HELD IN THE VILLAGE HALL, MOUNT PROSPECT, ILLINOIS, BY THE PRESIDENT AND BOARD OF TRUSTEES ON TUESDAY, -MAY 2nd, 1944. The meeting was called to order by President Besander at 8:20 P.M., and upon calling of the roll, the following Trustees were found to be present: Greinke, Kirchhoff, Mott, Wax and Ville. Trustee Haas was absent. The minutes of the regular meeting of April 7th, and the recessed meeting of April 18th were read, and upon motion by Trustee Wax and seconded by Trustee Greinke, they were accepted as read. A motion was made by Trustee Wax, seconded by Trustee Greinke that permission be granted to the Superior Home Builders to surface grade, Russell, Wille, and Pine Streets, under the direction of the Village En- gineer; and also to apply stone where needed on Elmhurst Rd. from Thayer '"1 St to Gregory St. Ayes: Greinke, Kirchhoff, Mott, Was and Wille. Trustee Mott presented the report of the Judiciary Committee and a letter of opinion from the Village Attorney, Mr. Nickel, relative to the - proposed amendments to the Zoning Ordinance. The report and letter were read by the Clerk and placed on file. It was moved by Trustee Wille and seconded by Trustee Wax that the Public Service Co. provide electric service to the ornamental street light- ing system at Sha -bonne Trail and Elmhurst Ave. under the existing "Muni- cipal Pumping and Street Lighting Service Rate #105, dated Sept. 7, 1943, superseding Rate #101 ° Municipal Ornamental Street Lighting contract, dated Jan. 21, 1939 under which these lights are now served. AyesF Greinke, Kirchhoff, Mott, Wax and Wille. No nayes. It was moved by Trustee Mott and seconded by Trustee Wille, that Monday, May 22nd, 1944 bp designated as Poppy Day. Motion carried. A motion was made by Trustee Wax and seconded by Trustee Kirchnoff sr.r that the Park,North of Weller Creek, West of Elmhurst Aft. be rolled, and that Milburn Bros. be employed to do this work at $5.00 per hour; total cost not to exceed $25.00. Ayes: Greinke, Kirchhoff, Mott, Wax and Wille. No nayes. It was moved by Trustee Wax, seconded by Trustee Wille that the Village purchase ten ton of Cold -Mix Asphalt from the Inland Asphalt moo. at $9.50 per ton; this material to be used on Sha-Bonee Trail and I -Uka St. Ayes: Greinke, Kirchhoff, Mott, Wax and Wille. No nayes. It was moved by Trustee Wax, seconded by Trustee Greinke that uhe Public School be given permission to barricade Emerson St. during the recess periods and noon hour, for the safety of the schhol children. Motion carried. A motion was made by Trustee Wax and seconded by Trustee Kirchhoff that Busse Av. between Owen and Elm Ste. be barricaded for the Annual Lutheran School picnic to be held on June 10th and llth, 1944. Motion carried. It was moved by Trustee Mott, seconded by Trustee Wille that the Village purchase 500 Special Assessment ledger sheets for $25.00, from the Charles R. Hadley Co. Ayes: Greinke, Kirchhoff, Mott, Wax.and Wille. No nayes. rr.. The following letter was then read: Village of Mount Prospect, Herman Haas, Chairman of Finance Committee, Mt. Prospect, Illinois. Gentlemen: With the close of your fiscal year at hand, it is my pleasure to offer my services to make the annual exam- ination of the records and accounts of the VILLAGE OF MOUNT PROSPECT, ILLINOIS, for the fiscal year.ended April 30, 1944. The examination would be carried out in the same manner as as in prior years, that is, to include the presentation of an Auditor's Report both of the Village accounts and a separate report of the Water Department., The cost of the audit this year will be on the basis of $25.00 per diem and will be conducted rapidly as possible to that the total cost can be held to 20 days or $500.00. If it is possible, the entire audit will be done in 15.days with the usual thoroughness re- . quired in this type of audit work. Ayes: Greinke, Kirchhoff, Mott, Wax ana eille. +14 A motion was made by Trustee Wille and seconded by Trustee Kirchhoff that the following Resolution be passed. WHEREAS, that portion of highway known as Mount Prospect Road, -Route 82, lying within the Village of Mount Prospect has been designated by the Board of Oommissioners of the County of Cook as an extension of a State Aid Route, and WHLREAS, it is the desire of this Board that the County of Cook assume the maintenance of said street, THEREFORE, Be it Resolved that the Board of Commissioners of the County of Cook be and is hereby petitioned to assume the maintenance of that portion of Highway known as Mount Prospect Road, Route 82, lying within the Village of Mount • Prospect, and tome BE IT FURTHER RESOLVED that three certified copies of this resolution be transmitted to the Superintendent of Highways for submission to the Board of Commissioners of the County of Cook forconsideration. Ayes: Greinke, Kirchhoff, Mott, Wax and Wille. No nayes. It was moved by Trustee Kirchhoff, seconded by Trustee Wax that the Village Board of Trustees be in favor of letter carrier service over the entire Village, and that such service be instituted as soon as possible. Motion carried. The Clerk then read an Ordinance entitled:' 'A ORDINANCE,to amend an Ordinance entitled 'AN ORDINANCE classifying, regulating and restricting the location of trades and industried and the location of buildings designed for specified uses; regulating and limiting the height and bulk of buildings hereafter erected or altered, regulating and limiting the intensity of the use of lot areas and regulating and determining the area of yards, courts and other open spaces within and surrounding such buildings; establishing the boundaries of d-istritts for said purposes; and prescribing pen- : alities for the violati.on.of its provielpns' passed and approved. December.4,:1923, and amendments there- to and known as Ordinance No. 52. It was moved by Trustee Kirchhoff and seconded by Trustee Wax that the above Ordinance be passed. Ayes: Greinke, Kirchhoff, Mott, Wax and Wille. No nayes. A motion was made by Trustee Mott, seconded by Trustee Wille that the Mount Prospect State Bank and the First National Bank of Chicago, continue as depositories for the funds of Fred G. • Wille, Village Treasurer and Collector. Ayes: Greinke, Kirchhoff, Mott, ,lax and Wille. No Hayes. / There being no further business to come before this meeting, it was ✓ moved by Trustee Wax and seconded by Trustee Mott that the meeting be ad- journed.. Motion carried. •
