OF TEE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, JUNE 10, 1958
The meeting was called to order at 8:15 P.M. by President Lams
and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered "Present": Airey,
Broad, Casterline, Norris and Schlaver. Absent: Trustee Willer.
All Trustees having previously received copies of the minutes
of the meeting held June 3, 1958, it was _moved by Trustee Airey and
seconded by Trustee Casterline that the minutes be approved as
submitted. The President put the question and the Clerk called
the roll., with the following response: Ayes: Trustees Airey,
Broad, Casterline, Norris and Schlaver. Nays: None. Absent:
Trustee Willer; whereupon the President declared the motion
carried and said minutes approved as submitted.
President Lams read the following letter:

Gentlemen:
Usually a citizen writes letters of pro~est or attends Village
Meetings for the same reason. Which I am one to be included in
that group.
But this time I would like to be on the other side. That is; I
would like to'extend my appreciation to the efficient Fire and
Police Departments.
Las Sunday after church I was going pas~ the Municipal Building
and an alarm was sounded. My sons wanted to see the action. In
fact this was the first time in my five years here that I watch~d~
the Firemen respond ~o an alarm.
The action was as follows:
Firs~ - One fireman pu%led the Emergency Truck out of the Fire
Station.
Second - Another man stopped all traffic in front of the Fire
Station.
Third - At the same time two Police Squads s~opped traffic at the
both Stop & Go intersections, ready for any action.
Fourth - Mr. Haberkamp and Mr. Willie arrived, with the way cleared
by the Police Dept.
And within seconds the Emergency Truck was on another mission of
Mercy.
I felt it was too bad that more of the People of Mount Prospect
could not have seen the well executed plans of the Fire and Police
Departments.
In closing please zhank the Fire and Police Committee and their
Chiefs for their efficien~ action.

Trustee Casterline requested a delay on the matter of a four
way stop sign a~ Owen and Henry Street stating that action would
be taken before the beginning of the school ter~ in the fall of 1958.

Trustee Norris commented on a matter which had been referred
to the Street Committee a~ the meeting of June 3, 1958, and which
pertained ~o certain requested improvements concerning property
knowa as the Second Addition of Stoltzner's Greenview Estates in
Arlington Heights. A motion was made by Trustee Norris and
seconded by TrusteeBroad concerning this matter, but the motion
was withdrawn when Village Manager Appleby informed Trustee Norris
that points still remained ~o be discussed with the Village Attorney.
President Lams read the following letter:

Gentlemen:
Attached is a petition signed by all the residents of
Arthur Drive in the form supplied by the a~tormeys of the
Village of Mount Prospect. The residents wish to commend the
board for taking steps ~o correct the records and believe this
action will eliminate the po&sibility of any misunderstandings
in the future.

Attached to the above letter was a petition bearing the
signatures of 60 citizens and readi~as follows:
We, the undersigned, constituting the owners of all the property
abutting upon Mac Arthur Boulevard in the Village of Mount
Prospect, do hereby respectfully petition the Village of Mount
Prospec~ ~o change the name of sa~d Mac Arthur Boulevard to
Mac Arthur Drive, and in consideration of such change of name,
we, and each of us, agree, promise covenant and warrant to hold
the Village~of Mount Prospect, its officers, agents, represent-
atives or employees harmless against any cause of action as a
result of or arising out of such change of name by the said
Village.
This matter was referred to the Judiciary Committee by
President Lams.
Trustee Schlaver then read the following 2 letters:

Dear Sir:
I would like to call your attention to the condition of the #4
well on Waverly Road. Since we started ~o keep a record of the
water level in our wells in October 1957, I have noticed a
definite drop in the level of the #4 well from a gauge reading
of 57' in October to a 50' reading on May 28, 1958. After
pumping steadily over the Memorial Day Weekend the gauge now
reads 26' when the pump is not running. After the pump has
run several ho~ it is now impossible to ge~ a reading on the
air line.
On ~um~ 5, 1958 Mr. R. Schlaak of the J. P. Miller Well Co.
of Brookfield, made an inspection of thiswell at my request to
determine if I was correct in my calculations.
Mr. Schlaak's records show that this pump was lowered 50 feet
in 1955 by the J. P. Miller Well Co. Since that time, the
well h~s dropped another fifty feet amd we now have approx-
imately 20 ft. of water over the pump bowls while the pump is
running. Mr. Schlaak and I are in agreement that if we need
this well to meet the demands for sprinkling thepump,.will
break suction but if we do not have a dry spell where we will need
this well, it could build up its level for limited pumpage.
Nr. Schlaak will submit a report and recommendation on this
condition in the near future.
When we proceed with this needed work, I would recommend that we
proceed with the installation of the stand by engine and pump at
the ~4 well site°

SUBJECT: #4Well Pump
Gentlemen:
On June 5, in the company of Nr. Harold Alldredge, we made certain
checks on the water levels at the #4 pumping station, and from
information furnished by Nr. Alldredge, and from conditions
observed, we believe tha~ the pumping level in the well at that
time was 468 ft. The length of the pump from the bottom of the
base to the opening on the strainer at the bottom of the suction
pipe is approximately 469~ft.
At the time these measurements were taken the pump had been
running two hours or less. With several hours more of pumping
we believe that the pump would have broken suction.
Nr. Alldredge indicated that during the continuous pumping
_ required around Decoration Day the pump apparently was breaking
suction at that.time.
We believe that it will be necessary to install an extension to
the pump column immediately so that the pump can be kept in
service. As you know, this is a water lubricated type of turbine,
and does not lend itself to frequent breaking of suction. The
shaft bearings are wa~er lubricated and mus~ be covered with water
at all times.
In 1955 we added a 50 ft. extension to this pump, a~ which time
the water level was slightly above the strainer. Apparently the
water level has dropped 50 ft. in these three years. This is a
greater recession than the normal that we have learned to expect
in the northern Illinois area. So, this excessive drop may be
due to the heavy pumping required during our very dry spring
weather.
Should we install a 50 ft. column extenion on the pump we believe
that this setting would be good for another three years a~ least,
and depending upon what happens in the area, this column extension
may be good for longer than three years. For instance, should the
Elmhurst-Lombard-Villa Park area obtain water from Lake ~ichigan,
and discontinue the heavy pumping now taking place in these
communities, the strain on the formation producting this wa~er
might be somewhat relieved, and this increased recession in
water levels may subside. It would be possible to put on a
lo~er extension, say 1OO ft., however, by the time that the
water level would recede to this depth, it will probably be
necessary ~o re-design the bowl assembly ~o increase its capacity
from this greater depth. Also, at the time the extension is
installed, a new set of motor bearings should be installed in the
motor, as it was noted that there was a very bad noise in the
motor at the present time, due ~o a faulty bearing.
Your cost for adding this 50 ft. extension, and changing the motor
bearings will be approximmtely the same as for the work done in
1955, or about $2,500.00. This cost is based on the following
schedule of prices:
50' - 8" x 1-15/16" water lubricated column and shaft with air line ..... $900.00
i - set motor bearings - - 337~00
5 men, tools and equipment, regular time, $19.00 per hour.
Each additional man required, $5.00 per hour.
Overtime, $3.00 per hour per man additional.
Trucking at 22~ per mile.
We have part of the material on hand for this extension, how-
ever, the remaining parts could be obtained from our ~lant at
Indianop~lis zn the matter of three to five days, but we
believe that it will require the pump ~o be out of service
three to four days while making this extension and other
repairs to the motor.
We would recommend that this work be done as soon as possible
so that the pump will no~ be operating while breaking suction.
If proper lubrication is no~ available az all times for the
shafting, damage may result which will require pulling the
entire pump and replacing parts. However, should the
extensmon be installed before harm is done, this is the only
change that will be required.

future.

Company as outlined in their letter of June 6, 1958 and to
authorize the Village Manager to proceed wi. th the necessary
repamrs. The President put the question and the Clerk called
the roll, with the following response: Ayes: Trustees Airey,
Broad, Casterline, Norris and Schlaver. Nays: None. Absent:
Trustee Willer; whereupon the President declared the motion
carried.
Trustee Schlaver then read the following 2 letters:

Dear Nr. Appleby:
We enclose ~n duplicate a proposal from J. P. Miller
Artesian Well Co. which includes all work contemplated for
rebuilding and assembling pump, gear head, and motor for a
standby pump installation az Number 4 Pumping Station.
We recommend that the Village issue a purchase order
accepting this proposal. It is our opinion that the
contemplated work included in this Droposal cannot be suit-
ably handled by competitive bids.
We are proceeding with preparation of drawings for a
general contracz covering the remmining work.

Gentlemen:
We have lined up the m~terials and costs necessary to install the
pump and combination drive am the above subject, using the
materials that Mt. Prospecm has on hand, namely, the combination
top shaft, the 12B Motu~oo ratchet and parts, the Gearturbo l:l
ration, and the cbmbination drive parts, a 12C discharge head
and 50 HP motor.
In addition To these parts we would furnish a 3 stage 12 ~A cast
iron bowl assembly and the suitable length of column to make a
complete short settingpump capable of delivering 1000 to 1200
GPM at 150'-130' head.
This pump will have the same overall length as To the 600 GPM
25 HP pump now installed, that is to say, the overall length
from the bottom of the discharge casting mo the face of the
base elbow will be 7'll".
Your costfor this pump, including the machine work To adapt
the present par~s, and the installation of the pump in place,
but no including the moving, setting or preparation of the
engine, and no~ including any plumbing or electrical work,
would be $1,276.OO.

1957 for the sum of $1,276.00. The President put the question
and the Clerk called the roll, with the following response:

Nays: None. Absent: Trustee Willer; whereupon the President
declared the motion carried.

We enclose h~ewith several copies of complete working drawing ~o
cover all w~rk necessary to msking the pump and gasoline engine
operative. All necessary specifications are included on the
drawing.
We suggest that the best method to get this work under contract
would be to solicit lump sum proposals from qualified contractors,
rather than to ge to formal advertising and formal proposals.
The latter would requmre a substantial proposal book to be
prepared by us, would delay the work considerably, and might
result in award of a contract To a second rate contractor.

It was moved~Trustee Schlaver and seconded by Trustee
Norris to authorize the Village Nanager to secure informal bids
for work suggested by Consoer, Townsend & Associates in their
letter of December 16, 1957 pertaining to auxiliary powered pump,
Station No. 4. Trustee Schlaver clarified the motion by stating
that the sum involved would be Between $800.00 and $1,000.00,
The President put the question and the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad,
Casterline, Norris and Schlaver. Nays: None. Absent: Trustee
Willer; whereupon the President declared the motion carried.
Trustee Schlaver read proposed Ordinance No. 613. AN ORDINANCE
ANNEXING PROPERTY LOCATED AT THE SOUTHEAST CORI~ER OF BUSSE ROAD
AND CENTRAL ROAD, AS REQUESTED BY THE BOARD OF EDUCATION, SCHOOL
DISTRICT NO. 57, AND RESCINDING ORDINANCE NO. 606. It was moved
by Trustee Schlaver and seconded by Trustee Airey that ordinance
No. 613 be passed. The President put the question and the Clerk
called the roll, with the following response: Ayes: Trustees
Airey, Broad, Casterline, Norris and Schlaver. Nays: None.
Absent: Trustee Willer; whereupon the President declared the
motion carried and Ordinance No. 613 passed and approved.
· 'rustee Airey read proposed Ordinance No. 614. AN ORDINANCE
~ING A REVISION IN THE NANNER OF ISSUING VEHICLE LICENSES.
Judge Ralph Gould cautioned against changing the m~nner of issuing
v~hicle licenses without informing ~the public. Village Nan~ger
Appleby commented on a contemplated procedure, wherein applications
for vehicle licenses will be mailed to citizens with their water
bills sometime in November. Nr. Howard Wilson questioned the
advisability of a 25% discount for promptness in applying for
vehicle licenses as outlined in the proposed ordinance. It was
moved by Trustee Airey and seconded by Trustee Casterline that
Ordinance No. 614 be passed. The President put the question and
the Clerk called the roll, with the following response: Ayes:

None. Absent: Trustee Willer; whereupon the President declared
the motion carried and Ordinance No. 614 passed and approved.
It was moved by Trustee Airey and seconded by Trustee Norris
that the List of Bills to be paid as of June 10, 1958 be approved
for payment. The President put the question and the Clerk
called the roll, with the following response: Ayes: Trustees
Airey, Broad, Casterline, Norris and Schlaver. Nays: None.
Absent: Trustee Willer; whereupon the President declared the
motion carried.
Village Nanager Appleby informed the Board that the average
cost of spraying elm trees in the Village had amount to 9?¢
per tree.
The Village ~nager referred to a petition requesting annex-
ation to the Village of ~ount Prospect of property commonly
known as American Legion property located north of Central
Road and near the intersection of Busse Road and Central Road.
This matter was referred to the Judiciary ~ommittee by President
Lams.

Village Nanager Appleby referred to property known as Naple
Crest Subdivision a~ud indicated that no recommendation from the
Plan Commission was for~coming at this time. At the suggestion
of ~. Appleby, President Lams referred the plans and specifications
for improvements to N~ple Crest Subdivision to~e Street Committee
and the Water Committee.
Village Nanager Appleby repsrted on a public hearing which
was held before the Zoning Board of Appeals of Cook County on June 5
and which concerned property known as Brickman~nor. Nr. McCoy
reported on the intention of Brickman Home Builders with respect
to land dedication for public use. Trustee Schlaver requested
concrete evidence of Brickman Home Builders' plans with respect
to land dedication by June 17, 1958 to enable the Board to decide
if they would, or would not, object to the rezoning of property
known as Brickman Manor to the Zoning Board of Appeals of Cook
County.
Trustee Schlaver inquired as to the state of progress
concerning the installation of sidewalks in the Village and
was informed by the Village Nanager that the Village Attorney
expected to report on the matter at the first meeting in July.
It was moved byTrustee Airey and seconded by Trustee Broad
that the Treasurer's Report for April, 1958, including a s~m~ary
of expenditures, for the fiscal year ending April ~O, 1958 be
approved and placed on file. The President put the question
and the Clerk called the roll, with the following response:
Ayes: Trustees Airey, Broad, Casterline, Norris and Schlaver.
Nays: None. Absent: Trustee Willer; whereupon the President
declared the motion carried.
There beingno further business to come before the Board,
it was moved by Trustee Casterline and seconded by Trustee
Norris that the meeting be adjourned. The President put t~e
question and the vote was tkaen by accl~mation; whereupon the
President declared the motion carried and the meeting regularly
adjourned at 9:27 P.N.
