Absent, none. Trustee Schlaver, seconded by Trustee Casterline, moved that the minutes of the previous meeting of May B be approved a~bo~ected. Whereupon the President declared the motion carried. Trustee Airey read the following letter from the Plan Commission: May 9, 1960 Village President & Board of Trustees Village Hall, Mount Prospect Country Club Terrace Gentlemen: 2nd Addition The final plat of Country Club Terrace, 2nd Addition, attached hereto, was referred to the Plan Commission for study and recommendation. It is recommended that the plat be approved subject to proper dedication of land for public use as required by ordinance and subject to all Village ordinances. May we please request the Village Board approval of this plat of subdivision. In lieu of dedication of land, we offer herewith the amount of $~B,800 as a contribution to be used for the village of Mount Prospect for whatever purpose the Village Board of Mount Prospect sees fit. Appleby Village Manager Mount Prospect, Ill. Dear Mr. Appleby: Re: 8" Water Main Connection and Mt.Prospect 14" Sanitary Sewer Connection to Plaza Mt. Prospect Plaza Shopping Center Water & Sewer C.T.A. No. 60-14 Connections We transmit herewith, for Village approval, two (2) copies each of plans and specifications and estimate of cost for an 8" wa~er main extension commencing in Mt. Prospect Road south of Central Road and extending to the site of the Mt. Prospect Plaza Shopping Center. These plans also provide for a 14" sanitary sewer connection from the existing Metropolitan Sanitary District Sewer on the west side of Rand Road and extend~g uuder Rand Road to the shopping center site. ~ We enclose also the usual certificate required by the State in connection with water main extensions and an application to the Metropolitan Sanitary District for the sewer construction involved in this project. You will note that this project requires installation of the water main in the south part of Central Road east of Mt. Prospect Road, which is in the City of Des Plaines. Prospect Pl..aza Shoppin$ Center We, the Nasco Construction Company, Inc., developers of the Mt. Prospect Plaza Shopping Center, located at the northeast corner of the intersection of Rand Road and Central Road, ~ereby request that the enclosed applica~on of a (6") six inch water main extension be considered for approval/ If this approval is granted at the next meeting, we will award a contract for this work° Prior to the commencement of this operation, we will furnish you with a certficate from the Village Engineers that the improvements meet the minimum requirements of the Village. We will also furnish you With an Excavation and Obstruction Bond or an insurance certificate with a Hold Harmless clause in the amount of $10,000. We also agree to place in escrow the full 100% cost of~this work plus an amount of 10% above the full coat of this work for unfore- seen items. As soon as plans and specifications for the proposed (8") eight inch water main extension from Mt. Prospect Plaza Shopping Center On April 14, 1960 we requested permission from the Village President and Board of Trustees to install the 6" water main extension from Henry Street into our property. In this letter we stated that we agree to install this 6" water main, commencing work within BO days from April 15, 1960. As you knew, we cannot adhere to this schedule because we do not have the necessary approval. May 10, 1960 Trustee Schlaver, seconded by Trustee Ekren, moved that the request of Nasco Construction Co. for permission to construct at their own expense a 6-inch water connection at Henry Street, plans for which were approved by the Village Board April 19, 1960, and an 8-inch water connection .at Mount Prospect Road, plans for which were approved by the Village Board May 10~ 1960, both connections to serve Mount Prospect Plaza Shopping Center, be granted subject to: Mt.Prospect Plaza 1. Approva~ of the plans for these two connecting Sewer and Water links and the on-site work approved by the Board Connections Feb. 2B, 1960, by the State Board of Health. 2. Constructio~$ supervision and inspection by the Village Engineers, which services are to be paid for by the Nasco Construction Co. through an escrow estab~shed with the Village for that purpose. 3. Deposit of an amount sufficient to cover construction and contingent costs in escrow with the Village for payment for the work. 4. Filing with the Village a written approval from the State Highway Department for the work to be con- s~ructed in and along State Highway rights of way. Trustee Schlaver, seconded by Trustee Norris, moved that the plan for the on-site sanitary sewer system to serve Mount Prospect Plaza Shopping Center on drawing No. PP-la dated 11/20/59, checked on 1/13/60 and revised 2/17/60 prepared by Emil Gruenberg & Associates, Consulting Engineers~ be approved, it being understood that the approval of said plans by the Metropolitan Sanitary District of Greater Chicago is required before construction is started. Trustee Schlaver, seconded by Trustee Ekren, moved that the plans and specifications for a 14-inch sanitary sewer crossing Rand Road northwesterly from Henry Street and connection on site sanitary sewer system of Mount Prospect Plaza Shopping Center with the interceptor of the Metropolitan Sanitary District of Greater Chicago as sh~n in plans and specifications therefor dated April 14, 1960 prepared by Consoer, Townsend & Associates and identified as C. T. & A. #60-14 be approved° The President put the question, the Clerk called the roll~ with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays~ none. Whereupon the President declared the motion carried. Trustee Schlaver, seconded by Trustee Norris, moved that the request of Nasco Construction Co. for permission to construct, at their own expense, a 14" sanitary sewer across Rand Road n~th- westerly from Henry Street connecting the on-site sanitary sewer to serve Mount Prospect Plaza Shopping Center with the Rand Road interceptor of the Metropolitan Sanitary District of Greater'Chicago, be granted, subject to: 1. Approval by the Metropolitan Sanitary District of Greater Chicago of this connection and the on-site sanitary sewer system. May 10, 1960 2. Construction supervision and inspection by the Village Engineers, which services are to be paid for by Masco Cnnstruction Co. through an escrow established with the Village for that purpose. B. Trustee Norris mentioned that three cross walks on the east parkway opposite St. Raymond' s Church and one in the west parkway MFT 15 CS on South Elmhurst were deleted from the plans (MFT 16 CS). Village Manager Appleby read the following memorandum from James King, Treasurer: To: Harold Appleby Re: Water Fund Surplus Cash Date: May 6, 1960 Surplus Cash Water Fund For the year ended 4-B0-60 we have surplus cash according to the various ordinances in the amount of $46,231.01. One half of this amount has to be set aside for bond redemption ($23,115.51) and the other half may be used forwhatever purpose the trustees so desire. I would recommend that we call for redemption at Aus~t l, 1960 the remaining $1~,000 bonds on the 1944 Water Revenue Issue and $5,000 bonds of the 195B series. This would eliminate the 1944 series entirely and have $57,000 bonds remaining on the 195B series. To do this we would have to transfer $884.49 from the surplus funds~ having surplus funds in the amount of $22,2~1.01 to be set aside by the trustees. ~ames C. King Trustee Airey, seconded by Trustee Ekren, moved that the Board authorize the transfer of $884.49 from the Water Surplus Fund to the Water Bond Redemption Fund. Whereupon the President declared the motion carried. -- Trustee Gaw, seconded~y Trustee Schlaver, moved that the Board authorize c~lling of 1944 Water Revenue Bond'in the amount of $19,000, and also $5,000 of the 1953 Water Revenue Bonds for payment as of August l, 1960. Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Appleby Village Manager/read petition from homeowners on the Paving and west half of North Kenilworth Avenue from Central Road to Th~ver sidewalks Court asking why their builder, Di Mucci, had not been obliged to Kenilworth Ave. install streets and sidewalks; if it is not the builder's responsi- bility, whose is it; if the homeowners are responsbile, how much would it cost each one. The Board explained that inasmuch as this was an old subdivision, the builder was not necessarily obliged to install streets and sidewalks; they may be installed by special assessment or by co- operative actio~ of the property owners; the Street Committee will be glad to meet with representatives of this block to work oat a feasible plax for such improvement. Mr. Cadigan's rough estimate for 27' 1-11 surfacing amounted to $20,500. Village Manager Appleby stated that in the recent clean- __ spring up campaign, the amount of debris was more 5han d~bble that picked olean-up up during the previous clean-up; 1229 yards. President Lams reported that he, Village Manager Appleby, Weller Trustee Ekren and Trustee Schlaver met ~ith the attorney for Creek Weller Creek Drainage District and Board of Trustees of Metro- politan Sanitary District to discuss responsibility for Weller Creek. The Sanitary District indicated that the only feasible long term solution was for them to take over the care of Weller Creek. May 10, 1960 President Lams read letters from certain residents on West Lincoln Street offering to purchase from the Villag~ certain land abutting their properties which is now vacated for street and which will never be used for street purposes. This matter was referred to the Judiciary Committee for study and recommendation. The letters are as follows: Offer of residents on May 10, 1960 Lincoln St. to purchase ~'~ President and Board of Trustees Village-owned Village of Mount Prospect land currently vacated for Gentlemen: streets The undersigned, G. C. HOLZRICHTER, as the owner of Lot 16, and A. B. HULLS, as the owner of Lot 15, abutting that part of Kenilworth Avenue lying south of Lincoln Avenue, request that the Village vacate said Kenilworth Avenue which adjoins said properties. Each of us agrees to pay the Village the sum of $500 for such vacation, and in addition will assume the cost of the construction of a sidewalk across said Kenilworth Avenue, will pay a reasonable sum for the preparation of a plat of vacation, the drafting of the ordinance of vacation, and pay recording fees. Kenilworth Avenue extends from Lincoln Avenue, a distance of 150 feet south to the golf course, and has not at any time been used as a street. There is no apparent use for it in the future.
