Trustee Casterline read letter dated March 11 from the Electri- Electrical
cal Commission requesting a change in the electrical permit fee permit fee:
schedule, as the present fees are too low and no~ in accord with fees
of surrounding municipalities. This letter was referred ~o the Build-
ing Committee for further study.
Trustee Bruhl read the following letter from Paul D. Speer, Waterworks &
Municipal Finance Consultant: Sewerage
March 11, 1963 Bonds, 1963
"We have received Mr. Johnson's projection of operations of the Water-
works and Sewerage System of the Village of Mount Prospect. As soon
as we have the estimates of cost on the work to be done, we will be
able to proceed to invite the holders of the present bonds to surren-
der or exchange their bonds.
"For that purpose, we would like to have a letter indicating our author-
ity to offer William Blair & Company, the underwriter of the 1955 Issue,
a fee of 1/2 of 1% for contacting the bondholders and securing their
assent to either surrender or exchange for new bonds. As you know, we
already have the consent of the St. Paul Fire and Marine, and I under-
stand also that of the individual holder of the last issue.

Trustee Bruhl, seconded by Trustee Phillips, moved that the Village
authorize Mr. Paul Speer to offer William Blair g Company, the under-
writer of the 1955 issue, s fee of 1/2 of 1% for contacting the bond-
holders and securing their assen~ to either surrender or exchange for
new bonds.

Trustee Ekren read the following petition for annexation
Petition for from E. L. Trendel Associates:
Annexation
Trendel "Dear Sir:
We enclose herewith in triplicate three separate verified Petitions
for Annexation executed by the respective owners of record. Said
Petitions request the' annexation of three contiguous parcels of
real estate totalling approximately thirteen acres of land on the
west side of Busse Road contiguous to the present boundaries of
the Village of Mount Prospect.
"There is also enclosed, in triplicate, a Petition for the rezoning
of said property from R-i' to R-4~. Said Petition for Rezoning is
executed by the undersigned as contract purchaser from all of the
above owners of record. If the petition for rezoning must also be
executed by the owners of record, kindly advise us and we will ob-
tain their signatures on the petition.
"The enclosed petitions for annexation are expressly conditioned
upon favorable action by the Village Board of Trustees on the en-
closed petition for mezoning. We respectfully request that said
petition for rezoning be set 'for early hearing before the Zoning
Board of Appeals for pre-annexation zoning hearing.
"Our attorney, Mr. Ray W. Fick, Jr., 105 West Madison Street,
Chicago, Illinois, has been advised by your Village Attorney, Mr.
Hofert, that in the event the Board of Trustees does not see fit
to grant the requested rezonlng, the enclosed petitions for an-
nexation will not be granted. The enclosed petitions are filed
in reliance on this information. Kindlyadvise us at your earliest
convenience if this information is not correct.

This refers to property on the west side of Busse Road, south of
Algonquin Road.
Trustee Ekren, seconded by Trustee Bickley, moved that the Board
of Appeals be directed to hold hearing for request of Trendel
Associates for rezoning to R-4 contingent upon annexation at the
next regular meeting.
This motion carried by acclamation.
Trustee Phillips, of-the:!Wa~er~'Commi~t~:~em~ded..the~Board
Waterworks that~re&apl, dated March llth by Consoer, Townsend g Associates given
1963 tO each member ~ncluded requirements for water revenue bond program,
bonds which has.already been acted upon; and then moved, seconded by
Trustee Gaw, that there be incorporated into the water improvement
program an allowance for erection of a pump house at Well #6. This
estimated at an additional amount of $15,000.

Trustee Phillips, seconded by Trustee Bickley, moved that
Mr. Paul Speer be instructed to include projects incorporated into

March B, 1962 which includes the total requirements of the Water
Revenue Bond Program, and that Mr. Speer proceed with the Water
Bond financing.

Trustee Phillips, seconded by Trustee Bickley, read job Fire Dept.
specifications for the post of Lieutenant in t~e Fire Department, Lieutenant &
and then moved, seconded by Trustee Bickley, that the Village other posts

tion gf Fire Lieutenant,. allowing three vacancies to be filled, at
a salary of $7,308 per annum.

Trustee Phillips, seconded.by Trustee Casterline, moved that
the Fire & Police Commission be instructed by the Village manager to
proceed with the examinations for position of Fire Lieutenant. This
motion carried by acclamation.
Trustee Bickley read the following letter from Consolidated
Traffic g Transportation Engineering Service: Traffic
March 8, 1963
Dear Mr. Appleby:
This is to acknowledge receipt of your letter of February
27~ 1963, notifying us that we have been awarded the conzrac~ for
performing a Traffic Study as outlined in our letter to you of
February 2, 1963.
We appreciate the confidence that your Board and you have
placed in us. Rest assured that we will do everything possible to
justify this action.
We will call on you shortly and submit an ouzline of the
desired maps and information which we trust your Staff will be able
to furnish us. You will recall that we mentioned in our letter of
February 2, that it would be inadvisable to conduct any field
counts and surveys at this time. However, we are proceeding to
gather information regarding parking problems at the schools and
churches.
We want to thank you again for selecting us to serve your
Village~ and will call on you from time to time as the occation
necessitates.

Zoning Map the passage of Ord. 896:
AN ORDINANCE ESTABLISHING A ZONING COMMISSION
FOR THE PURPOSE OF ACCOMPLISHING COMPREHENSIVE
TEXT AND MAP REVISIONS OF THE ZONING ORDINANCES
OF THE VILLAGE OF MOUNT PROSPECT.

President $chlaver appointed the members of the Zoning Board
of Appeals to act as a Zoning Commission mentioned in above Ord. 896.
Trustee Ekren, seconded by Trustee Bruhl~, moved that the Board of
Trustees concur in the appointment by the President of the Zoning
Board of Appeals to act as Zoning Commission and that this Zoning
Commission hear petition of the Village recomprehensive text and map
revisions of the Zoning Ordinances, at hearing~to be held March 29th.

notice be published in the March 14th issue of the local newspaper.

CASE 68-3:
PLEASE TAKE NOTICE, that the Board of Appeals of the Village of Mount
Prospect, Cook County, Illinois, sitting as a Zoning Co~ission as
provided for by ordinance, will conduct a public hearing at the hour
of 8:00 P.M., on the 29th day of March, 1963, at the Village Hall,
112 East Northwest Hwy., Mount Prospect, Illinois, on the question
of adopting a comprehensive text and map revision of the Zoning Ordi-
nances of Mount Prospect; at which time and place all interested
parties may appear. .
Copies of said revisions are presently available with the Village
Clerk of the Village of Mount Prospect for inspection.

Zoning Commission
Shell Oil Co. Shell Oil Company submitted plat showing proposed water line
to be installed in area to be annexed on North Main. This was re-
ferred to the Water Committee.
Traffic - Village Manager Appleby read letter from Mr. Marshall
Golf & Busse Suloway of the Highway Department addressed to Fire Chief Haberkamp
Rds. which stated that the Highway Department would be willing to incor-
Fire Dept. porate remote control of lights to be erected at Golf and Busse
lights Roads, to be operated by the Fire Department when needed. This
would allow the Fire Department to turn all lights red when leaving
contemplated south side fire station, clearing a lane of traffic
in all directions; estimated cost, $1500.
Trustee Bruhl, seconded by ~Trustee Phillips, moved that $1500 be
authorized for installation of traffic lights control at the corner
of Busse and Golf Roads.

Village Manager Appleby brought up County Zoning Docket 503, County Zonln~
petition for B-3 zoning to erect restaurant on north side of Rand Docket 503
Road west of Hwy. 83; no liquor license. Mr. Appleby was asked to
attend this hearing, to be held March 20th.
Mr. Appleby informed the Board that the plat of subdivision Louis Garde~
of Louis Gardens has been retUrned for revision because the Board of Sub
Education is purchasing part of this area. The plat will be re-sub-
mitred at a later date.
Mr. Appleby also informed the Board that Northern Illinois Gas Co.
Gas Company is increasing the number of free therms allowed the
Village Hall for their use, based on the increase in population.
Problem of drainage at 115 So. Kenilworth Avenue due to sewer
elevation of lot at that point was referred to Street Committee with
permissiOn to confer with any other committee considered necessary.
President Schlaver stated that he had received letters of Street light
thanks from Pastor Zeile of St. Paul's Lutheran Church for new street
lights around these churches. These lights were installed with the
cooperation of Mr. Seltz of Public Service Company.
President Schlaver read two letters, one dated March 7th Metropolitan
from Messrs. Bacon and Baltis of the Sanitary District, and the other Sanitary
from Mayor Herbert Be~rel of Des Plaines, shown below: District

"Dear President Schlaver:
"Weller Creek, which drains an area of approximately 17
square miles, including the Village of Arlington Heights, the Village
of Mount Prospect, the City of Des Plaines, a portion of the City of
Rolling Meadows, and adjoining unincorporated areas, has presented a
very serious storm drainage problem due to the inadequacy of its
channel,' plus the existence of many restrictive bridge or culvert
openings.
"The Sanitary District is vitally concerned with this drainage
problem due to the fact that many new subdivisions are being built in
the area, and, for all practical purposes, have no drainage outlet
for their storm sewer systems. The Sanitary District's facilities
are seriously affected by the fact that Weller Creek causes a backup
in the local sewer systems, and the Sanitary District's storm relief
facilities cannot operate as designed. Because of these conditions,
the health and welfare of the populace residing in the Weller Creek
Watershed could be seriously jeopardized.
"In order to expedite a project to remedy the present defi-
ciencies of Weller Creek, it is considered necessary that all inter-
ested officials concerned with the matter meet with the purpose in
mind of reaching an agreement on any differences of opinion as to
the State's proposed plan of improvement.
"In addition, ways and means of having the necessary legis-
lation introduced in the General Assembly and the release of monies
for construction of the authorized project should be explored. The
Sanitary District, in this respect, considers that the entire length
of Weller Creek should be improved immediately rather than in a
number of stages over a period of time.
"Such a meeting as outlined above willbe held in the Board
Room of the Sanitary District on Tuesday, March 19, 1963, at 1:30
P.M~ Your presence, and that of any others you may care to bring,
is urgently requested.

"Dear President Schlaver:
"No doubt you have learned that Governor Kernerhas authorized
release of $819,000 to the Department of Public Works for that
portion of the Weller Creek improvement beginning at the Des
Plaines River and designated as "Stage I" in the plans of the
State Division of Waterways.
"On behalf of the City of Des Plaines, I should like to convey
to you our sincere thanks and grateful appbeciation for the
assistance and cooperation given by yourself and other members
of your board in preparation of House Bill No. 1571, carrying
it through the State legislature, including our visits to the
Governorts office.
"I should particularly like to express our thanks to your
attorney, Ed Hofert~ Harold Appleby, Parker Ekren and Harry
Bruhl, all of whom were instrumental ih having this bill passed.
"We are not unmind'ful of this great assistance and assure you
that we will continue to cooperate with you, that the balance
of monies still to be authorized may be forthcoming shortly.

President Schlaver stated that he thoughtthe work of certain mem-
bers of the Board was very worth while in starting this creek
control and it is the hope of the Board that the District will
finish this program in a unified manner instead of by stages.
Attorney Hofert reported that the prime concern of his of-
Cook County flce for the past week had been meeting with officers and stock-
Water Co. holders of Cook County Water Company; this in conjunction with
Mr. James King and Mr. David Creamer; meeting held with Colonial
Heights' Neal Hunter and Attorney Dudley Sullivan; discussion
with Mr. Fenlan of the Sanlta~y District.
President Schlav~announced that sales tax had been received
sales Tax for the month of December in th~ amoun~ of $32,802, largest sum ever
before received by this Village.
Trustee Bickley brought up subject of 20-ft. easement running
Easement for east and west through Albert, George and Edward Streets between East
sidewalks Council Trail and East Lonnquist Blvd., stating that this easement
had originally been set up as pedestrian walk to break up two-block
length.
Trustee Bickley, seconded by Trustee Gaw, moved that the VillaKe
Manager have plans and specifications prepared and secure bids for
the installation of sidewalks in a 2-block area as designated above.

Mr. Michael Mokate arose from the audience stating that he had
Weller Creek made a separate, private investigation of conditions in Weller Creek
and had reports from a laboratory showing that the water in the Creek
is in very unsanitary condition. He turned these documents over to the
President.
