HomeMy WebLinkAbout11/15/1960 VB minutes MINUTES OF REGULAR MEETING OF THE BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING NOVEMBER 15, 1960 President Lams called the meeting to order at 8:26 P.M. Upon roll call, the following trustees answered Present: Airey, roll call Casterline, Ekren, Gaw, Norris and Schlaver. Trustee Airey, seconded by Trustee Casterline, moved that the minutes of the previous meeting of November 8th be approved as submitted. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Airey, moved to advance tempo- Advance rarily from the General Fund to Library Building BoNd & Interest Fund funds the amount of $425.?6 for pay~nent of bond and interest due December l, 1960 to be repaid when balance of 1959 taxes are received. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week of November 15th be approved for payment: General $ 3,455.75 Garbage 25.58 bills Motor Fuel Tax 625.07 Library Bldg. Bond & Interest 2,304.58 Water, operations 9,433.05 Water, construction 32,007.53 $47,851.56 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. l~hereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Norris, moved that the Financial Financial Report as of October 31, 1960 be accepted and placed on file. The Report fo President put the question, the clerk called the roll, with the following October response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Gaw, moved that the Village Board concur in the recommendation of the Board of Appeals that petition Zoning by Daniel Welch for Auguste Deering, owner, Case 60-23, for rezoning to Case B-B contingent upon annexation be denied. The President put the question, 60-23 the Clerk called the roll, with the following response: Ayes, none. D. Welch Nays, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaven Whereupon the President declared the motion defeated. Trustee Airey, seconded by Trustee Norris, moved that the Board of Trustees approve the annexation of the parcel of land described in petition of Zoning Case 60-23, said parcel lying adjacent and north of Mount Prospect Plaza Shopping Center on the east side of Rand Road, to be used for bowling alley, cocktail lounge and restaurant; that this parcel be zoned B-3 and that the Village Attorney prepare the necessary documents for such annexation and zoning. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. President Lams reminded the Board that the above petitioner Dan Welch had requested a liquor license for the proposed bowline alley, and Zoning Case 60-21 the Board indicated that at the proper time they would consider the liquor license creation of another license for this purpose. November 15, 1960 t"02 Trustee Airey read the following report from the Zoning Board re Case 60-25, Boyle: Zonin~ Case 60-25 REPORT Donald Boyle ~ November 4, 1960 Board of Trustees Village of Mount Prospect Gentlemen: Re: Case 60-25 - Heard October 28, 1960 Petitioner - Donald J. Boyle This petition is a request for a variation of the present zoning of R-1 to permit the addition of a screened patio adjoining the petitioner's house and garage at 408 West Lonnquist Blvd. The Board of Appeals voted 5-0 to grant the variation. There were no objectors present at the hearing. Eugene L. Martin, Chairman Philip T. Liggett, Acting Sec'y Trustee Airey, seconded by Trustee Ekren, moved that the Board concur in the recommendation of the Board of Appeals for Case 60-25, authorizing the Village Attorney to prepare the necessary ordinance, upon receipt of letter of concurrence signed by his neighbor. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Street lighting Trustee Casterline made reference to the new 20,000 lumen business lights which have been installed on Busse Avenue from Emerson Street Isection to Wille Street which greatly enhances the appearance of the street at night. Trustee Norris commented upon the Street Department report for October, mentioning also that all the street surfacing on the 1960MFT Program was completed November llth. He pointed out the desirability of doing engineering field work the year before con- struction, and by so doing get the construction work started earlier, th~s avoiding bad weather in the late fall. MFT Program Trustee Norris, seconded by Trustee Schlaver, moved that the for 1961 Village Engineers, Consoer, Townsend & Associates, be authorized to prepare the necessary plans, specifications, and resolutions for the 1961 MFT Program as follows: 1. Finish the work to be done on the streets in Northwest Meadows. 2. Provide for pavement of Highland Avenue east of Rte. 83 to make a full width street, and surface the entire width, if proper dedication is obtained from the VI~Y. B. Repair and blacktop the following streets in 1961: Ridge from Central to Henry Busse from School to William Eastwood from Isabella to Gregory Owen from Central to Evergreen WaPella from Central to Lincoln Hi Lusi from Prospect Ave. to Lincoln CanDota from ShaBonee to Council Trail Shabonee from CanDota to Nawata Milburn from Pine to Wille Intersection of Prospect Manor and Walnut (badly sunken) Emerson from Northwest Highway to Busse (one small part) Prospect Ave. from Hi Lusi to I-Oka (also curb central parkway, same as east of this area). November 15, 1960 4. Sealcoat the following streets because of MFT Program for cracking in asphalt paving: 1951 Lonnquist for 1/2 block east from Rte. Berkshire from Emerson to William. Council Trail - a spot near Maple Street. Elm from Council Trail to Berkshire. Maple from Henry to Gregory. Whereupon the President declared the motion carried. President Lams reported on the combined meeting of the Board of Sewers Trustees with the Building Committee of the High School Board on Randview November 12, at which time there was general agreement to correct the Highlands & drainage problem at the High School and in Randvi~w Highlands as soon High School as possible. Discussion ensued between homeowners in Randview Highlands, Mr. McCoy of Brick,mn Builders and the Board regarding this drainage and the improvement of Forest Avenue north of Highland. Trustee Schlaver referred to letter of November llth from J~ P. Miller Artesian Well Company, giving estimate for repair of Well #4; letter as follows: Well Repair November ll, 1960 Village of Mt. Prospect Mount Prospect, Illinois Gentlemen: ~u~jecb: Well #4 At your request we are pleased to furnish a quotation for pulling the pump, logging the well, shaft lng and cleaning out, rebus~ing the bowl assembly and reinstalling the pump in the above subject wellj We would move in a well rig and equipment tothe job, move it out after the job is completed and do all trucking required, for the lump sum of $250.00. All labor required, including mobilization and demobili- zation of the equipment will be according to the following schedule of prices: 3 men, regular time .. $23.00 Per hour Each additional man, regular time . 7.00 per hour All overtime work except Sunday and holidays . 3.50 per man hour ~ additional Sunday and holiday time 5.00 per man hour additional We estimate that the pulling and reinstalling of the pump will cost approximately $4,000~00. The caliper and logging of the well after the pump is removed will be $550.00. Shooting to remove projecting ledges of the sandstone will be at the rate of $1.20 per pound of explosive used. We estimate the maximum of 800 lbs. will be required. The clean-out work required before the logging operation and after the shooting of the well would be at the rate of $16- for 2 men, rig and equipment. We estimateabout 150 hours will be required for this work. If new impellers are required in the bowl assembly, as well as rebushing the stages, the cost may be $1,250.00. However, if new impellers are not required, the rebushing cost would be approximately $350.00. Any defective column parts required will be additional. Trustee Schlaver, seconded by Trustee Norris, moved for the adoption of Res. 22-60: Res. 22-60 Setting salary A RESOLUTION SETTING UP THE SALARY schedule for SCHEDULE FOR FIREMEN Firemen The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and $chlaver. Whereupon the President declared the motion carried, and Res. 22-60 adopted. Trustee Schlaver, seconded by Trustee Airey, moved for adoption of the following Res. 29-60 regarding painting and cleaning of water tank and tower: Res. 23-60 Water tower A RESOLUTION FINDING CRAFTSMEN PAINTING & TANK SERVICE cleaning IN DEFAULT OF PROPOSAL, AND HE-ADVERTISING THIS WORK, HOLDING CRAFTSMEN RESPONSIBLE FOR ANY DIFFERENCE IN PRICE AND RETAINING THEIR BID CHECK TO APPLY ON PRICE DIFFERENCE. Whereupon the President declared the motion carried and Res. 23-60 adopted: Trustee Schlaver, seconded by Trustee Casterline, moved for the passage of Ord. #734: Ord. ~734 Bonds- S.A.#61 AN ORDINANCE WITH REFERENCE TO THE PAYMENT OF SPECIAL ASSESSMENT BONDS & VOUCHERS RE S.A. #61 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried and Ord. #734 passed. Elk Ridge Villa Sub. Trustee Ekren, Seconded by Trustee Airey, moved that the plats Units 3 & 4 of proposed Elk Ridge Villa Subdivision, Units 3 and 4 be referred to Outside Villagethe Plan Commission for study and recommendation. This motion carried. by acclamation. I~provements Village Manager Appleby read letter from William Cadigan of Randvtew Consoer, Townsend, Village Engineers, datedNovember llth in regard Highlands to inspection of combined sewers, water mains, paving improvements and Unit #2 sidewalks in Randview Highlands, Sub. Unit #2. It was decided to withhold any action until Mr. McManamon of C. 2. & A. and Mr. Creamer, Water Foreman, had had a chance.~ to inspect the layout. As follows: November ll, 1960 Mr. H. G. Appleby, Village Manager Municipal Building Mount Prospect, Illinois Dear Mr. Appleby: Randview Highlands, Sub. Unit #2 ....... C. 2. & A. No. 56-154 We have given a final inspection to the combined sewers, water mains, paving improvements and sidewalks in Eastwood Avenue, Prospect Manor and Fairview Avenue between Highland and Foundry Road, and in Highland and Foundry Road from one lot depth west of Fairview to one lot depth east of Eastwood, all on the referenced project, together with Mr, Harry Miller. We have found these improvements to be completed in substantial November 15, 1960 onformance with the approved plans and specifications and recommend that they be accepted by the Village. This recommendation does not apply to improvements in Forest Avenue, which has not yet been surfaced. Very truly yours, William J.
