MUNICIPAL BUILDING BY BOARD OF TRUSTEES
SEPTEMBER 27, 1960
The meeting was called to order by President Lams at 8:10 P.M.
and the following trustees answered Present to roll call: Airey, roll call
Casterline, Ekren, Gaw and Norris. Absent, Trustee Schlaver.
Trustee Casterline, seconded by Trustee Gaw, moved that the
~'~ minutes of t~e previous meeting for September 20th be approved as minutes
submitted. The President put the question, the deputy clerk called the
.... roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren,
Gaw, and Norris. Absent, Trustee Schlaver.
Trustee Gaw, seconded by Trustee Norris, moved that the following
bills for the week of September 28th be approved for payment:

The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and
Norris. Absent, Schlaver. Whereupon the President declared the motion
carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the financial financial
report from the Treasurer for the month of August, 1980 be approved as report
submitted. The President put the question, the deputy clerk called the
roll, with the following response: Ayes, Trustees Airey, Casterline,
Ekren, Gaw and Norris. Absent, Schlaver. Whereupon the President declared
the motion carried.
Trustee Casterline, seconded by Trustee Norris, moved for the
passage of proposed Ord. ~728:
AN ORDINANCE TO AMEND SEC.18.202 OF THE Ord. 728
MUNICIPAL CODE OF THE VILLAGE OF MOUNT Traffic -
PROSPECT AS AMENDED Forest Ave.
· This ordinance requires that Forest Avenue be one way going north from
Memory Lane to Highland Avenue. The President put the question, the
~c~eputy clerk called the roll, with the following response: Ayes, Trustees
Airey, Casterline, Ekren, Gaw and Norris. Whereupon the President declared
the motion carried.
Trustee Casterline, seconded by Trustee Norris, moved for the
passage of Ord. #?29:

AN ORDINANCE TO AMEND SEC. 18.B22(a) OF Traffic
CHAP. 18 Traffic OF THE CODE OF THE VILLAGE speed limits
OF MOUNT PROSPECT OF 195Y AS AMENDED
This ordinance sets speed limits of 25 mph on Village Streets. The
President put the ouestion, the Clerk called the roll, with the followinF
response: Ayes, Trustees Airey, Casterline, Ekren, Gaw and Norris.
Absent, Trustee Schlaver. Whereupon the President declared the motion
carried.

President Lams then read the follow~r~ letter from the
Parents Safety Committee:

Village of Mount Prospect, Ill.
Dear President Lams:
On behalf of the East Westbrook School Parents Safety Com-
mittee, we wish to commend the Board for its action of last Tuesday,
September 20th, in recommending that speed limits throughout Mount
Prospect be reduced.
Trustee William Casterline's request that the limits be
reduced was greeted by this committee with enthusiasm as a step
consistent with its goals. We are confident that these are the goals
not only of this committee but of all thinking parents in the
community -- those that realize that such a step will inevitably
help preserve the lives of our children.
Congratulations again on sound community thinking.

Ell&ndaleEast Trustee Airey, seconded by Trustee Ekren, moved that the plat
Sub. - of Suvada's Resub. of Lott66 in Ellendale East Sub. be referred to
Suvada's plat the Plan Commission for study and recomendation. This lot is at
Berkshire Lan~ and South Owen. The motion carried by acct~mation.
Trustee Airey read the following letter from the Plan
Commission:

The final plats of Units 4 and 5, Brickman Manor, First
Addition, referred to the Plan Commission for study and recommendation
are returned herewith. The Plan Comission recommends to the Village
Board that the plats of Units 4 and 6 of Brickman Manor, First Addition
be approved.
An agreement with Feehanville School District for the entire
Brickman Manor First Addition area in lieu of land dedication was
made prior to the approval of Unit 1 of this subSivision.

the final plats of Units 4 and 5, Brickman Manor 1st Addition and 1~

AN ORDINANCE AMENDING THE VILLAGE OF Case 50-18
MT. PROSPECT ZONING ORDINanCE AS AMENDED
This rezones property to allow paved parking behind Friedrichs Funeral
Home. (Zoning Case 50-18). The President put the question, the Clerk
called the roll, with the following response: Ayes, Trustees Airey,
Casterline, Ekren, Gaw and Norris. Absent, Schlaver. Whereupon the
President declared the motion carried.
Trustee Norris of the Street Committee reported regarding the Traffic-
request of the School Board to allow use of parkway on the west side Parking at
of Emerson Street for teacher parking, stating that it was the opinion CentraI Scho
of the Committee that dedicated public parkways in residential areas
should not be used for car parking and that the question shall be dropped
at this time.
Trustee Airey, seconded by Trustee Gaw, moved that the Village
Attorney be authorized to represent the Village at the Cook County County
Zoning Board of Appeals Hearing on October 19th relative to the Zoning
rezoning of a triangle of land owned by Brickman north of Foundry,
west of Rand. The President put the question, the deputy clerk called the
roll, with the following response: Ayes, Trustees Airey, Casterline,
Ekren, Gaw, Norris. Absent, Schlaver. Whereupon the President declared
the motion carried.
President Lams called a short recess at 8:45 and the Board
reconvened at 8:53.
Trustee Airey, seconded by Trustee Norris, then moved that Court Case
the Village Attorney be authorized and directed to proceed with ~-12253
action for appeal regarding court case 56~-12~3, Cosmopolitan
National Bank vs Village of Mount Prospect (Kushner Case). The President
put the question, the deputy Clerk Called the roll, with the following
response: Ayes, Trustees Airey, Casterline, Ekren, Caw and Norris.
Absent, Schlaver. Whereupon the President declared the motion carried.
Mr. Appleby reported that Mr. Serafine promised to level F. Serafine's
the piles of dirt and take care of theweeds on his property along 3rd Addition
East Central Road.
Trustee Norris, seconded by.Trustee Caw, moved that the Street Dept.
Villa~e Man$~er be authorized to advertise for bids on purchase of a new truck
truck for use of the Street Department, lower body, 2½ Tonf. The
President put the question, the Deputy Clerk called the roll, with the
following response: Ayes, Trustees Airey, Caster!ine, Ekren, Gaw and
Norris. Absent, Schlaver. Whereupon the President declared the motion
carried.
Village Manager Appleby reported regarding installation of Village Hall
amplifying system in the meeting room, stating the opinion of Mikes in
Mr. MeYer, who is an expert in such matters, that such a system meeting room
would not be practical at this time because of non-permanent installation
which would constantly get out of adjustment. Furthermore, such a
system would cost between $800 and $1,000. The matter of a permanent
type rostrum was referred to the Public Building & Grounds Committee
(Trustee Gaw)o
Trustee Norris, seconded by Trustee Airey, moved for adjournment,
and the meeting was regularly adjourned at 9:92 P.M.
