Motion carried.
Trustee Casterline gave report from the Building Committee Signs
re Striking Bowling Lanes sign given to them for study and recommenda-
tion at The previous meeting (March 26). He gave evidence that the
sign had been drawn up and contracted for before the Village's sign
o~dinance was passed; pointing out also that this sign will set back
some distance from the road and will front toward the shopping center
across Highway 83.
Trustee Casterline, seconded by Trustee Bruhl, moved that the Village
Board grant a variation of the sign ordinance =o permit the erection
of the proposed Striking Lanes sign, as shown in the Arrow Sign Company
Sketch $060A, since it is understood that the sign was proposed and
designed under the previous code prior to the time the new sign code
was adopted.

Parking lots Trustee Bruhl reported from the Finance Committee that it
was their recommendation to finaance improvement of the two Village
parking lots from sale of Lot 4, Maplecrest Sub., on Rand Road.
Trustee Bruhl, seconded by Trustee Ekren, moved that advertisement
for bids for Lot 4 MaplecrestSub. be inserted in the two local news-
papers and four Chicago papers, the Real Estate News, In~. and Realty
¢ Building, Inc. This motion carried unanimously.
Trustee Bruhl, seconded by Trustee Ekren, moved that the Village ad-
vertise for bids for the improvement of the Village parking lots on
South Maple and on Wilie Street. This advertisement is to be carried
in the two local papers, in the Construction News and the Dodge publica-
tion, these bids to be opened on April 30th.

Discussion followed as to the fore, al procedume for the sale of Lot
Maplecrest. Thereupon Trustee Bruhl, seconded by Trustee Ekren, moved
that motion to advertise for bids for sale of this property be with-
drawn. This motion carried by acclamation.
Trustee Bruhl, seconded by Trustee Ekren, moved that the Village
Attorney be directed to draw up neoessary ordinance for disposing of
Lot 4, Maplecrest Subdivision.

Trustee Bruhl, seconded by Trustee Casterline, moved that the
Village Attorney be directed to proceed with injunction proceedings to
enjoin collection of taxes on this prope~y (Lot 4).

insurance Trustee Bruhl reported that the Village is enjoying very
favorable insurance rates at the present time, qualifying for dividends,
and referred to article regarding Mount Prospect's insurance program
which was printed in a nationwide magazine, Journal of American Insur-
ance.
Cook County Attorney Hofert reported on meeting held with ~epresentatives
Water Co. of Cook County Water Company, President Schlave~ and himself in the of-
Well 8 lice of Amos Watts of the law fi~m of Chapman & Cutlem; the negotiations
were gone ovem point by point, certain revisions~being made, which Mr.
Hofert ~ead aloud, also ~efe~ing to letter from Metropolitan Sanitary
Distmict dated April 1, 1963, ~enouncing any claim to the sewer system,
so these will be no double'charge to the residents of Harlem Heights
and Colonial Heights. Discussion followed, wherein T~ustee Bickley asked
if any guarantee such as that ca~ried by Chicago Title
Tommens accompanied the approval of the fi~m of Chapman g Cutle~. The
~eply was that Chapman ~ Cutler do not issue a guarantee in the same
fashion, but on mat~e~s involving issuance of bonds their approval is
an absolute necessity in the Middle West.

Mr. Serafine stated that it was The intent of the foregoing letters
to include necessary sidewalks on Central Road To complete the sub-
division as well as walks on School and William Street. --~
Trustee Ekren referred to Report from the Zoning Board re
Zoning Case 62-22 (Serafine) submitted by the Zoning Board at the previous
Case 62-22 meeting and inquired cfMr. Harold Ross, Acting Secretary of the
Zoning Board, what was their final reco~m~endation in this case.
Mr. Ross replied that the final vote was: Yes 2~ No. 4~ unless
Westgate Road was dedicated and fully improved with curb and gutter.
Trustee Ekren, seconded by Trustee Bickley, moved That The Village '
ATtorney be directed To prepare an ordinance granting the request Of
the petitioners in Case $2~22 for rezoning'of this property from B-1
to R-4 for apartments at Westgate Road and Thayer Street, and that
all agreements hereinbefore set forth be adhered to.

Messrs. Serafine and Maag and Attorney Bloch were present. Mr. Maag
agreed that if Westgate Road were fully dedicated -.80 ft. wide -
he would put down blacktop paviqg. He aisc agreed that if the Town-
ship (Wheeling) were To improve The east side of WestgaTe Road with --~
paving, curb and gutter, he would do likewise fed the west side.

Zoning Case Case 63-3:

Comprehensive This case was to hold a public hearing on a Comprehensive
Village rex= and map amendment of The Mount Prospect Zoning Code.

Petitioner pointed out that legislation requires that a
map be prepared of The property included in the Village and that
this map mus= show the zoning of the various parcels of real estate.
Petitioner further pointed out that the Village supplemented =his
map w£th a printing of the Zoning Ordinance, known as Ordinance No.
52, complete with The various sections.
Petitioner stated That this map and supporting informa=
tion is the Zoning and Ordinance as now in effect.
There were no objectors presen= and the Board of Appeals
unanimously approved of the booklet titled "ZONING ORDINANCE and MAP"
of the Village of Mount ProspecT~ Illinois, County of Cook.

passage of Ord. 898, directing the President and Village Clerk to Zoning

re Case 63-6~ Swimming Pools in R-4 Zoning as a Special Use~ petitioner~ Case
Village of Mount Prospect. Copy of this report has been given to each 63-3
trustee and reads as follows: Swimming

Petitioner: Village of Mount Prospect
Representative: Attorney Edward C. Hofert
This case was to conduct a public hearing to consider an
amendment to the Zoning Ordinance by adding: "Swimming pools
may be permitted as a Special Use only in the R-4 (multi-
family) district provided that adequate provisions for safety
and public health are provided by the developer."
Petitioner pointed out that several multi-family com-
plexes contemplated and under construction in the Village
have under consideration a swimming.pool facility for the
use of the tenants. Swimming pools built for single family
residences are now controlled by building permits.
There were no citizens of the Village present.
The Board of Appeals agreed upon the following:
1. Swimming pools should not be treated as a
special use under the R-~ Districts but
should~ however~ be included as an allowed
use in the R-~ District.
2. Inclusion of a swimming pool facility in
the R-~ District should require adherence
to the following:
a. Annual license issued upon receipt of
fee.
b. Erection and maintenance of a fence
adhering to the standards set forth by
the Village.
c. Maintenance of sanitary standards.
d. Maintenance of insurance coverage of a
certain standard with an Insurance Com=
pany acceptable to the Village Board.
e. Entrances to the pool are To be safe-
guarded.
The Board of Appeals, by listing the suggested requirements
in the preceding paragraph, does not infer that this list is the ultimate,
but believe that the items listed could be a basis and that additional
items might be brought forth in further discussions and deliberations.

Trustee Ekren read the following letter from Robert
Riverhurst -
Downing dated March 26, 1963:

re annexation
Gentlemen:
At the request of the Riverhurst Civic Association, I am in the pro-
cess of preparing a petition for annexation to the Village of Mount
Prospect for certain property located in a portion of Sections 26,
27, 34, and 35 of Wheeling Township. The specific area is indicated
on the attached map as the property shaded in red.
It is anticipated that the plat of annexation will be ready within
a few days, at which time the petition for annexation will be cil~u-
lated within the area. Thereafter~ the petition for annexation will
be filed with the County Court of Cook County and processed in
accordance with the applicable divisions of the Illinois Statute.
We have discussed the matter informally with President Schlaver,
Village Attorney Hofert and Village Manager Appleby. However, prior
to our proceeding with the processing of the petition, we would
appreciate being advised as to whether sr not the Board of Trustees
has any objection to the proposition or if they might desire to make
any suggestions relative thereto.
We appreciate the co-operation which we have received in connection
with the matters pertaining to the proposed annexation.

Well 6 Trustee Phillips explained regarding Well #6 that plans
for drilling to Mt. Simon stratum must be temporarily abandoned be-
cause submersible pump that was bypassed has sloughed off into the
new hole, and that to drill it up now would take more time than can
be afforded~ as this well must be put on the line by summer.
Trustee Phillips, seconded by Trustee Bickley~ moved that
previous motion to authorize drilling of Well #6 to the Mt. Simon
s~ra~um be withdrawn, and that original plans for rehabilitation of
this well be resumed.

Trustee Phillips explained that it would probably be 4 to 5 years
before it would be necessary to pull Well 6; if a~ that time the
Village decided to drill to the Mt. Simon s~ratum the responsibility
for drilling up and removing the submersible pump would be assumed
by Miller Artesian Well Company. Question of drawing up of conditional
contract for this was referred to the Water CoFmittee for consultation
with the attorney.

and other necessary papers for paving the west part of Kenilworth N. Kenilwoz
Avenue from Central Road to Thayer Street with concrete curb and gutter,
and water bound macadam with 2" surface of asphalt (I-11) to a width
including curb of ' '"
approximately 14 5 so that the total width of the
pavement will be 31' from back to back of curb; resu~facing the east
part of Kenilworth Avenue from Central Road to Thayer Street with
asphalt (I-11); removing the existing sidewalk from the west side of
Kenilworth Avenue from Central Road to Thayer Street and reconstructing
it so that the inside edge thereof is 16' east of the west property
line of Kenilworth Avenue; paving Kenilworth Avenue from Thayer Street
to Prospect Avenue with concrete c~b and gutter, water boudd macadam

Commissioner who will ultimately be appointed to spread the Special
Assessment for the paving on Kenilworth Avenue between Central Road
and Prospect Avenue and on Prospect Avenue between Kenilworth Avenue
and Waverly place, be instruoted that it is the desire of the Board
that ~he cost of resu~facing the east part of Kenilworth Avenue between
Central Road and Thayer Street and the cost of removing and reconstruct=
lng the sidewalk on the west side of Kenilworth Avenue between Central
Road and Thayer Street be included in the public benefit portion of
said Special Assessment.

Manager Appleby read the following letter of March 29th
from Old O~chard Estate Builders:

Dea~ Sir:
We propose to install the public improvements as shown on the plans
and specifications for'~ouisGardens Subdivision prepared by Consoer,
Townsend & Associates, identified as C.T. g A. 60-175 as revised March
15, 1953, at our own expense and at no expense to the Village. When
these improvements are completed and accepted by the Village they
shall become the property of the Village at no expense to the Village.
It is our understanding that we are to establish an escrow with the
Village to pay for the cost of inspection of the improvements as they
are installed before the construction work is started.

ouis Gardens It is understood that we are to file, with the Village, a copy of
a contract to provide 24 trees in the parkways along the streets
and to establish with the Village an escrow for the payment therefor.
We further agree to place in escrow the following sums of money:
$60.00 for 2 street signs at Golf Road and
Louis Street and Sunset Road and Louis Street, __
and
$25.00 per lot for the 18 lots~ or a total of
$450.00 for water taps.

this request to install these improvements at the expense of Old
Orchard Estate Builders as shown in above letter. This motion
carried by acclamation.
The matter of elevator inspection was referred to the
Building Committee.
Trustee Phillips, seconded by Trustee Bickley, moved that
meeting of the Board regularly scheduled for April 16th, which will
be election night, not be held then, and that meeting be held on the
fifth Tuesday of the month, April 30th, instead. This motion car-
tied by accl~ation.
TrusTee Casterline, seconded by TrusTee Bruhl, moved for

AN ORDINANCE AMENDING SEC. 21.405 of the MUNICIPAL CODE
OF MOUNT PROSPECT RELATING TO ELECTRICAL FEES

Motion carried.
Trustee Bruhl reported regarding Refuse Disposal Committee
garbage meeting which he attended the previous Thursday, that he and two
others voted against sponsorship of state bill which would allow
erection of dump site within a mile of the limits of any municipality
without their consent. It was their opinion that this was a refuta-
tion of Municipal rights.
