OF THE PRESIDENT AND B~D OF
TRUSTEES HELD IN THE MU~ICIPAL
BUILDING, MT. PROSPECT, IL7.1U~OIS
ON TUESDAY, SEPTE~ER 2, 1958
The meeting was called to order at 8:26 P.M. by President
Pro Tem Airey and the Clerk was then directed to c~11 the roll. On
roll c~11, the following trustees answered "Present": Airey, Broad,
Casterline, Norris, Schlaver aud Willer. Absent: President Lams.
All trustees having previously received copies of the minutes
of the meeting held August 19, 1958, it was moved by Trmstee Willer
and seconded by Trustee Broad that the minutes be approved as submitted.
The President Pro Tern put the question and the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris, Schlaver and Willer. Nays, none. Whereupon the President
declared the motion carried and minutes approved as submitted.
It was moved by Trustee Airey and seconded by Trustee Casterline
that the list of bills to be paid as of September 2, 1958, in the
amount of $11,198.80 be approved for payment. The President Pro Tern
put the question and the Clerk called the roll, with the following Bills
response: Ayes: Trustees Airey, Broad, Casterline, Norris, Scklaver
and W~]ler. Nays, none. Whereupon the President Pro Tern declared
the motion carried.
V~llage Manager Appleby then read two letters from
Weber Addressing Machine Co.
Sewers
Letter No. 1 - Date - September 2, 1958 Weber
Mr. Harold Appleby
Village Hall, Mt. Prospect, Ill.
Dear Mr. Appteby:
Confirming our telephone conversation of today, please furnish us with
a permit to put a storm sewsr plus catch basin and manhole per plan dated
September 2, 1958 on School Street, consisting of 368 feet of 18, tile.
This project is to cost $3,796.80, and we are enclo.sing herewith our
check in the amount of $417.65 covering 10% inspectmon and~engineering
fees plus 1% permit fee. It is understood that whatever the amount of
the inspection fee and engineering fee is over the amount require~,
balance will be returned to the writer.
It is also understood that this storm sewer will become the
property and responsibility of the Village of Mt. Prospect upon
~completion of same.
Thank -you for past favors and trusting the foregoing meets
with your entire approval.

Letter No. 2 - Date - September 2, 1958
Dear Mr. Appleby:
Sewers
Supplementing mV letter of today, September 2nd, please be Weber
advised that the storm sewer covered by plans dated 9/2/58 on School
Street will be put in at my expense and at no expense to the Village=
of Mt. Prospect.
I am enclosing herewith my check iu the amount of $3,796.80
which is the contract price and this money is to be held in escrow by
the Village to be paid out to the contractor doir~ this Job.

The following motion was then made by Trustee Norris and
seconded by Trustee Broad:
"That the request of Joseph Weber for a permit to install
368' of 18" storm sewer at his own expense along the west side of
School Street from Lincoln Avenue north~ dated September 2~ 1~8~
be granted subject to the
(a) Filing of a copy of the contract for the work
(b) Filing a liability bond acceptable to the Village -~
Attorney as required by Ordinance.
(c) Approval of the plans by the Village Engineer". ~
The President put the question and the Clerk called the ro~l,
with the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris and Schlaver. Nays, none. Whereupon the President Pro Tem
declared the motion=carried.
Trustee Willer referred to the letter from the School Board,
District ~37, dated August 19th and put into the minutes of August 19,
School in which it was mentioned that it would be desirable to meet with School
boundaries the Village Board to discuss keeping the boundaries Df the school Boundaries
district the same as those of the Village. Trustees Norris and Schlaver
declared themselves glad to join with Trustee Willer in attending such a
meeting in the near future.
Village ~anager Aplleby then read the following memorandum
Sewer regarding Village sewers: Sewer hook-on

"The owner of Lot 4, ~ock 7, Northwest Neadows (West side of
Forest Ave.) has requested'permission ts hook into the Village sewer.
At this point, there is only a 6" line from the rest of Northwest Neadows
on the West side of the street. There is a line on the east side of the
street which was built to serve the homes there. Has anyone been given __
permission to go accross the street from the west side and hook into
this sewer on the east side? If so, were they charged an extra fee in
lieu of an assessment? We are unable to find anyone who has knowledge
of a precedent in this area".
Trustee Willer then stated that he knew of such a case, and
pointed on the map to a location where the owner of a corner lot on
the west aide of the street hooked onto 'the sewer in the east side of
the street.
Ernst & Ernst, Auditors, having sent copies of the audit report
Audit to the t~ustees, a brief discussion ensued, in w~ich there was a general
repor~ concurrence to favor the recommendations outlined therein. Trustee
Willer noted in particular two recommendations; one, to take attendance
of all employees throughout the Village every day, salaried or not, and
two, to use a machine at the window when haudling money.
Objections The motion was made by Trustee Willer and seconded by Trustee
withdrav~n Norris that in view of the presentation of a ~opy of the letter from
Brickamn Feehanville School Board of Education District ~26, dated July 12, 1958,
~anor the letter from Feehanville Drainage District dated June 28, 1958, and
the letter of the ~etropolitan Sanitary District dated July 18, 1958, to
the Village Board on August 5, 1958, that the Village o~ Nount Prospect
withdraw its objections to the rezoning of the property to be known as
"Brickman Nahor" described as follows: ~
"The Northeast 1/4 of the Northeast 1/4 of Section 34, Twp. ~2 N, R-11,
E of the 3rd Prin. Eeridian in Cook County except that part of said
Northeast 1/4 of the Northeast 1~4 lying SW of the center line of Rand
Road and except the W ~66 ft. of the N 217.8 ft. and except a tract of
land described as follows: The ~ 66 ft of said NE 1/4 of the NE 1/4 lying
N of the center line of Rand Road and S of a line running parallel to and
217.8 ft S of the N line of said Northeast quarter section".

Trustee Norris of the Public Health, Safety smd Street Committee
read the following memorandum: Budris
Sewers
Dated: August 28, 1958
Two requests for reimbursement for what may have been improperly laid sewer
laterals have been referred to your committee. Nr. Vito T. Budris at l0 N.
Waverly Pla~e reports that the vitrified pipe in the street was laid in
such a way that it formed a trap; in other words, no~ an even grade, but
that there was a sag in the pipe. This condition was confirmed by
~. Simpson, the Building Inspector.
Nr. Eugene F. Grewe of ll3 N. Waverly reports that the sewer Grewe
lateral ~o his house was laid on top of the main sewer and the hole, sewers
approximately one inch in diameter, had been broken through the bottom
of the pipe leading ~o his house into the ~op of the main sewer into the
sewer. This, apparently, operated for some time.
~t is interesting to no~e that these two letters contain almost the same Thompson
lan~guage as a letter from Nr. Thompson. At the time Nr. Thompson mmde his sewers
claim, which was, in our opinioh, different from the two in question, for
the reason that the lateral serving his house was no~ connected in any way
to~e main sewer. We made a thorough search of the records, checked with
the Village Engineers; and even checked with Bill ~ulso, who was the Village
Inspector at that time. We could find no record that these laterals were
-~ put in by the Village. Whether they were put in by the Weller Creek Drainage
OD District or not, we do not know. In the case of Nr. Budris, who claims that
n~ the pipe had settled there is a question ~n our mind as to whether the
~ '
~ Village should accep~ responsibility for pipes that have been in the ground
~ for thirty years, especially when no record can be found that they were
installed by the Village. In the case of Nr. Grewe, there was a connection
To the sewer, and since it was intended to carry off only ths effluent from
the septic tank, it might be assumed that such a connection would be adequate.
The Street Commission feels that inasmuch as a large number of sewer No responsibi-
laterals or house services were laid by the individuals or their lity policy
plumbers, a~d were no~ installed by the Village~ either on a voluntary on
basis or under a special assessment, and inasmuch as in the new subdivisions old
these sewer services are installed by the subdivider, consideration might sewers
be given to establishing a policy that the Village will assume no
responsibility for such house service lines.
Village Nanager Appleby reported the follow-up of a letter from A.Fiorda
Anthony Fiorda, presented ~o the Board a~ the July 15, 1958 meeting, Lincoln St
which has resulted in discussions with ~r. Fiorda about improving Lincoln paving
Street between Albert and ~t. Prospec~ Road. Nothing as ye~ has been

cations have been approved on the bids for surfacing of See-Gwun and ~t
the parkway islands. (Ninutes Aug. 5th, Res. 16-58, 17-58). Trustee Sec. iS-CS
Norris moved and Trustee Schlaver seconded the motion that "the Village See-Gwun
Clerk be authorized and directed ~o advertise for bids for ~otor Fuel & parkway
Tax work known as Section 15-CS covering the resurfacing of See Gwun islands
~enue and of parkway islands, bids ~o be received until 8:00 P.~. (CDST) paved
September 16, 1958".
The President Pro Tem put the question and the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris, Schlaver and Willer. N ·
ays. None. Whereupon the President declared
the motion carried.
A discussion was held regarding the placing of crossing ga~es Crossing
and automatic lights a~ the c~ossing of Central Road and Northwest ga~es, Centre
Highway. It was agreed that Village NanagerAppleby will attempt ~o & NWHwy
arrange a meeting with the County Highway Commission, the Northwestern
Railway and members of the Board ~o bring this matter to a successful
conclusion.
Further mention was made of installing an amplifying system in Amplifying
the meeting room and perhaps air conditioning as well. Trustee Willer system
suggested putting name pla~es in front of each member of the Board for
easier identification by visiting citizens. Village Nanager Appleby
suggested accoustical tile for the ceiling to improve the accoustics of
the meeting room.

land dedi- (Bric~m~u Home Builders) was again taken up and a discussion followed,
cation Trustee Broad again stated that he is not in favor of money in lieu
of the land dedication, as he felt that the land was needed for parks,
and would be even more badly needed in the future than now. Trustee
Willer suggested a meeting of the Board of Trustees with thePark Board
regarding this matter, and made the~f?llowing motion: r'that the~Village
CLerk be directed to address a letter to the Park District asking them
to meet with the Board of Trustees in orderto discuss their policy
regarding future Park expansion and anticipated needs of land dedication".
Trustee Norris seconded this motion, and the vote was taken by
acclamation.

inspection Dear ~. Eaufmann:
Pursuant ~o your letter of August l, and in response ~o the
request of the Village Board, I have asked our street foreman to inspect
the sewers in Surety's Bonnie Park. An attempt was made To make this
inspection on August 22, but because dirt piles cover about ~wo thirds
of the manholes, a thorough inspection could not be made. The manholes
that were uncovered were found to be generally dirty.
If you will let us know when the manholes have been uncovered
~nd located, we ~ill be glad To have Nr.~iller continue the inspection.

A discussion from the floor ensued regarding the placing of
Prospect
sewers down Prospec~ ~anor, in which I~r. Amundsen, 505 N. Prospect ~anor, Prospect
~Ianor
stated that the residents would like every possible effort made ~o save ~anor elm
elm trees
the old elm ~rees on the eas~ side of the street. ~. Amundsen outlined Trees
certain alternatives that he and his neighbors had discussed regarding
the sewer placement which might preven~ the damaging of the Trees. Trustee
Willer suggested the possibility of the property owners granting an eas~meu~
so that the sewers might be placed without disturbing the parkway. Village
5~anager Appleby said that he would gladly ~ontact the Sanitary District if
Nv. Amundsen would report to him the mind of the residents regarding such
an easement. 5~. Amundsen said that he would do this.
There being no further business ~o come before the Board, it was
moved by Trustee Norris and seconded by Trustee Broad that the meeting be
adjourned. The President Pro Tem put the question and the vote was taken
by acclamation, whereupon President Pro Tem Airey declared the motion carried
aud the meeting regularly adjourned a~ 10:08 P~.
