THE PRESIDENT AND BOARD OF TRUSTEES,
HELD IN TH3 VILLAGE HALL, MOUNT
PROSPECT, ILLINOIS, ON THE 2nd DAY
OR JANUARY, 1945, A.D.
President Besander called the meeting to order at 8:15 P.M. The roll
being called, the following Trustees were found to be present: Kirchhoff,
Mott, Wax snd Wilde. Trustees Greinke and Haas were absent.
The minutes of the regular meeting of December 5th, the special meet-
ing and adjourned special meeting of December 14th and 20th were read. It
was moved by Trustee Wax, seconded by Trustee Wille that said minutes be .
accepted as read. Motion carried.

It was moved by Trustee Mott, seconded by trustee Mille that the bills b e

A motion was made by Trustee Wax and seconded by Trustee Wille, that
in accordance with the amended water ordinance, the *5.00 deposit be
refunded to: Geo. 1dgecombe. Ayes: Kirchhoff, Mott, Wax and uille. No
nayes.
It was moved by 'Trustee wax, seconded by Trustee wille th -t the village
purchase two truck loads of cinders to be spread on slippery street. Ayes:
Kirchhoff, Mott, 'Wax, snd Wills. No nayes.
Trustee Mott presented an ordinance entitled:
AN ORDINANCE TO AMEND SECTION ONE OF AN ORDI-
NANCE AMENDING AN ORDINANCE ENTITLED " AN ORDI-
NANCE AMENDING SECTION 1 OF AN ORDINANCE EN-
TITLED: AN ORDINANCE TO REVISE AN ORDINANCE
ENTITLED: AN ORDINANCE PROVIDING FOR THE REGU-
LATION AND MANAGEMENT OF THE WATER WORKS SYSTEM
OF THE VILLAGE OF MOUNT PROSPECT, AND ESTABLISHING
RULES AND REGULATIONS FOR THE GOVERNMENT OF WATER
CONSUMERS AND OTHERS, AND REGULATING CONNECTIONS
WITH SAID SYSTEM AND ESTABLISHING RATES AND CHARGES
AND LICENSE FEES FOR PLUMBERS.'"
The above ordinance being read by the Clerk, it was moved by Trustee Mott
and seconded by Trustee Wax that the ordinance be passed. Ayes: Kirchhoff,
Mott, Wax ..?nd wille. No nayes.
A motion was made by Trustee Mott that the following Resolution be
passed:
WHEREAS, there exists in the Village of Mount Prospect
a large amount of tax delinquency, thereby greatly reducing
- ✓XYr the percentage of tax collections and increasing the di ficulty
of providing funds necessary for municipal purp�ses; and,
WHEREAS, in many cases the amount of taxes and penalties
accumulated are disproportionate to the value of the property
against which the taxes are outstanding; and,
WHEREAS, the Board of 'Trustees of the Village of Mount
Prospect has been requested to signify its approval of an ,,
offer made to the County Board of Cook County by the owner of
improved property, for the settlement of delinquent taxes,
the said property being improved for a special use; and, s
WHEREAS, it is to the best interests of the Village of
Mount Prospect that property be placed on a current tax paying
basis.
BE IT, THEREFORE, RESOLVED, that the President and Board
of Trustees of the Village of Mount Prospect hereby recommend
to the Board of County Commissioners of Cook County that any
bids on improved property in the Village of Mount Prospect be
refused unless such bids on such improved property are not less
than 60% of the principal amount of such taxes,excepting where the
improvements on such property are for a special or single use and are
commonly known es single purpose improvments; in such case a bid of
40% of the unpaid taxes should be accepted; that all property improved
for residential use should come under he he first t c ,asstfication.
THIS RESOLUTION shall be in ru orce an errec rrom
and after its passage and approval.
The motion was seconded by Trustee Wax and passed by the following. vote:
Ayes: Kirchhoff, Mott, Wax and Wille. No nayes.
A letter received from Albert L. Roderick was read, offering to
make the regular semi - annual audit of the water System records for the
six months ending December 31, 1944, and prepare the audit report there-
on, for the sum of *75.00. It was moved by 'Trustee Wax, seconded by •
Trustee Wille that Mr. Roderick's proposal be accepted as outlined in
his letter dated December 26, 1944. Ayes: Kirchhoff, Mott, Wax and
*ills. No nayes.
A motion was made by Trustee wine and seconded by trustee Kirchhoff
that the Salvation Army Association of Chicago be granted permission to
hold their annual "Doughnut Day" in the village on June 19, 1945. Motion
carried.
Mr. Hugo J. Thal, attorney, representing approximately 20 property
owners in the Prospect Park Country Club Subdivision, presented a pro -
posal to the Board for the clearing of back taxes and special assessments
on lots owned by his clients. President besander referred the proposal
to the Judiciary Committee for investigation.and report.
