MINUTES OF A REGULAR :+ONTHLY 1.1EETING
HELD IN THE VILLAGE HALL AT MT. PROSPECT
ILLINOIS, BY THE PRESIDENT AND BOARD OF
TRUSTEES ON T :-E SEC= DAY OF LARCH, 1943 A.D.
President Besander called the meeting to order at 9:25 P.M. Upon
calling the roll the following trustees were present: Greinke, Haas,
Haberkamp, LeMay and Wille. Trustee Mortimer '; • a absent. Attorney
r . Nickel was also present.
The minutes of the reular meeting of February 2 were read and it was
moved by Trustee LeYay and seconded by Trustee Greinke that the minutes
be approved as read. Ayes, Greinke, Haas, Haberknmp, LeMa.y and Wille.

Following the reading of the Treasurer's Report, Trustee Greinke moved
and it vas seconded Trustee Wille that the Treasurer's report be
accepted as read. A yes, Greinke, Haas, Haberkamp, LeMay and Wine.
Trustee lines moved and it was seconded by Trustee Haberkamp that the
Village Treasurer be authorized to borrow #1,04;0 �fro.n plater Fund for
use of the General Fund. A yes, Greinke, Haas, Haberkamp, LeMay and
Wille. No nayes. ='
It was moved by Trustee Haberkamp and seconded by Trustee Has that the
Special Assessment Report be placed on file. P, "otion carried.

ORDINANCE
WHEREAS, the Village Treasurer has advised the
Board of Local Improvements of the Village of Mount Prospect
that upon payment by certain property owners of the outstand..
ing assessments in installments 1 to 10, inclusive, of Special
Assessment Warrant No. 39 in the sum of 002301.68, being prin.
cipal and interest, there will remain after the payment of all
vouchers, bonds, interest coupons and accrued interest up to
March 1, 1943, the sum of $1748.42; and
WHEREAS, pursuant to Section 84-93 of the Revised
Cities and Villages Act it is provided that after full payment
of all vouchers and bonds issued on account of said improvements
any surplus remaining should be rebated upon each lot, block,
tract or parcel of land assessed on a pro rata proportion to
the persons entitled thereto; and
WHEREAS, the Board of Local Improvements of the Vil-
lage of Mount Prospect has recommended that the surplus moneys
in Special Assessment Warrant No. 39, being in the sum of
*1748.42, be rebated to the persons entitled thereto;
NOW, THEREFORE, BE IT uKDAZNED by the President and
Board of Trustees of the Village of Mount Prospect:
That the Village Treasurer be and he is hereby
Luthorised upon proper proof to pay to the persons entitled
thereto the pro rata proportion of said surplus sum of $1748.42
due as a rebate upon each lot, block, tract or parcel of land
assessed.

It was moved by Trustee Haberkamp and seconded by Trustee Greinke that
the bills ee approved for payment. Ayes, Greinke, Haas, Haberkamp, LeMay
and Wille.
Following the reading of the following Ordinance it was moved by Trustee
Ville and eConded by Trustee Haberkamp thet it be adopted.

"'°"' Mr. Edmund H. Cleven presented. to the Village Clerk and Board of Truste s
a petitionrrequesting that =,n annual tax may be levied for the estab-
lishment and maintenance of a free Public Library in the Village of Mt.
Prospect, together with a list of Directors. It vas moved by Trustee
Haberkamp and seconded by Trustee Lei,Mny that petition be accepted. and
that the Village Attorney prep�:re the necessary notice. Ayes, Greinke,
Haas, Haberkamp, LeMay and Wille.
President 3esander appointed George L Busse Jr. Albert Wille and Mrs.
Gertrude Seibel judges for the municipal election to be held on April 20,e
1943, and Mrs. Frank Gehringer and Mrs. Florence Luckner as clerks for
• said municipal election and as an alternate clerk Mrs. Mildred. Smeby.
Trustee LeMay moved that the appointments made by the President of the
• Judges and clerks for the coming~ election to be held on April 20,1943
be approved and confirmed. Trustee Greinke, seconded the motion. The
vote t '-ken on said motion is as follows: Ayes, Greinke, Haas, Haberkamp,
LeMay and Wille. Nayes, none.
The President declared the said motion carried. It was moved by Trustee
Haberkamp that the Village Hall in the Village of Mt. Prospect be desig-
nated as the place in which the municipal election shall be held on
April 20, 1943. Trustee Wille seconded the motion. The vote taken on
said motion was as follows: Ayes Greinke, Haas, Haberkamp, LeMay and
Naves, none. The President declared the said motion carried.
'°- Trustee LeMay moved that the Clerk of the Village of Wt. Prospect be
. directed to publish a notice in the weekly newspaper published in the
Village of Mt. Prospect as required by the statute in such case made and
provided, giving notice of the municipal election to be held. on April 20,
1943 for the election of three trustees of said Village of Mt. Prospect
and also to include in said notice that the proposition for levying en
annual tax for the establishment and maintenance of a free public library
in said Village and also for the election of six persons as library d.i-
rebtors, as set forth in the petition filed with the Clerk be included in
said notice and also that the polls for said election will be opened from
6:00 in the morning until 5:00 in the afternoon; and that the Clerk also
,post said notice in the voting place in the Village of Mt. Prospect; Trus-
tee Haberkamp seconded the motion The vote taken on said Motion was as-
follows: Ayes, Greinke, Haberkamp, Haas, LeMay and ":ille. Nnyes, none.

The President then declared the motion carried. Tr "ustee Haberkarnp moved
that the Village Clerk be directed to prepare and have printed ballots,
specimen ballots and to procure tally sheets, full instructions for the
guidance of the voters, poll books and all other necessary supplies
needed for said elections.
1 Trustee LeMay seconded the motion. The vote taken on said motion was
as follows: Ayes, Greinke, Haas, Heberkamp, LeMay and 'Mlle. Nayes,
none. The President then declared the motion carried.
Village Clerk Burda appeared. before the Board stating that his health
had improved and inasmuch as Mr. Wax, who had been actin; as his Deputy
had submitted his resignation as Deputy Clerk, he could endeavor to be
present at future meetings for carrying on his work as Village Clerk.
There being no further business to come before the board, it was moved
by Trustee Mille and. seconded by Trustee Ha.berkamp that the meeting; be
adjourned. Motion carried. ,
