HomeMy WebLinkAbout08/05/1941VB minutes 269 MINUTES OF A REGULAR MONTHLY MEETING HELD IN TEE VILLAGE HALL AT MOUNT PROPSECT' ILLINOIS BY THE PRESIDENT AND BOARD OF TRUSTEES ON TEE FIFTH DAY OF AUGUST 1,941 Due to the absence of the Village Clerk,President Besander appointed Fred G. Wille to act as temporary clerk. The meeting was called to order by President Besander. The roll being called the following Trustees were found to be present: Greinke, Haas, Haberkamp, LeMay, Mortimer and Wille. Minuted of the previous meeting were read and it was moved by Trustee Haberkamp and seconded by Trustee Greinke that they be accepted as read. Motion carried. It was moved by Trustee Haas and seconded by Trustee Mortimer that an Ordinance providing for the levying and Assessing of taxes for the current fiscal year ":;?-12-2. of the Village of Mount Prospect, Illinois commencing May 1, 1941 and ending April 30, 1942 be passed. The Ordinance was passed with the following vote. Ayes; Greinke, Haas, ° aberkamp, Lemay, Mortimer and Wille. No nays. It was moved by Trustee Mortimer ans seconded by. Trustee Haas that an Ordinance ` l c providing for the Issuance of 1941 Tax Anticipation Warrant be passed. The f{ Ordinance was passed with the following vote; Ayes; Greinke, Haas, Haberkamp, LeMay, Mortimer and Wille. No nays. It was moved by Trustee Haberkamp and seconded by Trustee Mortimer that a reso- lution be passed designating the First Nation Bank of Chicago and the Mount Prospect State Bank as depositories.for the fiands of Fred G, Wille Village Treasurer and Collector. Motion Carried, with the following vote. Ayes; Greinke, Naas, Haberkamp. Lemay, Mortimer and Wille. No nays. . It was moved by Trustee Mortimer and seconded by Trustee Greinke that the Village practice trading with local business houses that have paid their General Taxes. The Clerk to notify, by letter all local business houses of this motion. Ayes; Greinke, Haas, baberkamp, Lemay, Mortimer and Wille. No nays. Motion carried. It Was moved by Trustee Haberkamp and seconded by Trustee Mortimer taht the Village Treausrer and Collectors Public Official Bond from the Etna Casualty and Surety Company_ for($20,000.00)NTwenty Thousand Dollars, be accepted. Ayes: Greinke, Haas, Haberkamp, LaMay,.Mortimer and Wille. No nays. The following letter from the Lake Shore Sugar Company of Holland, Michigan, was read. Mount Prospect Village Boadd Mount Prospect, Illinois Gentlemen: In order to provide the Farmers in the territory surronmding Mount Prospect a convenient means of loading their sugar beets and to faciliate the movement of sugar beets from that area, we respectfully request permission to erect portable loading equipment, similar to that used in previous years, in Mount Prospect again this year. Diekman Asst. Field Mgr. This request was referred to the Street and Sidewalk Committee for consideration. It was moved by Trustee Mortimer and seconded by Trustee Haas that the following resolution be passed. WHEREAS, a number of accidents have occured at the intersection 7111] of•the railroad crossing of the Chicago & Northwestern Railway Company at Main and at Emerson Streets, respectively, in the Village of Mount Prospect, Illinois; and Whereas, a real danger exists at these intersections to the life -and limb of pedestrians who must cross the railroad tracks coming and going from the railroad station and to persons driving auto- mobiles on the said streets and adjoining highways; and Whereas, this dangerous condition has existed for a long time with- out any steps having been taken by the Chicago & Northwestern Railway Company to obviate it; and Whereas, several hundred residents and citizens of the Village of Mount Prospect have petitioned the Chicago & Northwestern Railway Company to install barriers or gates or to employ watchmen for the protection of the piblic as well as the residents of the At Village of Mount Prospect from the dangerous conditions existing at said railroad crossings; and Whereas, the petitioning residents and citizens have re officials of the Village of Mount Prospect to co- operat with them in obtaining proper protection for the piblic and for the residents and citizens of the Village of Mount Prospect. ::1 NOW THEREFORE; BE IT_RESOLVED by the President and Board of Trustees that the President and the Village Attorney be in- , structed to present the petitions of the residents and sitizens of the Village of Mount Prospect addressed to the Chicago & Northwestern Railway Company and to co- operate in every way possible in having the said Railway Company install barriers or gates at the railroad crossings at the intersection of Main and Emerson Streets, respectively, in said Village or in having the said Chicago & Northwestern Railway Company employ watchmen at said crossings for the protection of the public as well as the residents and sitizens of said Village. The resolution was passed with the following vote. Ayes; Greinke, Haas, Haberkamp, Lemay, Mortimer and Wille. No nays. It was moved by Trustee Mortimer and seconded by Trustee Wille that the following Ordinance be passed. ID ORDINANCE DESIGNATING CENTRAL ROAD • AND ELMHUJRST ROAD IN THE VILLAGE OF MOUNT PROSPECT; ILLINOIS`, AS THROUGH STREETS BE IT ORDAINED BY THE PRESIDENT AND BORRD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COUNTY OF COOK AND STATE OF ILLINOIS: Section 1. That the following streets within the limits of the Village of Mount Prospect be and they are hereby designated as through streets: Central Road Elmhurst Road Section 2. Every operator of a vehicle shall stop such vehicle before entering an intersection where stop signs or clearly - marked stop lines are placed except when directed to proceed by a police officer or traffic control signal. • (Continued on next page) 2 7:3 Section 3. Every operator of a vehivle when traversing any street intersecting said through streets shall be subject to the ordinances regulating traffic in the Village of Mount Prospect, and for failure to observe such regula- tions as to said streets shall be subject to the penalties prescribed in said ordinances. Section 4. This ordinance shall be in full force and effect from and after its passage, approval and publication accor- ding to law. Passed this 5th day of August A, D. 1941. The chairman of Streets and 6 idewalks reported that the sidewalk alon:North- west highway from Elm Street to Owen Street has prospects of being, layed . through the anticipated W. P. A. Project., and will depend on the final cost. Mr. Axel Lonnquist and Mr. Valentine F. Weber peesented the Village Board with a plat of Lonnquist Gardens or an approval of same. After some discussion the plat was deferred to the Street and Sidewalk Committee to meet with the Planing Commission for further study. Mr. Carl Wolf of Wells Construction Corporation stressed the difficulty he encountered in obtaining steel columns and beams for Building Construction and asked whether it wound be permissible to substitue wooden columns and beams. This request was referred to the Building Committee for investigation re: 41111 and to make recommendation on next meeting. The Chairman of the Fire and Water Committee reported that of the water pumped is lost h leakage and other sources. After som .iscussion it P through was decided that the water superintendent install the meter on new construct- ion work upon the completion of the foundation and that the Fire and Water Committee investigate the possibility of 'renting a leak detector. �,.
