The meeting was called to order by the President. Due to the demise of the Village Clerk the President appointed Fred G. Willa as acting. clerk. The roll being called the following Trustees were found to be presents Greinke, Haas, Kirchhoff, Mott, Wax and Mille. There were no minutes of the previous meetings due to the lack of the minute book. It was moved by Trustee Kirchhoff seconded by Trustee Greinke that the Village PI,.4 haul the pick -up rubbish, tin cans, bottles and broken glassware, to Fred Faukenberg, Des Plaines, Illinois, at $1.25 to 81.50 per load instead of to Lutter Brick Com- pany, Glenview, Illinois at 50 cents per load. The difference in price being offset 114 4 by the shorter haul. Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wilde. No nays. Ayes: Greinke, Haas, Kirchhoff, Mott, IRK and Wills. No Nays. It was moved by Trustee Wax seconded by Trustee Greinke that the Mt. Prospect Volunteer Fire Department by granted permission to" barricade Evergreen Avenue, from the Village Hall to the Northwest Hightay for their Carnival from August 19th to August 22nd. inclusive. Motion carried. It was moved by Trustee Wax seconded by Trustee Haas that the following resolution be passed as read: WHEREAS. The First National Bank of Des Plaines has agreed to purchase $5,000.00 of the 1943 general corporate fund tax anticipation warrants bearing interest at the rate of one and !""* three quarter per cent (1 -3/4%) and to pay for said warrants par and accrued interest from July 15, 1943: NOW THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Mount Prospect that the sale to the First National Bank of Des Plaines of $5,000.00 of 1943 general corporate fund tax anticipation warrants, being numbered C -1 to C -10 inclusive, bearing interest at the rate of one and three quarter per cent (1 -3/4%) at par and accrued interest from July 15, 1943, be and the same is hereby approved and confirmed. AND BE IT FURTHER RESOLVED that delivery of said tax anticipation warrants be made pursuant to the terms of an ordinance entitled "An Ordinance providing for the issuance of 1943 tax anticipation warrants Bf the Village of Mount Prospect, Cook County, Illinois", passed and approved on the 15th days of July, A.D. 1943, Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wille. No nays. The following letter was then read: To the Honorable Board of Trustees, August 3rd, 1943 of the Village of Mt. Prospect, I11. •+��• Gentlemen: By virtue of authority conferred upon me by ordinance, I hereby appoint, Mr, Roy E. Schlemmer, Village Clekk of the Village of Mt. Prospect, 111., for the period August 3rd, 1943 to April 30th, 1945 at which time there will be a regular election for the Village Clerk. This appointment is made to fill the vacancy in the Village Clerk's office ,caused by the demise of S. W. Burda. Respectfully, I. E. Be sander President of the Village of Mt. Prospect, I11. It was moved by Trustee Kirchhoff seconded by Trustee Mille that the President's appointment of Roy E. Schlemmer as Village Clerk to fill the vacancy in the Village Clerk's office caused by the demise of S. N. Burda be concurred in. Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wille. No nays. It was moved by Trustee Mott seconded by Trustee Haas that the following resolution be adopted. BE IT RESOLVED that Roy E. Schlemmer, as Village Clerk, is hereby authorized to sign all documents pertaining to Village business also Co -sign all Village checks pertaining to the duties of the Clerks office. Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wille. No nays. It was moved by Trustee Wille seconded by Trustee Mott that the Mt. Prospect State Bank and the First National Bank of Chicago continue as depositaries for the funds at Fred G. Mille Treasurer and Collector. Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wille. No nays. Trustee Wax asked the Boards wishes as to the excavation on North Maple Street. Citizens residing in the vicinity of this excavation have asked to have same closed to remove a hazard. Trustee Wax suggested writing the owner of the excavation to have same filled upon which he was given authority to do so. Truatee Wax also inquired as to an Ordinance pertaining to sounding of whistles ` 4 ` on locomotives while passing through the Village. After some discussion as to the incomplete record of ordinances passed in our Village, Trustee Mott suggested that some civic citizen devote some of their time to revising the ordinance records and recommended that the President appoint such a committee. Thereupon the President appointed Mr. Theodore Lams as Chairman with A. R. Hatch as members of the Com- mittee to work. with Fred G. Willa to recapitulate the ordinances passed and also those that are missing. It was moved by Trustee Mott seconded by Trustee Wax that the Presidents appoint - mentO of Lams and Hatch be concurred in. Ayes: Greinke, Haas, Kirchhoff, Mott, Wax and Wiile. No nays. It was moved by Trustee Wax and seconded by Trustee Ville that the following resolution by approved: WHEREAS, there has been a controversey between the property owners ,_. with reference to resurfacing Ville Street and WHEREAS, as in order to settle the controveraey and have *ills Street resurfaced, the Village has been requested to make a temporary con - cession regarding the installation of Curb and Gutter on Pine Street from Mem ory Lane to Gregory Street and on Gregory Street from Mille Street to a point 134 feet West of Pine Street. NOW THEREFORE BE IT RESOLVED by the President and Board of Trustees of the Village of Mount Prospect that said Pine Street from Memory 7 Lane to Gregory St. and Gregory Street from Jille Street to a point 134 feet West of Pine Street may be paved with 8 inch water bound macadem as approved by the Village engineers without Curb and Gutter at the present time, but that said streets will not be accepted by the Village for maintenance until the Curb and Gutters are installed and the construction of said streets and Curb and Gutter be approved by the Village engineers. Ayes: Greinke, Haas, 'Wax and Wille. Nays: Kirchhoff and Mott. Motion carried. It was moved by Trustee Wax seconded by Trustee Greinke that the St. Paul's + Lutheran Congregation be permitted to place the requested barricades on Busse Avenue between Elm Street and Owen Street from 8:45 A.M. to 4:00 P.M. during 1,, school days. Placing and removing of barricades to be performed by the said St. Paul's Lutheran Congregation under the direction of the Police Department. Motion carried. The followin letter was read: To the village Beard of Trustees July 28, 1943 Mt. Prospect, I11. Gentlemen: The Plan Commission submits the following recommendations on the Lonnquist Garden plat which was referred to the Commission by the Village Board on June 25, 1945. After the most thoughtful coneideration,,we have arrived at the following con- clusions which we hereby present to you. It is our recommendation that the proposed plat designated as the Lonnquiat Gardens be rejected by the Village Board for the following reasons: I. The type of building proposed does not conform to the type of build- ing we had previously planned for that area, as was recommended to the Village Board in July 1941, . with the stipulation that the miniumum building restriction should be $7,500. per single family dwelling. 2. It is also our opinion that the proposed development of duplex style of buildings would tend to depreciate the value of adjacent property. 3. The street pavement proposed would be below the requirement outlined in the motion passed by your Board on June 9, 1943. In this connection the Commission feels that a minimum requirement for pavement should be Portland Cement Concrete no less than eight inches thick and twenty five feet wide. 4. The Commission believes that the Village should not accept any sub- division plats without curbs and sidewalks being provided. • 380 May we also point out that there is already a serious 'shortage of water in the Village and any additional demands on our water supply at this time, by this proposed subdivision would further endanger the supply of water to the entire village. It should also be noted that our present school accomodations are'over crowded and it is questionable whether our present facilities could handle any addition- al enrollment from this dubdivieion. While these latter two points are not within the jurisdic4tion of the Planning Commission, we feel that it is to the beat interests of the Village that they be considered. Mr. Bluett requested that the Board contact the State:.Highwayr Department in regard to filling the existing gully on North Main Street (Route #83) between Gregory Street and mory Lane. The Clerk was advised to inform the State Highway of this gu l ly. \ .. It was moved by Trustee Kirchhoff seconded by Trustee Wax that the Vi.11age'will accept for maintenance North Lille Street and Gregory Street resurfacing, if installed according to the specifications of Skokie Valley Asphalt Company's letter dated July 21, 1943 and as approved by the Village engineers. Ayes= Greinke, Haas, Kirchhoff, Mott, flax and'Wills No Nays. There being no further business to come before this meeting same was by motion duly made by Trustee Wax and seconded by Trustee Kirchhoff adjourned.
