THE PRESIDENT AND BOARD'OF TRUSTEES
HELD IN THE MUNICIPAL BUILDING,
MT. PROSPECT, ILLINOIS ON
TUESDAY, APRIL 15, 1958.
The meeting was called to order at 8:$8 P.M. by President
Lams and the~Clerk was then directed to call the roll.
On roll call, the following Trustees answered "Present":
Airey, Broad, Casterline, Norris and Willer. Absent: Trustee
Schlaver.
All Trustees having previously received copies of the minutes
of the meeting held April 8, 1958, a motion was made by Trustee Airey
and seconded by Trustee Norris that the minutes be approved as sub-
mitted. The President put the question and the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad, Casterline,
Norris and Wilier. Nays: None. Absent: Trustee Schlaver$ whereupon
the President declared the motion carried and said minutes approved
as submitted.
It was moved by Trustee Airey and seconded by Trustee Casterline
that the List of Bills to be paid as of April 15, 1958, be approved
for payment. The President put the question and the Clerk called
the roll, with the following response: Ayes: Trustees Airey, Broad,
Casterline, Norris and Willer. Nays: None. Absent: Trustee Schlaver;
whereupon the President declared the motion carried.

President Lams read a request of Mark's Kiddie Fun-
mobile at 1057 W. Thorudale Avenue, Chicago, Illinois to
operate a Funmobile on the streets of Mount Prospect~twice
monthly during the period fromM ay l, 1958 to Septemberl5,
1958. This matter was referred to .the Village Manager to
obtain more information.
The following motion was then made by Trustee Norris and
seconded by Trustee Broad: "I move that the plans and specific-
ations for sanita~v sewers, storm sewers, water mains and paving
improvements ~o serve Frank Seraftne's 3rd Addition as prepared
by Consoer, Townsend & Associates and identified as "C.T.&A.No.
57-207" be approved, and Serafine Builders, Inc. be granted a
permit to construct said sewers from the Metropolitan Sanitary
District of Greater Chicago and upon compliance with all Village
Ordinances; and that the Village Manager be authorized on behalf
of the Village to sign the application for a permit from the
Metropolitan Sanitary District of Greater Chicago ~o construct
sewers and the agreement to furnish water on behalf of the VillageM

upon the President declared the motion carried.
Trustee Norris reported that the Street Committee had taken
a poll of owners of property along streets at the west entrance
to Lions Park. He stated that the results were a refusal by some
property owners and no reply ~y others. He further informed the
Board that the Street Committee would request the Park District
to cooperate with the Village and agree to Special Assessment
proceedings.

Boulevard.
Dear Mr. Appleby:
tn accordance with your request, we transmit ~rew~three (3)
copies of an arterial street resolution covering the addition
of Lonnquist Boulevard from Elmhurst Road to We-Ge Trail and
the extension of Arterial street No. 8, See-Gwun Avenue from
Council Trail to Lonnquist Blvd.

Since the west end of the proposed improvement on Lonnquist Boulevard
-is about 1/2 block west of See-GwunAvenue, we have dedicated
Lonnquist as arterial fromElmh~rs~ Roadto We-Go Trail. It is
always desirable ~o connecm arterial streets with other arterials
or State Highways but in this case the west end of Lonnquist, as
an arterial street, will dead-end. We discussed this matter with
the State's Motor Fuel Tax representative and he concurred in this
arterial designation of Lonnquist. He suggested also that See-Gwun
Avenue, which is presently an arterial street from Lincoln Avenue
to Council Trail, be extended to Lonuquist even though a bridge does
not exist over the creek at this time. We have therefore included
the extension of See GwunAvenue, arterial street No. 8, in the
attached arterial street resolution.
We are also submitting herewith three (3) copies of a resolution
of intent coverLng the proposed widening and paving of Lonnquist
Boulevard by special assessment. The state requires a resolution
of intent whenever the municipality contemplates the expenditure
of Motor Fuel Tax Funds to retire all or part of public benefit
portions of special assessment improvements.
Kindly arrange for the adoption of the attached resolutions by the
President and Board of Trustees, and two (2) certified copies of
each should then be forwarded to Mr. J. P. Tuthill, District
Engineer, Illinois Division of Highways, 160 N. La Salle Street,
Chicago, Illinois for approval. It is suggested that both resol-
utions be submitted to Mr. Tuthill at the same time, and in your
letter of transmittal you should state that the paving will be
financed by special assessment and describe the importance of
this improvement which will provide access to the new school
recently constructed.

Trustee Norris explained Proposed Resolution 7-58. A RESOL-
UTION DESIGNATING THE FOLLOWING AS ARTERIAL STREETS: LONQUIST
BOULEVARD FROM ELMMURST AVENUE TO WEGO TRAIL AND SEE-~WUN AVENUE
FROM COUNCIL TRAIL TO LONNQUIST BOULEVARD. It was moved by Trustee
Norris and seconded by Trustee Willer that Resolution 7-58 be
adopted. The President put the question and the Clerk called the
roll, with the following response: Ayes: Trustees Airey, Broad,
Casterline, Norris and Willer. Nays: None. Absent: Trustee
Schlaver; whereupon the President declared the motion carried and
Resolution 7-58 adopted.
Village Manager Appleby read Proposed Resolution 8-58. A
RESOLUTION OF INTENT THAT THE FOLLOWING STREET BE IMPROVED UNDER
THE M.F.T. LAW: LONNQUIST BOULEVARD FROM ELMMURST AVENUE TO 1/2
BLOCK .WEST OF SEE GWUN AVENUE AND WAPELLA AV~UE FROM LONNQUIST
BOULEVARD TO THE NORTH DRIVE OF SUNSET ROAD. It was moved by Trustee
Norris and seconded by Trustee Broad that Resolution 8-58 be adopted
and that the Village Clerk be authorized to.sign Resolution 8-58
on behalf of the Village of Mount Prospect. The President put the
question and the Clerk called the roll, with the following response:
Ayes: Trustees Airey,'Broad, Casterline, Norris and Willer. Nays:
None. Absent: Trustee Schlaver; whereupon the President declared
the motion carried and Resolution 8-58 adopted.
Trustee Willer stated that the Judiciary Committee was not
yet ready to report on Case 58-5 or Case 5S-1.
Trustee Willer read a letter from Village Attorney Downing
pertaining to Case 58-7 in which the Village Attorney pointed out
that the report of the Board of Appeals pertaining to Case 57-8
did not ~et forth the finding of fact as required by law and that
such a find of fact must be given before an ordinance could be
prepared.
Trustee Will~r referred to a revised plat of BrickmauManor
Subdivision at Eand and Foundry Roads. It was moved by Trustee Willer

and seconded by Trustee Norris that the Revised Plat of Brickman
Home Builders pertaining to Bric~m~u Manor Subdivision at Rand
s.ud Foundry Road be referred to the Plan Commission. The Pres-

Trustee Willer read the following communication:

Gentlemen:
Case 58-2
The Board of Appeals voted 7 ~o 0 in favor of granting a B-1
classification to the petitioned property, should it be annexed
to the Village. Our favorable vote is on the condition ~hat the
sewer and water problems meet the municipal code requirements of
our Village.

Case 58-2 was referred to the Judiciary Committee for study
and recommendation by President Lams.
Mr. Frank Lynn requested the Board of Trustees to secure
more information from the Board of Appeals. Trustee Willer
clarified the position of the Board of Appeals as an Advisory
Group. Mr. Lynn requested that the Board of Appeals be required
to give reasons 'for their recommendation in favor of the petitioner
with respect to Case 58-2. Trustee Broad suggested that opponents
of the petition kown as Case 58-2 should properly submit their
suggestions in writing for consideration by the Board of Trustees.
Trustee ~iller read a letter fromMr, hh~gene Baughman of Evert
Kincaid & Associates in which Mr. Baughman pointed oum the need for
a shopping center in a ge~aral location along Route 83, approx-
imately 1/2 way between Dempster Street and Golf Road. Mr. Frank
Lynn spoke to some length coacerning Case 58-2. He stated that the
defeat of the petition ~nown as Case 58-2 is vital ~o continued
life of businesses in Mount Prospect.
~o~ Trustee Willer rea~ proposed Ordinance No. 606. AN ORDINANCE
ANNEXING TO THE VILI~GE OF MOUNT PROSPECT~ PROPERTY LOCATED SOUTH OF
CENTRAL ROAD AND WEST OF WELLER CREEK AND EXTENDING TO BUSSE KOAD.
It was moved by Trustee Willer and seconded by Trustee Casterline
that Ordinance No. ~06 be passed. The President put the question
and the Clerk called the roll, witCh'he following response: Ayes:
Trustees Airey, Broad, Casterline, Norris and Willer. Nays: None.
Absent: Trustee Schlaver; whereupon the President declared the
motion c~rried and Ordinance No. 606 passed and approved.

that the Village Attorney be directed to represent the interest of the

Gentlemen:
In connection with the construction of the Upper Des Plaines
Intercepting Sewer, Contract No. ll-C by the Metropolitan Sanitary
District of Greater Chicago, it is necessary to build a portion of
the work upon, under, and through that part of Weller Lane lying
between Central Road and Busse Avenue. The purpose of this work is
to intercept sanitary flows in an existing 8 feet by 12 feet outfall
conduit at the point of itsjunction with Weller Creek along the
south side of Central Road. Since Weller Lane is located within the
corporate limits of the Village, permission to perform this work
must be obtained from the Village of Mount Prospect.
Also included within the aforesaid construction.contract is the
work of cleaning Weller Creek between Central Road and Elmhurst
Road. During the performance of this work, it will be necessary for
the contractor to enter upon, utilize, and operate construction
equipment across public parks, streets, alleys, and rights of way
lyingwithin the corporate limits of the Village. In the course of
cleaning Weller Creek, the c~ntractor will place, when necessary,
new outfalls upon Village sewers terminating at Weller Creek.
Enclosed herewith are three copies of a proposed form of ord-
inance granting permission to The'Metropolitan Sanitary District
of Greater Chicago to construct a part of said sewer and to clean
Weller Creek. Afte~ the ordinance ~s~passed by the Village Board,
will ~you kindly make the necessary executions on pages 7 and 9 thereof.
Please return two executed copies to this office so that the ord-
inance may be presented ~o our Board of Trustees for official
acceptance. You may keep the ~h~d copy for your file. After our
Board of Trustees has passed on the matter, one fully executed
copy will be returned to you.

President Lams then read Proposed Ordinance No. 607. AN ORD-
INANCE GRANTING A PERPETUAL EASEMENT TO THE METROPOLITAN SANITARY
DISTRICT OF GREATER CHICAGO. It was moved by Trustee Willer and
seconded by Trustee Airey that Ordinance No. 607 be passed. The
President putthe question and the Clerk called the roll, with the
following response: Ayes: Trustees Airey, Broad, Casterline,
Norris and Willer. Nays: None. Absent: Trustee Schlaver; where-
upon the President declared the motion carried and Ordinance No.
607 passed and approved.
Trustee Willer referred to a proposed agree~m~etween the
Metropolitan Sanitary District of Greater Chicago and the Village
of Mount Prospect by which the Village of Mount Prospect agrees
to act as agents of the Metropolitan Sanitary District of Greater
Chicago with respect to collection of fees and other services.

TrusTee Willer and seconded by Truste~ Norris: "I move that
Resolution No. 9-58 b~ adopted as read with the tmderstanding that
the compensation to be paid to the Village of Mount Prospect for
collection service as specified in paragraph 7 of the agreement
thereby authorized to be signed shall be reviewed immediately prior
to the first billing, three months after the first billing, and
yearly thereafter; and further, that in order to conform to the
Village's staggered billing system, a speciallarrangement for the
first collection and compensation to the Village therefore shall
be made." The President put the question and the Clerk called
the roll, with the following response: Ayes: Trustees Airey,

Confirming our conversation of yesterday afternoon, the following was
agreed to:
1. I hereby request a permit to install paving on School
Street at my own expense, this to be in accordance with
Village standards.
2. The Village owes me $4,000.00 which can be used by ou
and be put in escrow at this time, until paving is
completed on School Street
3. As per my previous letter of several months ago, I will
be glad to proceed to improve Lincoln Street any time
you are ready. As a matter of fact, I am eager to have
Lincoln Street paved and would appreciate it if you can
get started on it promptly.

Consoer Townsend and Associates that they will appear in person at
the next regular meeting of your board and formally present th~s
design for the subdivision improvements for subject subdi~i~ion, to
you for your approval.
We are forwarding you, therewith, for the Village Engineer, 2 sets~
plans and specifications ~overing the proposed improvements and a
copy of their estimate of the cost of this work.
Also attached is a copy of a letter of intent from this company as
required by your Subdivision Ordinance.
Your approval of these plans so that we m~y start work on these
improvements will be appreciated.

The above matter concerning Bandview Highlands was referred to the
Street Committee and the Judiciary Committee by President Lams.
It was moved by Trustee Wilier and seconded by Trustee Norris that
the Village Manager be authorized to employ the services of an appraiser
to establish the value of 2 triangular properties located on Lincoln
Avenue at Route 85 and Main Street. The President put the question and
the Clerk called the roll, with the following respSnse: Ayes: Trustees
Airey, Broad, Casterline, Norris and Willer. Nays: None; Absent:
Trustee Schlaver; whereupon the President declared the motion carried.
~r. Nokate questioned Village Attorney Downing to some length
with respect to the ra~es established by the Netropolitan Sanitary
District of Greater Chicago.
There being no further business to come before the Board it
was moved by Trustee Broad and seconded by Trustee Norris that
the meeting be adjourned. The President pu~ the question and the
vote was taken by accl~m~tion; whereupon the Presiden~ declared the
motion carried and the meeting regularly adjourned at 10:25 P.N.
