HomeMy WebLinkAbout06/24/1958 VB minutes MINUTES OF A REGU~.AM MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE ~JNICIPAL BUILDING, MOUNT PROSPECT, ILLINOIS, ON TUESDAY, JUNE 24, 1958. The meeting was called to order at 8:15 P.M. by President Lams ~nd the Clerk was then directed to call the roll. On roll call, the following Trustees answered "Present": Casterline, Norris, Schlaver and Willer. Absent: Trustees Airey and Broad. All Trustees h~ving previously received copies of the minutes of the meeting held June 17, 1958, it was moved by Trustee Norris and seconded by Trustee Casterline that the minutes be approved as sub- mitted. The President put the question and the Clerk called the roll, With the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Ne~vs: None. Absent: Trustees Airey and Broad; whereupon the President declared the motion carried and said minutes approved as submitted. It was moved by Trustee Casterline and seconded by Trustee Schlaver that the List of Bills to be paid as of June 24, 1958 be approved for pa~vment. The President put the question and the Clerk called the roll, with the following response: A~ves: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent: Trustees Airey and Broad; whereupon the President declared the motion carried. President T~m~ read the following letter: June 24, 1958 Mr. Theodore Lams, N~yor Village of Mt. Prospect Village Hall Mt. Prospect, Illinois Dear Mayor L~: The Southeast Civic Organization of Mount Prospect plans to h~ve a bicycle and wagon parade for the sm~ll children of the area on the morning of July 4th. In connection with the organization and assembly of the children for the paraSe, it is deemed desirable to have two streets, namely, Pine Street, at Lincoln, and Sh~bonee Trail, at Elmhurst Road, temporarily barricaded in the same m~nner as was permitted the last three years. It is planned to assemble the children at Pine Street and Sh~bonee Trail at lO:O0 A.~. and to parade eastward on Sh~bonee Trail to Lions Park at about lO:15 A.M. Thus, it would be appreciated if the Village would permit the temporary blocking of traffic onto Shabonee Trail and Pine Street, from Route 83, in order to preclude the entry of any major portion of traffic which would approach the assembly point. Some of the Organization members, acting as guards, will be stationed along other street intersections with Shabonee, in order to safegmard children crossi~ the streets leading to the assembly area, without the necessity of actual street barricades. This plan is the s~me as was used last year on the 4th of July and seemed to work out satisfactorily. It is, therefore, respectfully requested that we be granted the permission to h~ve the temporary barricades erected for the parade of this year. It is believed that the barricades will no longer be necesss~y on the roads after the children have reached the Lions Park area, and the total alleged time for utilizing the barricaded streets should be no more than one hour. Liggett It was moved by Trustee Schlaver and seconded by Trustee Willer that the request of the Southeast Civic Organization as contained in the above letter be granted ~ud that arrangements be made with the co~eperation of the Chief of Police. The Presi- dent put the question and the vote was taken by accl~mation; whereupon the President declared the motion carried. President Lams then read the following letter: June 24, 1958 The Honorable Members of The Board of Trustees Village of Mount Prospect Gentlemen: Due to a vacancy presently existing, I take pleasure in the appointment of~r. Harold H. Ross, 517 North Emerson Street, to the Board of Appeals of the Village of Mount Prospect. Your concurrence in this appointment is respectfully requested. S/ Theodore A._ Lams Village President It was moved by Trustee Casterline and seconded by Trustee Norris that the Board concur with the recommendation of President Lams in the appointment of Mr. Harold H. Ross to the Board of Appeals. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent: Trustees Airey and B~oad; whereupon the President declared the motion carried. Village NauagerAppleby referred to an order from~the Illinois Commerce Commission pertaining to an increase in rates of charge for electric service by the Commonwealth Edison Company. ~Lr. Appleby stated that the matter had been fully covered in the newspapers. The order was referred to the Village Clerk for file. Village ~nager Appleby informed the Board of a continuation of a public hearing to be held by the Illinois Commerce Commission at 160 N. La Salle Street on June 26 and 2?, 1958 and pertaining to proposed increase in rates and other changes proposed by the Chicago & Northwestern Railway Company. In answer to an inquiry from Trustee Schlaver pertaining to the progress of Special Assessment concerning sidewalks, Village M~uagerAppleby informed the Board that the Village Attorney intended to report on the matter at the first meeting in July. Trustee Casterline referred to a letter from the Mount Prospect Chamber of Commerce dated June 16, 1958 and included in the minutes of June 17, 1958. This letter pertained to proposed free shopper parking in the metered parking lots after 9 A.M. on Saturdays° Trustee Casterline stated that points in favor of this proposal were: (1) It might be a hopeful method of encouraging local business; and (2) a possibility existed of reducing traffic congestion. He continued by saying that points in favor of denying this proposal were: (1) Loss of revenue to the Village; and (2) a question existed as to whether or not there was a genuine need for these facilities. Discussion brought forth the fact that approximately $60.00 per month was obtained in Village income from metered parking lots on Saturdays. Mr. Frank Qvnn and Police Chief Whittenberg also voiced opinions on the opening of the metered parking lots to shopper parking. Trustee Casterline stated that he would like to delay action on the matter until the next boa~d meeting in order to have the Bond Ordinance clarified. The following motion was then made by Trustee Willer and seconded by Trustee Norris: "that recommendations from Evert Kincaid & Associates that pertain to changes in our present planning or zoning rdinance be referred to ~r. Robert J. Downing, Village Attorney, for the Village of Nount Prospect, for his study and recommendation and that all correspondence from the Plan Commission, Board of Appeals and Engineers of this Village Board on the subject be transmitted to Mr. Downing for his consideration in his recommendation. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent, Trustees Airey and Broad; whereupon the President declared the motion carried. The Board recessed at 8:52 P.N. and reconvened a~ 8:56 Po~. Trustee Willer read the following letter: June 23, 1958 President and Board of Trustees Village of Nount Prospect ~ount Prospect, Illinois Gentlemen: The plat of George O'D~y's Resubdivision of Lots 59 and 40 of Hiawatha Trail Subdivision has been referred to the Plan Commission for study and recommendation. The Plan Commission recommends that the Village Board approve the resubdivison plat which is being returned herewith. Respectfully submitted, Nount Prospect Plan Commission S/ A. C. Appleby, Secretary It was moved by Trustee Willer and seconded by Trustee Norris that the Village Board concur in the recommendation of the Plan Commission and that the Village President and Village Clerk be authorized and directed To sign the plat of George O'Dey's Resub- division of Lots 39 and dO in Hiawatha Trail Subdivision. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent: Trustees Airey and Broad; whereupon ~he President declared the motion carried. Trustee Willer read proposed Ordinance No. 616. AN ORDINANCE PERTAINING TO NEETINGS OF THE VILLAGE BOARD AND ESTABLISHING 2 NEETINGS PER MONTH DURING T~3~ ~ONTHS OF JULY, AUGUST AND DECENBER. It was moved by Trustee Willer and seconded by Trustee Norris that Ordinance No. 616 be passed. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent: Trustees Airey and Broad; whereupon the President declared the motion carried and Ordinance No. 616 passed and approved. Trustee Willer read proposed Ordinance No. 617o AN ORDINANCE AUTHORIZING TEE VILLAGE ~ATTORNEY TO OBTAIN FOR THE VILLAGE OF ~O~NT PROSPECT, 2 TRIANGULAR PROPERTIES LOCATED AT THE INTERSECTIONS OF LINCOLN STREET AND ~.~HURST AVENUE AND LINCOLN STREET AND NAIN STREET. It was moved by Trustee ~iller and seconded by Trustee ScD_laver that Ordi~muce No. 617 ~e passed. The President put the question and the Clerk called the roll, with the following response: Ayes: Trustees Casterline, Norris, Schlaver and Willer. Nays: None. Absent: Trustees Airey and Broad; whereupon the President declared the motion carried and Ordiuance No. 617 passed and approved. Trustee Willer read 5 letters pertaining zo the First Addition ~o Country Club Terrace and requested that the letters be included in the official minutes b~ reference only. Letters read were: (1) A letter dated June 14, 1958 addressed ~o the President and Board of rustees and signed by~r. Vincent J~ Bolger; (2) A letter dated June 16,1958 addressed to the Village Attorney and signed Nr. Rs~vmond L. Willer; (3) a letter d~ted June 23, 1958 addressed to ~r. R. L. Willer and signed by~r. Robert J. Downing. This m~tter was referred to the Judiciary Committee by President Lams. Nr. Cadigau of Consoer, Townsend & Associates presented a request for the completion of the drainage facilities in Ruth's Wapella Gardens, statingthat pressure had been put on his firm by the State. This m~tter was referred by President Lams to the Street Committee for study and recommendation and to report at the Board ~eeting of July l, 1958. ~r. Don Adolphs ~resented a problem in connection with installation of sanitary sewers by the Netropolitan Sanitary District of Greater Chica~o on Wapella Avenue. Nr. Adolphs contended that sewers were being installed improperly by the contractor in charge of the sewer installations on Wapella Avenue. The Village Nanager was instructed to call this matter to the attention of the Netro- politan Sanitary District of Greater Chicago and Nr. Appleby requested that the complaint be submitted in letter form, so that the facts could be a~curately presented. Nr. Parker Ekren requested to see a copy of a proposed ordinance pertaining to septic systems. Nr. David S. ~cCoy inquired if Bric~m~u Home Builders would be expected to pay the cost of preparing plans, specifications and other engineering data for the proposed Highland Avenue special assessment work, and was informed that duey would. ~r. ~cCoy accepted this determination and asked about permission to proceed with~he portion of the proposed improvements in Rand View Highlands not covered by special assessment. He was told by the President and Village ~n~ger that as soon as the revised plans were received they could see no reason why the Street and Judiciary Committees would net recommend issuance of a permit to proceed in compliance with Village Ordinances~ There being ,no further business to come before the Board, it w~s moved by Trustee Willer and seconded by Trustee Casterline that the meeti~ be adjourned. The President put the question and the vote was taken by acclamation; whereupon the President declared the motion carried and the meeting regularly adjourned at 9:44 P.~. William H.
