Home My WebLink About04/26/1960 VB minutes 481 MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN THE ~YNICIPAL BUILDING IN THE V1-LLAGE OF MOUNT PROSPECT ON APRIL 26, 1960 The meeting was called to order by President Lams at 8:14 P.M. Upon roll call, the following trustees answered Present: Trustees roll call ,.~ Airey, Casterline, Gaw and Norris. Trustee Ekren arrived later. Trustee Schlaver was absent. Trustee Norris, seconded by Trustee Casterline, moved that the minutes of the previous meeting of April 19th be approved as minutes submitted. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, and Norris. Pass, Gaw. Absent, Ekren and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Airey, moved that the bills for the week of April 26, 1960 be approved as follows: bills General $33,731.16 Garbage 189.80 Water 9~ 152.05 $43,073. O1 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Gaw, Casterline, and Norris. Nays, none. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Casterline, moved that the Village Manager be authorized to open bids regarding the water main loop to be placed in South School Street. This motion carried by water main ~" acclamation, and Mr. Appleby opened the bids as follows: loop in S. School Rossetti Contracting Co. Start within 15 days. 7005 W. School, Chicago $2,765 Complete within 30. The above bids were turned over to Mr. Wm. Cadigan of Consoer, Townsend & Associates for his recommendation. Trustee Airey, seconded by Trustee Casterline, moved that the Village Attorney be authorized to represent the Village in Tax Fore- Tax closure Case #60-S-8445. The President put the question, the Clerk Foreclosur called the roll, with the following response: Ayes, T~ustees Airey, Case Casterline, Gaw and Norris. Absent, Ekren and Schlaver. Whereupon 60-S-6445 the President declared the motion carried. Trustee Airey, seconded by Trustee Casterline, moved for the passage of proposed Ord. #714: AN ORDINANCE TO AMEND ARTICLE XZX, TAXICABS, OF CHAPTER 15 OF THE MUNICTPAL CODE OF MOUNT Ord. 714 PROSPECT OF 1957 AS AMENDED BY AMENDING SECTIONS Taxicabs 15.1910 AND 15.1915 THEREOF This r~fers to condition of cabs, refusal to accept any passenger, and hours of operation. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Norris. Absent, Ekren and Schlaver. Whereupon the President declared the motinn carried. Xpril 26, 1960 482 President Lams read petition signed by 48 renters in Paving - duplexes in the 400-block on South Elmhurst which are owned by alley DiNucci Builders. This was a request for pa~ing of alley behind 400 block these buildings as this is their only means of ingress and egress. S. Elmhurst This matter had been re~erred to the Street Committee during a previous meeting. Trustee Gaw, seconded by Trustee Airey, made the following motion: "That we accept the lowestbid for the purchase of a 1960 Ford in the amount of $2,021.73 from George Poole Motors. This automobile is a staff car to be available to the Village Manager and staff car other village personnel and officials for authorized use on village business and will be marked as a village car; purchase to be made after May 1, 1960," The President put the questioA~: the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw, and Norris. Trustee Gaw, acting as chairman of Public Buildings & Fire HouSe Grounds Committee and seconded by Trustee Norris, moved that the Village engage the services of Raymond A. Peterson as architect to draw plans and estimates for a new Fire House. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Norris. Absent, Ekren and Schlaver. l~nereupon the President declared the motion carried. Village Manager Appleby read memo from Mr. Kenneth Carroll, School business manager of School District #5?, regarding use of parkway on parking west side of South Emerson for teacher parking. This matter was referred to the Street Committee for study. It was brought out that the Cook CountyZoning Board of Appeals is holding hearings May llth on a series of proposed amend- Cook County ments to the new County zoning ordinance. Trustee Oaw, seconded by Zoning Trustee Casterline, moved that the Village Manager be directed to represent the Village of Mount Prospect at the public hearings to be held on May llth before the Cook County Zoning Board of Appeals. This motion carried by acclamation. Mr. Appleby reported on the present status of Weller Creek Weller Creek ownership. The Village has talked with Mr. Wild, attorney for = Weller Creek Drainage District and has met with the Sanitary District. Ail are agreed action is necessary, but until a CommissiOner can be appointed for Weller Creek no steps can legally be taken. In the meantime, the Village has r~noved trees that have fallen into the Creek, blocking it. Continued efforts will be made to arrangea meeting between the Weller Creek Drainage District and the Metro- politan Sanitary District. Mr. William Cadigan, engineer for Consoer, To~rnsmmd, reported on his inspection .of the drain pipe crossing the Lincoln School grounds, which carried continual large volume of water (mentioned in minutes of April 19, p. 47?). It was his opinion that sewers adjacent homes had connected their drain tile and window well drains into this sani~y sewer; as this is only a 10,, sewer, it is'not large enough to carry off the combined storm water and sewage from all the houses affected. His recommendation was either of two courses: 1. Disconnect tile and window well drains from affected houses OR 2. Run a parallel sewer to the overloaded sanitary line. After considerable discussion, Trustee Gaw, seconded by Trustee Airey, moved that the Village engineers prepare an estimate of cost for installation of 10" or 12" sewer running parallel to existing sanitary sewer in the WeGo Park~est Milburn area. April 26, 1960 Trustee Ekren arrived during the above discussion, at 9:24. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, E~ren, Gaw and Norris. Absent, Trustee Schlaver. Whereupon the President declared the motion carried. Discussion was held with residents of Brickman's Randvi~w Highlands regarding the flooded basements and ponding in certain sewers backyards. Mr. Cadigan thought this condition would be greatly Randview Highlands alleviated when vegetation has h~d a chance to get started around these new homes. Mr. Dave McCoy from Brickman Builders was present and stated that even though the o~er-alt grading was considered adequate except for a very occasional localized problem, his company is willing to put in extra catch basins provided the Village will accept the entire sewer system to turn over to the Sanitary District, who will be responsible for its upkeep. President Lams read petition from residents in the 200-300-400 block on South Emerson protesting use of vacant property adjoining for Village Fair proposed Village Fair to be held in the middle of June, sponsored by Lions Club the Lions Club. This matter was referred to the Judiciary Com~mittee. ._ Discussion was held re vacant lots standing under water in ~ wet weather, some of which are also used as dumping grounds. Also Vacant lots ~ builders who never clear away debris after finishing their buildings. Clean-up ~ Complaint was made by Mr. Mayo and Mr. De Ment, neighboring property ~ owners of land owned by Serafine Builders which has stood uncared-for ~ and water-filled for two years near Albert and Central, next to ~is new townhouses. The Village Manager was given free hand by the Village Board to withhold any further occupancy permits to this builder until this property is drained and cleaned up. Trustee Norris, seconded by Trustee Casterline, moved that the meeting be adjourned. This motion carried by acclamation and the meeting was regularly adjourned at 10:30 P.M.
