PRESIDENT AND BOARD OF TRUSTEES Pn~LD
IN TEE MUNICIPAL BUILDING, MT. PROSPECT,
ILLINOIS, ON TUESDAY, SEPT~24BER 9, 1958
The meeting was called to order at 8:17 P. M. by President Lams
~m~ the Clerk mas then directed to call the roll. On roll call, the
following trustees answered "Present,: Airey, Broad and Norris. Absent:
Casterline, Willer and Schlaver. Trustees Wilier and Schlaver appeared
later during the meeting.
Ail trustees having previously received copies of the minutes of
the meeting held September 2, 1958, it was moved by Trustee Norris and
seconded by ~T~.x~ustee Broad that the minutes be approved as submitted. The
President D~X~ the question and the Clerk c~11ed the roll, with the following
reapo~se: -Ayes: Trustees Airey, Broad and Norris. Nays: None. Absent:
Casterline, Wilier, and Schlaver. Whereupon the President declared the
motion carried and said minutes approved as submitted.
It was moved by Trustee At~ey end seconded by Trustee Norris
that the list of bills in the amouut of $8,110.56 to be paid as of Bills
September 9, 1958 be approved for payment. The President put the question
and the Clerk called the roll with the following response: Ayes: Trustees
Airey, Broad and Norris. Nays: None. Absent: Casterline, Willer and
Schlaver. Whereupon the President declared the motion carried.
Village Clerk Reynolds presented a petition signed by six property
owners in the vicinity of Central Road and Busse Road protesting the American
zoning of the American Legion property to business, which was read Legion
as follows: Property
Protest
"We the undersigned, as owners of more than twenty percent Petition
(20%) of the property abutting end adjoining the following Case 58~15
described property and in accordance with Chapter 24,
Section 73-8 of the Cities end Village Act of the Tlltnois
Revised Statutes, do hereby register our protest to the
proposed rezoning of the following described property from
its present zoning, or R-1 Residence to B-3 Business..
Then followed the legal description of the property, as referred %o in
Case 58-15.
This petition was referred to the Clerk's file until the recommendations
of the Zoning Board have been heard.

Gentlemen:
I am enclosing herewith copies of several letters that have been written
to me or that I have written. NaViag attended quite a few Village Board
meetings oger a period of the last two years, it is m~ understanditg that
mar~ streets in the Village of Nount Prospect have bee~ put in by special
assessment. It is further m~ understan~t~E that whan a special assessment
is levied, there is a public benefit accruing to those persons who find it
necessary to pay the cost of special assessment. I find that the recent
average of this public benefit is .some fifteen per cent (15%).
After you have thoroughly checked over the correspondence that I have
enclosed, I wo~ld like to volunteer a number of things that might solve m~
problem and cause the street in question to be paved. Considering the
advantage that would accrue to me of s fifteen per cant (15%) public benefit,
I would be willing to go along completely with the insta~lation o£ streets
and am~ other needed improvemeuts by special assessments. I can assure you
that the bonds issued to cover the costs of these improvements would be
purchased by William Frisch Realty Company, Road Builders~ or I would be
willing to provide the Village of Mo~nt Prospect with paid bills from the
Road ~,~der showiug that I have paid for the installation of the necessary
streets.

I would 0~11 your attention to the letter dated May lb, 1957, from
the firm of Consoer, To~msend & Associates, your Village Engineers,
wherein they say, "As the writer stated to you, because of the
relatively sm,11 amount of construction cost represented by these
~rovements, the preparation of detailed plans co~vering this work
would be, in our o~inion, a needless additional em~onse. We feel
that upon proper epproval by the Village of Mount Prospect of this
procedure, construction line and grade can be established in t~sfield
for your paving contractor".
As one of the enclosed letters indicated, I was referred to your
Village Engineers by your Village Manager. I have tried to conform
to your requirements. I have had msr~ conferences with the proper
party or parties in the Village of Mt. Preepect~ and even though some-
t~E in excess of two years has gone by, I have yet to get a def~-~te
to ~ relatively small problem. I would ag~ call yeur att-
enrich to the fact that I am willing to ~upply the Vtllage with paid
bills from the Read Builder or to put ug;~a performance end construction
boud or to sub~it to special assessment proceedings.
Zt is my opinion that the inst,llation of this street is in the public
interest. I would appreciate ar~ ae~ion that you ms~ take that would
make possible the compl~ion of this ~11 amount of paving at the
~inimum convenience and e~ense to al]~ p~ies Cencerned..~ I would a~k
that this street be inst~lled to co~f0rm ~o the new pavement now under
construction from Lonn~st P~rkw~ north. This ~avement does not
have 1-11 surfacing but is 27~ from back to bank of curb.

This matter has been refe~med to the Village Manager for Stud~..
Trustee Norris of the Street Committee outlined the back-
ground leading up tO a decision of the Street Committee that the
Village could not accept responsibility for the sewers ina~ch as
it does not control the sewer system. Trustee Willer, who took
kis seat during this discussion, stated that the sewers were almost
immediately handed over to the Metropolitan Senitary District from
Sewers the previous Jurisdiction of the Weller Creek Drainage District.
Grewe Mr. ~_gene Grewe of ll3 N. Wave~ly was invited to comment about
this matter, which was brough about by his request for reimbursement
of e~enses incurred by him when he hooked on to a lateral from
the street and found that part of the old pipe had to be replaced
because it was far too small. Mr. Grewe was advised to take this
matter up with the former commissioner of the Weller Creek Drainage
District because these laterals were inst~l]ed about 30 years ago,
when the Weller ~reek Dr_~.i-gae District controlled the sewers.
Trustee Norris then made the following motion:
"Inasmuch as most house service sewers or sewer laterals
have been la~d by others than the Village, namely by
private individuals, plumbers and subdividers, I move
that the Village of Mt. Proepeot establish a policy of
assu~ing no reeponsibility for such house service sewers
from the m-~- to the house."
This motion was referred to the Judiciary Co.~itteeto
be prepared as a resolution with %he help of the Village

Crossing gates A report of a meeting with Mr. Stark of the Cook County
Central Road Highw~ DeDt, regarding crossing gates at Central Road and
Northwest Highws~ was made by President Lams, Turstee Airey
and ~illaEe Manage A~pleby. Part of the deley was caused by
an attemgt by. the Count~ to get Federal aid, but it appears as
if plans wi// be submitted to the State and the bids w~11 be let
within the next two weeks. ~nderground work w~.tl ~ossibly begin
by Novemeber l, 1958,but comgleticn will probably not occur until
next epring.
Trustee Broad, seconded by ~rustee Willer, made the

declared the motion carried.
At the end of the meeting Mr. Dan Serafine spoke f~om
~he floor and said he would be glad to assist Trustee Broad in
drafting such m~ or~1~amce, speaking as President of the
Builders Association.
Trmstee Broad brought ~ the subject of speed limit
signs on Lincoln Street which have been posted by County County
Highwey engineers. The residents ob~ct to a 35-mile per Highw~
hour limit in a residential area With school. Chief Whittenberg Speed
said he is taking the matter ~p with the CoUnty but mean- signs
while ~1~ put up our own 20 m.p.h, signs. I% was smggested
that signs indicating slow speed when school is in session be
l~osted.
Truste~-~ire~ ~mov~d, seconded by Trustee W~er, that
"that Village be authorised to purchase a metering machine,
Pitney-Bowes Model 4250, for the price of $836.25". A
discussion concern~ug the need for such a large postage
metering mac.hine fellowed~ after which Trustee ~iller moved Postage

matter. The committee consisted of Trustees Broad, Norris
and Airey. This motion was seconded by Trustee Bread, the
President put the question, the Clerk called the roll with
the following response: Ayes: Trustees Airey, Broad, Norres
and Willer. Nays, none. Absent: Castertine and Schlaver.
Whereupon the President declared the motion carried.
Trustee Airey, seconded by Trustee Wilier,made the
following motion: "that the Treasurer's report for Jmly 31,
1~58 be approved end placed on file". The President put the
question and the Clerk c~11ed the roll with t~e i~lowing
response: Ayes: Trustees Airey, Broad, Norris, Willer and
Schlaver. AbSent: Casterline. Nays, none. Whereupon the
President declared the me'ion carried.
Trustee Schlaver took his seat during the above
discussion.
Trustee Willer made the comment that the Village
Treasurer, James King, had done a very fine job since taking Treasure~
o~er the office, and this was concurred in by ~11. King
~the Res~bdivision of Lot 1, Block 1 in Fr~-~ Serafine,s Frank
Third Addition be referred to the Plan Comm~ion for stud~ and Serafine
reco~endation". The President put the question and the Subdivision
motion was carried by Accl~m~tion.
Trustee Sehiaver, seconded by Trustee Norris, moved
that "the V*~ge Manager be authorized to purchase fire
hose in the amount of $l,262.50". The Bresidem~ put the Fire
question, the Clerk c~11ed the roll, with the ~zllowing Hose
response: Ayes: Trustees Airey, Broad, Ne~x-ls, Schlaver
and Willer. Nays: None. Absent: Casterline. Whereupon
~he President declared the motion carried.
Trustee Atrey asked if the Board had as yet established Deputy Clerk
the office of deputy clerk. ~pon being assured that it was, Phyllis Gardner
Village Clerk Reynolds suggested the appointment of Nfs. Ph~llis
Gardner as deputy. Trustee Broad moved, seconded by Trustee Willer,
that "Mrs. Phyllis Gardner be appointed as Deputy Clerk of the
Village of Mt~ Prospect.~. The President put t~e.question, the
Clerk called the roll, wit~ the f~llowing ~mse: Ayes: Trusteees!
Airey, Broad, Norris, SchIaver and Willer. Nays: None. Absent:
Casterline. Whereupon the President declared the motion carried.

Prospect Manor Mr. Amundsen, 305 N. Prospect Avenue, spoke from the
elm trees floor regerdimg the sewers to g~ in down his street. An
appointment was made for him and the residents interested to
meet with Mayor Lams and Nanager Apple~ the following Saturday
to discuss where these sewers would be placed.
There being no further business to come before the
Board, it was moved by Trustee Willer and seconded by
Turstee Bread that the meeting by adjourned. The President
put the questio~ and the vote was t~ken by acclamation,
wherempen the President declared the meeting regularly
adjourned as of 10:11 P.M.
