DECEMBER 6, 1960
President Lams called the meeting to order at 9:12 P.M. with roll call
the following trustees present: Airey, Casterline, Ekren, Gaw, Norris
and Schlaver.
Trustee Casterline, seconded by Trustee Ekren, moved that the minutes
minutes of the pre,ions meeting of November 22nd be approved as submitted.
The President put'the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterlime, Ekren, Gaw, Norris
'and Schlaver. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ncrris, movedto advance tempo-
rarily the amount of $1,508.06 from the General Fund to the Mmnicipal temporary
Building Bond & Interest Fund for payment of bonds and interest due advance of
Janua~! 1, 19~1; this amomnt to be repaid when taxes are received. The funds

Gentlemen:
Due to the resignation of Mr. Donald Maihock from the Architectural
Committee, I take pleasure in the appointment of Mr. L. S. Jchnsen of
15 North Elm Street as Mr. Maihock's successor.
Mr. Maihock is no longer a resident of the Village, but has
served faithfully and well as a member of the Architectural Committee for
several years.
Your concurrence in Mr. Johnson's appointment is respectfully
requested.

Annexation AN ORDINANCE TO ANNEX CERTAIN TERRITORY TO

This ordinance refers to Zoning Case 60-23, property on the east side
of Rand Road abutting the north side of Mount Prospect Plaza shopping
center. The President put the question, the Clerk called the roll, with

Zoning Case 60-25 AN ORDINANCE GRANTING A VARIATION FROM 'tH,: VILLAGE OF
MOUNT PROSPECT ZONING ORDINANCE AS AMENDED
This referes to Zoning Case 60-25, Donald Boyle, and allows erection
of screened patio closer to lot line. The President put the question,
the Clerk called the roll, with the following response: Ayes, Trustees
Airey, Casterline, Ekren, Caw, Norris and Schlaver. Whereupon the
President declared the motion carried.
Trustee Schlaver, seconded by Trustee Norris, moved that the
Board canvass the results of the referendum for addition to Village
Hall held on December 3rd. This motion carried by acclamation, and the
deputy clerk accordingly read the results as follows:

and Schlaver. Whereupon the President declared the motion carried and
Res. 29-60 adopted.
Trustee Norris menti~ed receipt of letter from Dr. Frank Powles Removal o£
suggesting removal of street islands at Central Road and WaPella because street
of possible traffic hazard; and reply by the Village Manager stating islands
that such removal is contemplated along with removal of island in Ridge
Avenue next spring.
Trustee Norris gave a verbal report in regard to a meeting with
the High School Board (see minutes of Nov. 22), stating that this meeting Sewers at
was held on the evening o~ December §th with Trustees Airey, Casterline High Schoo
Ekren, Schlaver and Norris attending. Bids for installation of sewer & Randview
carrying overflow northward from the Righ School toward Foundry Road Righlands
were open~d, and the iow bid of 'Di Orio & Sons was accepted. This low
bid was for the amount of $10,976.60, of which the Village's share is
to be 22.8%, or $2,60~.75 and the High School to pay the remainder of
$8,469.Y5. The Board then agreed that the Village Engineers, Consoer,
Townsend & Associates, should act as inspectors on this work.
TrUStee Norris reported that he, Trustee Schlaver, and William
Cadigan, engineer, met with Mr. Ostrem and Mr. Adams, who live on West Improvement
Lincoln on each side of Village-owned land dedicated for South Lancaster of land
Street. (See min. 6-10-80). owned by
Village.
It was agreed that the Village would deposit fill in this area (18 inches)
bring sewer up to proper grade amd install extra drain ~ipe, provide fill
for the street side of the existing sidewalk. In the spring, the Village
shall remove shrubbery and provide tree wells for the trees allowed to
remain, and bring in top soil. Agreement w.

Mr. Adams and Mr. Ostrem agreed to pay for their portion of topsoil te be owners
spread on their property, plant shrubs to hold it down and seed the whole
area at their expense. Messrs. Adams and Ostrem are also to construct a

low fence bout 22 ft. high of redwood at their expense to be attached to
the inside of the walk so that no one will accidentally miss the slope.
They are to sod the slope at' their expense. The members agreed to examine
a sketch of this area and sign proper agreement with Mr. Adams and Ostrem.

The petitioner requested a rezoning from the present R-1
classification to that of R-B for the purpose of constructing multiple
dwelling units.
On the basis of presentation, the Zoning Board of Appeals
has voted 6-0 to deny the petition,

This request is denied by a vote of 6-0.

Delgado Trustee Airey, seconded by Trustee Schlaver, moved that the
vs Village Attorney be authorized to obtain expert witnesses pertaining
Village to land use or value or beth in order to testify in court case 60-8-17340,
Delgado vs. Village of Mount Prospect. The President' put the q~stion,
the Clerk called the roll, with the following response: Ayes, Trustees
Airey, Casterline, Ekren, Gaw, Norris and S~hlaver. Whereupon the
President declared the motion carried.
Village Attorney Downing brought out the fact that there will
be a hearing before the County Zoning Board of Appeals on December 14th,
County Zoning Dockets 87 and 109, DLMucci's property at Rtes. 83 and 58, rezoning for
DiMucci shopping center. The Clerk was instructed to write a letter to
Walter T. Popjoy, Secretary, Zoning Board of Appeals of Cook County,
informing the County Board that Mr. Di Mucci has at the present time'a
petition for annexation contingent upon rezoning before the Village of
Mount Prospect on this same property. (Our Zoning Case 60-20). Village
Manager Applebywas also requested to be present at this County hearing
to be held in the Village Hall at 4:00 P.M. December 14th.
Village-owned Mr. Appleby stated that he had investigated the trench which
property - had been dug on Village property at the northeast corner of Hwy. 8B
Rtes 83 & 58 and 58, and had found that a maintenance crew of the State Highway had
dug this to provide drainage for a filling station going up across
Rte. 88 on the southeast corner. Mr. Olson of the State Highway Division
stated that he would look into this and make other arrangements for
diversion.

Beard approve the execution of the sale of contEact for the property north property
of the Public Library, known as the Christ Busse property. The President next to

the President declared the motion carried.
Village Manager Appleby stated that inasmuch as he knew it was the
policy of the Board to be careful about allowing used car lots in the
Village, he had asked Mr. Richard Croke te appeal to the Board directly Used car
for permission to operate a used car lot at 412 West Northwest Highway, lot
formerly occupied by Bender-Rieger, who sold new foreign cars. Mr. Croke
presented a letter dated December 5th explaining his intention to keep
about 20-25 cars on the lot, in good order, and stating that he is a
resident of the Village.
The following is Mr. Croke's letter:

Attention: Mr. H. G. Appleby
Dear Sir:
I would like to apply for a used car license to operate in
Mount Prospect. I have leased the building and lot from Bender-Rieger, at
412 W. Northwest Highway. The Offic~ of the Secretary of State has advised
me that the facilities are acceptable and that my state license has been
approved. The name of the business will be Prospect Motor Company.
My intention is to keep in stock about fifteen to twenty American
cars, used, and five or six used Volkswagons in the showroom. There will
be no junks or wrecks kept on this lot. Ail my cars will be cleaned and
serviced before they are put on the premises. It is as important to me
business-wise as it-is to the community that my lot and building present an
excellent appearance.
The following is a list of dealers where I purchase most of
my cars:

The cars that I pmrchase are trade-ins on new cars. Brigance-
Chevrolet, for instance, keeps very dew used cars. They wholsale most of
their trade-ins. CadillacMotor Car Division keeps only their used Cadillacs
and wholesales all other makes that are traded in. And so on down the list.
I buy, to the best of my knowledge and ability, good used cars.
These cars will be for sale at fair prices and will be ~epresented honestly.
I have my own home here in Mount Prospect, my children go to school here,
and I intend to live here for quite a long while. In my own interest and
that of my community I do not intend to operate in any shady, shabby manner.
My background in the business is as follows: For two years I was
the Service Write and Office Manager at Jim Hills Ford, Oak Park (no longer
in business). The last six years I have been a used car buyer for my father,
Richard Croke, dba Power Motor Company, 211 Madison, Oak ParkY
I am sure that any of the agencies listed above that I buy from
will give me a good business reference and character reference.

Whereupon the President declared that the vote was 4-2 in favor and
the motion carried.
Village Manager Appleby presented sketch showing present
Street placement of 16 street lights in the business district and recommended
lights that they be changed to 20,000 lumen mercury vapor. He recommended that
two additional 20,000 lumen mercury vapor 1 ights be added on:
Prospect Avenue between Emerson and Main (2)
Prospect Avenue between Main and Wille (2)
Prospect Avenue bwtween Wille and Pine (2)
East side of Main between Northwest Hwy
and Busse (2)
This whole program to cost an additional $111.40 per
month for power.
After some discussion and explanation of light in the business district,
Trustee Norris, seconded by Trustee Airey, moved that the Board p~oceed
with the installation of the additional lighting in the business
district as outlined by the Village Manager.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon'the President declared the motion carried.
It was explained that these lights could not be installed until
January. __

adjournment, and the meeting regularly adjourned at 11:22 P.M.
