~1 North Prospect Manor, arose and stated that the sidewalk contractor hired by him and his neighbors had met with Sidewedks an accident and asked if the grades could be established this fall, fill put in, and sidewalk installed next spring. Attorney Downing stated that this would come under escrow agreement, that bona fide agreement mUst be made between property owner and center, actor and evidence of this submitted to the Board, accompanied by cash deposit. Village Manager Appleby sug~gested a nominal charge of $10- per property owner for setting up escrow agreement with the Village, with the deadline for such agreements being set at November 2hth, otherwise the sidewalk must be in. Trustee Willer, seconded by Trustee Airey, moved that '~the Sidewalk' Board authorize a $10- escrow fee for sidewalk escrows established by escrows the Village, on or before November 2hth in connection with special assess- ment proceedings". The President put the question, the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris and Scblaver. N~ys, none. Pass: Willer. Whereupon the President declared the motion carried. ~ruetee Willer read the following letter from Thomas Bradley, attorney for John Bolger: Mr. Raymond L. Willer 311 Mac Arthur Boulevard Bolger Mt. Prospect, Ill. Case 58-1~ Dear Mr. Willer: Case No. ~8-1~: A request to rezone Lots 193 to 297 inclusive in Laudermilk Villa from R-1 to B-1 Classification I represent the petitioner in the above captioned matter presently pending before the Judiciary Committee for study and recommendation. Mr. Belger and I would be very happy to appear before your Committee and discuss the contemplated use of the property with a view to working out details of landscaping, parking, driveways and building placement, which would afford the greatest safety factor for school crossings and pedestriau~traffic and which would provide a sttitable ~uffer arrangement for nearby residents. Upon being assured that this had been done, Trustee Norris, secanded by Trustee Broad, moved ~'that we accept the curb and pavement put in Edward and George Streets from Lonnquist Boulevard to Prospect Avenue, with the exception of their intersections at Council Trail". The President put the question end the Clerk called the roll, with the following response: Ayes: Trustees Broad, Casterliue, Norris and Schlaver. Nays, Trustee Airey. Pass: Trustee ~iller. Trustee Broad, seconded by Trustee Willer, moved for the postponement of Items 7 through 13 on the agenda until the following week, as the hour was so late. This motion carried by acclamation, and the meeting continued to the next item. Trustee ~iller read the following letter from the United 'Chrisitan Youth Cou~]~cil.: November 18, 19~8 Mt. Prospect Village Board Mt. Prospect~ Ill. Gentlemen: CARE DRIVE During the past two months the United Christian Youth Council of High School District #21~ has been planning a CARE drive for Saturday evening, November 22nd. Publicity through the loc~d churches and via poster placed in stores has been planned, and those who wish ko give are supposed to turn on their porch lights. This past week we were informed that permission, from the will]age boards was necessary. If it is impossible to conduct the drive this Saturday, could you suggest a satisfactory date? Whereupon the President declared the motion carried. November 18, 1958 Trustee Willer left the meeting at ll:lO P. M. Trustee Casterline, seconded by Trustee Broad, moved ?roposed Ordinance #6~1 be passed: Stop Sign AN ORDINANCE WHICH REQUIRES THAT ALL TRAFFIC Emerson St ON PROSPECT AVENUE SHALL STOP BEFORE ENTERING IN, UPON OR. ACROSS EMERSON STREET The President put,ne question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, SchlaEer and Willer. Nays, none. Absent: Willer. Whereupon the President declared the motion carried and Ordiuance #6kl providing for stop signs on Prospect Avenue be passed. Trustee Casterline, seconded by Trustee Airey, made the following motion: "that the Village Manager be authorized to contact street 'Public Service Company for additional street lighting at Ma~_u and lighting Prospect, and Emerson and Prospect Avenues in accordance with the recommendations of Public Service Company, Chief Whittenberg and Village Manager Appleby". The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris and Schlaver. Nays, none. Absent: Trustee Willer. Whereupon the President declared the motion carried. Trustee Casterline gave the police report and also stated that little use had been made of the Saturday commuter parking in the railroad parking lot. Trustee Schlaver reported receipt of a letter from a Railroad citizen who complained of cars blocking the entrance to the railroad ParkLug parking lot in the evening while waiting for the train to come in. lot This problem was referred to Village Manager Appleby. Trustee Airey, seconded by Trustee Schlaver, moved that "Ernst & Ernst be employed by the Village to make audit for the Ernst & fiscal year May l, 19~8 to April 30, 1959". The President put the Ernst, question and the Clerk called the rell, with the following response: audit Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver. Nays, none. Absent: Willer. Whereupon the President declared the motion carried. Trustee Broad gave the Building Repgrt~for the month of October. Trustee Broad, ~ecc~ded by Trustee Schlaver, made the following motion: "I move that the Village Board endorse the election of Mr. Harris Stevens, ll20 Clarence Avenue, Oak Park, Illinois, as IMRF executive trustee of the Illinois Municipal Retirement Fund". The President put the question and the vote was carried by acclamation. Village Manager Appleby read quit claim deed from Erwiu Hurt Hurt - which~ deeds to the Village for the sum of ten dollars strip of land Deed to on the west side of Main Street from Central Road to ~enry Street V~]lage approximately 10 feet wide as follows: That psrt of lot A lying East of a line described as beginning at a point on the south line of said Lot A which is 10.33 feet west of the south east corner of said Lot A and running thence North ~lO.~ feet to a point on the north line of said Lot A which is ~1.50 feet west of the North East corner of said Lot A in Block I in Ernst Busse's Addition to Mount Pro~ ect, beLng a subdivision of the south 523 feet of the East half of the Southwest Quarter of Section 32, Twp 22 North, R ll, EPM. Trustee Broad, seconded by Trustee Airey, moved to accept the quit claim deed described above. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Sckla-~r. Nays, none. Absent: Trustee Willer.
