HomeMy WebLinkAbout08/19/1958 VB minutes MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING, ~T. PROSPECT, ILLINOIS ON TUESDAY. AUGUST 19, 1958 The meeting was called to order at 8:28 P. M. by President Pro Tem Airey and the Clerk was then directed to call the roll. On roll call, the following trustees answered "Present": Airey, Broad, Casterline, Norris, Schlaver and Willer. Absent: President Lams. All Trustees having previously received copies of the minutes of the meeting held August 5, 1958, corrections were m~de as follows: In reference to proposed Resolutions 15-58,~16-58 and 17-58, where mention is m~de of the NTF Law, it should be the "~FT" Law; and in reference to the Indemnity Bond covering Mr. E. Robert Reynolds, he should be referred to as "Village Clerk" instead of "clerk". With these corrections in mind, Trustee Broad moved that the minu~es of the meeting held August 5, 1958, be accepted and Trustee Norris seconded the motion. The President put the question and the Clerk called the roll with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays: None. It was moved by Trustee Casterline and seconded by Trustee Schlaver that the list of bills To be paid as of August 19, 1958, be approved for payment. The President Pro Tem put the question and the Clerk Bills called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Wilier. Nays: None. Whereupon the President declared the motion carried. Village ~nager Appleby then submitted a corrected petition to Case 58-17 annex and to rezone from the Mt. Prospect Veterans Club, Inc. -- Case 58-17. This petition was referred to the Village Clerk for Veterans filing. Club Village ~anager Appleby then read the following letter from the Mt. Prospec~ Park District: M~ple St. Paving August 13, 1958 Board of Trustees Village of Mt. Prospect Gentlemen: SUBJECT: Paving of Maple Street and'installation of wa~er and sewer This will supplement our letter of June 9, 1958 as was requested in your letter of last week. On March 31, 1958, Trustee Norris wrote the Park District a letter stating estimated cos~ for the ~mprovement of subjec~ matter. The estimate for the east side of Maple from Lincoln to Shabonee $12,631.08, and the easy side of Maple from Shabonee ~o Moehling was $1,017.50. We construed this last figure to be for water. The Commissioners understood that the water system has ~o be on a circulatory arrangement, and the action of approval taken by the Board of Commissioners on June 9, 1958 included the installation of water from Shabonee to Moehling eas~ side. Village ~nager Appleby then read a letter from the Board of Education, School District ~37, as follows: Mr. Harold Appleby, Vill. ~anager Mt. Prospect, Ill. Dear Mr. Appleby: This year the Mount Prospect Board of Education has had more than its T 19 sual share of complaints on school boundaries, some of these due in Crossing part to our partial conversion of Lincoln School into a Junior High guards at School. Thischange made it necessary to ask people living only a Weller Creek few blocks from Lincoln School (in the 500 and 600 blocks and some in Bridge the 400 block) to send their children approximately six blocks or more to the Sunset Park School, crossing the creek on the Wapella and Nawata bridges. There will be at least 61 children, probably more by school opening, crossing t~ese bridges going south to the Sunset Park School. At the same time there will be over 25 Junior High School students in the Lonn- quist area coming north to Lincoln School. In other words, there will be considerable traffic both ways on the bridges. A good number of the parents, especially those with kindergarten and first grade children, are upset not only by the greater distance their children have to walk to the Sunset Park School, but also by their having to cross the creek at Wapella or Nawata, routes they feel offer many dangers to small children. I have examined these routes~.carefully, once with Chief Whittenberg, and I would like to recommend that a crossing guard be stationed at the Nawata bridge crossing since that bridge will probably bear the brunt of the Two-way traffic. This guard could make sure that children riding bicycles walk their bikes across the bridge and that the smaller children cross the bridge quickly and do not l~iter around the creek. The times when a guard would be required at this point would be as follows: 8:30 A.N. to 9:05 A. ~. ll:30 A.N. to 12:15 P.N. 12:~0 P.E. to 1:05 3:15 P.N. to 4:00 P.N. Appleby, Village Nanager Village of ~ount Prospect Dear Nr. Appleb~: The School Board has been giving serious study to future building needs. There appears to be a number of pending annexation requests before the Village Board, many of which would have direct bearing on future school building requirements. No doubt these pending requests will be decided upon by the Village Board in the very near future. As you know, the School Board has endeavored to have their boundaries coterminous with the Village boundaries and the School Board's planning will be directly affected by the decisions on these matters. The School Board believes it would be very desirable to meet with the Village Board on a committee level to review this subject. We would appreciate an expression of the Village Board as to whether they will be agreeable to this suggestion and advise as to when such a meeting could be scheduled. Prospect Paving Dear Nr. Appleby: As required by Ordinance No. 302, I hereby apply for a permit ~o cover the construction of certain sidewalk, paving and drainage improve- ments as described in the attached price proposal a~d accompanying sketch. The cost of this work will be $5,198.00. It is my~nderstanding that any part of these improvements that lie on Village property will become the property of the Village at no cost To the Village. The cost of construction h~s been paid for to Nilburn Brothers, Inc. Receipted bill together with check in the amount of $207.92 to cover inspection and permit fees is attached. Regarding Section ? of Ordinance 302, I have arranged a construction bond in the amount of $10,000.00, to be delivered to you by George L. Busse & Company today. I believe this will ~atief~the bond requirement for this portion of the work. I would appreciate your early consideration of this permit requesT. Whereupon the President declared the motion carried. Village ~anager Appleby then read the following letter: August 15, 1958 Weber ~t. Prospect Village Board Addressing Nt. Prospect, Illinois Paving Attention: Nr. H. G. Appleby Dear ~r. Appleby: Please furnish us with a license to pave School Street from Prospect Avenue to Lincoln Street in accordance with city specifications and requirements. This paving is to be done at my expense. We have in a special escrow account with the Village of ~t. Prospec~ $4,756.67. The contract to do this job is $4,885.00, leaving a deficit of $128.33. Also, there wil~ be an inspection cost of approximately $250.00 and a 1% license fee which will amount ~o $48.85. I am, therefore~ enclosing herewith my check in the amoun~ of $427o18, which should cover the ~ob in its entirety. Inasmuch as you are holding the amount required to finish this job, it ~s respectfully requested that you pay out to Nilburn Brothers the above amoun~ and any monies left over to be returned To the writer. Whereupon the President decls~red the motion carried. Trustee Norris of the Street Committee submitted his report for the month of July. Trustee Schlaver of the Water Committee submitted his report for the month of July. Trustee Casterline, after submitting the Police Report for the month of July, brought up the subject aforementioned about crossing g~rds Crossing at the Weller Creek, and suggested that it was a matter for the PTA, guards at not the Boardof Trustees. Trustee Casterline thereupon made the Weller following motion, "that the Village C~erk notify School District 57 Creek in aletter that we will be most pleased to co-operate in every way in training and equ~ping a person or persons of their choosing to act as crossinggu~rds at the Weller Bridge." Trustee Broad seconded the motion, which was adopted by acclamation. Trustee Willer moved ~nd Trustee Airey seconded the motion that the Board disagree with the recommendation given by the Board of Appeals re Case 58-13 dealing with a variationin the Alley Ordinance to permit surfacing of the alley with blacktop instead of the required concrete in order to allow continuity in the parking and alley surfaces. Case 58-13 This motion was carried by accl~m~tion. Friedrichs F~neral Trustee Willer then moved and Trustee Casterline seconded the Home motion that "the Village Attorney be directed to prepare an ordin- Paving ance creating a P-1 zoning classification for the alley between Lots 9, 10, ll, 12, 13 and 14, Block 25, in Prospect Nanor Subdivision, when vacated". The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays: None. Whereupon the President declared the motion carried° Nr. Nokate of the Northwest Home Owners Association remarked from the floor that the neighbors close to the new Friedrichs F~neral Home are against using the alley as a parking lot. Trustee Willer then read a petition to annex and rezone, signed by Carson N~rtha Burmeister, in which it is mentioned that Carson Pirie Scott & Pirie Scott Company wishes to erect a shopping center on 80 acres of land East o~ 80 acres Elmhurst Road and lying between Foundry Road and Euclid Avenue. Trustee Willer moved and Trustee Casterline seconded that "this petition to rezone be referred to the Village Clerk and the Board of Appeals for publication and hearing, and that the petition and survey be referred to the Village Attorney for comment". The President Pro Tem put the question and the Clerk called the roll, with the following response: Ayes: Trustees Airey, Broad, Casterline, Norris, Schlav~r and Willer. Frank Lynn of the Chamber of Commerce spoke from the floor and said that the Chamber was reversing its usual stand in this case against ar~uexing land to be used for shopping centers. Village Manager Appleby summarized a letter from Village Attorney Robert Downing in which the attorney asked that the applications for variations be more specific in order that the ordinances covering~hem can be more specific. AUGUST 19, 1958 Trustee Willer then read Proposed Ordi~aance ~626, 7egarding a variation from the minimum side yard requirements in order to attach Ordinance a garage -- Case 58-11, Brasher, 109 North Laucaster. Case 58-11 AN ORDINANCE GRANTING A VARIATION FR0~ THE VILLAGE OF Brasher EOUNT PROSPECT ZONING ORDINANCE AS AMENDED Trustee Willer moved and Trustee Broad seconded that the above Ordinance No. 626 be adopted. The President put the question and the Clerk called the roll, with the ~ollowing response: Ayes, Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays: None. Whereupon the President Pro Tem declared the motion carried. Trustee Airey read a summary of Proposed Ordinance ~f627, regarding Ordinance the appropriation levy: ~627 AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF Appropriation TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE Levy VILLAGE DF NOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING NAY l, 1958 AND ENDING APRIL 30, 1958. Trustee Airey moved and Trustee Broad seconded that Ordinance No. 627 be adopted. The President Pro Tem put the question and the Clerk called the roll, with the following response: Ayes, Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays: None. Whereupon the President Pro Tem declared the motion carried. Bond Trustee Willer mo~ed and Trustee Casterline seconded the motion Randview that "the Village Manager be directed to accept the type of bond for Highlands Randview Highlands that would be acceptable under the ordinances in any new subdivision". The President Pro Tem~ut the question and the Clerk called the roll, with the following response: Ayes, Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer. Nays, none. Whereupon the President declared the motion carried. Trustee Schlaver moved and Trustee Willer seconded the motion Ampli- that "the Village I~anager be directed to find a suitable amplifying fying system ~o be installed in the hearing room, to find out the prices on System such equipment and also find the prices on a recording system". Whereupon the President declared the motion carried. There being no further business to come before the Board, it was moved by Trustee Broad and seconded by Trustee Willer that the meeting be adjourned. The President put the question and the vote was taken by acclamation, whereupon the President Pro Tem declared the motion carried and the meeting regularly adjourned at 10:35 P. M.
