MUNICIPAL BUILDING IN THE VI~JAGE OF
NOUNT PROSPECT ON JUNE 21, 1980.
The meeting was called to order at 8:15 P.M. by President Lams. roll call
Upon roll call~ the followin~ trustees answered Present: Casterline,
Ekr_en and Norris. Absent, Airey, Gaw and Schlaver.
Trustee Ekren, seconded by Trustee Norris, moved that the minutes
minutes of the previous meeting of June 14th be approved as submitted.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Ekren and Norris; pass, Trustee
Casterline. Absent, Airey, Caw and Schlaver. Whereupon the President
declared the moti~ carried.
Trustee Norris, seconded by Trustee Casterline, moved that the
following bills for the week of June 21st be approved for payment:
General $ 8,808.02 bills
Library 1,224.66
Motor Fuel Tax 8,826.72
Water operation 2,590.53
Water,
construction 16,139.39
$37,589.32
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Casterltne, Ekren and Norris. Absent,
Airey, Gaw and Schlaver. Whereupon the President declared the motion
carried.
Trustee Norris, seconded by Trustee Ekren, moved that the sidewalk
on the north side of Lincoln Street between School Street and William
Street be on an alignment 8 ft. south of the north line of the street, sidwalks
with the additional recommendation that three 1/2-inch reinforcing bars
be installed continuously in the sidewalk. The President put the question,
the Clerk called the roll, with the following response: Ayes, Trustees
Casterline, Ekren and Norris. Absent, Airey, Gaw and Schlaver. Whereupon
the President declared the motion carried.
Village Manager Appleby read the following letter from Consoer,
Townsend & Associates re 15-0S as follows:

Dear Mr. Appleby: Re: MFT Sec. 15~CS - C.T.&A. ~O-1B Elmhurst &

We transmit herewith two (2) copies of a tabulation of the bids
received by the Board on June 14, 1960 for the referenced project. The
following bids were received.
Allied Asphalt Paving Co. $45,843.70
Contracting & Material Co. 46,573.85
Arrow Road Construction Co. 47,222.75
Rock Road Construction Co. 47,879.$0
The bids have been checked and all extensions and totals were
found to be correct. It will be noted that Allied Asphalt Paving Company
is the low bidder in the amount of $45,843.?0, which sum is under the
Engineer ' s: estimate.
It is recommended that the contract be awarded to Allied Asphalt
Paving Co. on the basis of their bid, subject to the approval of the
Illinois Division of Highways. Kindly advise this office of the action

taken in this matter by the Board, and if awarded as recommended
and upon request, we will prepare the necessary copies of the
I§CS contract and submit them for execution by the Contractors and
W.Highland Village.

The proposal guaranty checks for the two lowest bidders
should be retained until a contract is awarded and approved. The
remaining checks should be returned immediately. The proposals
submitted by the aforementioned bidders are returned under separate
cover for your files.

Trustee Norris, seconded by Trustee Casterline, moved that the bid of
Allied Asphalt Paving Co. be accepted subject to the approval of the
Illinois Division of Highways in regard to ~FT 1508, in the amount of
$45,843.70.
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Casterline, Ekren and Norris.
Absent, Airey, Gaw and Schlaver. Whereupon the President declared the
motion carried.
= Trustee Norris, seconded by Trustee Casterline, moved that the
cashier' s checks of Arrow Road Construction Co. and Rock Road Construction
Co. be returned to them. This motion carried by acclamation.
Treasurer's Trustee Norris, Seconded by Trustee Ekren, moved that the
Report for Village Treasurer's Financial Report for the month of May, 1960, be

Clerk called the roll, with the following response: Ayes, Trustees
Casterline, Ekren and Norris. Absent, Airey, Gaw and Schlaver.
Whereupon the President declared the motion carried.
Trustee Casterline called attention to an error in the
Police Police Report for the month of F~V, 1980. There were only two
bicycle accidents instead of the listed eleven.
Trustee Norris, seconded by Trustee Ekren, moved for the
adoption of Resolution 10-60:

the adoption of Resolution 11-60:

Village Manager Appleby read the following 'letter from the
Plan Commission. (See Zoning Case 60-~).

The Plan Commission recommends that the attached plat of Boesche propert]
dedication for a strip of land 15 ft. wilde alon~ the east side of
Maple Street from Prospect Avenue 260~07-ft. south (measured along
its westerly edge), dedicated by Arthur Boesche, be approved by the
Village Board.

Trustee Norris, seconded by Trustee Ekren, moved that the Village Board
concur with the recommendation of the Plan Commission for the dedication
of a strip of land 13 ft. wide along the east side of Maple Street as
described in letter of Plan Commission, and that the President and Clerk
be authorized to sign plat of dedication mentioned therein. The President
put the question, the Clerk called the roll, with the following response:

Schlaver. Whereupon the President declared the motion carried.

passage of proposed Ordinance ~716:

property
This ordinance resones the Boesche property (Case 60-8) from
residential to industrial. The President put the question, the Clerk
called the roll, with the ~dllowing response: Ayes, Trustees Caster-
line, Ekren, Norris and President Lams. Nays, none. Absent, Trustees
Airey, Gaw, and Schlaver. Whereupon the President declared the motion
carried and Ord. #716 passed.
Trustee Ekren, seconded by Trustee Norris, moved for the
passage of proposed Ord. #717:
AN ORDINANCE GRANTING A VARIATION FROM Ord. #?17
THE VT,.LACE OF MOUNT PROSBECT ZONING zoning
ORDINANCE AS AMENDED variation
This ordinance grants a variation on industrial property to allow
erection of gas pumps (Case 60-10, Chester Busse). The President put
the question, the Clerk called the roll, with the following response:
Ayes, Trustees Casterline, Ekren, and Norris, and President Lams~
Absent, Trustees Gaw, Airey and Schlaver. Whereupon the President
declared the motion carried and Ord. #717 passed.
Mr. Vern Smith, electrical contractor, questioned the right Smith -
of the Building Department to inspect electrical installations in Electrical
the Village. This matter was referred to the Village Attorney for contractor
clarification.
June 21, 1980
Mr. Norman Ness, 405 W. Lonnquist, arose, stating that h~
block had agreed to install curb sidewalks so as t~ be in alignment
sidewalks on with the 300 and 500 blocks on the street. Trustee Casterline,
Lcnnqu~st seconded by Trustee Ekren, moved to authorize the Village Manager
to have construction of curb sidewalk proceed in the 400 block on
Lonnquist upon, receiv~g~ the petitions of the majority of the
property owners in said block, agreeing to remove snow ~n the same
manner specified in the agreement signed by property owners in the
other two blocks.
The President put the question, the Clerk called the roll, with
the following response: Ayes, Caster!ine, Ekren, and Norris.
Absent, Gaw, Airey and Schlaver. Whereupon the President declared
the motion carried.
