PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDiNG, VILLAGE OFt
ET. PROSPECT, TUESDAY, APRIL 28, 1959
The meeting was called to order at 8:15 P.M. by President roll call
Lams. Upon roll call, the following trustees answered Present: Airey,
Broad, Casterline and Norris. Trustees Wilier and Schtaver were absent.
Ail trustees havin~ previously received copies of the minutes minutes
of April 21st, Clerk Reynolds had one correction to make. On P. 266
remove the word "resurfacing" and insert "foregoing improvements".
Trustee Broad, seconded by Trustee Casterline, moved to accept the
minutes as corrected. The President put the question and the Clerk called
the roll, with the Following response: Ayes, Trustees Airey, Broad,
Casterline and Norris. Absent, Schlaver and Willer. Whereupon the
President declared the motion carried.
Trustee Airey, seconded by Trustee Norris, moved that the bills
for the week ending April 28th be approved as follows:
General $3,320.84
Garbage 1,313.25 bills
Water 35.62
Fire Equip.
Bond & Int. 248.20
$4,917.91
The President put the question and the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Broad, Casterline and Norris.
Absent, Willer and Schlaver. Whereupon the President declared the
motion carried.
Clerk Reynolds pointed out that the Park Board ran their
election concurrently with ours for the first time and shared in the election
expenses of clerks' and judges' salaries, thus saving somewhat on expense
taxpayer's money. Each judge or clerk of the village election received
$25, of which $10 was paid by the Park Board. The Village stood the
rest of the expens~e, which included $25 for each Blue Ballot clerk and
$20 for each polling place fee. The Park Board ballots were printed
and paid for by them separately.
Village Manager Appleby reported that the Spring Cleanup Spring
pickup was a great success and well appreciated by everyone. Barrington Cleanup
Trucking ~icked up 656 cubic yards of junk at a cost to the villagers
of $1,B12.00.
President Lams, remarking that surety bond for liquor Surety Bond
license had ~nadvertently been omitted from the Liquor Ordinance, for liquor
read the following proposed Ordinance 666 amending Chapter lB of the license
Municipal Code.

Trustee Broad, seconded by Trustee Airey, moved that Ordinance #666
be passed. T~e President put the question and the Clerk called the
roll, with the following response: Ayes, Trustees Airey, Broad, Casterline
and Norris. Nays, none. Absent, Norris and Schlaver.
Trustee Casterline, seconded by Trustee Norris, moved that the
Village Attorney be directed to prspare an ordinance creating 4-way Stop signs
stop signs at the corners of Gregory and Maple, and also Gregory and
Elmhurst. The President put the question and the Clerk called the roll,
with the following response: Ayes, Trustees Airey, Broad, Casterline
and Norris. Nays, none. Absent, Schlaver and Willer. Whereupon the
President declared the motion carried.

Mention was made of the petition of the Village Board for '
Country Club separate classification for the country club, and Trustee Airey
zoning wished it made plain that this is being done by the Village to keep
the zoning and building code clear and concise and not for anybody's
personal reasons.
Trustee Norris, seconded by Trustee Broad, read a proposed
resolutinn prepared by Consoer, Townsend & Associates designating
now arterial streets, Res. Nc. 17-59:

put the question and the Clerk called the roll, with the following
response: Ayes, Trustees Airey, Broad, Casterline and Norris. Nays,
none. Absent, Schlaver and Willer. Whereupon the President declared
the motion carried and Resolutio~ 17-59 adopted.
Bids - Trustee Norris, seconded by Trustee Casterline, moved to
Prospect Ave. authorize the advertising for bids on the Prospect Avenue curbing and
improvement widening of roadway from Emerson to Pine Street under MFT funds, bids
l0 CS to be opened May 19th. (Blue Ballot election April 21).
The President put the question and t he Clerk called the roll, with
the following response: Ayes, Trustees Airey, Broad., Casterline, and
Norris. Nays, none. Absent, Willer and Schlaver. Whereupon the
President declared the motion carried.
Trustee Norris, seconded by Trustee Casterltne, moved to
Evergreen St. authorize the Village Engineers to prepare plans and specifications
improvement for widening and cur~ng Of parkway and resurfacing of Evergreen,
from Main Street to Elmhurst Avenue. ThePresident' put the question
and the Clerk called the roll, with the following response: Ayes,
Trustees Airey, Broad, Casterline and Norris. Absent, Willer and
Schlaver. Whereupon the President declared the motion carried.
President Lams reported that the owners of the property
Library immediately to the north of the Public Library are willing to sell
property and will settle for $30,000. Trustee Airey,_ seconded by Trustee
Broad, moved to authorize the Village Attorney to prepare an option
form concerning the property lying immediately north of the present
library building on Emerson Street. (20 So. Emerson, Christ Busse).
The President put the question and the Clerk called the roll, with
the following response: Ayes, Trustees Airey, Broad, Casterline and
Norris. Absent, Willer and Schlaver. Whereupon the President declared
the motion carried.
Village Manager Appleby read a letter from Postmaster J. Knuth
Postoffice asking that no parking be allowed in front of the postoffice because
parking of the drive-up mailbox situated in front of the building. The Board
disliked the idea of eliminating three badly-needed parking spaces
and have taken this matter under advisement.
Mr. Appleby presented a petition for annexation of property
Annexation south of Golf Road from the Trinity Methodist Church, stating that
'Trinity it was read at the last meeting and that the plat has now been
Methodist returned corrected. After a short discussion, during which Trustee
Church Broad suggested that the Village decide exactly what its future
boundaries shall be, Trustee Airey, seconded by Trustee Norris, moved
that the Village Attorney prepare the necessary papers for the annexa-
tion of the property known as the Trinity Methodist Church of
Mount Prospect. The President put the question and the Clerk called
the roll, with the following response: Ayes, Trustees Airey, Broad,
Casterline and Norris. Nays, none. Absent, Willer and Schlaver.
Whereupon the President declared the motion carried.
Trustee Broad asked for a recess at 9:00 P.M., duringwhich
time discussion was held concerning the Mt. Prospec~ Country Club,
and the Board reconvened at 9:35.

Village Manager Appleby stated that in regard to the sidewalk
sidewalk escrows allowed (minutes of 4-14-59, p. 259), fifty-one escrows
people have taken advantage of the opportunity and set up said
sidewalk escrows.
Village Manager Appleby read a letter from the Metropolitan
Sanitary District as follows~

Dear Sir:
Referring to your letter of April IS, 1959, concen~ing the
restoring of pavements, driveways, etc., on the Mt. Prospect Bond
Project, the following information will be of help to ~ou in explaining
the various phases of this contract:
Paragraph 28 of the Mt. Prospect Combined Sanitary Relief
Sewers Specifications states in part that all streets, pavements,
roadways, parking lots, sidewalks, parkways and private property shall
be thoroughly cleaned of all surplus materials, earth and rubbish placed
thereon by the Contractor, and such streets, pavements, sidewalks,
parkways and private property shall be restored to as good condition
as before the commencement of the work.
Furthermore, paragraph B4 also states in part that roads or
pavements, gutters, curbs, crosswalks and sidewalks destroyed or
damaged by the Contractor, wither in the construction of the work under
this contract, or by the hauling and storing of mate~Aal other than
incidental to vehicular traffic on public streets and highways, shall
be repaired or replaced by the Contractor.
The start of restoration depends entirely on the settlement
of the backfill and the specifications of the State, County and Village
involved. Completion date, therefore, cannot be assured at this time.

TrustJe Norris stated that when residents call him to complain about
the condition of the streets he imstructs them to write a letter to the
Me~opolitan Sanitary District, with copy to the Village Manager.
Trustee Broad, seconded by Trustee Airey, moved for adjournment,
and the meeting was regularly adjourned at 9:45 P.M.
