HomeMy WebLinkAbout10/18/1960 VB minutes MINUTES OF REGULAR MEETING OF THE BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING OCTOBER 18, 1960 The meeting was called to order by President Lams at 10:06 P.M. roll and the following trustees answered Present: Trustees Airey, Casterline, call Gaw and Ekren. Absent, Norris and Schlaver. Trustee Airey, seconded by Trustee Casterline,moved that the minutes of the previous meeting for October llth be approved as corrected. The President put the question, the ~lerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw, and Ekren. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week of October 18th be approved for payment: General $45,686.09 Garbage 164.97 Library 1,841.24 bills Motor Fuel Tax 26,782.81 'dater 4,620.67 $79,095.78 The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Ekren. Absent, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Casterline, seconded by Trustee Airey, moved that the Clerk be authorized to open sealed bids for painting and cleaning Water of water tank at Evergreen and Northwest Highway. This motion Tower & carried by acclamation, and Clerk Reynolds opened the bids as follows: Tank Cleaning & Craftsman Painting & Painting Tank Service 9807 So. Longwood Bid Check Bid Chicago, Illinois $215.00 $4,250.00 Virginia Erection Corp. 445 Rochester Road Bid Check Bid Pittsburgh, Penna. $350.00 $7,500.00 Neumann Co. Contrs. Inc. 946 West 69th Street Bid Check Bid Chicago, Illinois $375.00 $7,310.00 The above work is to be done at a time mutually agreed upon by the Water Superintendent and the company who gets the bid. Mr. Art Lewis of Conscer, Townsend received the bids and gave his recommendation a few minutes later; that the contract be awarded to the low bidder as he was of good reputation and his work favorably known. Thereupon Trustee Gaw, seconded by Trustee' Ekren, moved that the Board concur with the recommendation of Mr. Lewis and the tank cleaning and painting contract be awarded to Craftsman Painting Service in the amount of $4,250.00; furthermore, that the checks of the unsuccessful bidders be returned to them and the check of Craftsman be returned to that firm after they have furnished the Village with a performance bond. The President put the question, the Clerk called the roll, with the following respome: Ayes, Trustees Airey, Casterline, Ekren, and Gaw. Absent, Schlaver and Norris. Whereupon the President decZ~ed the motion carried. October 18, 1960 S.A.~69 Trustee Gaw, seconded by Trustee Airey, moved to concur Sidewalks in the recommendation of the Street and Fimmnce Committees that Bill from Consoer, Towngend & Associates, Engineers, be reimbursed for that C. T. & A. portion of the sidewalk special assessment project (S.A.#59) which was deleted and constructed by property owners under private con- tract. Their bill dated July 29, 1960 in the amount of $3,878.32 is to be paid as soon as funds are available therefor. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Gaw. Absent, Norris and Schlaver. Whereupon the President declared the motinn carried. Trustee Airey read the following letter from the Plan Suvada's Commission: Resub. of Lot 66 in October 10, 1960 Ellendale Village President & Board of Trustees East Village of Mount Prospect Gentlemen: The Plan Commission to whom the plat of Suvada's Resubdivision of Lot 66 in Ellendale East was referred, recommend that the plat be approved. Respectfully submitted, A. C. Dresser, Chairman H. G. Appleby, Secretary Trustee Airey, seconded by Trustee Casterline, moved that the Board concur in the recommendation of the Plan Commission to approve the plat of Suvada's Resubdivision of Lot 66 in Ellendale East, and that this plat be signed by the President and the Clerk. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustess Airey, Casterline, Ekren and Gaw. Absent, Schlaver and Norris. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Casterltne, moved that the Sidewalk bids be rejected for installation of curb walk around water tower because around Water they are all too high. The President put the question, the Clerk Tower called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Gaw. Absent, Norris and Schlaver. Whereupon the President declared thelmotion carried. Sidewalk around Trustee Airey, seconded by Trustee Casterline, moved that the Water Tower - Village Manager be authorized to re-advertise for bids for a Readvertise for bids -sidewalk around the elevated water tank. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren and Gaw. Absent, Norris and Schlaver. Whereupon the President declared the motion carried. President Lama read the following letter re vacation of property: Illinois Range Co. October 11, 1960 Request for Mr. Theodore Lams, President vacation of Village Board, Village of Mount Prospect street dedication Mount Prospect, Illinois Dear Mr. Lams: On February 28, 1945, the Illinois Range Company dedicated a strip of land at the rear of our property adjoining the Chicago & Northwestern right-of-way for a proposed street. Nothing has ever been done With this property -- neither have the adjoining property owners made a like dedication. We would, therefore, respectfully request that the Village Board vacate this property, and return same to the said Illinois Range Company. At the same time the dedication was made, the Illinois Range Company built a sewer in accordance with the village requirements. This sewer October 18, 1960 xtending from the West boundary of Illinois Range Company property on the South side of Central Road and extends East for approximately BOO ft. The cost at the time the work was done was in the neighborhood of $5,000, and it was done with the understanding that anyone in the future tapping into this sewer would compensate the Illinois Range Company so that this cost would be equally borne by all parties using the sewer. We believe that something should be done to compensate the Illinois Range Company for this installation. Very truly yours, P. R. Jeuck of Illinois Range Company for vacation of dedicated street at the south property line of this firm be referred to the Plan Commission for study and recommendation. This motion carried by acclamation. Village Manager Appleby read the following letter from High School District ~214: Randview October 1~, 1960 Highlands Board of Trustees, Village of & Prospect High Mount Prospect, Illinois sewer Gentlemen: Re:Prospect School Site The Board of Education of School District 214 has been giving consider- ation to the drainsge problems brought to its attention in connection with the above school site. I.n its desire to be co-operative and aid the Village and the adjacent property owners to solve the pressing problem, the Board suggests the following: The Board will take the necessary steps to cause surface water fallihg~ upon the southeast part of the playing field and upon the tennis courts of the above school si~e to be drained to the north and carried across the school site property to the existing drainage outlet along Foundry Road. Also, the Board expresses its willingness to co-operate with the Village authorities toward the end of a joint solutinn of ~he problem resulting from the surface waters entering the manhole at the intersection of Highland and Forest Avenues. In addition, the Board will cause the south feet and the east feet of the school site to be conveye-~dedicated for street purposes, upon the condition that the Village of Mount Prospect paves Forest Avenue from Memory Lane north to the existing entrance to the said school site on Forest Avenue by September l, 1961, and that neither this Board of Educatiou nor its School District will at any time be assessed for any improvements that may be made upon the streets adjacent either on the south or the east to the said school site. The footage on the east and on the south of the school site to be conveyed or dedicated has purposely been left blank. The Board is willing to specify whatever minimum foot~ge is required to accord with Village requirements and the actualities of such paving as now exists. It is not known if the existing football fence along the south boundary of the school site falls within the portion to be conveyed or dedicated for street purposes, but if such is the case it is understood that the Board will not be required to- move the said fence until the same becomes necessary in connection with the further improvement of Memory Lane. If the foregoing proposition meets with the approval of the Village authorities our attorneys suggest that the Village and the School Board could proceed to consummmte the transaction in accordance with the provisions of Chapter BO, Sections 156-158 of the Illinois Revised Statutes. Dougan, President Board of Education of School District No. 214 October 18, 1960 The foregoing matter was referred~ to the Judiciary Committee, Reference was made to letter of October 10th from C.T.& A. Sidewalks~ engineers regarding grading along new walk on Lincoln Avenue at Lincoln & ~averly Place, suggesting co-operation with abuttin~ property Waverly owners for the best appearance~ This matter was referred to the Street Committee. Village Manager Appleby reported receipt of notice from Coun.ty County Zoning Board of hearing to be held regarding request for zoning rezoning of certain property south of Oakton and East of Higgins Road, from present zoning, of manufacturing to that of general ~. service, for the purpose of erecting a large motel. The Board recommended that no action be taken by the Village as there is no objection and the area is too far removed, anyway. Trustee Airey, seconded by Trustee Casterline, moved that Library disbursement of $2,000 be made to Martin H. Hasz, Trustee, to be applied to the purchase price of the property adjoining the north side of the Public Library on South' Emerson Street. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Gaw and Ekren. Absent, Norris and Schlaver. Whereupon the President declared the motion carried. Fire Sta. Add'n The Board decided upon the date of Saturday, December 3rd, Referendum for referendum re addition to Fire Station. Village Manager Appleby read notice from County Zoning County Board of Appeals re hearing to be held in the Village Hall zoning requesting rezoning from R-4 to R-5 and from R-4 to B-2 certain tracts of land near Elmhurst and Algonquin Roads in Elk Grove Town- ship. Trustee Airey, seconded by Trustee Casterline, moved that the Village Manager be authorized to attend public hearing of the Cook County Zoning Board of Appeals to be held on Wednesday, November 2nd in the Village Hall. This motion carried by acclamation. A property owner living on East Central Road Brought up the Serafine's subject again of Serafine Builders and their property, mentioning property on that the piles of dirt had been levelled, the street readied for East Central Rd. paving (for the third year in a row) and the sidewalks patched~up, mentioning that in his opinion the patching would not survive the ~inter. He asked about rubbish on lot on Central Road which has an empty house on it. The Manager answered that investigation revealed dumping of clippings, etc., by neighbors, stating that the Village cannot keep such property clean without co-operation from surrounding property owners. Residents also complained of drainage onto their lots from parking lot abutting their rear lot lines. Attorney Downing explained that this is a private matter which affected property owners may bring into court, but that the Village has no Jurisdiction in this case. Mr. Strass of lOt West Sunset Arose, stating that he had School guard appeared the previous ~ebruary or March asking about school guards crossings at certain crossings; his children attend St. Raymond'~ School. Trustee Casterline replied that investigation was made and recom- mendation was that no action be taken because of the few numbers of children crossing at the point mentioned by Mr. Strass. ~However, in reply to Mr. Strass's question of why there was no guard on Monday, October l?, which happened to be a holiday for public school children but not for parochial children, Chief Whittenberg answered that guards near crossings serving both public and parochial schools are paid extra because of this, and the guard should have been on duty. He added that he will see that there is no misunder- standing on this in the future. The meeting was adjourned by acclamation at ll:15 P.M. Respectfully submitted, ~~erk October 18, 1960
