INVOCATION INVOCATION Trustee Zadel gave the invocation. MINUTES APPROVAL OF MINUTES Trustee Hoefert, seconded by Trustee Zadel, moved to approve the minutes of the special meeting held June 5, 2001. Trustee Zadel, seconded by Trustee Corcoran, moved to approve the minutes of the regular meeting held June 5, 2001. Trustee Lohrstorfer, seconded by Trustee Skowron, moved to approve the minutes of the regular meeting held June 19, 2001. Trustee Zadel, seconded by Trustee Lohrstorfer, moved to approve the minutes of the regular meeting held July 3, 2001. APPROVE BILLS BILLS Mayor Farley stated that the next item on the agenda, "APPROVE BILLS "was noted by an asterisk, and that all items further listed in that manner would be considered with one vote under as "IX. CONSENT AGENDA." MAYOR'S REPORT: MAYOR'S REPORT There were no recommendations for board or commission appointments. YOUTH COMMISSION Youth Commission members Nicole Byrne, Julie Higginson, and Laura Higginson ANNUAL presented the 2000-2001 Youth Commission Annual Report. REPORT COMMUNICATIONS AND PETI~TIONS - CITIZENS TO BE HEARD CITIZENS TO BE Kathleen Kowalski, 1818 Tano Lanel asked the Village Board's assistance in having a HEARD Prospect Heights realty company discontinue their annual practice of placing flags bearing business cards on the lawns of Mount Prospect residents. There was a brief discussion among the Board members relative to the placement of signs, and the practice of using the American flag for advertising purposes. It was determined that there is a definite need for future discussion regarding the display, or placement of signs. NO. 44-01, A RAILROAD RIGHT-OF-WAY LANDSCAPE BEAUTIFICATION LEASE LANDSCAPE BET~NEEN THE VILLAGE OF MOUNT PROSPECT AND UNION PACIFIC LEASE FOR RAILROAD TRAIN STATION 4. NEW BUSINESS: NEW BUSINESS An ordinance was presented for first reading, which would grant a Conditional Use permit ZBA 12-01, for the construction of a circular driveway at 600 W. Kensington Road. The Zoning Board 600 W. of Appeals (ZBA) had recommended approval by a vote of 3-1. KENSINGTON ROAD Trustee Hoefert, seconded by'Trustee Lohrstorfer, moved to waive the rule requiring two readings of an ordinance. Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. ORD. Trustee Hoefert, seconded by Trustee Lohrstorfer, moved for approval of Ordinance NO. 5200 No. 5200: . AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED ~T 600 WEsT KENSINGTON ROAD Upon roll call: Ayes: corc°~n, h~efert, L°~rstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. ZBA 13-01, An ordinance was presented for first reading, which would grant a Conditional Use permit 17 AUDREY LN. for the construction of an unenclosed, covered porch to encroach into the twenty-five foot (25') front setback at 17 Audrey Lane. The ZBA had recommended approval of the request by a vote of 4-0. Trustee Hoefert, seconded by Trustee Zadel, moved to waive the rule requiring two readings of an ordinance. NO. 5201 Trustee Hoefert, seconded by Trustee Corcoran, moved for approval of Ordinance No. 5201: ............ AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 17 AUDREY LANE Upon roll call: Ayes: Corcoran, Heefert, Lohrstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. ZBA 14-01, An ordinance was presented for first reading, which would grant a Conditional Use permit 305 N. for the construction of an unenclosed, covered porch to encroach into the twenty-five foot FAIRVIEW AVE. (25') front setback at 305 N. Fairview Avenue. The ZBA of Appeals had recommended approval of the request by a vote of 4-0. Trustee Corcoran, seconded by Trustee Wilks, moved to waive the rule requiring two readings of an ordinance. NO. 5202 Trustee Wilks, seconded by Trustee Zadel, moved for approval of Ordinance No. 5202: AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 305 NORTH FAIRVIEW AVENUE Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. ZBA 15-01, An ordinance was presented for first reading, which would grant a variation for an 418 S. unenclosed, covered porch to encroach into the exterior side yard at 418 S. Na-Wa-Ta NA-WA-TA AVE. Avenue. Director of Community Development William Cooney explained that the petitioners plan to raze their existing porch and construct a new porch, with a thirteen-foot (13') setback, rather than the required twenty-foot (20') setback. He further explained that the request requires a variation because it encroaches into the exterior side yard setback; the ZBA had recommended approval by a vote of 4-0. 3 The Village Board discussed the case, with the majority of members indicating that they did not see this as a case of hardship (as required by the Village Code) necessitating the proposed revisions to the property. This case will be presented for second reading at the August 7, 2001 Village Board A meeting. ZBA 16-01 Two ordinances were presented for first reading, for Conditional Use permits for property 1006 W. at 1006 W. Isabella Avenue, to allow the construction of an unenclosed porch and a ISABELLA AVE. circular driveway. The Zoning Board of Appeals had recommended approval of the request for the unenclosed, covered porch with a vote of 4-0, however, that Board recommended denial of the request for the circular driveway. A rather lengthy discussion was held between Board members and the petitioners, with the petitioners explaining personal issues, which they feel determine the need for the driveway. One major point of discussion was the number of curb cuts that would result if the permit for the driveway was granted. Several Board members stated that they could support the request if the plan was revised to meet lot coverage requirements as outlined in the Village Cede, and if the plans were revised to require only two curb cuts. The petitioner, Jeff Chamberlin, was receptive to the Board's suggestions, indicating that he would attempt to revise the plans prior to his next presentation. Both ordinances, for the porch and the driveway, will be presented for second reading at the August 7, 2001 Village Board meeting. SAFETY The Board received recommendations from the Safety Commission to remove the COMMISSION: temporary curb extensions and yellow striping at Lions Park Elementary School, which LIONS PARK were installed earlier this year, as a temporary traffic calming measure. .~. SCHOOL CURB EXTENSIONS The Commission has concluded that the curb extensions and striping have not brought about the significant benefit to pedestrian safety in the area, as was hoped, therefore the temporary extensions will be removed, and not replaced with permanent ones. Trustee Hoefert, seconded by Trustee Wilks, moved to concur with the recommendation of the Safety Commission for the removal of tem. porary curb extensions and striping at Lions Park School. MANAGER'S VILLAGE MANAGER'S REPORT REPORT Mr. Janonis noted that a public workshop would be held for Village Board members on July 21 to discuss the possible construction of a new village hall building. ANY OTHER BUSINESS OTHER Trustee Hoefert asked the status of the Norwood development at the corner of Northwest BUSINESS Highway and Emerson Street; Mr. Cooney and Mr. Janonis stated that the first tevel of the three-leverstructure woutd show noticeable progress around the second week of August. Projected completion date is the end of this year. 4 CLOSED CLOSED SESSION SESSION Mayor Farley noted that in addition to the items already listed on the agenda for discussion, the following item would be discussed: "LAND ACQUISITION '5 ILCS 120/2 (c) (5) - "The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired." Trustee Zadel, seconded by Trustee Corcoran, moved to convene in Closed Session. Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. The open meeting adjourned at 9:20 p.m. RECONVENE RECONVENE The Village Board reconvened into open session at 10:05 p.m. Mayor Farley shared a copy of his statement he presented earlier in the day at the O'Hare Expansion Hearing in Park Ridge. Trustee Wilks requested a future workshop for Board members, to discuss the definition of conflict of interest elements.
