MINUTES OF A REGULAR MONTHLY MEETING -HELD IN THE
VILLAGE HALL AT MT. PROSPECT, ILLINOIS BY THE
PRESIDENT AND BOARD OP TRUSTEES ON THE SIXTH DAY
OF JULY, 1943.
The meeting was'"called to order by the President, the roll being called, the
following Trustees were found to be present: Greinke, Haas, Kirchhoff, Mott,
Wax, lille.
' The minutes of the June 1, 1943 regular meeting, adjourned meeting of June 15,
and recessed meeting of June 22, 1943 were read. It was moved by Trustee Wax
and seconded by Trustee Haas that they be accepted as read. Motion carried.

It was moved by Trustee Greinke, seconded by Trustee Wax that the Special
Assessment report bp placed on file. Motion carried.

It was moved by Trustee Mott and seconded by Trustee Wax -that the Board of •
Trustees instruct the Health and Drainage Committee•to make. wheSever plans
aims are necessary to start the collection of garbage as close to the first -
of August 1943, as is possible. This is to include hiring of Fred Krohn at
a salary of $150.00 per month, to collect garbage, perform other Village
duties, and to makeNriatever remodeling of the truck is necessary, including
the expenditure of any additional minor items. Ayest Greinke, Haas, Kirchhoff,
Mott, Max, 1111e, ill No Nayes. Motion carried.
Trustee Mott of the Judiciary Committee presented the annual Levy
to be read. It was moved by Trustee Wax and s3conded by Trustee Ville that FIRM
the annual Levy Ordinance of the Village of Mount Prospect, Cook County Illinois,,,
providing for the Levy and Assessment of taxes for the - fiscal year beginning
May 1, 1943 and ending April 30, 1944, be passed as read. Ayes; Greinke,
Haas, Kirchhoff, Mott, Wax, Mille, No Nayes, Motion carried.
It was moved by Trustee - lax, seconded by Trustee Greinke, that the Board
approve the placing of an order with the American Decal. Co. for 750 1944,4
Windshield Auto Licenses, Ayes: Greinke, Haas, Kirchhoff, Mott, Wax; Mille.
No Nayes. Motion carried.
Trustee Sax of the Streets and Sidewalk's Committee brought to the attention of
the Board the necessity of applying for priority on materials needed for the
repair of streets. Trustee Wax was given permission to apply for priority on
500 gallons of Liquid Asphalt and the necessary amount of crack filler to be
used for that purpose.

Mr. Lonnquist presented a letter explaining the purpose of his new subdivision.
President Resander referred the letter to the Planning Commisdoon for consider-
ation, review and report, on the plat presented at a previous meeting.
A letter from Westfield Homes, Inc., was read requesting permission to place
gravel on certain streets in Randview Highlands. This request was referred to
Trustee 'Wax for recommendation and report at the next meeting.
Mr. Wolf of the Wells Construction Co. presented a proposed water bound macadem
street to be constructed in the 400 block on North Pine St., and on Gregory St.
between Pine and Mille Streets. It was referred to the Streets and Sidewalk's
Committee for consideration.
There being no further business to bring before the meeting, it was moved by
Trustee Mott, seconded by T ustee Kirchhoff that this meeting be adjourned.
Motion carried.

MINUTES OF A SPECIAL MEETING OF THEVILLAGE
PRESIDENT AND BOARD OF TRUSTEES, HELD AT THE
.r! VILLAGE HALL, IN THE VILLAGE OF MOUNT PROSPECT,
ILLINOIS,ON THURSDAY, JULY 15, 1943, at 8:00 P.M.
The meeting was called to order by the President. Due to the absence or the
Village Clerk, the President appointed Fred G. Ville as acting clerk.
The roll being called the following Trustees were found to be presenit:
Greinke, Haas, Kirchhoff, Mott, Wax and Ville.
The following letter was then read: July 12, 1943

Dear Mr. Burda:
Will you kindly call a Special Meeting of the Village Board of
Trustees, for 8:00 P.M. at the Village Hall, Mt. Prospect, I111, on July 15,
1943, for the purpose of transacting various matters pertaining to the
Village finances and other matters.

It was moved by Trustee Greinke, seconded by Trustee Wax that the Board does
hereby authorize Consoer, Townsend and Quinlan to make a survey, pertaining to
leaks in the Village Water Works System, as per letter of July 6, 1943. Eng-
ineers cost not to exceed $1,200.00 for their survey and report.
Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Ville. No Nayes.
It was moved by Trustee Wax, seconded by Trustee Greinke that Consoer, Townsend,
and Quinlan proceed with tentative plans and specifications for a new well.
Payment for engineers work, plans and specifications to be made at time of
acceptance of plans and construction of new well.
Ayes: Greinke, Haas, Kirchhoff, Mott, flax and Ville. No Nayes.
It was moved by Trustee Haas, seconded by Trustee Mott an ORDINANCE PROVIDING
FOR THE ISSUANCE OF 1943 ,r TICIPATION WARRANTS OF THE VILLAGE OF MOUNT
PROSPECT, IN COOK COUNTY,''+ILLINOIS, be adopted as read.
Ayes: Greinke, Haas, Kirchhoff, Mott, ''Wax and Ville. No nayes.
It was moved by Trustee Wax, seconded by Trustee Kirchhoff that the Village
Clerk inform the lbstfield Houses Inc. . ,- that they may surface grade the dirt
upon the street in Randviow Higth /indi?Subdivision, but, hereby reject their pro-
posal to place gravel on these - streets.
Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Ville. No nays.

The following letter was than read:
July 14, 1943
To the Honorable Board of Trustees,
Mount Prospect, Illinois.
Gentlemen:
In Mr. Lonnquist's letter to you of July 6th, as published in the Mount Pros-
pect Herald of July 9th, apparently his first concern is to establish his in-
tegrity and responsibility of performance. Willyou look at the record of the
past three years?
First: The owners of the three homes built to the north of Lonnquist Blvd. have _
spoken to me very definitely of the unsatisfactory dealings which they exper-
ienced with Mr. Lonnquist in delays and difficulty in haveing promises ful-
filled.
Second: One of these owners advised that he paid for the construction of a
garage at the time his house was built, This garage has never been constructed.
Third: Three years ago a permit was taken out for the construction of a building
and an excavation was made, In spite of numerous complaints and promises of
remedy, this excavation is still unfilled and remains a serious hazard to
children and animals, a breeding place for mosquitos and an eyesore.
Fourth: Two years ago permission was given by your Board for Mr. Lonnquist to
put in a street of certain specifications. The only thing that has been done
is to dump and spread a few loads of stone.
Fifth: Property owners still remember the long months during which the unsight-
ly, par* wrecked, real estate office stood at the corner of Lincoln and Elm-
hurst Roads, in spite of all protesta. This record speaks louder than any
promises that Mr. Lonnquist may now put forward.
This new Proposed subdivision is the same sort of plat which Mr. Lonnquist .
tried to put over two yearn ago when it was presented with a $5,000 restrict-
ion. The Zoning Commission at that time recommended a restriction comparable .M•w
to that applying north of Lonnquist Blvd. I understand that this plat was
signed but neither dated nor filed. I would like to raise the question why
adequate action was not taken at that time.
We people who have built south of Weller Creek did so with the understanding
of certain protective restrictions. It is not fair to us to allow a material
lowering of these restrictions immediately across the street. It is not fair
to other property owners to prevent the growth of substantial residence dis-
tricts by placing a belt of cheap houses where they will lower the standards
for the whole town area.
Mr. Lonnquist states * these are not so- called Defense Homes at all and should
not be considered.* I understand that under the present rulings of 'W.P.B.
no home constructions is permissible except Defense Homes.
Mr. Lonnquist states they are to be built and rented to very acceptable
young executives at Douglas Air Craft." We know that they will be rented to
anyone who can pay the price. Many Douglas executives may be hereunder six
year contracts. Six years passes quickly. What then?
Mr. Lonnquist speaks of the growth and expansion of this plant after the war.
I believe it is the general understanding that the Douglas Plant is purely a
war project and the buildings are of that type of construction. Can we ex-
pect
occupants who are in this part of the country on such a temporary basis
to make Lilrovements on rented property? I further understand that the pro-
posal is to construct duplexes. Why notbuild apartments and have it over with?
Another point to be considered is the adequacy of sewer, water and other nec-
essary utilities in the tract eduth of Lonnquist Blvd., including fire hy-
drants. This involves a question of whether or not new installations will be
permitted by W.P.B. at this time.
On the same page of the newspaper which carries Mr, Lonnquists letter appears
an article ot the inadequacy of our present water supply.

Mr. Lonnquiat says that these homes will bring tax revenue to the Village.
These homes will not bring in taxes to the taxing body where they are most
needed, however, namely, the school district. The property south of Lonn-
quiet Blvd. is in School District 58 and not 57. Since District 58 does
not now maintain a school, children in that area can demand the service of
the already crowded Mount Prospect school, with tuition fee paid by Dis-
trict 58. No tax will accrue from homes without children of school age.
You have appointed a Planning Commission consisting of men who have had
experience and have given study to the problem of Village development.
May I suggest your careful consideration of the recommendation of your
Planning Commission in arriving at a decision that will be to the best int-
erect of our permanent residents, in the proteetion and improvement of our
Village.

The Board decided to forward the above read letter to the Village Planning
W -Commission and also the Zoning Commission for consideration.
It was moved by Trustee Wax, seconded by Trustee Greinke that the Board does
hereby authorize The Wells Construction Corporation to proceed with the
installation of curb and gutter on North Ville Street, and Gregory Street
from Willa Street to Main Street in compliance with the specifications as
submitted by Consoer, Townsend and Quinlan.
Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wille. No Hayes.
-It was moved by Trustee Kirchhoff seconded by Trustee Haas to direct Attorney
Nickel to draw a complaint against. Henry Inosp for violating the Bedding
Code for building a Chicken Coop without a permit.
Ayes: Grei nke, Haas, Kirchhoff, Mott, Wax and lille. No nays.
There being no further business to come before this meeting same was by
motion duly made by Trustee Haas, seconded by Trustee Wax adjourned.
