MINUTES OF T~ REGULAR ~EETING ~ THE PRESIDENT AND BOARD OF TRUSTEES MELD IN THE M~NICIPAL BUILDING, VILLAGE OF MOUNT PROSPECT, MARCH 1, 19~0 The meeting was called to order at 8:09 P.M. by President Lams. Upon roll call, the following trustees answered Present: Airey, roll call Casterline, Ekren, Caw, Norris and Schlaver. None were absent. Trustee Caw, seconded by Trustee Casterline, moved that the minutes of February 23, 19~0, be approved as submitted. The President minutes put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Caw, Norris and Sohlaver. Nays, none. Whereupon the President declared the motion~carried. Trustee Gaw, seconded by Trustee Ekren, moved that the bills bills for the week of March 1, 1960be approved as follows: Gene~A1 $29,096.67 Garbage 3.00 Parking System Revenue 339.89 Library 342.S6 '~ Fire Equip. Bond QO & Interest 1959 586.00 ~[ Water, operation 3,285.37 ~ Water, Bond & ~ Interest 1955 5,251.75 $38,915.54 The President put the question, the Clerk called the roll, with the fcllowing response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. No nays. Whereupon the President ~eolared the motion carried. Trustee Airey, seconded by Trustee Gaw, moved to authorize the Village Manager to open bids presented for electrical work to be done in the M~nicipal Building. This motion carried by'acclamation, and the bids were opened. Results were as follows: Erland Electric Bids - electrical 3337 Main, Skokie $3,7~1.00 work to be done Municipal Bldg. Johnson Electric Co. 794 Lee, Des Plaines 2,435.00 Klatzco Electrical Contr. 6199 N. Lincoln 2,731.50 Trustee Ekren, seconded by Trustee Gaw, moved that these bids be referred to Mr. McDonald, Engineer, and Mr. Appleby, Village Manager, for checking; report to be made at next Board meeting. This motion carried by acclamation. TruStee Schlaver gave the Water Committee's recommendation Contract #3 regarding the award of Contract #3 for Well #8, which was to use Well #5 the Byron-Jackson pump and Westinghouse electric panel; that contract not b~ awarded the low bidder, J. Cavanangh, Inc. of Palatine, who had offered bid bend with bid instead of the required check. Trustee Schlaver, seconded by Trustee Ekren, then moved that Contract #3 for WelI #6 equipment and i~stallation be awarded to Wil-Freds, Inc. of Naperville, Illinois in the s~m cf $51,840, subject tc satisfactory performance bond, and that the major equipment specified be that of Byron Jackson pump and Westinghouse electric panel. The President put the question, the Clerk called the roll, With the following response:' Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Sohlaver. Nays, none. Whereupon the President declared the motion carried. March 1, 19~0 Village Manager Appleby read a letter from Mr. Kenneth Carroll, business manager cf the Board of Education, dated Traffic February 9th, requesting on behalf of Fairview School that Gregory Street between Oak and Forest be made one way moving east. Mr. Appleby presented a memorandum to the Board written in conJnnctio~ with the Chief of Police, dated Feb. 25th, which explained the problem; 'Mr. Thomas Haskett gave the results of an on-the-spot survey m~de for two days by him. Mr. Haskett' s opinion was that conditions did not warrant granting the above request. This matter was discussed by the Board; Chief ~hittenberg was asked his opinion. The consensus was that the school be notified that nothing can be ddne until the street is put in good shape and the snow is gone, at which time the matter can be brought up for reconsideration. Meanwhile it was suggested that if certain traffic patterns are desired by the school, the school might send notices-to the parents asking their co-operation. Trustee Schlaver, seconded by Trastee Airey, moved for passage of proposed Ord. #710, an ordinance providing for successor in office under certain emergency conditions: Ord. #710 CIVIL DEFENSE ORDINANCE - SUCCESSORS IN OFFICE Civil Defense The President put the quegtion, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Sohlaver. Nays, none. Whereupon the President declared the' motion carried. Trustee Airey brought up Zoning Case 60-2, Annen & Busse, Zoning Case 60-3 (minutes of 2-9-60 and 2-22-60), four lots at Edward and Annen & Busse property Northwest Highway. Trustee Airey asked Mr. Annen if he and 'Mr. Busse would agree to a covenant with this land restricting the use from any drive-in type of business serving food, drink, etc. Mr. Annen did not agree to this suggestion. Trustee Airey, seconded by Trustee Casterline, moved that the Board of Trustees concur with the recommendation of the Board of Appeals in Case 60-2 authorizing the Village Attorney to prepare ordinance rezoning the property in question from R-! to B-2. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. The comment was made that a change in zoning classification would be desirable because cf the broad allowance made in present B zonings. Trugtee Norris again referred to letter of February Otb from Sidewalk on the' Village Engineers re sidewalk on West Lincoln Avenue (minutes of W. Lincoln 2-16-60). The Street Committee felt that the sidewalk placement should be as outlined in this letter. Mr. Oldaker as representative and several property owners along area referred to, discussed with the Board and Mr. Downing their release from the Special Assessment and im~nediate installation of sidewalk placed as recommended by the Village Engineers. It was suggested that the property owners file a petition signed by all involved waiving their previous objection and requesting that they be allowed to proceed on a voluntary basis. o President Lams read a letter from the Village Attorney regarding lot at Rtes. 58 and $8 which was given to the Village, Deed - Gift lot stating that the title is clear. Trustee Schlaver, secnnded by at Rte. 82 & 58 Trustee Airey, mOVed that the Board accept the deed prepared by Chicago Title & Trust Company from Glenview-Westbrook Homes fo~ Lot 1 in Country Club Terrace. The President put the question, the Clerk called the roll~ with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris.and Schlaver. Nays, nome. Whereupon the President declared. the motion carried. Mr. Strauss of Country Club Terrace Homeowners Association arose, stating that the association was willing to keep'up this lot providing the Village would take care of initial expense, such as March 1, 1960 rading, seed and water outlet. Trustee Arthur Oawwas appointed to negotiate with this association amd settle the details connected with keeping this property in,the condition agreed upon at the time of its presentation.
