BOARD OF TRUSTEES HELD IN THE MUNI-
CIPAL BUILDING ON SEPTEMBER 13, 19~'0
The meeting was called to order by President Lams at 10:05 P.M.
following the meeting of the Board of Local Improvements. Upon roll roll call
call, the following trustees answered Present: Airey, Casterline, Ekren,
~.~ Gaw, Norris and Schlaver.
~ Trustee Airey, seconded by Trustee Gaw, moved that the minutes
of the previous meeting of September 6th be approved as submitted, minutes
The President put the question, the Clerk called the roll, with the
'? following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Nays, none. Whereupon the President declared the
motion carried.
Trustee Gaw, seconded by Trustee Casterline, moved that the
following bills for the week of September 1Bth be approved for payment:

The President put the question, the Clerk called the roll, witbthe

Norris and Schlaver. Whereupon the President declared the motion carried.
Trustee Airey read the following report from the Board of Appeals:

Re: Case 60-18, Heard August 26, 1960 Friedrichs
Petitioner: H. W. Friedrichs
This was a request for rezoning from the present R-1 to P-l,
parking, a 50-ft. lot north of petitioner's funeral home.
The Board of Appeals voted 6-0 to grant the rezoninf as
requested. There were no objectors present at the public hearing.

Trustee Airey, seconded by Trustee Norris, moved that the Board of
Trustees concur in the report of the Board of Appeals and grant the
rezonin~ from R-1 to P-l, and to authorize and direct the Village
attorney to prepare the necessary ordinance to accomplish this change.
The President put the question, the Clerk called the roll, with the
followin~ response: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion carried.

This was a request for rezoning from the present R-1 to I-l,
September 13, 1960
Light Industrial, approximately 12 to 15 acres on the south side
of Central Road just east of Wego Trail.
The Board of Appeals voted 6-0 to deny the request for
rezoning. A large and enthusiastic group of objectors was present
and was well represented by legal counsel and expert witnesses.

Clerk Reynolds brought out the fact that he received a petition signed
by 900 persons who live in the neighborhood, protesting the use of
this property for Industrial purposes.
Mr. Jack Siegel, attorney for Mr. Klein, arose to state that Mr. Klein
is prepared to discuss terms of restrictive covenants with the members
of the Board regardioE size of buildings, number of buildings, etc.
He requested that he might have this opportunity before final action
is taken.
r. Robert Doucette, attorney for the property owners, arose
to state that Mr. Klein ahd asked for unrestricted I-1 zoning during
the zoning hearing. Case 60-19 was referred to ~Judiciary Committee
for further consideration and study.
Trustee Airey read the following report from the Board of
Appeals re Case 60~20:

Petitioner, Salvatore Di Mucci

This was a petition to annex into the Village of Mount Prospect
contingent upon the requested zoning, Lots 4, 5, 6 and ? in Juhnke's
Subdivision, property located on.the Southwest corner of Rtes.
(Golf Road). The request for rezoning of the above-mentioned lots is
from farm land to B-B, with the exception of the west 200 feet of Lot ?,
the latter 200 feet to be rezoned to R-B, with a variation to permit
the erection of one apartment building for each 1500 square feet of
lot area rather than the 2400 ft. of lot area as required by the zoning
ordinance.
The Board of Appeals voted 5-0 (one member abstaining) to
deny the petition. A large, Well-represented army of objectors
(near-by residents and homeoWners) were present and were very vocal
in their objections.

Mr. L. E. Schuler of 919 South Ioka arose, stating that he represented
the residehts living near the property in the petition, and read a
prepared statement protesting the use of this area for a shopping
center. This matter was referred to the Judiciary Committee for
study and recommendation.
Trustee Akrey again read the report from the Board of Appeals
Zoning Case 60-12 re Zoning Case 60-12, McIntosh & Berschet (minutes of Aug. 16
Mclntosh & Bersdhet~denied 6-0), and reported that the Judiciary Committee recom-
mended denial of this petition. Trustee Airey, seconded by
Trustee Norris, then moved that the Board of Trustees concur in the
recommendation of the Board of Appeals that petition by McIntosh &
Berschet, Zoning Case 60-12, be denied.

The President put the question, the Clerk called the roll, with the
following respnnse: Ayes, Trustees Airey, Casterline, Ekren, Gaw,
Norris and Schlaver. Whereupon the President declared the motion
carried.
Trustee Airey brought up Case 60-16, petition by Leo Del~ado
to erect nursing home in Centralwood Subdivision (approved by Zoning Zoning Case
Board 4-2) and stating that after much deliberation the Judiciary Com- 60-1,
mittee recommended denial of this petition. Mr. Irmiger arose from Del~ado
the audience stating that he is the owner of the largest areas abutting
and neighboring Mr. Delgado's property and entirely approves of such
use for this land.
Trustee Airey, seconded by Trustee Casterline, moved to concur with
the recommendation of the Board of Appeals that this petition be
granted. The President put the question, the Clerk called the roll,
with the following response: Ayes, none. Nays, Trustees Airey, Caster-
line, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared
the motion defeated.
Trustee Airey, seconded by Trustee Norris, then moved that the Board
of Trustees deny the petition in Case 60-16 for re~oning from R-1 to
R-3. The President put the question, the Clerk called the roll,
with the following response: Nays, none. Ayes, Trustees Airey,
Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President
declared the motion carried and petition denied.
Mr. Irmiger, attorney for Mr. Delgado, arose and withdrew his
requested vacation of Thayer Street and alley in Centralwood Sub-
division.
Trustee Airey, seconded by Trustee Casterline, moved for
,-- passage of proposed Ordinance #727 as follows:

AN ORDINANCE TO AMEND ARTICL~ I OF Gamblins
CHAPTER 25 OF THE MUNICIPAL CODE OF
MOUNT PROSPECT OF 1957, AS AMENDED
This ordinance refers to gambling and lotteries. The President put
the question, the Clerk called the roll, with the following response:
Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver.
Nays, none. Whereupon the President declared the motion carried.
Trustee Casterline of the Police Committee presented the radar
report, and wished to extend the congratulations of the Board to Police Dept.
Officer John Homola, who was promoted to the rank of sergeant, S~t. Homola
giving him their best wishes. Trustee Casterline also mentioned the
addition of Francis Kilfoy to the Police Department as radio operator
and desk clerk.
Trustee Casteriine reported that inasmuch as Lattof Chevrolet
is dropping their car rental service it will be necessary to look Police Dept.
elsewhere for patrol cars, and made the following motion, seconded patrol cars
by Trustee Ekren: That the Village Manager be authorized to adver-
tise for bids for the rental of patrol cars. The President put the
question, the Clerk called the roll, with the following response: Ayes,
Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays,
none. Whereupon the President declared the motion carried.
Trustee Casterline also reported that he had contacted nearly Forest Ave
all the residents on Forest Avenue and they areunanimously in favor 1-way north
of making Forest Avenue one way going north between Memory Lane and
Highland Avenue.
September 15, 1960
raffic Village Manager Appleby reported that he learned of the
Mt. Prospect Illinois State Highway Department entering into a contract on
Road & August Blst re STOP & GO lights at Northwest Highway and Mount
Hwy. 14 Prospect Road. Complaints were noted regarding the parking of
railroad freight cars across the intersection, train whistles and
the need for crossin~ gates. Those interested were assured of
continued Village co-operation.
The Village Manager also reported that the High School
Sewers District (#214) had appointed an engineer, Mr. Lynch, to make
Randview studies for them regarding the flooding conditions in Rand~iew
Highlands Highlands and the possible effect of their sewer hook-up in this
area.
Trustee Schlaver, seconded by Trustee Norris, moved that

Sidewalks Village Manager Appleby reported that Brickman Builders
has declined to install sidewalks fronting their property on Central
Road west of Northwest Highway.
Mr. Appleby also reported that the building permits
County covering the foundations on the Northwest corner of Golf Road and
zoning Busse Road had been issued in 1959 when the area was zoned for

adjourn, and the meeting was regularly adjourned at 11:37 P.M.
