PRESIDENT AND BOARD OF TRUSTEES HELD
IN THE MUNICIPAL BUILDING, VILLAGE OF
MOUNT PROSPECT, FEBRUARY 9, 1960
The meeting was called to order at 8:92 P.M. by President Lams. roll
"' Upon roll call by the Deputy Clerk, the following trustees answered Present: call
Airey, Casterline, Ekren, Gsw, Norris and Schlaver. Absent, none.
Trustee Gaw, seconded by Trustee Casterline, moved that the
minutes of February 2, 1960 be approved as submitted. The President put minutes
the question, the Clerk called the roll, with the following response:
Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays,
none. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the bills for
the week of February 9th be approved as follows:

The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris
and Sohlaver. Nays, none. Whereupon the President declared the motion
carried.
Trustee Norris of the Street Committee gave the following report
re special assessment projects for 1960:
The Street Committee has reviewed the recommendations of our Village
Manager for various street special assessment projects for 1960 and that
the necessary engineering and legal work be star%ed in order to complete Special
the named projects in 1960: Assessment
projects;
1. Memory Lane from 132 feet west of Elmhurst Road to Main Street, and street
Elmhurst Road from Memory Lane 160 feet to the north. A 27-foot paving
~ back-to-back of curb pavement in EemoryLane from Elmhurst Road to
Main Street and a 31-foot back-to-back of curb on Elmhurst Road from
Memory Lane 160 feet to the north.
2. Pine Street from Northwest Highway {o Central Road, a 40-foot back-
to-back of curb pavement with the type of pavement to be installed
to be discussed with our Village Engineers.
3.Thayer Street from Forest Avenue 132 feet to the east. North one-
half only.
4.Henry Street from Forest Avenue 139 feet to the east. South one-
half only.
5. Forest Avenue from Northwest Highway to MacArthur Avenue. Widen
existing pavement to 27 feet back to back of curb and gutter where
necessary, and surface entire pavement.
8. We recommend special assessment proceedings be inaugurated and
request onr Village Engineers to prepare preliminary estimates on
paving the following alleys in the Village:
a.The alley between Pine and Wille located between Prospect
Avenue and Evergreen.
b.The alley between Mount Prospect Road and'Owen Street north
of Northwest Highway.

~ecial Assess- Trustee Norris, seconded by Trustee Casterlilne, made the following
merit project motion: "That the Village Engineers be authorized to prepare esti-
street paving mates of cost and necessary engineering and legal s%eps be taken to
initiate this special assessment program ~ order that it may be
completed in 1960".
The President put the Guestinn, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion
carried.
Paving - A group of citimens living on Albert and George Streets
Albert and expressed their satisfaction that the proposed improvement for their
George Streets streets had been mmitted. They were told that the present Board is
not likely to bring the matter up, but could not speak for any fu~re
Board.
Sidewalk Trustee Norris mentioned the subject of sidewalk escrows fc~
spec. assess, groups who did not want to come under the special assessment, and it
was agreed that this should be referred to the Judiciary Commit%ee.
Trustee Norris, seconded by Trustee Airey, moved for adoption
of the following proposed Resolution #7-60:

The President put the ques%ion~ the Clerk called the roll, with the

Norris and Schlaver. Nays, none. Whereupon the President declared
the motion carried, and Resolution #7-60 adopted.
Trustee Norris, seconded by Trustee Casterline, moved for
adoption of the following proposed ResolUtion ~8-60:

Schuham Hardware The petition for permission to erect a sign in an area
zoned for parking failed to obtain the necessary affir-
mative votes for this type of variation. Therefore we
recommend denial of the petition.

Trustee Aireymade the following motion, seconded by Trustee Ekr~u:
That the Village Attorney be authorized to prepare an ordinance
allowing this variation; that a permit for the erection of this sign
be allowed, subject to the fact that the sign must meet all other
ordinances; further, that the sign be placed not more than three
feet from the side lot line as has been shown in the petition to this
Board.
Trustee Airey explained that it· was not intended by the Committee
to allow variations from P-B area generally; that the cases of
Schuham Hardware and Thom McAn were unusual.

This is a request for variation to permit erectioD of
a sign in a parking area.
The above case was recommended for denial by the Board
of Appeals with a vote of 6-0.
There wereno objectors.

Zoning Board of Appeals
Trustee Airey, seconded by Trustee Ekren, moved that the
variation be granted for the erection of the sign mentioned in the
petition; that a permit be allowed for this erection and that the
Village Attorney be directed to prepare an ordinance making this
change.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Nays, none. Whereupon the President declared
the motion carried.

The above rezoning case concerning four lots on Northwest
Highway at Edward Street were petitioned to be reclassified
from R-1 to B-B. This petition is recommended for approval
by vote of the Board of Appeals, 4-2.
There were three objectors.
The findings of fact are as.follows:
1.90~ of the Northwest Highway frontage between Emerson St.
and Mt. Prospect Road is now B or B-B.
2.Existence of R-1 tots between commercially-zoned lots
constitutes a type of spot zoning.
B,Existence of commerciaI zoning in the area makes fhe
petitioned lots unsuited for residential use.

This is a request for amendment and addition to Section 8,
I-1 District of the Zoning Ordinance.
The above case is recommended for approval ~y the Board
of Appeals with s vote of 6-0. Case heard at the regular hearing of
January29,' 1960.
There were no objectors.

in the findings of the Board of Appeals and that the Village Attorney
be directed to prepare the necessary ordinance.

Continued from November, 1959 hearing
This is s request for amendment to zoning ordinance to
allow payment of fees to members of the Board of Appeals attending
special hearings.
The above case was recommended for approval by the Board
of Appeals with a vote of 6-0, at their regular January, 1960 hearing.

After some discussion, it was decided to leave this matter in
Committee for further study.
Trustee Gaw, seconded by Trustee Norris, moved that the
Rewiring plans and specifications for rewiring of the Village Hall be approved
Municipal and that the Village advertise for bids, returnable as of March l,
Building 1960.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion
carried.
Trustee Schlaver read a report from Mr. Art Lewis of
Well 46 Consoer, Townsend & Associates, Engineers, ~egarding the bids on
Bids on Contracts 2 and 3 of Well #6, which stated:

#2 and #3 (a) The engineers' estimate for Contract No. 2 was $29,730.00.
The low bidder was John Giannini & Son, $21,97B.00, and he has
performed work under their supervision and is, in their opinion,
qualified.

(b) Giannini's time of completion is long (180 days) but it Well #6
is believed that this is caused by the contract requirement'that Cont'd
trenches be topsoiled and seeded afterinitial settlement.
(c) It appears that the main can be placed in se~¢ice by the
time well production is achieved.
Trustee Schlaver, seconded by Trustee Casterline, moved that
Contract #2 for well collecting main involved in water improvements,
Well ~6, be awarded to the lowest qualified bidder, John Gianuini & Son; ·
such~award to be finalized at such time when the water revenue bond issue
for this project is approved by the Board of Trustees.
The PreSident put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion carried,
Trustee Schlaver, seconded by Trustee Norris, moved that the
certified checks of all bidders except the lowest and next lowest on
Contract #2 be returned. This motion carried by acclamation.
Trustee Schlaver referredto the Engineers' memo further, wherein
it was stated that further references are being sought for the low bidder,
J. Cavanaugh, Inc., $~0,285.15 and there is also a question of whether
to use a new type motor, never previously tried, at substantial saving.
Trustee Schlaver asked that award of Contract #3 be deferred for two
weeks to allow time for further investigation. This was agreed.
Trustee Schlaver, seconded by Trustee Airey, moved that the
checks of John Erskine Co. and Wilson & Tavrides, Inc., submitted with
Contract #3, be returned. This motion carried by acclamation.
Trustee Schlaver referred to the water main loop onSchool Water main
Street ~n front of St. Paul's Lutheran Church, and made the following loop -
motion, seconded by Trustee Ekren; That the Village Manager be School St.
authorized to secure bids on a 6" water main to connect the main on
School Street between Evergreen and Busse, with the main on School
Steeet Justnorth of Busse, under supervision of the Village Engineers,
on the basis that one-half of the cost be borne by St. Paul's Church.
The President put the question, the Clerk called the roll, with the

Norris and Schlaver. Whereupon the President declared the motion carried.
Trustee Ekren, seconded by Trustee Airey, moved for the
passage of proposed Ord. #703:

AN ORDINANCE TO AMEND CHAPTER VI OF THE Amend Bldg.
MOUNT PROSPECT BUILDING CODE OF 1957 code
This ordinance refers to the construction of sanitary sewers and to
automatic fire or smoke detector system in certain buildings.
The President put the question, the Clerk called the roll, ~ith the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Nays, none. Whereupon the President declared
the motion carried.
Trustee Airey, seconded by Trustee Casterline, moved that the Study
tentative plat of the area east of Country Club Terrace and west of annexation
Golfhurst Estates be referred to the Plan Commission for study. This area along
motion carried by acclamation. Golf Road
A representative of Dooley Real Estate, 888 East Northwest
Highway, asked that an enclosed garage, which is part of the proposed parking
addition to the building at that address, be included as part of the requirement
parkir~ requirement. After discussion, ~he consensus of the Board was
that garage areas are not considered to be a part of commercial off-
street parking.
Trustee Airey, seconded by Trustee Schlaver, moved for the
passage of Ordinance #704:

Rezone part of MT. PROSP:ECT ZONING ORDINANCE AS AMENDED
shopping center
This ordinance rezones from B-1 to B-B part of the shopping
center area east of Rand Road for use as a gas station.
The President put the question, the Clerk calledthe roll,'with
the following response: Ayes, Trustees Airey, Casterline, Ekren,
Gaw, Norris and Schlaver. Nays, none. Whereupon the President
declared the motinn carried.
Trustee Airey, seconded by TrusteeGaw, moved for
adjournment, and the meeting was regularly adjourned at ll:O0 P.M.
