HomeMy WebLinkAbout03/07/1944 VB minutes 1 MINUTES OF A REGULAR MONTHLY MEETING HELD IN THE VILLAGE HALL, MOUNT PROSPECT, ILLINOIS, BY THE PRESIDENT AND BOARD OF TRUSTEES ON TUESDAY, MARCH 7th, 1944. President Besander called the meeting to order at 8:30 P.M., and upon calling of the roll, the following Trustees were found to be present: Greinke, Haas, Mott, Wax and Wille. Trustee Kirchhoff was absent. The minutes of the February let, 1944 meeting were read, and upon motion by Trustee Mott and seconded by Trustee Greinke, they were accepted as read. Motion carried. No nayes The Clerk then read the following letter: To The Honorable President March 7, 1944 and Trustees of the Village of Mount Prospect Illinois Gentlemen: Your Honorable Body havAng appointed a Zoning Commission P",,• to study the existing Zoning Ordinance with a view of making any nec- essary amendments, I respectfully report the completion of the Zoning 6.1.1; Commission's work. The revisions as recommended by the Zoning Commission are shown on a map of Mount Prospect together with the accompanying Text. This map and text were placed on file at the Village Hall on December 24, 1943, and the Public was given an opportunity to study them. There appeared, in the Mount Prospect Herald's publication on December 24, a notice of a public hearing to be held on January 11, 1944, at which time all interested citizens could express their views on the proposed amend- ments. The notice of the public hearing was posted in three prominent places within the Village limits. The public hearing was held and all recommendations, either for or against the amendments, were considered by the Zoning Commission. 404 After due consideration your Zoning Commission respectfully submits to your Honorable Body the accompanying map and tex showing the recommended 7. zoning for the Village of Mount Prospect. Kob (Signed) John Kob IPMIk Norman Falkanger (Signed) err Norman Falkanger Mr. Mortimer presented the Zoning Map and text referred to in the letter to the Board with the suggestion that the map be reduced to letter size so that it might be filed with the Zoning Ordinance. It was moved by Trustee Mott and seconded by Trustee Wille that a vote of thanks be given to the members of the Zoning Commission for their commendable work in preparing the amend- ; ments to the Zoning Ordinance. Motion carried. it was moved by Trustee Mott and seconded by Trustee Wax that the Board of Trustees pass the following resolution: WHEREAS, due to the death of Vaughn C. Bacon, the zoning Commission of the Village of Mt. Prospect,lost avery loyal member of their committee, and WHEREAS, Mr. Bacon always gave of his time gladly and willingly to, the duties required by the Board and his handling of the Village problems encountered was indicative of the fine citizen which he exemplified, and WHEREAS, his action during the period of his residence in the Village of Mt. Prospect was always toward civic betterment so that his death is a great loss to this community. THEREFORE BE IT RESOLVED, by the President and Board of Trustees of the Village of Mt. Prospect that this resolution be entered in the Village Board minutes, expressing the Boards regrets on the loss of a valuable citizen and to extend to Mrs. Bacon our Profound sympathy. - The president declared the resolution passed by the vo - of, Ayes: Greinke, Haas, Mott, Wax,and Wille. No nays. A motion was made by TrusteeWax and seconded by Trustee Ville that the Map and Amendments to the Zoning Ordinance be turned over to the Judiciary Committee for review and to report at the next regular meeting. Motion carried. Trustee Wille reported that the Meade Electric Co. had installed tem- porary signal controls for the traffic signals at Main and Emmerson streets on Northwest Hwy, and that they had submitted a cost of $30.00 for the repair of the old controls with no guArantyas to how long they would last, and a cost of $65.00 for new controls which would last for two years with contin- uous operation. Mr. Mortimer called attention to the fact that the Cook County Highways Department proposed to replace the traffic signals at the time they installed the railroad crossing protection and as he could not assure the Board that this work would be started within two years, suggested that the Village purchase the new controls. It was moved by Trustee Wax and seconded by Trustee Haas that the Meade 405 Electric Co. be authorized to install the new controls amounting to $65.00. Ayes: Greinke, Haas, Mott, Wax and Ville. No Nays. A request by Mr. Harry Turk, for a refund on four building permits was referred to the building committee for consideration and to report at the next meeting. It was moved by Trustee Mott, seconded by Trustee Wax that the treasurer pay approved unpaid bills applicable to the vehicle fund, water fund and garbage fund. Ayes: Greinke, Haas, Mott, Wax and Wille. No Nays. A motion was made by Trustee Wax and seconded by Trustee Haas that the Mount Prospect State Bank. and the First National Bank Of Chicago continue as depositaries for the funds of Fred. G. Wille, Treasurer and Collector. r"- Ayes: Greinke, Haas, Mott, Wax and Ville. No Nays. ice, The following letter was then read: February 28, 1944 To the President and Members of the Board of Trustees of the Village of Mount Prospect: I am attaching hereto an index and complete detailed list of the Ordinances passed by the Board of Trustees of the Village of Mount Prospect since the incorporation of the Village in 1917. There has always been a great need for such a list in order to assist the Trustees in carrying out their various duties ter! in connection with serving the citizens of the Village. It has required a large amount of work to compile such a list and index and a vote of thanks should be extended to the following citizens of the Village of Mount Prospect for their cooperation and time so generously given: Theodore A. Mott Chairman of Judiciary Committee It was moved by Trustee Ville, seconded by Trustee Wax that a vote of thanks be extended to, Theodore A. Lams, Arnold R. Hatch, Mrs. R. E. Schlemmer Roy E. Schlemmer and Fred. G. Wille for compiling the list and index of Ordinances of the Village of Mount Prospect. Motion carried. A motion was made by Trustee Wax and seconded by Trustee Greinke that the superintendent of Streets and Water Department be authorized to purchase four new tires for the G. M. C. truck and two new tires for the Internation- al truck. Ayes: Greinke, Haas, Mott, Wax and Wills. No Nayes. It was moved by Trustee Haas, seconded by Trustee Wax that the chairman of the Finance Committee be and he is hereby authorized to sell to the FIRST NATIONAL BANK OF DES PLAINES, 19+3 general Corporate Fund Tax Anticipation ;Warrants in the sum of One Thousand Dollars ($1,090.), with interest at the rate of One and three - quarter (14) per cent per annum and accrued interest is hereby approved and confirmed. \`Ayes: Greinke, Haas, Mott, Max and 'faille.
