Absent, Trustee Gaw. Trustee Norris arrived later. Trustee Ekren, seconded by Trustee Casterline, moved that the minutes minutes of the preceding meeting be approved as submitted. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Gasterline, Ekren. Pass, Schlaver. Absent, Gaw and Norris. Whereupon the President declared the motion carried. Trustee Ekren, seconded by Trustee Airey, moved that the following bills for the week ending April 25th be approved as follows: General - $ 1-~679.76 bills LO Garbage - B6.84 ~ Library - 15,745.02 (iD Water, operations ?44.28 '~ ,.$18~205.90 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Schlaver. Trustee Schlaver, seconded by Trustee Ekren, moved for the adoption of Resolution #9-~1 as follows: Res. #9-61 A RESOLUTION AUTHORIZING CC~TRACT SUPPLEMENT Well #6 ?" BETWEEN VILLAGE AND WIL-FREDS, INC. RE PUMP pump IN WELL #6 The President put the question, the Clerk called the roll, with the following response: Ayes~ Trustees Airey, Casterline, Ekren and Schlaver. Absent, Gaw and Norris. Whereupon the President declared the motion carried. Trustee Sch!aver, seconded by Trustee Casterline, moved that Well 6 the Board authorize a partial payment of $20,000 on Contract #2 with Contract #2 Wil-Freds, Inc. at this time upon receipt of a revised estimate in this amount from the contractor. Whereupon the President declared the motion carried. Village Manager Appleby read the specifications for the painting of the elevated water tower as prepared by Consoer, Townsend & Water tower & Associates. Trustee Schlaver, seconded by Trustee Ekren, moved tank - paintin for approval of plans and specifications as prepared by Consoer, Townsend & Associates for the cleaning and painting of the elevated tower and storage tank at Well #5. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Schlaver. Absent, Gaw and Norris. Whereupon the President declared the motion carried. Trustee Schlaver, seconded by Trustee Casterline, moved that Bids for the Village Manager be authorized to advertise for bids for painting tower paintn of water tower and tank according to the plans and specifications just approved by the Board, bids to be received at the Village Hall at 8:00 P.M. Whereupon the President declared the motion carried. Trustee Ekren, seconded by Trustee Casterline, moved for the passage of Ord. #758: Ord. #758 Bldg. Code AN ORDINANCE TO AMEND CHAPTER III OF THE + MT. PROSPECT BLDG. CODE OF 1957 AS AMENDED This ordinance sets up expiration dates and fees of building permits. Trustee Airey read the following report re Case 61-10: Zonin~Case 61-10 · R E P 0 R T Chester Busse April 26, 1961 President and Board of Trustees Village of Mount Prospect Gentlemen: Re: Case 61-10 - Chester Busse This was a request for a variation in the present I-t zoning to allow the erection of a building for a car wash or car laundry, also the necessary land improvements and outside equipment to operate such a bmsiness, at lib East Prospect Avenue. The petitioner failed to demonstrate a hardship, which is legally required for the granting of a variation, and therefore the Board of Appeals voted 5-0 to deny the requested variation. E. F. Martin, Chairman H. H. Ross, Acting Sec'y Zoning Case 61-10, Chester Busse, was referred to the Judiciary Committee for study and recommendation. Zoning Case Trustee Airey, seconded by Trustee Ekren, moved that the 61-9 Board of Trustees concur in the recommendation of the Zoning Board of Berschet, Appeals regarding Case 61-9, that petition of Gertrude Berschet, et al Theresa Pritchard, Arthur T. Mclntosh & Co. and George L. Busse Co. be denied. This was a request for rezening to business of property on Northwest Highway between Dale. and Evanson. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Whereapon the President declared the motion carried. Etreet dedication Trustee Airey, seconded byTrustee Ekren, moved that the plat E. Highland of dedication of a strip 33 ft. wide and 357.17 ft. long, being the north half of Highland Avenue from the west line of the Northwest quarter of the Northeast quarter of Sec. 34-42-11, 3~7.17 ft. east, signed by the Mount Prospect Post 1337 Veterans Club, Inc. A N D that the proposed plat of dedication of a strip 33 ft. wide and 218.26 ft. long, being the East 218.26 ft. of the North half of Highland Avenue from the west line of the Northwest quarter of Sec. 32-42-11, 575.43 ft. east, be referred to the Plan Commission for study and recommendation. The President put the ~uestion, and the motion carried by acclamation. Trustee Airey read the following report frnm the Plan Street Commission re st~ee~ dedications: dedications, S. Maple and April 25, 1961 E. Highland Gentlemen: The Plan Commission recor~ends as follows on the matters referred to it for study and recommendation: 1. That the plat Of dedication of a strip 33 ft. wide and 400 ft. long, being the west 1/2 of Maple Street from Lincoln Avenue 400 ft. north, signed by Ethel Busse and Alvina Wille, be approved and accepted. Appleby, Secretary Trustee Airey, seconded by Trustee Norris, moved that the foregoing recommendation of the Plan Ccmmissicn, dated April 25, 1961, be approved and accepted and the Village Presi4ent and Village Clerk be authorized and directed to sign all three plats on behalf of the Village of Mount Prospect. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Schlaver, moved that Paving of the Village Engineers be authorized and directed to prepare plans E. Highland and specifications for constructing pavement and sidewalk on the under MFT north side and surfacing with 1-11 the south side of Highland Avenue from Main Street east to the east line of the Village's property under the MFT program. The President put the question, the Clerk called the roll, with the following responses: Ayes, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Whereupon the Presideflt declared the motion carried. Trustee Norris read the following memo: P~ne Street paving "A prcposal of $2,625 has been received from Milbu~n for a 6" concrete high early strength concrete surfacing of the driveway areas serving Village property on Pine St. This is at 76~ per square feet plus $262.50 fer exca- vation. In addition to a paved driveway, this will also provide a paved pedestrian walkway along a portion of the west side of the street for the convenience and safety cf the persons wishing to go to the Jewel Store from the north." Trustee Ncrris, seconded by Trustee Airey, moved that the Village Manager be authorized topruvide for driveway area serving the Village on Pine Street and that Milburn Brothers be authorized to do the paving at a cost not to exceed $2,900. Trustee Norris announced that the meeting of the Street Central Road Committee and committee from Northeast Homeowners will meet in widening Mr. Tuthill's office, County Highway Commission, next Thursday, re widening of Central Road in the Village limits. President Lams read the following letter from VFW Post 13BY: ~ Post public addres Mr. Theodore Lams, Village President system Dear Sir: Prospect Post 1BB?, V.F.W. of Mount Prospect hereby requests permission to use a public address system in Lions Park for the annual Memorial Day ceremony to be held OhM ay 30. Since, in the past, this privilege has been extended us without the cost of a permit, we feel sure that you will again grant us this permit free of the usual charge. Purchase of Trustee Airey, seconded by Trustee Norris, moved that the land by Board authorize the purchase Of property to be used for off-street Village parking; said property along alley dedication behind West Prospect, between Pine and Wille Streets, legally described as Lots lB and 14, in Busse's Resub. of Lots 1 to 6 incl. in Blk 4 cf Meier's~ Add'n to Mount Prospect; Sec. 12-41-11, E Brd PM~ purchase price to be $9,2§0 for Lot lB and $12,000 for Lot 14. Robert Reynolds, Clerk April 25, 1961 OPEN LETTER FROM PRESIDENT LAMS April 25, 1961 To the Citizenry of the Village of Mount Prospect: In retrospect, I desire to review some of the accomplishments realized during the present administration. Upon assuming the responsibility of Village President in 195S, our population by special federal census was 6100. In 1956, just three years later, another special census revealed a population of almost 12,000, and two years later, in~t958, a third special census fixed the figure at approximately 16,000. The regular federal census in 1960 listed about 19,000 inhabi- tants and today in 1961 a population of 20,000 is a conservative estimate. Thre three special censuses were taken to take advantage of the Motor Fuel Tax allotments by the State of Illinois for the maintenance and improvement of our street system, which is better than any community in the area, To cope with the growth in population, additional water facilities had to be provided. Well No. 5 and a one-million-gallon ground-level reservoir, together with our one-million-gallon overhead storage reservoir were constructed. Our new well, No. 6, will soon be in operation, and is located on the Randhurst Shopping Center si~e, near Foundry Road. During these years, additional employees were hired and additional equipment purchased to provide adequate service to our residents, particularly in our Police, Street and Water Departments. In 1954 a village-wide tree t~imming and spraying program was initiated, and maintained ever since to combat the prevailing dutch elm disease. Everything humanly possible has been and is being done to preserve our beautiful tree-lined streets and keep the loss down to a minimum. Although our industrial areas have not been developed to the fullest, we do have the excellent Bruning Plant, together with other fine new industries to lighten the tax burden. With the reeent rains, I am sure many of us are aware of the plight of our village as recently as two years ago. This most serious problem was solved with the installation of the storm relief system by the Metropolitan Sanitary District of Greater Chicago, on a village-wide basis. The ~mblem of Weller Creek itself will be solved by the new administration, since time has run out on us. The installation of sidewalks by Special Assessment in certain areas was finally accomplished despite many delays, to provide safety for our school children and older pedestrians. I hope the few remaining locations will be taken care of soon after proper easements have been secured. Considering its size, Mount Prospect will realize the largest sales tax income (1/2 of 1% gross sales) of any city or village i~ the country. The Mount Prospect Plaza, now in opera,on, should produce an income to the Village in excess of $100,000 annually, while the Randhurst Shopping Center, seheduled to open in the Fall of 1962, should produce an addi~onal sales tax income exceeding $S00,000 annually. Construction is well under way at this site. On this basis, the revenue from sales tax sources should reach a total of one-half million dollars each year -- a most enviable post~ion for Mount Prospect. April 25, 1961 As taxpayers, we have good reason to anticipate the eliminatiom of the refuse and garbage disposal charge -- $15- per year-- and the reducti ~n and possible abatement of-the village tax on real estate and personal property bills. In the fall of 1955, the Village Board wisely adopted the Village Manager Plan by ordinance. Our experience has proven that this system of operation must continue, since proper supervision and co-ordination of Villageoperations cannot be properly administered by onr elected officials, who function on a part-time basis. The service rendered by our Village Attorney is of the highest euality, together with the dedicated efforts on the part .of the Village Manager and staff; the Village Treasurer and staff; the Chief and members of our Police Department; the Chief and members of our Fire Department; and the Superintendents and employees of our Water, Street and Building Departments. Monnt Prospect has been most fortunate for the past 16 years in the sense that factienalism has been practically non-existent. We have had our differences of opinion, but once the issue was settled, business went on as usual in the best interest of the village at large. Finally, permitme to convey m~ deep appreciation to all trustees associated with me in the 'past and present, as well as many citizens who rendered faithful service as members of .the Zoning Board, Plan Commission, Police Pension Board, Board of Health, Library Board, Fire and Police Commission and our representative on the D.A.M.P. Water Commission; and last and foremost ko my dear wife, who has also served the Village most faithfully. I extend herewith my best wishes ~to Pres~dent-elect Clarence O. Schlaver and the new Board of.~rustees, about to assume the duties of the offices to which they were elected, for a mest successful administration.
