OF THE PRESIDENT AND BOARD OF
TRUST~ES HELD IN THE MUNICIPAL
BUILDING, MT. PROSPECT, ILLINOIS
ON TUESDAY, JULY 15, 19~8
The meeting was called to order at 8:12 P.M. by
President Lams and the Clerk was then directed to call roll c~ll
the roll. On roll call, the following trustees answered
"Present": Airey, Broad, Casterline, Norris and Schlaver.
Absent: Trustee Willer.
All trustees having previously received copies of minutes
the meeting held July l, 1958, it was moved by Trustee approved
Norris and seconded by Trustee Broad that the minutes be
approved as submitted. The President put the question and
the Clerk called the roll with the following response:
Ayes: Trustees Airey, Broad, Casterline, Norris and Schlaver.
Nays: None. Whereupon the President declared the motion
carried and said minutes approved as submitted.
It was moved by Trustee Airey and seconded by Trustee bills
Casterline that the list of bills to be paid as of July l~,
1958, be approved for payment. The President put the question
and the Clerk called the roll with the following response:
Ayes: Trustees Airey, Broad, Casterline, Norris and Schlaver.
Nays: None. Absent: Trustee Willer. Whereupon the Presiden~
declared the motion carried.
The following petition was then read from the floor
by Mr. Ernest H. Gager, of 10~ South Ioka Street.

To The Trustees of the Village of Mt. Prospect:
Re:Verne Dempsey
Construction of Home at
509 S. Pine Street, Mt. Prospect
Now comes your petitioner, Verne Dempsey, by his
attorney, Ernest H. Gager and respectfully represents unto
this honorable body as follows:
1. That Petitioner is in the process of constructing
a residence at the above address and is ready to
connect the drain pipe from the house to the lateral
feeder from the street main.
2. That the lateral feeder running from the main
sewer under the paved street angles in a downward
direction instead of an incline to such an extent
that the end of the lateral feeder towards the
house is two feet below the level of the main
sewer; that if petitioner s contractor were to
connect the house drain with the lateral feeder,
the sewage, or water would have to run uphill to
get to the main sewer.
3. That the lateral feeder is 12 feet long, and in
order to correct the above condition it would be
necessary to tunnel under the street and fill in,
which would cost petitioner approximately $200.00.
4. That petitioner is informed and believes that the
construction and repair of the sewers and lateral
feeders is under the jurisdiction of the Village
of Mt. Prospect, and that it is the Village's
duty to repair same.
WHERE_ORE, your petitioner respectfully prays this
Honorable Body to order the proper Village Department
to correct the above described condition in the front
of petitioner's property, or, in the alternative, to
authorize petitioner's contractor to proceed with the
work, and reimburse petitioner the sum of $200.00
expended in connection therewith.

President Lams then read the following Letter:

parking Our Sunset Park School is in advanced stages of construction.

One detail we are trying to work out now is space for teacher
parking. We are trying to anticipate future needs of this
school and would liSe Village approval to install the Can Dota
Street sidewalk 20 feet from the back of the east curb line.
This would permit right angle parking that would be off-street
and would be similar to the sidewalk installation at Lincoln
last year.
We propose to run the entire CanDota frontage of our property
with this ~ foot parkway walk and bend it back to tis in with
the walk DiMucci will install upon completion of his house
adjacent to school property.
The walk installation is a part of a major grading project
needed for the site and we would like village approval at
the earliest time possible as the grading should be done prior
to the sidewal'k installation.
If there is any question in regard to the above request, kindly
advise.

This matter was referred to the Street Committe by
President Lams.
Serafine Trustee Broad referred to the proposed moving of two
house buildings by Mr. Serafine. He stated that Mr. Serafine had
moving agreed to delay the move pending further developments.
Mr. Henry S~ala informed the Board that he represented the
group of citizens protesting the moving of the two buildings.
Trustee Broad informed Mr. Szala that he would be notified by
the Village Clerk of any further developments pertaining to
the moving of the two buildings by Mr. Serafine.
Trustee Broad read proposed ordinance No. 618:
AN ORDINANCE ADOPTING THE COUNTY REQUIREMENTS FOR
SEPTIC TANKS
It was moved by Trustee Broad and seconded by Trustee
Airey that Ordinance No. 618 be passed. The President put
the question and the Clerk called the roll with t he following

and Schlaver. Nays: None. Absent: Trustee Willer. Whereupon
the President declared the motion carried and Ordinance No. 618
passed and approved.
Trustee Schlaver then read the following letter:

All three contractors are well qualified, and we recomm~end
award to the low bidder. Award may be accomplished by
motion or resolution, with formal notice of such action to
the successful contractor.

Trustee Airey reviewed Proposed Ordinance No. 619: Ord. 619~
THE ANNUAL APPROPRIATION ORDINANCE FOR THE Appropriation
PERIOD OF MAY l, 19~8 TO APRIL 30, 1958. for fiscal year
It was moved by Trustee Airey and seconded by Trustee
Broad that Ordinance No. 619 be passed. The President put
the question and the Clerk called the roll, with the following
response: Ayes: Trustees Airey, Broad, Casterline, Norris and
Schlaver. Nays: None. Absent: Trustee Willer. Whereupon
the President declared the motion carried and Ordinance
No. 619 passed and approved.

AN ORDINANCE ESTABLISHING FREE SHOPPER PARKING
Parking ON SATURDAY AND SUNDAY IN METERED PARKING LOTS.
It was moved by Trustee casterline and seconded by Trustee
Schlaver that Ordinance No. 620 be passed. The President
put the question and the Clerk called the roll with the
following response: Ayes: Trustees Airey, Broad, Casterline,
Norris and Schlaver. Nays: None. Absent: Trustee Willer.
Whereupon the President declared the motion carried and
Ordinance No. 620 passed and approved.
American President Lams read a resolutica requesting annexation
Legion of proper~y known as The American Legion Property to the
PrepertyVillage of Mt. Prospect. This resolution was referred to the
Village Clerk for file.
President Lams read a proposed ordinance:
AN ORDINANCE TO ANNEX TERRITORY KNOWN AS THE
AMERICAN LEGION PROPERTY.
It was moved by Trustee Casterline and seconded by
Trustee Broad that the proposed ordinance be passed. Mr.
James Viger, speaking from the floor, inquired if the
property would be annexed as R-1 and would require a public
hearing if it were to be rezoned to business property. In
view of the question raised by Mr. Viger, Trustee Casterline
withdr~w his motion and Trustee Broad withdrew his second
and the matter was referred to the Judiciary Committee for
further study.
Golfhurst A plat of subdivision of property known as Golfhurst
Meellen- Subdivision was presented to the Board. It was moved by
kamp. Trustee Norris and seconded by Trustee Broad that the plat
Semmerlingof subdivision of Golfhurst Subdivision be referred to the
Bldrs Plan Commission for study and recommendation. The President ~-~
put the question and the vote was taken by acclamation.
Whereupon the President declared the motion carried.

Lincoln St. in Mt. Prospect. I have lzved here since 19~.
Lincoln Street itself, on which my home fronts, is and has
been in deplorable shape for years. There appears to be
no apparent interest on the part of your esteemed Board to
do anything about it, despite the fact that taxes on my
particular property are paid regularly and ostensibly some
of those proceeds would normally go for improvement ofstreets,
let alone sidewalks.
Lincoln Street between Albert and Mt. Prospect Road is as
dilapidated and miserable a street as may be found in the
worst sltuns of Chica~o, It is a hole of mud, weeds, and
after a rain, a cesspool of stagnant water. I submit that
this is certainly nothing for your esteemed Board to be
proud of. Naturally I feel quite irked that tho I pay my
taxes the same as others of my more fortunate neighbors, they
~njoy streets that are paved, gravelled or at least cleaned up.
What traffic that DARES use that street has to ride on the
parkway on my house, and each day they edge closer and closer
to my sidewalk, and I have caught many t.hat have used the
sidewalk, destroying same.

am insisting the street mentioned be cleaned up,
curbs established and if it cannot be paved, at least
gravelled. If you have the interests of the community
at heart, you will do something about this NOW. May

We are now in the process of installing the Mt. Prospect Willis
Combined Relief Sewer. WaPella and Lonnquist Blvd., as letter
mentioned in the letter dated July 1st, 1958, written by
Mr. Donald A. Willis, ~23 N. Emerson St., Mt. Prospect,
Illinois, addressed to you.
I had access to the construction of the sewer in Morton
Grove, Illinois and many other places for Santucci Con-
struction Company and the comments of Mr. Willis made on
our behalf in Morton Grove is not the truth. All Mr. Willis
has to do is investigate further with the Village Board of
Morton Grove and the engineer who was in charge of the work.
Find out the truth first, before making a comment on any
work~ We ~ake orders from supervising engineers on all
jobs and proceed accordingly.
As far as the Property Owners Association of Morton Grove
complaining, it is a political purpose and I wouldn't be
surprised if Mr. Willis' command is in the same category.
If he wants to spend time and check the way we prcceed
with our work he is entirely welcome to do so, since we
have nothing to hide; but, his making a comment of this
type, the Santucci Construction Co. take pride in doing
their work and feel that Mr. Willis is entirely wrong in
making his statement.
Msking a comment on work while it is progressing a
person in charge should be contacted before anyone would
make a statement; evidently Mr. Willis is interested in
the poles at the next election~ If anyone in Mt. Prospect
wants to take his comment for granted and believe what
he hears all he has to do is approach our work and see
what we are doing himself. The proof is in the pudding
and we are not ashamed of our work and would be glad to
have an interested taxpayer see it~

Library
Mt.Prospect Village Board expansion
Gentlemen:
At its meeting on July 8th, the Library Board dis-
cussed thoroughly the problem of overcrowding .which the
library now faces, and it was decided that the question
of providing an addition to the present building should

ibrary be submitted to the voters as provided by law, if the
Village Board acquiesces to the issuing of bonds to
cover the cost, at the proposed special election this
fall.
As you know, the library owns the property to the
West of the present building, facing on Busse Avenue. To
build an addition at this end would give us almost one-
third more space and would solve immediate difficulties.
Furthermore, the building was designed with this in mind.
The entrance would then be centered. The large west window
could be removed to give a wide archway to the new section
without sacrificing much-needed wall space.
We also discussed the possibility of rounding out
the property and providing for further growth by acquiring
the Chris Busse lot to the North of the present building,
facing on Emerson. This would mean that in the design of
the town there would be only school and library facilities
in this block and that neither one would be flanked by a
store or other business building. If the cost of the lot
could be included at this election it would save going to
the voters again a few years hence, and would insure Village
ownership.
We discussed the possibility of using~the Chris Busse
house as is, or with minor alterations, as a library
addition without going into the cost of a new building.
We find, however, that this house is not heated
upstairs except by portable oil burners or other stoves.
The furnace whi6h heats the downstairs part is old and
in poor order and would have to be replaced. The house
would need decorating and there are other repairs necessary.,
which would be expensive -- and we'd still have an old
house~ Moreover, there would be difficulties in'library
administration with two separate buildings. Full time
help would have to serve in both places; patrons would
often have to make two stops instead of one to take out
and return adult and children,s books, for instance.
There would always be a problem of shifting boo,ks from
one building to the other; new books which had just been
catalogued, repaired books, etc. In other wor~s, to acquire
this building would seem to add more expense and difficulties
than its use would solve.
The Busses, have been approached and have named as
the lowest figure that they would consider for the property,
$32,~00.00
They have declined to accept $100.00 ag a binder to
insure that the library could purchase the property at
that figure if the voters approve. It is a valuable lot
and we should like to have it, but the house has little
value, and it is a question as to whether the village should
pay that much for land value, and it is a question ~as to
whether the village should pay that much for land value alone.
The house might possibly be rented for a few years after
extensive -- and probably expensive -- repairs. The
matter is still open and we may hear further from the Busses'
in a few days. They do not want to be rushed into a
decision, nor do we wan~ to push them into too hasty action.
1. We have contacted Mr. Andre Nielsen, a library
consultant, who is on the staff of the Evanston Library.
Mr. Neilson has been hired by Wheaton, Elgin, Ottawa,
Elwood and Hinsd~ e, among others, in ~he last year or two
to advise with them on library building design and the best
use of space. Mr. Nielsen would be willing to make a survey
at Mount Prospect the first week of August; to consult
with the architect; and ~o submit a report of his findings --
for a fee of $200-. The Library Board believes that this
would be of great help. Is the Village Board willing to
finance this survey until library funds are available?
2. The architects for the present library building
were Childs & Smith, and we found them very satisfactory
and competent. It is our suggestion that t hey be
engaged for the plans and supervision of the addition, library
So far, due to vacation schedules, it has not been
possible to contact Mr. Childs, but we hope to do so by
or before Tuesday, July l~th. Will the Village underwrite
the preliminary plans and estimates?
3. The Library Board will appreciate your advice and
comments. We should like especially other opinions on the
purchase (if possible) of the South Emerson property.
The Library Board is meeDing at. the Library this
Tuesday, July l~th; zf there is anything that has not been
clearly stated, they can be reached there.

The Village Clerk was~requested to notify the Library
Board of action taken by the Board of Trustees at a meeting
held June l?, 19~8.
Trustee Casterline requested the Village Clerk to
send a copy of Ordinance No. 620 to the Chamber of Commerce.
President Lams read portions of a letter from Discennectiens
Mr. Jerome A. Schneider of 606 South Elm Street Under from ruralfire
the date line of July ll, 19~8 and addressed to the Board pretection
of Trustees. In this letter Mr. Schneider informed the district
Board of a desire to cause the disconnection of certain
areas from the Elk Grove Rural Fire Protection District.
Mr. Lamas informed Mr. Schneider that legal opinion was that
responsibilit~ for disconnection originally lay with the
subdivider but lacking such action, responsibility is now
with the .individual property owners. Preskient Lams stated
that it should be future Village policy to inform a
subdivider petitioning for annexation that he must provide
for disconnection from a rural fire protection district.

Gentlemen:
Due to the resignation of William H. Keith~ I take
pleasure in appointing Mr. E. Robert Reynolds, 305 Hi-Lusi,
as Village Clerk of the Village of Mt. Prospect, effective
August 1, 1958.
Tour concurrence in this appointment is respectfully
requested.

It was moved ~y Trustee Airey and seconded by
Trustee Casterline that the Board concur in the appointment
of Mr. Reynelds as Village Clerk.
Trustee Willer arrived and took his seat on the Board
at 9:59 P.M.
Trustee Schlaver voiced the opinion that the position
of Village Clerk should be a full time position. Trustee
Willer pointed out that since the resignation of the
present Village Clerk had been accepted, an increase in
compensation of a full time Village Clerk could be considered.
After some discussion of the matter, the Clerk was requested
by the President to restate the motion to concur in the
appointment of Mr. Reynolds as Village Clerk. The
President put the question and the clerk called the roll
with the following response: Ayes: Trustees Airey, Broad,
Casterline, Norris, Schlaver and Willer. Nays: None.
Whereupon the President declared the motion carried.
There being no further business to come before the
Board, it was moved by Trustee Broad and seconded by Trustee
Norris that the meeting be adjourned. The President put
the question and the vote was taken by acclamation, whereupon
the president declared the motion carried and the meeting
regularly adjourned at 10:15 P.M.
