THE PRESIDENT AND BOARD OF TRUSTEES
HELD IN THE MUNICIPAL BUILDING,
MT. PROSPECT, ILLINOIS ON
TUESDAY, APRIL 8, 1958.
The meeting was called to order at 8:06 P.M. by President
Lams and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered "Present":
Airey, Broad, Casterline, Norris, Schlaver and Willer. Absent:
None.
All T~steee having previously received copies of the
minutes of a meeting held April l, 1958, a motion was made by
Trustee Broad and seconded by Trustee Norris that the minutes
be approved as submitted. The President put the question and
the Clerk called the roll, with the following response: Ayes:
Trustees Airey, Broad, Casterline, Norris, Schlaver and Willer.
Nays: None; whereupon the President declared the motie~ carried
and said minutes approved as submitted.
President Lams read the following communication:

Dear M~r. Lams:
Would you be kind enough, on behalf of my husband and myself, to
convey to the men af the Village Police and Fire Departments our
gratitude and sincere thanks for their promptness, efficiency, care
and courtesy in handling the fire in our home early last Wednesday
morning, 2 April, 19587
The Village can be justly proud of the men of our Police and Fire
Departments and we, personally, will be everlastingly grateful to
them.

President Lams informed the Board of a meeting of the North-
west Suburban Planning Council to be held on Wednesds~v, April ~,
1958 at 8 P.M. at the Recreation Park~ Field House in Arlington
Heights.
Village Manager Appleby read the following letter:

Re: 700 Block of Can Dota St.
Dear Mr. Appleby:
I would like to proceed with the street improvements on Can Dota
Street, from a point where the existing improvemen~ ends,
approximately 150 feet north of Lomuquist Avenue to Nanawa Trail.
The existing Village ordinance calls for a paving width of ~l feet
from back to back of curb, however, the existing 150 feet of street,
from Lonnquist north to a point 150 feet, has a width of 27 feet.
I would like to ask for a variation of the ordinance to alloW m~
to continue the existing width of 27 feet. This street will be

an access street only to the homes on this street, as Manawa
Trail is not even cut through. This would also eliminate any
funneling from a dead end street to a smaller width at the
Lonnquist end.
All work done shall be in accordance with Consoer, Townsend
and Associates, drawings and supervision.

It was moved by Trustee Wilier and seconded by Trustee
Norris tha~ ~he request of Mr. Raymond A. Rosene for a
variation from the Village Ordinance to permit the install- --~
ation of a street 27 ft. in width from a point approximately
150 ft. north of Lonnquist Avenue to Manawa Trail on Can Dota
Street be ~ranted. The President put the question and the
Clerk called the roll, with the following response: Ayes:
Trustees Airey, Broad, Casterline, Norris, Schlaver and
Willer. Nays: None; whereupon the President declared the
motion carried.
The following motion was then'made by Trustee Norris
and seconded by Trustee Willer: "I move that Consoer, Town-
send & Associates, the Village E~gineers, be authorized and
directed to prepare plans, specifications, descriptive
material and estimate'of cost for special assessment financing
for:
(1) widening the north lane'of Lonnquist Blvd. from
See GwunAvenue to Elmhurst Avenue by adding ~o the south side
thereof a 4 foot concrete strip with and including integral
curb,
(2) widening the south lane of Lonnquist Blvd. from 1/2
block west of See Gwun Avenue to Candota Avenue by adding to
the north side thereof a strip of S" w~er bound macadam with
2-1/2" 1-11 bituminous surface and a concrete curb and gutter,
the total width of such widening Zo be 4 feet, and
(3) curbing with concrete curb and gutter and paving
with S" water bound macadam with 2-1/2" 1-11 bit~minous surface
to a total width of 20 feet back to back of curb the south lane
of Loanquist Blvd. from Candota Avenue to Elmhurst Avenue, and
(4) curbing with concrete curb and gutter and paving with
8" water bound macadam with 2-1/2" 1-11 bituminous surface to
a total width of 51 feet back to back of curb so much of Wapella
Avenue between Loanquist Parkway and the north drive of Sunset
Road, including the'intersection, as is not now paved, and
Further that the Aforesaid 4' strip to be added to the
north lane of Lounquist Blvd. and the 4' strip to be added to
plus the north 4' of that portion now to be paved of the south
lane of Lonnquist Blvd. be considered as a part of the public
benefit for said proposed improvement and paid for from M.F.T.
funds, and
Further, that if for any reason the special assessment
does not go through, the Village agrees to reimburse said
Engineers for such work an amount not to exceed 2% of the
estimated cost of constructing said pavements." The President
put the question and the Clerk called the roll, with the ~ollow-
ing response: Ayes: Trustees Airey, Broad, Casterline, Norris,
Schlaver and Willer. Nays: None; whereupon the President declar-
ed the motion carried.
· he following motion was made by Trustee Sohlaverand
seconded by Trustee Norris: "I move that Consoer, Townsend
& Associates, the Village Engineers, be authorized and
directed to prepare plans, specifications, descriptive material
and estimate of cost for special assessment financing for the
installation of combination storm and sanitary sewers to serve
' · that portion of Northwest Meadqws Subdivision that is not now
so served as well as the West side of Dale Avenue from North-
west Highway to Gregory Street, said combination sewers to
connect to the proposed relief sewer of the Metropolitan San-
itary District of Greater Chic~o; further, that if for any
reason the special assessment does not go through, the Village

grees to reimburse said Engineers for such work, an amount
not to exceed 2% of the estimated cost of constructing said
sewers." The President put ~He question and the Clerk called

It was moved by TruStee Airey and seconded by Trustee
Norris that the 1~ist of Bills to be paid as of April 7, 1958
as corrected, be approved for payment. The President put the
question and the Clerk called the roll, with the following
response: Ayes: Trustees Airey, Broad, Casterline, Norris,
Schlaver and Willer. NaYs: Nones whereupon the President
declared the motion carried.
Trustee Casterline commented on diagonal parking between
Main Street and 'the intersection of Busse and Wille Street on
Northwest Highway. Trustee Will~r recommended the' installation
of parking meters for commuter parking on an area near the water
tower on Northwest HighwaY and south of the Post Office. It was
moved by Trustee Casterline and seconded by Trustee Norris that
on-street parking between Main Street and. Wille Street on North-
west Highway be changed from diagonal parking to parallel parking.
Mr. Frank Lynn inquired of Trustee Casterline if busir~ess men who
would be affected by the proposed parking change .had been contacted.
Trustee Casterline replied that they had not been contacted, but
that he believed the change would benefit the Village as a whole.
Police Chief Whit~enberg expressed the belief that the present
diagonal parking represented a definite traffic hazard.
Mr. Henry Zartl of 509 N. Main Street expressed the belief
that parking on Northwest Highway between the Fire Station and
Emerson Street should ~also be changed from diagonal parking to
parallel parking.
The President put the question end the Clerk called the roll,
with the following response: Ayes: Trustees Airey, Broad, Caster-
line, Norris, Schlaver and Willer. Nays: None; whereupon the
President declared the motion carried. President Lams referred
Mr. Henry Zartl's request to Trustee ~asterline's committee for
their consideration and recommendation.
It was moved by Trustee Willer and seconded by Trustee Norris
that the Village Attorney be instructed to inform Mr. Weber that
unless he makes the necessary deposit and submits the necessary
plans and specifications for the completion of improvements in
Weber's Industrial Park within the next 60 days, that the Village
of Mount Prospect will take steps for Special Assessment proceed-
ings. The President put the question and the Clerk called the roll,
with the following response: Trustees Airey, Broad, Casterline,
Norris, SChlaver and Willer. Nays: None; whereupon the President
declared the motion carried.
Trustee Willer suggested that the Village Manager be empowered
to refuse a Building Permit to the Ross Engineering Company unless
definite proof has been submitted to the Village that streets will
be compleSe~o, in Weber's Industrial Park. After much discussion.on
the matter, it was moved by Trustee Willer and seconded by Trustee
Schlaver that no building permit be issued in Weber's Industrial
Park unless and until all Village Ordinances have been complied
with. The President put the question and the Clerk called the
roll, with the following response: Ayes: Trustee Casterline,
Schlaver and W£11er. Nays: Trustees Airey, Broad and Norris.
President Lams voted: Aye; whereupon the President declared the
motion carried.
Trustee Willer reported that no communication had been
received from the Board of Appeals concerning Case 58-2.
Trustee Willer read that portion of a letter from the Board
of Appeals pertaining to Case 58-5 as follows:

Case ~8-~ This case concers a petition to establish B-5 and ApriI 8, 1958
R-5 zoning classifications for the land bounded by Highland
Avenue on the south and Rand Road on the north and East, upon
being annexed ~to the Village. The Board of Appeals voted ~ to
0 to recommend the zoning in the petition, subject to a 60 ft.
strip in depths along Rand Road ~o be zoned P-3. Thie 60 ft.
strip shall be measured from the west line of the Rand Road
pavement and is to ~uniform in set-back to the recently
zoned Rand Road frontA~e to the south.
Trustee Willer continued reading that portion of the
letter from the Board of Appeals pertaining to Case 58-1 as
follows:
Case ~8-1 This case involves 5 lots on the Northwest
Highway located between Albert Street and Mount Prospect Road
to be zoned from R-1 to B-5 and ~o grant a variation of the
Zoning Ordinance to permit construction and operation of an
electrical distribution cen~er. The Board of Appeals voted
7 to 0 to recommend that the petition be granted.
T~Astee Willer continued by reading that portion of the
letter pertaining to Case 58-7 as follows:
Case 58-7 This case concerns the presently zoned B lot
at the northwest corner of M~in Street and Central Road. The
request is for a variation of the Zoning Ordinance to permit
the construction of a building without obeerving the required
rear lot requirement. The Board of Appeals voted 7 to 0 to
recommend granting the variation petitioned.

At the suggestion of Trustee Willer, Cases 58-5 and 58-1
were referred ~o the Judiciary Committee for further study.
It was moved by Trustee Willer and seconded by Trustee
Norris that the Village Board concur with the recommendation of
the Board of Appeals with respect to Case 58-7 and that the
Village Attorney be authorized to prepare the necessary ord-
inance to bring about thJ zoning variation. The President put
the question and the Clerk called the roll, with the following
response: Trustees Airey, Broad, Casterline, Norris, Schlaver
and Willer. Nays~: None; whereupon the President declared the
motion carried.
Mr. Springrose inquired of Mr. Martin why the delay existed
concerning Case No. 58-2. Mr. Martin replied that certain infor~-
ation was pending from the Arthur Rubloff Company, which should
be received by the Board of Appeals by April 50, 1958. Mr.
Springrose objected to Mr. Martin's answer and restated his
belief that the case should be decided on testimony presented
at the public hearing. Much discussion took place between Mr.
Martin, Mr. Springrose and Mr. Frank Lynn concerning Cas~ 58-2.
~The following motion was then m~de by Trustee Willer and seconded
by Trustee Casterline: "that the Village Clerk be directed to send
a letter to the Board of Appeals wherein he points out that in the
light of the commen~s m~de at this Village Board meeting it would
seem ~o the Village Board that any further delayon beyond one
week from this date would be unreasonable insofar as Case 58-2
is concerned and that we ask the Board of Appeals to give us
their recommendation not later than Tuesday next. ". The Pres-
ident put the question and the Clerk called the roll, with the
following response: Ayes: Trustee Airey, Broad, Casterline,
Norris, Schlaver and Willer. Nays: None; whereupon the President
declared the motion carried.
Mr. Harold Eatz of 517 N. Emerson Street requested a report
of the Cash Position at the present time. Trustee Airey replied
by reading the report as presented by the Village Treasurer's
Department.
There being no further business to come before the Board,
it was moved by Trustee Broad and seconded by Trustee Casterline
that the meeting be adjourned. The President put the question and
the vote was taken by acclamation; whereupon the President declared
the motion Carried and the meeting regularly adjourned at 9:28 PM.
