Absent, President Schlaver and Trustee Ekren. Trustee Bruhl, seconded by Trustee Casterline, moved that Trustee Arthur Gaw preside as President pro tem. This motion carried,~ by acclamation, whereupon Trustee Gaw took the seat of the President of the Board. Trustee Phillips, seconded by Trustee Bickley, moved that the minutes minutes of the previous meeting be approved as submitted. This motion carried by acclamation. Trustee Bruhl, seconded by Trustee Bickley, moved for payment of the following bills: bills ~ General $ 2,938.60 ~ Library 1,010,77 ~ Library Bldg. Constr. ::E: 1961 3,487.80 Motor Fuel Tax 1,341.79 Water operation 3,882.48 ~$1~661.42 The President pro tem put the question, the deputy clerk called the r611, with the following response: Ayes, Trustees Bickley, Bruhl, Casterline, Gaw and Phillips. Whereupon the President declared the motinn carried. ,-, Trustee Casterline, seconded by Trustee Bruhl, moved that bids Village-owned for purchase of Village-owned Pine Street property advertised for sale property behi be opened. Wright, dated August 8, 1961, wherein value of said property was set - - Low @ $1.50 per square foot, or $4,B00, and high @ $2.00 per square foot, or $5,750. Herewith is set forth said letter: P. O. Appleby, Village Manager Village of Mount Prospect 112 East Northwest Highway Mount Prospect, Illinois Dear Mr. Appleby: Re: Appraisal " of Land - Rear of Pine Street This will confirm my telephone conversation with you in regard to valuation of the triangular piece of property which is about in the middle of the block bounded on the south by West Northwest Highway, on the west by Elmhurst Avenue, on the north by Central Road and on the east by Pine Street. This is a vacamt triangular-parcel at the rear and west of your underground reservoir shown on 'the plat attached. According to the survey the property which is hereby being appraised is 100' on the north ~ifle, 57.5' on the east line - - this would give us a square foot area of 5,750 square feet but as this is a triangular shaped parcel we divide this in half and thus find a total square foot area of 2,875 square feet. In checking sales in the general area and reviewing appraisals made by the writer in Mount Prospect and Arlington Heights, I find that land on Northwest Highway has sold from $2.50 to $3.25 per sq. ft. whereas on Central it averages from $2 to $2.30 per sq. ft., thus making an average estimated value of land on Northwest Highway in this --. gener&l area as $2.85 per square foot and on Central $2.15 ~oer square foot. Subject property is odd shaped and its main Value originally lay in its use with that parcel of property known as Parcel "B" in the survey attached; however, if you will refer to your Village map, s you will find that the owners of the parcel at the northeast corner of Elmhurst and West Northwest Highway and also the owner of the land at the southeast corner of Elmburst and Central are materially hurt with this triangular shaped parcel protruding, so-called into their parcels, that is, if these two parcels were to be sold as one unit. It is my understaading that these two parcels are going to be sold to one August 15, 1961 urchaser and said purchaser to properly develop these two parcels Village-owned needs to eliminate this obstruction, so-called, in this triangular property rear ~haped parcel as the parcel on Northwest Highway has a 100' frontage of Pine St with an approximate depth of 141' and the parcel on Central has a Water Works width of 157.06' with a depth of approximately 1Bg'. You can readily see why this ~perty has definite value, although it is what we call landlocked, thus the purchaser cf these two parcels could well afford to pay for this triangular shaped parcel to give him better use of the land he is contemplating purchasing. The odd shape of this parcel and the fact that it is landlocked could not command as great a value as I have set up for Northwest Highway and Central, but it is my opinion in evaluating this parcel that the low valueof the 2875 square feet shold not be less than $1.50 per square foot or $4,B00 and the high valuation should not be more than $2 per square foot on the 2875 square foot p~r=el or $5,750. Thus you have a range from low to high and I sincerely hope that your bids will allow you to obtain the higher figure. I will not comment in this report on what properties are in the immediate area as your office is well conversant with these facts. Sincerely yours, Raymond S. Wright Discussion followed; bid was handed to Attorney Hofert to examine. After looking it over, Mr. Hofert gave the opinion that all was in order. Trustee Casterline, seconded by Trustee Bickley, moved that bid of Chas. L. Schraeger Co. be accepted for purehhse of property behind Pine Street at Central Road in the amount of $5,000. The President pro tom put the question, the clerk called the roll, with the following response: Ayes, Trustees Bickley, Bruhl, Casterline, Gaw and Phillips. Motion was declared carried. Mr. Philip Blair of BO8 West Golf Road asked that weeds be cut Weeds in three lots adjoining. He was told that this is regularly done and bill sent to owners of vacant property, in cases where the owners neglect the weeds, and that his request would be taken care of. Trustee Bruhl, seconded by Trustee Casterline, moved to advance temporarily from the General Fund to Special Assessment #62 the sum of Temporary $$5.50 to pay the following bills: Advance Paddock Publications, Inc. - Publish notice $B6.00 Louis Ancel - Printing notice ....... 9.50 $45.50 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Bickley, Brnhl, Casterline, Gaw and Phillips. Trustee Bruhl reported that investigation by the Finance Committee of the garbage situation is still continuing, that their report when Garbage finsihed shall be thorough. He stated further that perhaps due to the publicity in th$ press, certain citizens have the impression the Village is not satisfied with Barrington Trucking Company; this is not so, the Village believes that Barrington Trucking have lived up to their contract; the problem is with the terms of the contract and how they may be changed more advantageously without direct fee increase to the homeowner. Trustee Bruhl read letter of August 15th from Barrington Trucking as follows: ~We would appreciate a clarification of your position with respect to the quality of service being rendered to the Village of Mount Prospect. It has come to our attention that there is considerable confusion in the minds of the public over the official village attitudewith respect to the character of the service now being provided. This has apparently resulted from statements published in the local press as well as from private conversations. "We have always appreciated the excellent relationship and spirit of ce- operation which hasaexisted between your village and us. It is our under- standing that the current discussion of scavenger service has been based on a desire to expand the service and net on any dissatisfaction with the manner in which we have carried out our contractural commitments. August 15, 196t 3t4, Garbage ~t would be most helpful if you could clarify at a meeting of the (cont'd) Village Board of Trustees what the village's official position is. If our service has been satisfactory and we are correct in believing that your concern is with expanding the service, then we would appropriate your making it clear that your concern is with the contract and not with the service. If for some reason you are dissatisfied with ou~ manner of performance, we would appreicate the opportunity to meet with you and discuss what specific areas of service are under question. Respectfully yours, John Vanderveld, Jr. Executive Vice President Barrington Trucking Company" Discussion was held with the officers of Barrington Trucking Company, who assured the Board that they were more than willing to negotiate for any changes the Board might desire. Mr~ James King, Treasurer, stated that the Village had always worked closely and ce-operatively with Barrington Trucking Company; he also suggested that the contract would be more workable if the 2-can limit were abolished. Randhurst Trustee Phillips of the Water Committee reported that the Water Committee had met with Mr. Flynn of Randhurst to discuss the metering of their water supply. Randhurst intends to submit letter of agreement in this respect. Trustee ~Phillips also stated that he was in possession of the Engineer's Report on the efficiency of Well #6, which indicated that the requirements for same had been fulfilled; would report in more detail at a later date. Police Dept. Trustee Bickley reported the tagging cf dogs was proceeding dogs - very successfully; that one officer had been in charge cf mainly the damage suit "dog detail"; so far 1030 tags had been sold and it was felt that the Dog Ordinance would be observed more carefully in the future. Trustee Bickley inquired of Attorney Hofert as to what steps should be taken to insure collection of damages suffered by Village Police Car; this case was heard in Judge Georgen's court and Defendant Ratkay found guilty. Mr. Hofert advised that inasmuch as the Village Prosecutor had handled this case from the beginning it would be easier to refer it to him for collection if notresults were forthcoming after letter was written to the defendant. Parking The question of parking along Judith Ann Drive with respect to the shops there was referred to the Police Committee. Treasurer's Trustee Bruhl, seconded by Trustee Casterline, moved to report for approve the Financial Report of the Treasurer's Office for July, 1961. Whereupon the President pro tom dec~ed the motion carried. alleys Trustee Casterline repo~ted re alleys paralleling Northwest Highway on east side of town. Milburn. Bros. are reluctant to oil these alleys because their condition is so poor that they fear damage to the oil spreader; dust complaints have ceased because of the frequent rains. It was decided to wait until after alley behind West Prospect Avenue is paved and then discuss the situation with the merchants on the east side. Annexation & zoning Trustee Bickley, seconded by Trustee Phillips, moved to petition refer certain petition for annexation to the Judiciary Committee and Case 61-32 accompanying petition for zoning to B-B to the Zoning Board of Appeals for hearing. These petitioms concern the~northeast corner of Highway 83 and Euclid. This motion carried by acclam~ion. Trees Trustee Casterline expressed interest in a tree replanting program in view of the loss of elm trees in the Village from Dutch elm disease. This matter was referred to the Street Committee for study. Trustee Phillips, seconded by Trustee Bruhl, moved for adjournment, and the meeting was regularly adjourned at 9:B5 P.M.
