TRUSTEES HELD ON SEPTEMBER 12, 1961
President Schlaver called' the meeting to order at 8:14 P.M.
Upon roll call, the following trustees answered Present: Bickley, roll call
Bruhl, Casterline, Ekren, Gaw and Phillips. Absent, none.
Trustee Ekren, seconded by Trustee Bruhl, moved that the minutes
~.~ minutes of the meeting of September 5th be approved as submitted. The
President put the question, the Clerk called the roll, with the following
response: Ayes, Trustees Bickley, Bruhl, Casterline, Ekren, Caw and
- Phillips. Whereupon the President declared the motion carried.
Trustee Bruhl, seconded by Trustee Casterline, moved that the
following bills be approved for payment:
General - $ 3,450.07
Garbage - 5,952.60 bills
Motor Fuel Tax 971.69
LO Water operation 13,226.61
~ $23 · 600.97
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees BicEley, Bruhl, Casterline, Ekren,
Caw and Phillips. Whereupon the President declared the motion carried.
The trustees remarked upon the newly-installed permanent seating Village
arrangement, discussing further improvement such as voice amplifying Hall
equipment to be installed. Trustee Bickley suggested that choice be made of
microphones to be worn around the neck rather than the stationary type.
Trustee Bruhl, seconded by Trustee Casterline, moved that Municipal
~" Building Addition Change Order Nos. 10 and 11 be approved for payment in Village
the amounts of $126 and $1,B37 respectively. The President put the Hall
question, the Clerk called the roll., with the follow~ning response: Addition
Ayes, Trustees Bickley, Bruhl, Casterline, Ekren, Caw and Phillips. Whereupon
the President declared the motion carried.
Complaint from Wm. G. MacKenzie of 505 North Fairview regarding
traffic on his street was referred to the Police Committee, also traffic Traffic
problem regarding West Highland.
Trustee Bickley, seconded by Trustee Phillips, moved that the
Board authorize the Fire & Police Commission to give examinations for
candidates for pests of Lieutenant and Sergeant in the Police Department,
thus bringing the roster to full strength. The President put the question,
the ~Clerk called the roll,with the following response: Ayes, Trustees
Bickley, Br~hl, Casterline, Ekren, Caw and Phillips. Whereupon the President
declared the motion carried.
Trustee Bickley, seconded by Trustee Ekren, moved to authorize Police Dept.
the expenditure of SBO0 to cover convention expenses for Chief Whittenberg
at the International Chief of Police Convention to be held in Montreal.
The President put the question, the Clerk called the roll, with the following
response: Ayes· Trustees Bickley, Bruhl, Casterline, Ekren, Caw and Phillips.
Whereupon the President declared motion carried.
f" Trustee Bickley, seconded by Trustee Phillips, moved that the
Village Attorney be directed to prepare an ordinance for the erection of Traffic
a 4-way stop sign at the intersection of Emerson and Council Trail. The
President put the question, the Clerk called the roll, with the following
response: Ayes, T~stees Bickley, Bruhl, Casterline, Ekrmn, Gaw and
Phillips. Whereupon the President declared the motion carried.
Village Manager Appleby referred to letter dated August 29%h Sewers
from Consoer, Townsend & Associates signed by Wm. Cadigan regarding sewer
situation in Emerson St. between Lincoln Avenue and Prospect Avenue,
suggesting changes and enlargement of sewer ~ystem and giving cost estimates.
This was referred to the Street Comittee for consideration. Mr. Appleby
also reported regarding removal of board from sewer in North Russell Street
by breaking into the pavement, stating that if necessary North Pine Street

will receive the same treatment. Mr. Appleby continued with the
statement that plans for Frank Serafine's Third Additiun required
installation of sidewalks on East Central, which installation weald
be used by school children attending St. Emily' s adjacent to the
Village limits. This was referred to the Village attorney for
advice. ·
Sidewalk Trustee Phillips, seconded by Trustee Gaw, moved that
repair Mr. Raymond Blauw, cement con{factor, be authorized to make repairs
N. Elm to sidewalk in the 400 block on North Elm Street for the sum of
$487.50. The President put the question, the Clerk called the roll,
with the following response: Ayes, Trustees Bickley, Brmhl, Casterline,
Ekren, Gaw and Phillips. Whereupon the President declared the motiun
carried.
County zoning Appeals to the County Zoning Board to allow gas stations
at Rte. 53 and Higgins, and Dempster and Elmhurst Roads, Dockets 221
and 255, were referred to the Judiciary Committee for consideration.
Trustee Ekren pointed out that these areas drain into Weller Creek.
S.A. #62 Trustee Gaw, seconded by Trustee Casterline, moved that the
public Village Engineers be directed to prepare the necessary papers to
benefit provide an additional portion of public benefit for S.A. #62, Memory
Lane and OtherStreets, from Motor Fuel Tax funds, said additional
portion to be in the same amount estimated for bituminous surfacing,
namely $9,672.00. The President put the question, the Clerk called the
roll, with the following response: ~ Ayes, Trustees Bickley, Bruhl,~
Casterline, Ekren, Caw and Phillips. Whereupon %he President declared
the motion carried.
Village Manager APPleby read report dated September llth
Civil regarding Civil Defense, copy of which has been given to each trustee
Defense and shall be put into the official minutes, giving details of the
meeting with the Executive Committee of the Northbrook Civil Defense
organization and their set-up, both in use and proposed. Trustee
Casterline added to Mr. Appleby's report, pointing out that the
directors of Northbrook's Civil Defense are all commuters, whereas
the directors in Mount ProspeCt are men whose duties require them to
be in the Village every day, and whos~ normal duties would require
them to take charge in case of any disaster. Trustee Casterline added
further that it was the object Of Civil Defense units to prepare for
any natural disaster or accident as well as "The Bomb". Trustee Ekren
has informed the Board that. the government has' set up emergency units
throughout the nation wherein there are stockpiles of medical supplies
and hospital set-ups. The nearest station to the Village is in
Palatine.
President Schlaver thereupon gave the following report
regarding Civil Defense:
PRESIDENT'S REPORT
As pointed out in the Village Manager's report, an interested
citizenry is needed on the subject of civil defense. It is my hope in
this connection that the village.will embark on an educatienaI program
which will tell simply and effi¢iently what the householder can do if
disaster strikes.
I do not think there is a need for hysteria on the subject,
but we should welcome and~use the services of citizens who have
volunteered to help. Our ~illage manager as civil defense director
has a difficult task because the preparedness measures must be sand-
wiched between many things vital to operation of the village. Therefore,
I feel it advisable to have the counsel of a committee of willing
citizens who are ready to explore the avenuesof setting up a "catas-
trophe" or "emergency, arm of the lecalgovernment; this group react
in an advisory Capacity to the village board on personnel, citizen
education and speaking engagements and how best to marshall She special
talents ef our residents, how to gain the help of men with professio~ 1
skills to assist us, working with our village personnel.
This committee will meet and designate its own chairman. It
is my wish to name the following:

The concurrence of the village board in appointment of this committee is
respectfully requested.

Trustee Bickley, seconded by Trustee Bruhl, moved that the
foregoing appointments by the President be concurred in by the Board.
This motion carried by acclamation.
Trustee Bickley, as Chairman of the Police Committee, directed Police
Lieutenant Krans to advise Mr. Caltagirone of Nell & Paults Restaurant Committee
on West Northwest Highway to remove perpendicular parking lines from the
front of the building within 48 hours; Lt. Kranz was also asked to check
the parking situation in front of WilleLumber Company.
Trustee Casterline, seconded by Trustee B~ahl, moved that the Sign
Village Attorney be directed to prepare an ordinance regulating the ordinance
erection of signs and submit same to the Board for their possible approval.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Bickley, Bruhl, Casterline, Ekren
Gaw and Phillips. Whereupon the President declared the motion carried.
Mr. Gilbert Liebenow, 400 North Main, arose and inquired about
appointment by the President of a Liquor Commission, asking that Liquor
before any mere licenses are issued that holders of present licenses be
checked upon; that open hearing be held regarding the wishes of the
community as to the number of licenses to be issued.
The meeting was adjourned at 9:B8 P.N.
