HomeMy WebLinkAbout11/06/1945 VB minutes 48 4 MINUTES OF A REGULAR MEETING OF THE • PRESIDENT AND BOARD OF TRUSTEES, HELD IN THL VILLAGE HALL, MOUNT PROS• PECT, ILLINOIS, ON THE 6TH DAY OF NOVEMBER, 1945 A.D. The meeting was called to order by the President at 8:05 P.M. The roll being called, the following Trustees responded: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. The minutes of the regular meeting of October 2nd, the special meeting of October 12th, and the special meeting of October 30th were read. It was moved by Trustee Hartwig, seconded by Trustee Welsh the minutes be accepted as read. Motion carried. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. I7 It was moved by Trustee Welsh, seconded by Trustee Mott that the 1 LJ special assessment report be placed on file. Motion carried. A motion was made by Trustee Mott and seconded by Trustee Hartwig that the bills as approved by the Finance Committee, be approved for pay- ment. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. The Clerk read a "RESOLUTION AUTHORIZING THE.TRANSFER OF FUNDS ;' --t FROM THE FEEHANVILLE DRAINAGE DISTRICT ASSESSMENT TO THE GENERAL.CORPOR* ATE FUND ". A motion was made by Trustee Mott and seconded by Trustee Welsh that the resolution be passed. Ayes: Hartwig, Kirchhoff, Lams, Mott, .Wax and Welsh. No nayes. AN ORDINANCE ESTABLISHING FEES AND CHARGES FOR SERVICES IN CON- NECTION WITH DELINQUENT, WITHDRAWN AND FORFEITED SPECIAL ASSESSMENTS' was then read. It was moved by Trustee Mott, seconded by Trustee Lams that the ordinance be passed as read. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. A motion was made by Trustee Wax and seconded by Trustee Lams that the Finnance Committee be authorized to arrange for insurance on the new well. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. ( and Federal Trustee Mott reporting on Post -War Planning, advised the Board as [ww: to the necessary procedure in applying for Stater(funds for the purpose of defraying a portion of the cost of plans for post -war projects. Resolu- tions for the approving of applications and requests_ for allotments in accordance with the State of Illinois Senate Bill 303 were then read. It was moved by Trustee Mott and seconded by Trustee Welsh that the resolu- tion approving application and allotment of $1,500.00 for the "Administra- tion Building" be adopted. Ayes: Hartwig, Kirchhoff, Mott, Wax and ' Welsh. No nayes. It was moved by Trustee Lams, seconded by Trustee Hartwig, that the resolution approving application and allotment of $4,200.00 for "Intercepting sewers, force main, and sewage treatment plant" be adopted. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. 486 It was moved by Trustee Mott, seconded by Trustee Welsh that the resolution approving application and allotment of 35,092.00 for "Village - \s _, : , --wide relief sewers" be adopted. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. . Contracts for engineering services between the Village of Mt. Prospect and Consoer, Townsend and Associates, consulting engineers, per- taining to the aforesaid resolutions, were then read. A motion was made by Trustee Welsh and seconded by Trustee Mott, that the President and the Clerk be authorized to execute the contract for the "Administration Build- ing". Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. It was moved by Trustee Lams, seconded by Trustee Mott, that the President and Clerk be authorized to execute the contract for the *Inter- cepting sewers, force main and sewage treatment plant". Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. A similar motion was made by Trustee Welsh and seconded by Trustee Kirchhoff, for the execution of the contract for "Village -wide relief sew- ers".- Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. Correction: See Page 488 After reporting on the septic tank condition at 105 S. Maple St., a motion was made by Trustee Lams and seconded by Trustee Wax, that the owner•of the premises at 105 S. Maple St. be given an extension of time to complete the septic tank condition, until November 30th, 1945. Motion carried. Discussion of the Illinois Bell Telephone Co. franchise was de- ferred until the regular meeting in December. • A letter received from Harry B. La Rocca and Associates regarding all outstanding special assessment liens levied on all real estate in the Village, was read. Upon recommendation by the Judiciary Committee,Chairman, the method of liquidating property as outlined in the letter, was tabled. ( 0" = `.) A resolution entitled "A RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENTS OF CERTAIN PROPERTIES IN THE VILLAGE OF MOUNT PROSPECT" was read. It was moved by Trustee Wax and seconded by Trustee Lams that the resolution be passed, and that said resolution be hereafter known as No.t6 -45. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. A resolution entitled "A RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESSMENTS OF CERTAIN PROPERTIES IN THE VILLAGE OF MOUNT PROSPECT" was then read. A motion was made by Trustee Mott, seconded by Trustee Welsh. that the resolution be passed, and that said resolution be hereafter known as Resolution No.17 -45. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. A motion was made by Trustee Hartwig and seconded by Trustee Wax that the charges for the 1946 Vehicle tags be $5.00 and a discount of 31.00 be allowed if purchased before March 1, 1946. Ayes Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. A motion was made by Trustee Mott and seconded by Trustee Lams that Mr. Walter Foslund be rehired as a police officer at a salary of 3175.00 per month, beginning November 15, 1945. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. - It was moved by Trustee Wax, seconded by Trustee Mott that the Mount Prospect State.Bank and the First National Bank of Chicago, continue as depositories for the funds of Fred G. Wille, Village Treasurer and collector. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. It was moved by Trustee Wax, seconded by Trustee Mott, that in accordance with the amended water ordinance, the 35.00 deposit be refunded to the following citizens: Stanley J. Ellis Ray D. Harding R. J. Randall Otto Timmerman Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. After reading by the Clerk, a motion was made by Trustee Lams, second- ed by Trustee Wax, that a "RESOLUTION APPROVING THE INSTALLATION OF WATER MAINS IN LONNQUIST GARDENS, A SUBDIVISION IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS ", be passed. Ayes: Hartwig, Kirchhoff, Lams, Mott, Wax and Welsh. No nayes. 487 The following communications were then read: Honorable Members Nov. 6, 1945 Village Board Mt. Prospect, I11. Gentlemen: As required by Village ordinance No. 196, I hereby appoint the following offices of the Mt. Prospect Fire Dept. and request the Board's approval in this appointment: Frank Biermann, Fire Marshall John Bencic, Asst. Fire Marshall Fred W. Gentlemen: Due to illness, Mr. John Kob has presented his resignation to me as Chairman of our Zoning Board. Mr. George L. Busse, who is at present a member of the - Zoning Board, has agreed to act as Chairman of the Board, and Mr. Edwin Haberkamp has agreed to fill out the un- expired portion of Mr. Kob's term of office on the Board. Village Board It was moved by Trustee Mott and seconded by Trustee Isms that the Board concur in the appointments to the Mt. Prospect Fire Department. Motion carried. A motion was made by Trustee Lams, seconded by Trustee Kirchhoff that the Board also concur in the appointments to the Zoning Board. Motion carried. The following recommendation from the Mt. Prospect Plan Com- mission was read and referred to the Judiciary Committee for action at the next regular meetings Village Board Nov. K, 1945 Mt. Prospect, I11. f Gentlemen: The Mt. Prospect Plan Commission met with the Des Plaines Plan Commission on Oct. 12th, 1945, for the purpose of determining on a boundry for establishing the initial jurisdiction of the two Plan Commissions. The boundry set forth on the attached map was agreed upon • by both Plan Commissions and it is recommended that you take the necessary action tb approve this boundary for the Village of Mt. Prospect. Prospect Plan Commission on the Willson - Florence subdivision was read and referred o the Judiciary Committee for consideration and report at the next meeting. There being no further business to come before this meeting, it was moved by Trustee Kirchhoff, seconded by Trustee Lams, that the meet- ing be adjourned. Motion carried. Correction: In accordance with Resolution No. 9 -45, Trustee Mott reported that applications to the Federal Works Agency for the following proposed municipal projects had ueen prepared and were ready for filing: (1) Administration Building.. (2) Sewage treatment plant, intercepting sewer and force main. (3) Storm relief sewer.
