HomeMy WebLinkAbout03/05/1946 VB minutes MINUTES OF A REGULAR MEETING 497 OF TEE PRESIDENT AND BOARD OF TRUSTEES, HELD IN THE VILLAGE HALL, MT. PROSPECT, ILLINOIS, ON THE 5TH DAY OF MARCH, 1946 A.D. President Pendleton called the meeting to order at 8:10 P.M. The roll being called, the following Trustees responded: Hartwig, Kirchhoff, Mott, Wax and Welsh. Trustee Lams was absent. The minutes of the regular meeting of February 5th were read and apnroved on a motion made by Trustee Welsh and second of Trustee Hartwig. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. It was moved by Trustee Welsh, seconded by Trustee Wax that the Special Assessment report be placed on file. Motion carried. It was moved by Trustee Mott, seconded by Trustee Wax that the bills as approved by the Finance Committee be approved for payment. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. A motion was made by Trustee Kirchhoff and seconded by Trustee Wax, that the Village purchase eight Reflex stop signs to be placed at the streetinter- sections indicated by the Police Committee. Ayes; Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. It was moved by Trustee Kirchhoff, seconded by Trustee Wax that the Public Service Company of Northern Illinois be authorized to install street at the intersection of Albert and Milburn Sts., and Albert and Lin- coln Streets. Also, to change bracket at George and Lincoln Sts. to Mast Arm. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. A motion was made, by :Trustee Mott and seconded by Trustee Welsh that the Treasurer be instructed to offset the overdraft of $854.95, ppearing in the Deep Well Account, against the balance of the General Water Fund. Ayes: n artwig, Kirchhoff, Mott, Wax and Welsh. No nayes. "A RESOLUTION APPROVING THE INSTALLATION OF WATER MAINS ON HI -LUSI AVENUE FROM LONNQUIST BOULEVARD TO GOLF ROAD AND GOLF ROAD FROM I -OKA AVENUE TO HI -LUSI AVENUE, IN MOUNT PROSPECT, ILLINOIS. NO. 8 -46" was then read. It was moved by Trustee Wax, seconded by Trustee Hartwig, that the Resolution be passed. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. A motion was made by Trustee Wax, seconded by Trustee Welsh, that in accordance with the amended water ordinance, the $5.00 deposit be refunded to the following citizens: Arthur E. Olson H. C. Williams Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. After reading "A RESOLUTION TO FORECLOSE THE LIEN OF SPECIAL ASSESS - MENTS OF CERTAIN PROPERTIES IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, NO. 9 -46" it was moved by Trustee Welsh and seconded by Trustee Wax that """ the Resolution be passed. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. A request for zoning change, received from Mr. Axel Lonnquist under date,of February 28, 1946, was referred to the Zoning Commission upon a motion made by Trustee Welsh and second of Trustee Wax. The Clerk read the following report from the Mount Prospect Plan Commission: February 23, 1946 Board of Trustees, Village of Mt. Prospect, Mt. Prospect, I11. Gentlemen: On Wednesday evening, February 13, 1946, a committee from your 499 board, one from the Desplaines city council, representatives of the Desplaines plan commission and I, representing your plan commission, met at the Desplaines .city hall to discuss the Desplaines city council's proposal to allocate over- lapping areas, in the respective municipal plans, to one municip.ity or the other in accordance with a written con- tract. After considerable discussion and on advice of counsel it was finally decided to recommend to the Desplaines city Y P council and the Mt. Prospect village board respectively, that the line of demarcation for planning purposed be the one pre- viously agreed upon and each planning commission would process plats covering residential or business and residential areas f on it's side of the line. It was further agreed that plats involving industrial or light industrial areas in overlapping territory would in all cases be reviewed by both commissions. It is therefore the request of your plan commission that you sanction the above arrangement so as to simplify and expedite the work of processing plats containing areas overlapping the Desplaines community plan. The map previously submitted out- - lines the boundaries recommended. It is further recommended that you notify the Desplaines city council of your approval x and after notice of their favorable action is received a map with a copy of your approving resolution be furnished the superintendent of the Cook County map department. Harrington Chairman -Plan Commission The following report of action taken by the City of Des Plaines was then read: Des Plaines, March 4, 1946- I:: The Municipal Development Committee of the City of Des Plaines met on February 13th, 1946, to consider the subject of allocation of overlapping area as between Mt. Prospect and Des Plaines in the one and one -half mile zones of in- fluence of those communities in county zoning matters. . In addition to the full membership of the Municipal Develop- ment Committee there were present at this meeting City Attorney Opeka, representatives of the Mt. Prospect Village Board, and the Chairman of the Mt. Prospect Planning Commission. It was agreed at this meeting that the overlapping area in question would be divided, insofar as Mt. Prospect and Des . Plaines is concerned, as follows: atarting at a point due south of the s.e. corner of the Rob Roy Golf course and one and one -half miles from Des Plaines City limits, proceed south to that city limits at Central Road, west to Mt. Prospect Road, south to a point just south of North- west Highway where the limits of Des Plaines and Mt. Prospect have boundary in common; follow this common boundary around the angle and approximately one - fourth mile west, then follow the Des Plaines boundary south to Golf Road; thence westward into . the overlapping area as far as point due south of Mt. Prospect's ][:: School Street, thence youth to the arc of Mt. Prospect's one and one -half mile limit. The above - described dividing -line is marked on map now on file with the City Clerk of the City of Des Plaines. It is understood that the proper representatives of the City of Des Plaines and of the Village of Mt. Prospect will process plats, etc., covering residential, or business and residential, areas, on its side of the line, and matters involving industrial or light industrial undertakings in overlapping territory, will in all cases be reviewed by the proper respresentatives of both communities. It is the recommendation of the Municipal Development 500 Committee that the above outlinedarrangenent be placed in effect as between the City of Des Plaines and the Village of Mt. Prospect. Henrich Mayor City Clerk A motion was made by Trustee Welsh and seconded by Trustee Mott, that the Village Board concur in the report and recommendation of the Plan Com- mission, relative to the zone of influence of overlapping areas within one and ode -half miles of the corporate limits in which the Village of Mt. Prospect and City of Des Plaines have concurrant jurisdiction. Ayes: Hartwig, Kirchhoff, Mott, Wax and Welsh. No nayes. Motion carried and recommendation adopted. A motion was made by Trustee Mott and seconded by Trustee Wax that the Chicago Federation of Aged and Adult Charities be granted permission to hold their annual tag day in Mt. Prospect on Tuesday, May 14th,,1946. Motion carried. There being no further business to coiue before this meeting, it was moved by Trustee Welsh and seconded by Trustee Hartwig that the meeting be adjourned.
