BOARD OF TRUSTEES HELD IN THE VILLAGE HALL
TUESDAY, NOVEMBER 27, 1962
President Schlavem called the meeting to omdem at 8:30 P.M. roll call
with the following members present:

Trustee Gaw, seconded by Tmustee Phillips, moved that the minutes
of Novembe~ 20th be accepted as submitted.

Trustee Bruhl intmoduced Mm. Paul Speem, financial consultant, Finance
who was pmesent with his assistant, Richard Goss, and stated that'Mm. Speer
would talk to the Boamd aftem the regular meeting.
Tmustee Gaw mepomted that his Stmeet Committee has met and gone
ovem the streets that seemed most in need of mepaim, mecommending the
following pomtions of stmeet to be repaimed om pave~ in the 1963 MFT pmogram:

Pave 1/2 of Gregory, fmom Dale to Watemman, and Street
Waterman fmom Nomthwest Highway to Gmegory. (1/2 of cost). Pavin~

Police Trustee Bickley read letter from grateful citizens who
Dept. were assisted in time of trouble on the road by a member of our
p611ce force and who wished to convey their thanks. It was found to
be Officer Richard Yost, who thereupon received the compliments of
the Board.
Trustee Bickley reported further that there is to be a swearing-in
ceremony of two new police officers, Allan Taylor and Eugene Eccker,
formerly or. the County Sheriff!s police; with Officer Ralph Doney to
be promoted to sergeant. Trustee Bickley complimented Police Commission
members Murray, Shutt and Biermann on their many and late hours of hard
work in selecting new recruits from seventy applicants.
President Schlaver announced that there will also be a meeting of
D. A. M. P. committee on Friday night, November 30th.
Trustee Bickley gave report regarding traffic survey to be
Traffic conducted in the Village, recommending two experts to be consulted - -
Ralph Gross, Senior Traffic Engineer of Chicago, and the firm of
Barton, Ashman Associates of Evanston, who had conducted surveys of
Morton Grove, Skokle and Niles. Ninety per cent of the cost of the
survey can be paid for from Motor Fuel Tax funds(this does not include
speed zones). Trustee Bickley stated that the Police Committee recommended
that there be a traffic study Conducted by either Mr. Gross or B'arton,
Ashman Associates accompanied by solutions for traffic problems surrounding
three major shopping areas, elementary and high schools, two public park
areas and all chuDches. President Schlaver read letter of November 26th
from Public School District 57 signed by Clayton Brown asking for traffic
surveys to he conducted around the schools.
The members of the Board will meet for a conference with the above=
mentioned traffic experts on December ~th either before or after the
regular Board meeting.
Trustee Phillips gave report regarding repairs to Well #6,
Well 6 stating that meeting had been held with Mr. Schlaack of J. P. Miller Co.,
Mr. Art Lewis of Consoer, Townsend; Village Engineer Mr. Hemmeter,
Water Committee; Mr. Creamer, Water Superintendent, and Village Manager
Appleby. The Miller company presented a quotation on conventional
replacement pump; the committee felt it wise to go along with this
conventional type instead of submersible pump and to start operations
as soon as possible. J. P. Miller Company's quotation is contained in
their letter of November 12th. Mr. Lewis concurred in this quotation,
and the committee members checked these prices and found them in line.
In addition, it will also be necessary to submit labor rate quotes.
Trustee Phillips, seconded by Trustee Bickley, moved that the
Village Manager be ahthorized to order the materials listed in J. P.
Miller Artesian Well Company's letter of November 12, 1962 plus one extra
stage cast iron bowl for rehabilitation of Well No. 6 at a price of
$gl,59~.00 as quoted for the material only, it being understood that a
supplemental letter is to quote~labor rates for the installation of
this pump.

Motion carried.
Alley paving Mr. Philip L~ggett arose and inquired if steps could he taken ~-~
Rte. 83 and to alleviate the bad condition of alley behind Di Mucci apartments in
Lincoln the ~00-block on Highway 83. This alley is unpaved and has no drainage,
with water standing constantly. Trustee Ekren, seconded by TruStee
Bickley, moved that Engineer Hemmeter check into this condition and report
back at the next Board meeting. This motion carried by acclamation.

Tr~tee Ekren read the following letter from the Plan Commission:

Gentlemen:
The Plan Commission to whom was referred the Plat of Colonial
Heights~ Fifth Addition~ recommends that the Plat be approved.

Trustee Ekren~ seconded by Trustee Bruhl, moved that plat of Colonial Heights
Fifth Addition be accpeted by the Board. Motion carried by acclamation.
Manager 6ppleby reported that the matter of sign belonging to signs
Dunbar Builders at Hwy. 83 and Prospect has been dropped as this sign does
not meet Village requirements.
Mr. Appleby reported that County Zoning Dockets 421, 422 and 423 County
regarding erection of apartments and restaurant with cocktail lounge would Zoning
be heard December 12th in the Mount Prospect Village Hall. This is at
Dempster and Linneman Road just outside Village limits. Attorney Hofert
said he would be present aT this hearing.
Discussion was held regarding refrigeration equipment and School Distr.
furniture dumped along Rand Road fro~ the Schroeder Farm at Gregory Street. 57
and Ra~d Road. The Village has asked Mr. Schroeder ~o remove it or permit Gregory
the Village to do so, but he refuses to do so. The Board considers this' School
eqd~pment a nuisance and danger to children.
Trustee Bickley, seconded by Trustee Ekren, moved that Mr. Schroeder be
advised in writing delivered in person by affidavit to abate this
nuisance within five days, after which time if nothing has been done the
Village shall hire machinery movers to move this property ~o a place of
storage.

Mrs. Vavra arose and asked about installations of sidewalk along sidewalks
the north side of Central Road near Weller Lane rom use of the school
children. Mr. Appleby meplied that plans are to institute special assessment
proceedings for this installation.
