YOUTH COMMISSION Youth Commission members Nicole Byrne, Julie Higginson, and Laura Higginson ANNUAL presented the 2000-2001 Youth COmmission Annual Report. REPORT COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD CITIZENS TO BE Kathleen Kowalski, 1818 Tano Lane, asked the Village Board's assistance in having a HEARD Prospect Heights realty company discontinue their annual practice of placing flags bearing business cards on the lawns of Mount Prospect residents. There was a brief discussion among the Board members relative to the placement of signs, and the practice of using the American flag for advertising purposes. It was determined that there is a definite need for future discussion regarding the display, or placement of signs. (25') front setback at 305 N. Fairview Avenue. The ZBA of Appeals had recommended approval of the request by a vote of 4-0. NO. 5202 Trustee Wilks, seconded by Trustee Zadel, moved for approval of Ordinance No. 5202: AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT FOR PROPERTY LOCATED AT 305 NORTH FAIRVIEW AVENUE Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Skowron, Wilks, Zadel Nays: None Motion carried. ZBA 15-01, An ordinance was presented for first reading, which would grant a variation for an 418 S. unenclosed, covered porch to encroach into the exterior side yard at 418 S. Na-Wa-Ta NA-WA-TA AVE. Avenue. Director of Community Development William Cooney explained that the petitioners plan to raze their existing porch and construct a new porch, with a thirteen-foot (13') setback, rather than the required twenty-foot (20') setback. He further explained that the request requires a variation because it encroaches into the exterior side yard setback; the ZBA had recommended approval by a vote of 4-0. 3 The Village Board discussed the case, with the majority of members indicating that they did not see this as a case of hardship (as required by the Village Code) necessitating the proposed revisions to the property. This case will be presented for second reading at the August 7, 2001 Village Board meeting. ZBA 16-01 Two ordinances were presented for first reading, for Conditional Use permits for property 1006 W. at 1006 W. Isabella Avenue, to allow the construction of an unenclosed porch and a ISABELLA AVE. circular driveway. The Zoning Board of Appeals had recommended approval of the request for the unenclosed, covered porch with a vote of 4-0, however, that Board recommended denial of the request for the circular driveway. A rather lengthy discussion was held between Board members and the petitioners, with the petitioners explaining personal issues, which they feel determine the need for the driveway. One major point of discussion was the number of curb cuts that would result if the permit for the driveway was granted. Several Board members stated that they could support the request if the plan was revised to meet lot coverage requirements as outlined in the Village Code, and if the plans were revised to require only two curb cuts. The petitioner, Jeff Chamberlin, was receptive to the Board's suggestions, indicating that he would attempt to revise the plans prior to his next presentation. Both ordinances, for the porch and the driveway, will be presented for second reading at the August 7, 2001 Village Board meeting. SAFETY COMMISSION: The Board received recommendations from the Safety Commission to remove the temporary curb extensions and yellow striping at Lions Park Elementary School, which LIONS PARK were installed earlier this year, as a temporary traffic calming measure. SCHOOL CURB EXTENSIONS The Commission has concluded that the curb extensions and striping have not brought about the significant benefit to pedestrian safety in the area, as was hoped, therefore the temporary extensions will be removed, and not replaced with permanent ones. Trustee Hoefert, seconded by Trustee Wilks, moved to concur with the recommendation of the Safety Commission for the removal of temporary curb extensions and striping at Lions Park School. MANAGER'S VILLAGE MANAGER'S REPORT REPORT Mr. Janonis noted that a public workshop would be held for Village Board members on July 21 to discuss the possible construction of a new village hall building. ANY OTHER BUSINESS OTHER Trustee Hoefert asked the status of the Norwood development at the corner of Northwest BUSINESS Highway and Emerson Street; Mr. Cooney and Mr. Janonis stated that the first level of the three-level structure would show noticeable progress around the second week of August. Projected completion date is the end of this year. 4 CLOSED CLOSED SESSION SESSION Mayor Farley noted that in addition to the items already listed on the agenda for discussion, the following item would be discussed: "LAND ACQUISITION 5 ILCS 120/2 (c) (5) - "The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired." He stated that programs must address the priorities and objectives established in the Village's Five-Year Consolidated Plan, programs must benefit low-moderate income residents, and groups cannot be denied funding solely on the basis that they are exclusionary. Vice-Chairman Sledz opened the public portion of the meeting at 7:35 p.m. He asked Ms. Nicole Roberts to address the next item of business - FY 2002 Preliminary Funding Recommendations. Ms. Roberts stated that staff prepared preliminary recorrunendations for the Plan Commission's discussion. ~'hey were based on priorities outlined in the Village's Five-Year Consolidated Plan, applications for funds, and past performance of agencies that have previously received CDBG funds. Vice-Chairman Sledz asked the Plan Commission for comments on the preliminary recommendations. There were discussions by the Plan Commission about the CDBG 2002 proposals, past performances of agencies, and the funding recommendations that were prepared by staff for the Plan Commission's discussion. Members reviewed and revised the preliminary funding recommendations that resulted in an increase in funding for several programs and a reduction for other programs. Members agreed that Clayground Inc., Summer Adventure, and Children's Advocacy Center provides invaluable services to the youth of MOunt Prospect, and should be awarded additional funding. Members also agreed upon a reduction in funding for CEDA, Resources for Community Living, and Resource Center for the Elderly, based on a limited number in the amounts of residents served by these programs. Bill Reddy stated that the Learning for Life program should not be funded due to concerns of discrimination by Boy Scouts of America based on sexual orientation. There were discussions_ on whether the program should be funded. Most of the Plan Commission members agreed with Mr. Reddy's concerns regarding discrimination. The Plan Commission also agreed that denying funding to the Learning for Life program would not eliminate access for youth to that particular type of program, given that other programs such as Girls Scouts and the Mentor program provides similar services to the youth of Mount Prospect. Members agreed that, they denied funding to the Learning for Life program, that the program provides a good service for youth in the Mount Prospect community. There were concerns about whether funding District 57's "Character Counts" program is an adequate use of CDBG funds and whether it would violate HUD's policy of benefiting low-moderate income residents. The Plan Commission requested further clarification from District 57 that will specifically tie the use of CDBG funds into the Iow-moderate income areas. Ms. Roberts agreed to contact District 57 for further clarification about the program. The Plan Commission also discussed the potential benefits of the Gift Scouts program. However, members requested further clarification of the Girl Scouts program due to termination of a program that they administered in the Boxwood area a few years ago. Ms. Roberts agreed to contact Girl Scouts for further clarification of the program. . (The circular drive is listed as a Conditional Use in the parking section of the Zoning Ordinance (Sec. 14.2215.A. 1). These standards relate to: The Conditional Use will not have a deWimental effect on the public health, safety, morals~ comfort or · general welfare; The Conditional Use will not be injurious to the use, enjoyment, or value of other properties in the vicinity or impede the orderly development of those properties; [] Adequate provision of utilities and drainage and design of access and egress to minimize congestion on Village streets; and [] Compliance of the Conditional Use with the provisions of the Comprehensive Plan, Zoning Code, and other Village Ordinances. The subject property for.the proposed Conditional Use is a 14,432.5 square foot parcel. The applicant proposes to construct a circular driveway in the front yard. Similar to other requests for a circular drive, staff evaIuated traffic patterns in the neighborhood. In this case, the house at 305 Douglas is under construction, there is only one other house on the block, and Douglas Street is partially closed because of the construction. Using information from the 1998 Plan Commission public hearing, staff was informed that people have historically parked on Douglas SWeet when their children pIayed at Carefree Park, and that Douglas Street would be difficult to navigate during balIgames because the street would be so congested. In a previous request for a circular driveway, the Engineering Division noted that the additional access points (driveways) could create maintenance problems because of the ditch and culvert system in place. In this case, storm sewers drain Douglas Street and the additional driveways on Douglas Street would not require a culvert. Therefore, Engineering does not object because there would not be an adverse impact to the existing drainage system. The proposed circular drive would be located only on the current 305 Douglas Street (Lot 2). The standard driveway measures 976 square feet and the circular drive measures approximately 890 square feet, which total 1,866 square feet and covers 54% of the front yard (30'x115'). Although the site would comply with lot coverage requirements, the circular drive and standard drive would occupy more than half of the current front yard and would not be in keeping with the Village's policy of maintaining an open, green front yard. The proposed driveways and curb cuts would be consistent for Wvo lots of record. As the petitioner is in the process of doubling the size of the property and subsequently the from yard via the plat of resubdivision, the circular and standard driveways would occupy 27% of the front yard and would be in keeping with Village policy. BA-17-0! Meeting of Suly 26, 2001 Page 3 Douglas Street has a substandard width and people who frequent Carefree Park typically park on the east side of the street. The petitioner proposes to use brick pavers to construct the circular drive and is in the process of consolidating two lots of record, which would create lot frontage that measures almost 223-feet. As the petitioner is creating a larger lot of record and the lot frontage would measure more than 200-feet, the circular and standard driveways would occupy a significantly less amount of the front yard. Therefore, the additional driveway and amount of front yard coverage would be in keeping with the Village's policy of maintaining a "green" front yard. The circular driveway would not have a negative impact on the adjacent area, utility provision or public streets. The essential character of the neighborhood would not be affected by the proposed Conditional Use, nor would it have any significant effect on the public welfare. RECOMMENDATION The proposed circular driveway meets the Conditional Use standards contained in Section 14.203.F.8 of the Zoning Ordinance. Based on these findings, Staff recommends that the ZBA make a recommendation to the Village Board to approve a Conditional Use for a circular driveway for the residence at 305 Douglas Street, Case No. ZBA-17-01 with the conditions listed below. The Village Board's decision is final for this case. 1. The petitioner complete the subdivision process that consolidates two lots of record to a one4ot subdivision; 2. I would like to start at the beginning, where as my family has owned this site since 1966, my parents have lived in this area since 1966, prior to the involuntary annexation to the Village of Mount Prospect, in 1974. My family began the process approximately four years ago, to subdivide the site in order that my family could build new homes for their families, and continue to stay in the community that we have lived in for over thirty-five years, continue to raise their children in Mount Prospect. Several issues had been realized, and resolved with this site, in order that we are able to use the site, and improve it to build our homes. The proposed subdivision is located directly east of the Arlington Heights Park Diswict Carefree Park. Douglas Avenue, which runs between the petitioner's property and the park site, is currently un/reproved and located within the Village of Arlington Heights. The petitioner has agreed to facilitate disconnection of the ex/sting dedicated Douglas Avenue right-of-way from the Village of Arlington Heights and request that the Village of Mount Prospect annex that meet right-of-way into the Village. The Village of Arlington Heights is currently in the process of approving a plat of disconnection. The existing Douglas Avenue right-of-way is not wide enough to meet the Development Code requirements referenced in the above listed 'Requested Actions'. This deficiency is the result of the Arlington Heights Park Dislrict's refusal to dedicate their half of the required right-of-way for that street. In en effort to alleviate this problem, the petitioner is proposing dedication of an additional seven (7) feet of right-of-way along Douglas Avenue adjacent to the proposed subdivision. The resulting total right-of-way will accommodate a standard 5! public sidewalk, a 5' wide parkway, and sufficient pavement width to accommodate on-street parking on one side of the street. Recommendation On April 9, 1998, the petitioner appeared before the Zoning Board of Appeals to request that the property be rezoned fi-om R-X Single Family District to R-1 Single Family District. Ms. Connolly said that since Douglas Avenue was constructed according to current codes, the circular drive would not have an adverse impact to the existing drainage system because it uses storm sewers. She said that the petitioner proposes to use brick pavers to construct the circular drive and that the larger lot frontage would be in keeping with the Village's policy of maintaining a "green" front yard. Therefore, the circular driveway would not have a negative impact on the adjacent area, utility provision or public streets, and that the essential character of the neighborhood would not be affected by the proposed Conditional Use, nor would it have any significant effect on the public welfare. Ms. Connolly said that the proposed circular driveway meets the Conditional Use standards listed in the Zoning Ordinance. Therefore, Staff recommends that the ZBA make a recommendation to the Village Board to approve a Conditional Use for a circular driveway at 305 Douglas Street, with the condition that the petitioner complete the subdivision process that consolidates two lots of record to one lot, which is scheduled to go to Village Board August 7th, and that the circular portion of the driveway be removed if the lot is later subdivided and the frontage measures less than 150-feet. Hal Ettinger asked Ms. Connolly when the street would be opened. She responded that it would open when construction of the second house was complete. Therefore, the petitioners are required to maintain a 25-foot rear setback for the new garage even though the existing garage is located 13.82-feet from the rear lot line. In the enclosed application, the petitioners state that the home is a comer lot and that the front of the lot is considered to be along WeGo Trail. Therefore, the area they would like to build the new garage should be considered a side yard. The petitioners state that building the new garage with a 25-foot setback would require changing the roofline, which would change the look of the home and ultimately alter the character of the neighborhood. REQUIRED FINDINGS Variation Standards Required findings for all variations are contained in Section 14.203.C.9 of the Village of Mount Prospect Zoning Code. The section contains seven specific findings that must be made in order to approve a variation. These standards relate to: A hardship due to the physical surroundings, shape, or topographical conditions of a specific property not generally applicable to other properties in the same zoning district and not created by any person presently having an interest in the property; cl lack of desire to increase financial gain; and rn protection of the public welfare, other property, and neighborhood character: The subject parcel is an 11,375 square foot rectangular parcel that is out of any flood zone. The parcel is developed with a single family home and an attached garage. The applicants propose to construct a 24' x 23.75' attached garage 13.83-feet from the north lot line. The petitioners' reasons for the proposed variation relate to the house being on a comer lot and maintaining the cuncent look and character of the house. However, the standards for a variation are based on physical characteristics of the property and the impact of the variation on the adjacent properties and the neighborhood. The lot and house are typical of other properties in the Village and the garage could be built according to current Zoning requirements. Locating the attached garage 13.83-feet fi.om the rear lot line would not be likely to have a negative effect on the character of the neighborhood or the public welfare, but the request fails to meet the standards for a Variation as required by the Zoning Ordinance. In this case, the existing rear setback, 13.83-feet, does not comply with current code requirements, but is consistent with the rear setback of the property north of the subject property, which is 16.83-feet. Ms. D'Acquisto stated they had just closed on their WeGo home, which they purchased because they love the neighborhood. She said the house was small with not much living space and that they wanted to expand and add a family room, since there was no basement. She said that an addition to the back of their house (west lot line) would leave no baekyard for their son to play in and that it would require covering up the windows of the bedrooms, and limit the light to the bedrooms. She said that an addition in the front yard would disrupt a large maple tree and the driveway. Also, there would be a cost savings in not ripping up the driveway. Ms. D'Acquisto said that they chose their proposed addition design because this design would also allow them to maintain the same roof structure and not have to build a double gable roof, which she felt would not be in character with the neighboring homes. Mr. Rogers asked about the size of the maple tree and was told it was about 50' in height, with a very wide trunk. Merrill Cotton asked if the proposed garage would extend further toward WeGo than the neighbor's garage. Ms. D'Acquisto said it would be at the same distance from WeGo and look more like the neighbor's house. Ms. Juracek compared the petitioners' house to a house on WeGo and Pendleton Streets and said she thought it appeared that the houses had been originally built offset as they were in order to allow more sunlight to reach the neighbors' houses and to provide a wider vista. She then asked if members of the audience wished to speak. Henry W. Youngquist, 320 S. WeGo Trail, was sworn in. He directed the Zoning Board'_s attenflon to a letter he had sent them, which protests this request. He said that the view from his sunroom would be drastically reduced with the proposed plan and that he would only have a view of a brick wall. He pointed out that the petitioners could add on to the front or back of the house without encroaching into the required setbacks. Hal Ettinger pointed out to the D'Acquistos that they wOUld need to contend with a difference in grade level and would need to address that with a step up to their existing living area. Tony Andrews, 8212 N. Newcastle, Niles, contractor for the proposed addition, was sworn in. After some discussion with Mr. Ettinger, Mr. Andrews came to the conclusion that a step from one area to the next would accommodate the change in grade level. Mr. Henry Youngquist returned to the podium to state that the tree in question is a sugar maple. He said that it was very brittle and not in good shape because of all the salt that it comes in contact with in winter. He said he thinks the tree will need to be removed shortly and that it should not be the basis for allowing the home to encroach into the setback. Several Zoning Board members had questions about the staff sketches, which showed the location of the garage complying with the 25-foot rear setback. Mr. Keith Youngquist told the group that he would abstain from voting, since Mr. Henry Youngquist is his father and that he had been raised in the home at 320 We 3o Trail. Mr. Youngquist said that this is a request for a substantial variation to a rear yard setback and that he has always voted no in such cases and would vote no again if he were to vote on this case. He said he did not approve of the design, which did not show a clear reason for the request. He pointed out that the variation, if granted, would apply to the entire north setback line and could lead to further additions on that side. Mr. Ettinger said that a hardship had not been proven in this case. Ms. Juraeek said that the petitioners request was logical, but that the petitioners had alternatives in which to expand the house and acqff~re more living space in a manner that complied with the required setbacks At 8:40, Chairperson Juracek closed the public hearing. The section contains seven specific findings that must be made in order to approve a Conditional Use. BACKGROUND: Ordinance No. 5162, adopted December 19, 2000, established, the annual budget for the year ending December 31, 2001. The 2001 budget was amended on April 17, 2001 by Ordinance No. 5181. DISCUSSION: We find it necessary to recommend the 2001 budget be further amended to take into account various revenue and expenditure variances that have surfaced over the past three mohths. ' A proposed ordinance further amending the 2001 annual budget is attached for the Board's consideration. In total, we are decreasing our revenue projections by $5,332,336 and decreasing the budget for expenditures by $1,514,789. Following is a brief explanation to some of the more significant budget amendments being proposed. Items 1 - 18: These modifications to estimated revenues were discussed as part of the mid-ye~ir budget review. In total, General Fund revenues are increasing $183,161. Much of this has to do with a recently, unbudgeted grant for single-family rehabilitation in the amount of $132,000. Items 19 and 20: When the 2001 budget was originally prepared and approved, that we would be capitalizing interest as part of the proposed Series 2001 bond issue to fund the construction ora new village hall and parking structure. Based upon the Board's recem discussion, we will not be borrowing funds to pay debt service for the first few years. Therefore, we are reducing estimated revenues for the Series 2001 Debt Service Fund by $2,283,900. Item 22: The Illinois Department of Transportation recently decided that it would be the lead agency on the large streetlight grant program included in the original budget. Therefore, we are reducing revenues and expenditures by $1-, 146,250 Budget Amendment No. 2 ~ July 27, 2001 Page Two Item 23: After the budget was approved we were notified by the State that we were the recipient of a $400,000 grant for central con-idor improvements. Item 26: If the Village breaks up the proposed bond issuance for the new village hall and parking structure into two separate bond issues to keep each issue under the $10 million mark, the bonds can be sold as "bank qualified". This means that banks purchasing the bonds would receive preferential tax treatment. Bank qualified status would reduce our overall borrowing costs by approximately 20 basis points. We are therefore reducing our projected revenue from bond proceeds by $3,151,500 to keep the first issue at $10 million. Item 28: The Village had expected to receive reimbursement for a portion of its TIF environmental site clean-up costs in the year 2000. We now expect to receive a total of $350,424 in 2001. Item 29: The Village had originally expected to receive the proceeds from our sale of the property at the comer of Northwest Highway and Emerson in 2000. We received the $750,000 in 2001. Item 33: When the 2001 budget was approved, we believed we were going to receive a $400,000 Operation Green Light grant for train station improvements and would incur the related expenditures. The grant is now being administered by the State, so our revenues and expenditures are being adjusted accordingly. Items 38 - 49: Pursuant to your direction, we are requesting the Cable Television budget be increased in light of the various intergovernmental agreements entered into during the year. The Division's budget is being increased $25,441. Projected revenues are being increased by $21,797 (see Item 11). Item 51: This request is to budget for the $132,000 single-family rehab grant expenditures (see Item 10). Item 55: The Village received a $50,000 grant in 2000 for Police in-car video cameras. The cameras were ordered in 2000 but did not arrive until early in 2001, thereby requiring a budget amendment. Item 56: We are requesting that the budget be increased by $400,000 to account for the expenditures of a grant received for central corridor improvements (see Item 23). They believe this will be the amount needed to be carded over to 2002. Item 62: The State is going to be the lead agency on the grant program for the train station improvements. Therefore we need to reduce expenditures by $530,000 (see Items 33 and 34). Items 63 and 64: Our liability claims are running ahead of budget due to recent claim activity. Our workers compensation expenses are tanning under budget. We are recommending $100,000 be transferred from the workers compensation line-item to the liability claims line-item. JANONIS, VILLAGE MANAGER FROM: DIRECTOR OF COMMUNITY DEVELOPMENT DATE: AUGUST 1, 2001 SUBJECT: INTERGOVERNMENTAL AGREEMENT TO ALLOW .SCH ' 57 TO LOCATE MOBILE CLASSROOMS AT LIONS PARK AND ] FAIRVIEW SCHOOLS As was presented at the June 19' Village Board meeting, School District 57 is requesting permission to locate temporary classroom trailers at the Lions Park and Fairview Schools. They are experiencing a short-term enrollment increase (expected for 3 years) and believe they can best address the situation with the temporary classrooms. The attached Intergovernmental Agreement authorizes the School District to locate these temporary trailers for three years at the two schools. The Village Code permits the temporary classrooms as accessory structures. The trailer proposed at Fairvicw School meets our Zoning Code requirements, however the trailer proposed at Lions Park School would be located across the lot line and partially on Lions Park property that is zoned CR Conservation Recreation. The School District is proposing this location due to several existing site constraints. They have discussed the proposal with the Mount Prospect Park District and have obtained their approval for this location. Please forward this memorandum to the Village Board for their review and consideration at their August 7 meeting. It has elected to install temporary mobile classrooms on the sites in the form of trailer units. According to District 57, the most convenient location for the unit at Lion's Park is in a place where it will straddle a lot line and encroach onto Mount Prospect Park District property. The Park District has approved such an encroachment as evidenced by a letter attached as Exhibit A to this Intergovernmental Agreement. The Village of Mount Prospect ("the Village") has regulations that may be construed as prohibiting temporary structures and the encroachment over established lot lines. Both District 57 and the Village believe it to be in their best interests to resolve any issues associated with the placement of the temporary units· Therefore, in consideration of the mutual covenants Contained in this Intergovernmental Agreement, District 57 and the Village agree as follows: 1. The temporary units shall be no larger than and have the general appearance as shown on Group Exhibit B that is attached to and made a part of the Intergovernmental Agreement. 2. The temporary units shall be located as set forth in Group Exhibits C and D, which are attached to and made a part of this Intergovernmental Agreement. Each year since 1997 we have been hiring a contractor to remove garbage and other debris from the bed and banks of our creeks, remove dead trees, and prune dead limbs over 6" in diameter. This year we propose to first complete the cleanup of McDonald Creek, starting at the Mount Prospect/Prospect Heights border and proceeding southeasterly towards the Wolf Road/Euclid Avenue intersection. Then we propose to begin Feehanville Creek, starting at its intersection with Feehanville Drive and proceeding eastwards. Available funds will likely be depleted approximately 300 feet west of Business Center Drive. BID RESULTS Sealed bids for this year's contract were opened on July 24, 2001. Ten invitational bids were mailed and a bid notice was placed in the local paper. Five Bids and one "No Bid" letter were received. Contractors were asked to submit lump sum prices for all labor and equipment required to perform the specified work. They did not provide the required references or information about available equipment. They also did not call or visit the site to determine the scope of the work. Additionally, they completed the bid sheet incorrectly. When we called them about their bid, they realized their error and decided to withdraw their bid. The low bidder, Wirdder's Tree Service, has been in business for 25 years. They have performed creek cleaning work for several other municipalities, and have provided references who have reported favorably on their work. They are currently completin$ our 2001 stump removal contract and they successfully installed holiday lights for us several years ago. BID RECOMMENDATION I recommend award of a contract to Winkler's Tree Service in an amount not to exceed $47,000.00. DATE: JULY 27, 200'1 SUB J: 2001 SEWER REHABILITATION, CURED-IN-PLACE PIPE (CIPP) RECOMMENDATION BACKGROUND The current 2001 budget has allocated funding for sanitary sewer rehabilitation. This year staff has evaluated several sewer segments, which qualify for rehabilitation. All of the sewer segn~ents are compatible with the CIPP method of rehabilitation. This method has been used extensively throughout Mount Prospects' sewer systems since the early 1980s. The method utilizes a felt tube, which is saturated with a synthetic resin. The tube is then inserted into the sewer pipe and cured over a period of six (6) hours with heated water under pressure. This process requires no excavation, minimizes service interruptions, and results in a virtually seamless, structurally sound, pipe within a pipe. Over the years CIPP rehabilitation has become an integral part of our sewer system maintenance program. Areas that have been rehabilitated decades ago using this process are still exhibiting peak hydraulic performance and strength. The areas selected for CIPP rehabilitation is based on considerations such as the area served by the sewer segment, overall pipe segment condition, and any history of flow restrictions, which may have resulted in sewer blockages. BID RESULTS On Tuesday, July 24, 2001, at 10:00 AM, sealed bids were received from two-(g) of the three (3) qualified CIPP rehabilitation contractors who were sent bid packages. All bids were publicly opened and read aloud a[ that time and public notice of the bid was placed in a local newspaper as required. Both of the solicited bids were from vendors who had previously performed this type of work for the Village. Below please find the results fi'om these bids for the project: Vendor Base Bid Price Insituform Technologies, Inc. $221,152 Visu-Sewer Clean & Seal, Inc. $274,588 DISCUSSION This year's rehabilitation program consists of over 5,500 lineal feet of 8, 10, and 12 inch, vitrified clay pipe (VCP) and concrete sewer pipe in nine (9) separate segment areas. These pipe segments area locate at various sites throughout the Village. Two (2) sites are located on the west side of south Elmhurst Road between Milbum and Lincoln and between Shabonee and Council. age 2... 2001 Sewer Rehabilitation, CIPP July 27, 2001 Five (5) other segments are in side or rear yard easements located on Berkshire, Owen/William, George/Albert, Albert/Marina, and School/Owen. The other two (2) segments are on Dresser Drive and Briarwood Drive east. Closed circuit television inspection has revealed that these segments have significant structural defects and potential flow restrictions, or are in areas, which are difficult to access for system maintenance. Additionally, since major roadway reconstruction work has taken place along some of these segments, staff feels that this is an opportune time to complete the repairs. The use of CIPP rehabilitation will greatly prolong the life of these sewer segments and significantly reduce maintenance demands. RECOMMENDATION I recommend accepting the lowest qualified bid of $221,152, submitted by Insituform Technologies, Inc. of Lemont, Illinois. On page 256 of the 2001 Budget, in account no. 6105510- 540777, there is $231,900 earmarked for sewer rehabilitation. The Village has had a long and successful relationship with Insituform Technologies and they have an excellent performance record. At 61,500 miles, we have experienced a number of mechanical and functional problems with this engine. We have kept this vehicle in reserve status for the last 18 months anticipating its replacement. As outlined in the Fire Department's Comprehensive 5-Year Plan (Issue 2, page 37), we have identified a need for and recommend the placement of an engine at the downtown district in place of the existing squad. With this in mind, the bid specifications created for the replacement of Pumper #512 took into account the anticipation of eliminating the squad without giving up important functions that this type of apparatus provides; instead, 'we incorporated those functions into the bid specifications for the new Squad/Pumper. The bid · specifications incorporated a high power light tower, new extrication equipment, a hydraulic power unit for extrication equipment, power-take-off (PTO) generator, extra compartmentation, and other squad, benefits. This prompted our Apparatus Committee to meet with the manufacturers to identify what could be done in order to bdng this vehicle within the amount budgeted. After a number of meetings and discussions with Global Fire Equipment and Mid- America, we were prepared to reject all bids, modify the specification, and send out re- bids. Shortly after our meetings, we were contacted by Mid-America with a request to meet one more time to discuss this project. At this meeting representatives explained that they were now willing to provide the specified vehicle for $350,000 with minor exceptions (a payment of $320,000 and $30,000 trade-in allowance for Pumper #512 totaling $350,000). Mid-America was willing to provide the vehicle at this cost because of their vested interest in placing this type of apparatus into service at a fire department in the northwest suburbs for use as a sales tool. Recommendation Based on the information provided above, I would like the Village Board to consider the following three recommendations: · 1. Reject all bids received on May 7, 2001. 2. Waive the bidding process for the purchase of a Squad/Pumper. 3. Approve the purchase of a Squad/Pumper from Mid-America Truck and Equipment in an amount not to exceed $350,000.
