President Schlaver called the meeting to order at 8:30 P.M.
with the following trustees present: roll call

approval of the minutes of April 9th as submitted, minutes

Trustee Gaw, seconded by Trustee Bickley, moved that Clerk Election
Ruth Wilson be asked to open the Results of the Election, held April 16th,
and that the Village Board canvass the election returns. This motion
carried by acclamation. Returns

WHEREAS a regular election was held in and for the Village
of Mount Prospect, Cook County, Illinois, on Tuesday, April 16, 1963,
for the purpose of electing three Village Trustees, each for a four,
year term, and two Library Directors, each for a six-year tenm, and
WHEREAS, the President and Board of Trustees have canvassed
the votes cast at said election and are ready to report:
NOW, THEREFORE, BE IT RESOLVED by the President and Board of
Trustees of the Village of Mount Prospect, Cook County, Illinois:
Section 1. That said election was duly held as provided
by law.
Section 2. That 3765 votes were cast in the following
manner:

Section 8. That inasmuch as Parker Ekren, Harry R. Bruhl
and Frank R. Bergen received the highest number of votes, be and each
of them are hereby declared elected to the office of Trustee of the
Village of Mount Prospect.
That inasmuch as Emily Kirchhoff and James L.
Quigley received the highest number of votes, be and each of them are
hereby declared elected to the office of Library Director of /he Village
of Mount Prospect.
That all foregoing ~officials so elected shall
qualify in the manner and time prescribed by law.
Section 4. That this resolution shall be in full force and
effect from and after its passage and appmoval according to law.

President Schlaver drew attention to the fact that the voter turnout was
fairly good for an off-year election, being 34% of the 11,084 total
registered voters.
Financial Trustee Bruhl, seconded by Trustee Ekren, moved for approval
Report of Financial Report dated March 31, 1963 subject to annual audit.

Trustee Bruhl read the following statement regarding
insurance bids: insurance
"Last year, for the first time, the Village established some new high
standards in their insurance program. This was accomplished with the
aid and assistance of a Citizens Advisory Committee, which consisted
of persons well qualified in all fields of insurance. The program
resulted in:
1. Improved coverage resulting from rigid specifications.
2. Lower costs resulting from competitive bidding.
3. National acclaim in a nalionat insurance publication
as a progressive community interested in lowering
costs for the taxpayer.
This Finance Committee is p~oud of their accomplishment and would like
to recommend the continuance of this program."
Trustee Bruhl indicated that he was going to move for com-
petitive bidding on all policies expiring at the end of this fiscal
Mr.iW~ F. Wilson, Chairman of the Citizens Advisory Commitzee, arose
and suggested a competitive bid program every three years instead of
every year, setting forth his reasons in a statement dated April 22nd.
Discussion followed.
Trustee Bruhl, seconded by Trustee Phillips, moved that
competitive bidding be effected for all insurance policies expibing
during the current fiscal year, and that the Village authorize publi-
cation notices for two consecutive weeks in the Mount Prospect Inde-
pendent and the Mount Prospect Herald; such notices to appear during
the weeks ending May 4, 1965 and May 1t, 1963; this notice shall con-
tain information that speci'fications may be obtained at the Village
Finance Director's Office on and after May 1, 1953, and that bids
must be returned To the Village Manager no later than 5:00 P.M., May
14, 1963. Bids will be opened at 8:00 P.M. at Board meeting of May
14, 1963.

The Board commended the work of the Insurance Advisory Committee and
asked that this Committee continue in its capacity as before.
Trustee Ekren, seconded by Trustee Bickley, moved that plat of Sunset Hts.
Sunset HeighTs First Addition Subdivision be referred to the Plan 1st Add'n
Commission for study and recommendation. This motion carried by ac-
clamation.
Trustee Ekren, seconded by Trustee Bickley, moved for the
passage of Ord. 902: Annexation

Well #3 Trustee Phillips, seconded by Trustee Bruhl, moved to
authorize J. P. Miller Company to proceed with installation, replace-
ment,~and 100 feet of extra pipe for Well #3 during their rehabilitation
of this well, in accordance with their letter of April 18, 1963.

Traffic Trustee Bickley read fact sheet about oral (Sabin) vaccine
for prevention of polio; this -~ccine to be distributed to about
100,000 people in this area, and then read letter from Northwest'Com-
munity Hospital to Chief Whittenberg asking assistance in controlling
traffic at distribution locations being set up.
Trustee Bickley, seconded by Trustee Bruhl, moved that the Village
Board authorize the Chief of P&lice to put on duty, with pay for their
extra work, four regular police officers who are ordinarily off duty,
to assist with the crowds~ and also that the Fire Chief be authOrized
to assist in whatever capacity his department may be needed.

Trustee Bickley read letter from residents in Northwest
'Traffic Meadows asking that parking be prohibited on Northwest Highway in
front of the Northwest Medical Center at Dale and Northwest Highway
because of the dangerous traffic situation at that p0int~ and explaining
that there is ample parking in the rear of this building. This matter
was referred to the Police Committee.
Trustee Bickley read the following letter from Emerson
Police cars Leasing, Inc., dated April 15, 1963:
Attention: Mr. J. King, Finance Director
Dear Mr. King:
Ted Emerson Ford~ Inc.~ will lease for eighteen months (18)
to the Village of Mt. PrOspect, two 1963 Ford Galaxie Fordor Sedan ~-~
with the standard equipment on 1963 Fords, plus equipment as follows:
Alternator
One Spot Light
WindshieldWashers
Standard,'or Automatic, Transmission
We will install the following additional equipment if approved by the
Village:
Power Steering - Power Brakes - Dual Exhaust

now tires will be furnished when needed, at no charge.
The above described car will be leased to the Village of
Mount Prospect for $185.00 per month each, with full maintenance
service and repairs. Minor repairs may be done by a nearby service
station at ou~ expense, all major repairs to be done by Ted Emerson
Ford, Inc.
The Village is to furnish all their own gasoline,
Collision-Public Liability and=Property Damage insurance.
There will he a S0,000-mile mileage limit on this vehicle,
at which time it Will be replaced with another vehicle. At the end
of one year's time, the vehicle will be replaced with a new %~hicle.
We hope this meets with your satisfaction and approval,
and wish to thank you in advance for your consideration.

Trustee Bickley explained that requests had been made to nine differ-
ent car leasing companies, but this was the only reply. Finance
Director ~.i~$ stated that inquiry among neighboring communities using
this service showed a favorable reaction.
Tmustee Bickley, seconded by Trustee Phillips, moved that
the Board accept the offer made in the foregoing letter, and lease
two squad cars from Emerson Leasing, Inc.

Trustee Bickley, seconded by Trustee Ekren, moved that
Police Cars 120 and 124 be disposed of in the most advantageous manner.
This motion carried by acclamation.
Mr. George L. Busse arose and asked for building variation Building
to allow an 8-inch overhang over buildings owned by his company from
6-18 West Busse Avenue. Mr. Busse displayed architect's sketches
showing proposed remodeling of these buildings, as had been done on
buildings on Main Street.
Trustee Ekren, seconded by T~ustee Bickley, moved that the Village
Attorney prepare necessary ordinance to allow for variation shown in
plan submitted by Mr. Busse for buildings at 6-18 West Busse Avenue.

Village Manager Appleby reported regarding trees To be trees
replaced in certain spots throughout the Village, stating that Mr.
Nels Johnson of Johnson T~ee Experts had accompanied him to various
nurseries, recommending Hook's Nursery's 2-inch honey locust as
best and cheapest; National Landscaping's 3 1/2 - 4-inch honey locust
at $75 per tree, planted.
Trustee Gaw, seconded by Trustee Bruhl, moved that the Board accept
the bid of National Landscaping Service to furnish larger trees au
$75 for the 700-block on North Main, and the bid of Hook's Nursery
for 2-inch trees at 521.50 for Tree replacement program of this
current year; the total expense of this program not To exceed $3000.

The Board acknowledged appreciation to Mr. Nels Johnson fo~ his time
and advice in this matter.
State Bill ~599 Trustee Ekren, seconded by Trustee Gaw, moved that the
Board go on record as opposed to State Senate Bill #599 re bond
referendum as this would curtail municipal rights. This motion carried
by acclamation.
Parking lots Mn. Appleby announced that date for acceptance of parking
lot paving bids had been changed to May 7th, due to illness of Engineer
Ben Hemmeter.
Trustee Phillips, seconded by Trustee Bruhl, moved that the
Charities Baseball Association be allowed to hold their Decal Day in the Village
on May 26. This motion carried by acclamation.
President Schlaver proclaimed May First as 5aw Day.
Attorney Hofert was asked to attend County Zoning hearing
County zoning to beheld in the Village Hall on April 26, in regard to Briarwood Lake
Subdivision.
Trustee Bickley, seconded by Trustee Phillips, moved that
Attorney Hofert be asked to appear at County Zoning Hearing, Docket
558, on May 2nd (3:00 P.M.S in the Village Hall, and object to petition
for rezoning, using any witnesses necessary.

MFT 19CS Townaend g Associates be au~horiked expenditure of funds up to $1000
to retain testing laboratory in connection with MFT 19CS.

Mr. Clarence Alexander of 1305 Clever arose and explained
Police - that he had parked his large caterpillar tractor on his property a
zoning while back in ignorance of Village ordinance, had been informed he
must move this piece of machinery immediately, but ~as unable to do
so at the present time due to lack of funds. Mr. Alexander asked
for an extension of time to raise the money to send this tractor to
a farm where i~ is to be used.
T~ustee Phillips, seconded by Trustee Bickley, moved to
direct Clarence Alexander to move his tractorfrom his premises by ~-~
May 10th or be subject to prosecution.

Trustee Ekren, seconded by Trustee Bruhl, moved that the Water
FinanCe director be given permission to write Mount Prospect Bank, Revenue
assuring them that any bonds picked up by them on behalf of the Bonds
Village Water Revenue Fund will be reimbursed by the Village at the
time the Village receives funds from the sale of the Water Revenue
Bonds.
