OF THE PRESIDENT AND 'BOARD OF
TRUSTEES, HELD IN TEE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, NAY 20, 1958.
The meeting was called to order at 8:14 P.M. by President LAmS
and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered "Present": Airey,
Casterline, Norris, Schlaver and Willer. Absent: Trustee Broad.
All Trustees having previously received copies of the minutes
of the meeting held May 13, 1958, it was moved by Trustee Norris
and seconded by Trustee Willer that the minutes be approved as
corrected. The President put the question and the Clerk called
the roll, with the following response: Ayes: Trustees Airey,
Casterline, Norris, Schlaver and Willer. Nays: None. Absent:
Trustee Broad; whereupon the President declared the motion carried
and said minutes approved as corrected.
It was moved by Trustee Airey and seconded by Trustee Casterline
that the List of Bills to be paid as of Ma~ 20, 1958 be approved for
payment. The President put the question and the Clerk called the
roll, with the following response: Ayes~ Trustees Airey, Casterline,
Norris, Schlaver and Willer. Nays: None. Absent: Trustee Broad;
whereupon the President declared the motion carried.
The Village Clerk read the following letter:

Gentlemen:
At the ~ch 28, 1958 meeting of the Zoning Board of Appeals a
reference was made to Article XII, Service Station, Sections 14.1205
and 14.1206. Frontage Consents by a property-owner spokesma~ in
connection with Case 58-5. On April 22, 1958, at the meeting of
the Board of Trustees, this same spokesman asked if the Village
Board intended to enforce the above mentioned ordinances and
received an affirmative answer from Village President
On May 12 and 13, 1955, Mr. Leo Koltz, Real Estate Representative
of Cities Service Oil Company, called upon the owners of the homes
at 520, 521, ~22 and 525 North Elm Street that a~e within one
hundred' and fifty feet (150) of a proposed gasoline service s~atton
at Highland Avenue, extended, and Band Road in an effort to obtain
the required written consent of these property owners before
requesting a Building Permit. As previously predicted, none of the
affected property owners were willing to siga written consents for
a gasoline service station and therefore none did so. At this
point, the Cities Service Representative implied that if frontage
consents could not be obtained he would get a permit to build by
going to higher authority.
The property owners are considerably concerned about such an
implication being made since they are relying upon the Village of
Mount Prospect to protect ~them from the disturbances, odors, dirt
and the increased vehiculs~r Sraffic that would accompany a gasoline
aervice station in this location. As citizens of this Village
these property owners will demand tha't Village Ordinances on
Service Station Frontage Consents be upheld a~d vigorously defen~ed
by legal means if necessary. Property owners have a right to
protection of the value of their property as just one of the
duties of the Village Board whe~ it comes to matters of zoning
or ultimate land use. We sincerely trust that our faith in the
present Board of Trustees has not been misplaced but will be
reaffirmed by steadfast ad~rence to'~ts established ordinances.

President Lams referred this letter to the Village Clerk
for file and directed the Village Clerk to send a copy of the
above read letter to the Village Attorney.

Dear Sir:
May we avail ourselves of this opportunity to inform
you and the members of the village board of our fullest
appreciation for the prompt response to a telephone call
to the Mt. Prospect Police Department, shortly after eleven
o'clock on the night of April 11, 1958.
It was at that time that our dear wife and mother, as
is already perhaps known to you, suffered a very sever and
fatal heart attack. Immediately after completing the urgent
telephone call to the police ~fficer on duty that night, the
siren s~mmoning the Inhalator Squad was sounded and within
~a few short moments they arrived and had the inhalator equip-
ment in operation. Although their efforts were in vain, we
know that no more prompt service could have been rendered,
and that all h,,m~ effort would have proven futile. We are
most grateful fo~ the great kindness accorded us by the very
efficient performance of duty on the part of the Mt. Prospect
Police Department and Inhalator Squad and ask you to please
convey our expression of profound thankfulness to the members
of the two organizations serving our community in a most
dependable manner.

Gent lemen:
We wish to compliment the 'Mayor and Board of Trustees on the
action taken by the Village Council regarding the rezoning of
property at the Junction of Route 58 and Route 85. We have
specific reference to the proposed fringe shopping center.
The manner with which the results of your findings were
expressed was very gratifying. We ~realize man of our members
do not attend the Board meetings as often as we would like.
Operating a business in times like these requires many hours
of work after the regularily scheduled business hours. . Rest
amsured ~he businessmen of Mt. Prospect, are continually
endeavoring to facilitate the shopping, parking and safety
of their customers.

President Lams read three letters from citizens pertain-
ing to .the removal of trees on Prospect Avenue. The letters
were as follows~

Dear Sirs:
It is shocking to hear the report that the Trustees of
the Village at their meeting of May 13 VOTED to remove the
trees on Prospect Avenue between Emerson and Wille Streets.
I PROTESTI
It is lamentable that we have a Village Boar~ so 5~different
to the ethical values of beauty as to destroy those trees - ~rees
grown to the full beauty of maturity - to be willing to sacrifice
them to mere commercialism.
That street - the first impression those alighting from trains
receive of the town - will become uglier and uglier, and with
ugliness condoned, even fostered, the fine character qualities
of the town and those who live in ~t, the boys and girls who grow
up in it - deteriorate.
It is only a couple of years ago that the trees in the block
opposite the depot were taken out, some replaced by others and
those "staggered" to widen the roadway. Are those trees no to
be wantomly destroyed?
We know of ~shall Field & Co.'s planting and nurturing
trees in boxes under the sidewalk, at considerable expense, in
the effort to bring the beauty of green living trees to their
premises. In Mount Prospect such beauty apparently is not worth
consider~ ~g.
It is to be hoped that we are not to have a repitition of
the dastardly action taken in the removal of the trees and shubbery
on Maple and Emer$~Streets - the Village Board reportedly having
taken action one evening and crews at work cutting down the trees
and shubbery before eight o'clock the following morning with the
job completed before noon of that day. That was action nothing
short of despoticl

This is in regard to the trees along Prospect Ave. from
Emerson to Witle Streets being removed.
It seems too b~d that progress must be served at the cost
of the beauty of the town. Ail over the Northwest area Mt.
Prospect has been spoken of as the beautiful suburb with the
lovely tree lined streets.
Surely there must be a better way than to sacrifice the
beauty of our town.

The trees of Prospect Avenue could be curbed and saved.
Two of them Just cost us several hundred dollars. Take a few
feet off the sidewalk and a few feet off the railroad - "~p the
Town & Country Air".
Highway 85 on. Main Stree~ is a far greater traffic hazard
than those trees. ~85 on Main Street which is~ a real project

Trustee Willer proposed that action be delayed on the
removal of trees on Prospect Avenue and suggested that the
Village sample the opinions of Village residents by including __
the question of the remova~l of trees on the ballot of the
next bond election.
Mr. Wa2~er Schroeder spoke in opposition to the removal
of the trees on Prospect Avenue. Other citizens who spoke
to some length on the parking situation and removal of trees
were Mr. Meyn and Mr. Mokate. Eoa~rmembers agreed to dalay
action on the removal of the ~rees for the present time.

Gentlemen:
In accorAance with previous statements regarding our
request to locate an electrical distribution center on North-
west Highwa~v near Mt. Prospect Road, we wish to svm,~rize our
proposed "time-table" for this installation as follows:
1. With two months after our request is granted we
will begin improving the proper~y by grading and
enclosi~ the area with fenci~ and the brick wall
as shown on the plan in your files.
2. Assuming the above will be completed this summer we
will ~hen landscape the area as indicated on the
plan by October 1958.
3. As soon as it is assured that this property can be
used as requested, we will place an order for the
electrical equipment for delivery and installation
by August 1959. Should load growth accelerate to
the 1957 pace it will be necessary to make this
installation hy June 1, 1959 in order to supply
the summer peak load expected in this area.
We trust the above information will assist you in your
deliberations in this case, and that we will have a favorable
decision on your request in the very near future.

Trustee Willer pointed out the fact that the Board of Appeals
had recommended that the petition be granted in Case 58-1. It was --
moved by Trustee Willer and seconded by Trustee Casterline that the
Village Board concur with the recommendation of the Board of Appeals
with respect to ~Case 58-1 and that the Village Attorney be directed
to prepare the necessary papers to bring about the recommended change.

Gentlemen:
In consideration of the President and Board of Trustess
of theVillage o'f Mount Prospect approving and accepting the
water m~in system installed by this company in Bonnie Park
Subdivision within the Village of Mount Prospect, it is h$~eby
agreed by Surety Builders that:
(1) The water mains with necessary appurtenances
installed in said Subdi~isic~ shall become the
property of the Village of Mount Prospecm upon
their acceptance by action of the President and
Board of Trustees of the Village of Mount Prospect
at no expense or cost to the Village of Mount
Prospect;

system as installed for a period of one (1) year
from the date of said acceptance.

The following motion was then made by Trustee Schlaver
and seconded by Trustee Norris: "move that the letter of
Surety Builders dated 5-8-58 just read be ma~e a part of the
minutes and that the water mains in Surety's Bonnie Park be
accepted." The President put the q-.,estion and the Clerk
called the roll, with the following response: Ayes: Trustees
Broad, Casterline, Norris, and Schlaver. Nays: None. ,Trustee
Willer passed his vote. Absent: Trustee Airey; whereupon the
President declared the motion carried.
Trustee Norris reported on the proposed pavement of
streets at the entrance to Lions Park and informed the Board
that several meetings with property owners involved had proved
fruitless. Ne stated that the Park District must agree before
Special Assessment proceedings could be instigated. Trustee
Norris closed his remarks with the statement that the Street
Committe could take no further action and that any further
action must be taken by the Park District. At the suggestion
of Trustee Broad, Village Manager Appleby agreed to obtain
estimates of a temporary seal coat on the streets involved.
President TAmS requested the Street Committee to draft
a letter to the Park District Board, stating the views of the
Board of Trustees.
Village Manager Appleby read a proposed Resolution. A
RESOLUTION DESIGNATING WAPELLA AVENUE AS AN ARTERIAL STREET
FROM LONNQUIST AV~UE TO GOLF ROAD. It was moved by Trustee
Norris and seconded by Trustee Schlaver that the proposed
Resolution be adopted. TrusteeWiller suggested withholding
action on the adoption of the proposed resolution for the time
being. Trustee Norris withdrew his motion and Trustee Schlaver
withdrew his second and.members of the Board agreed to give
the proposed resolution further consideration.
Mr. William Mott reported on the progress of the Des
Plaines, Arlington Eeig~ts, Mount Prospect and Palatine Water
Commission.
Mr. A. C. Sonnenberg of 100 N. Lancaster requested inform-
ation on the proposed sewer to be installed in the area known
as Centrmlwood.
Village Manager Appleby read a letter from the Gladstone
Realty Company dated May 14, 1958 in reference to Lot 25 in
First Addition to CoUntry Club Terrace. Members of the Board
nformed representatives of the Gladstone Realty Company that
Village Policy requires the developing of Country Club Terrace
as a whole, rather than as several units.
There being no further business to come before the Board,
it was moved by Trustee Broad and seconded by Trustee Norris
that the meeting be adjourned. The President put the question
and the vote was taken by acclamation; whereupon the President
declared the motion carried and the meeting regularly adjourned
at 10:10 P.M.
