OF TRUSTEES HELD IN MUNICIPAL BUILDING
MARCH 28, 1961
President Lams called the meeting to order at 8:10 P.M. roll call
with the following trustees present: Airey, Ekren, Gaw, Norris and
Schlaver. Absent, Trustee Casterline, who arrived later.
Trustee Schlaver, seconded by Trustee Norris, moved that the
minutes of the previo~s meeting of March 21st be approved as submitted, minute5
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Norris and Schlaver. Pass,
Ekren and Gaw. Whereupon the President declared the motion carried.
Trustee Gaw, seconded by Trustee Ekren, moved that the foll~ing
bills for the week of March 28th be approved:
General $2,074.67 bills
Garbage 14.98
Water 380.69
$2,470.34
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Norris, Schlaver, Ekren and
Gaw. Whereupon the President declared the motion carried.
Mr. Harry Rasmussen of the Northeast Home Owners Association
arose and read the following letter:

President and Village Board of Trustees Central Road
Mount Prospect, Illinois widening
Gentlemen:
The Northeast Home Owners Association again protests the
widenin~ of Cent~IRoad to Forty Seven Feet over the Curbs. We have
reason to push these renewed efforts for a Limited Widening, which we
have always favored, since we feel that this is the last available
opportunity to modify the engineering plans before they are finalized.
Our reasons are:
1. The Village allowed the present sidewalks along this roadway to be
constructed by the builders on County property. This was to keep
the continuity of the sidewalks in a straight line. These sidewalks
were located on the basis of a BB-foot right of way on each side of
t the section line.
2. On Central Road, the section line to the extreme of the right of
way varies from BB feet to 40 feet and even to 50 feet. We can
see no reason why these sidewalks must jog back and forthwith
the right of way lime.
3. If the present walks were removed with the proposed widening and
new sidewalks werelaid in a jog back and forth manner, who would
pay for the new sidewalks; the County, the Village or the property
owners affected?
4.Due to a good portion of the right of way being 33 feet from the
section, this would place the edge of the sidewalk very close to
the edge of the proposed 4Y-feet width roadway. It would practically
make a curb sidewalk which would present a definite snow removal
problem. The snow plows cleaning the roadway would push snow over
onto these practically curb sidewalks and create a walking hazard for
pedestrians and a cleaning hazard for the ~roperty owners.
5. These p~actically curb sidewalks would create a constant pedestrian
safety hazard from the high speed traffic which always follows into
widened lanes.
6. There are in exeess of 1700 school children attending various schools
/ who must cross Central Road daily. Some of these children return

home for lunch and must cross this roadway several times.

widening Y. Due to the load of school work, the new $196,000 addition to the
library will also have to be visited for the required reference
work. This can mean added crossings of Central Road when there
are no crossing guards.
8. The Village of Mount Prospect is already divided into four quarters
by the Northwest Highway and Rte. dB and now an additional high
speed highway can only further divide the Village and present
increasing safety hazard to particularly those north side residents
who must now cross a proposed widened Central Road while en route to
the station or the school or the business district.
9. To get to either Lions or Owens Park for recreational facilities,
both psdestrians ,and motorists will have a year-around problem of
crossing of this roadway made more dangerous by its proposed
widening.
10. The widening of Central Road into a high speed road will definitely
depreciate property values along its length.
11. At this time, we desire that this Village Board of Trustees pass
a resolution favoring a widening of Central Road to a width not to
exceed B8 feet, and to so inform the Cook County Highway Commission.
12. As stated in our petition to you during the March2$th Board meeting,
we have stated our belief~ fairly. We now desire a poll of each of
you in regard to our petition.

Discussion followed between members of the Association and msmbers of
the Board, wherein the Association pressed for limited widening of East
Central Road, no more than B8 feet, in opposition to the County's
intention of 44 feet.
Trustee Gaw, seconded by Trustee Schlaver, moved that Trustee Norris
and Village Nanager Appleby be authorized to join with a committee of
two to be appointed by Mr. Johnson, president of the Northeast Home-
owners, to visit the State Highway Department for discussion of
proposed improvement of Central Road between Northwest Highway and
Rand Read. The President put the question, the Clerk called the roll,
with the following response: Ayes, Trustees Airey, Ekren, Gaw, Norris
and Schlaver. Absent, Casterline. Whereupon the President declared
themotion carried.
Paving - Trustee Norris, seconded by Trustee Schlaver, moved that the
E. Thayer St. developer of the area involving the south half of Thayer Street from
Louis Street running one-half block eastward be required to improve
this dedicated portion in accordance with the plans and specifications
of that subdivision. The President put the question, the Clerk called
the roll, with the following response: Ayes, Trustees Airey, Ekren,
Gaw, Norris and $chlaver. Absent, Casterline. Whereupon the President
declared the motion carried.
Well #5 and Trustee Schlaver, seconded by Trustee Ekren, moved that the
elevated Village Engineers be authorized to prepare plans and specifications
tank and advertise for bids on painting the elevated tank outside and storage
tank at Well #5 inside and out. The President put the question, the
Clerk called the roll, with the following response: Ayes, Trustees
Airey, Gaw, Ekren, Norris and Schlaver. Absent, Casterline. Whereupon
the President declared the motion carried.

Trustee $chlaver read the following memo: Water -
~ydrants
"Presently, specifications for water mains permit Ludlow,
Traverse City and Eddy hydrants. Because of the ~iffi-
culty in securing repairs for Ludlow hydrants and the
fact that they have closed their Chicago office, it is
recommended that they be dropped from the approved list."
Trustee Schlaver, seconded by Trustee Norris, moved that the Ludlow Hydrant
be dropped from the approved list of hydrants which meet Village specifi-
cations. The President Dut the question, the Clerk called the roll, with
the f~llowing response: Ayes, Trustees Airey, Ekren, Gaw, Norris and
Schlaver. Absent, Casterline. Whereupon thePresident declared the motion
carried.
Trustee Schlaver, seconded by Trustee Ekren, moved that the
following recommendation of the Fire Chief and Village Manager be Fire.Dept.
approved: "That until such time as the Fire Department is made up Salary
entirely of full-time regular firemen, when a full-time fireman answers
a call on his off-duty hours he shall be considered a paid-on-call man
and paid as such."
The President put the question, the Clerk called the roll, with the
following response: Ayes, Trustees Airey, Ekren, Gaw, Norris and Schlaver.
Absent, Casterline. Whereupon the President declared the motion carried.
Trustee Schlaver read the foll~ing memo:
From: Fire Chief Haberkamp Fire Department
Self-Service Dry
'Within the last i~w months a number of communities in the area Cleaning Estabs.
have had applications for and have issued licenses for Self Service Dry
Cleaning establishments.
The subject was discussed at the Northeast Fire Chief's Association
yesterday.
The cleaning fluid used in the machines called Perclene at 100 parts
per million is toxic. It is our opihion that this creates a very
dangerous situation.
Winnetka Fire Department recently had a call to such an establishment,
and found a man unconscious on the floor. Two firemen brought him out,
which was only a matter of minutes, but both firemen staggered as if
intoxicated.
Therefore the Association recommends that the cities and villages pass
an ordinance that a qualified attendant be present during all business
hours."
Trustee Schlaver, seconded by Trustee Norris, moved that the Fire Chief
and Village Manager make suitable recommendation to the Village Board
concerning proper regulatinn for self-service dry cleaning establishments.
This motion carried by acclamation.

This petition is a request for a rezoning from R-1 to B-3 cf
certain property along Rte. 14 between Dal~e and Evanson Streets, i.e.,
Lots 15, 16, l?, 15, 19, 20 and 21 of H. Roy Berry Company's Northwest
Heights. The ~various property wwners desire to have the rezoninE in order
to sell the p~bperty and allow the erection of a gasoline station and a
series of ret~l stores.

The Board of Appeals voted ?-0 to deny the rezoning
request. There were many objectors present, seven ef which were
heard from.

Williams- concerning Case 61-8, WilliamS-Gray Com~many. Trustee Airey, seconded
Gray Co. by Trustee Ekren, moved that the Board concur in the recommendation
of the Board cf Appeals in Case 61-8 and that the Village Attorney
be authorized te prepare an ordinance to allow a variation of use on
an area not to exceed 24,000 sq. ft. fcr the specif~ use of construct-
ing and maintaining a building to be used for industrial office
purpose (not to include professional offices) with all limitations
of the I-1 use district to apply, upon receipt of a plat of survey
setting forth the legal description of the property to be so used.

The President put thequestion of the above motion, the Clerk called~
the roll, with the following response: Ayes, Trustees Airey, Ekren,
Gaw, Norris and Schlaver. Pass, Casterline. Whereupon the President
declared the motion carried.
Library Trustee Airey, seconded by Trustee Norris, moved that the
zoning Board of Appeals hold a hearing to change the zoning of the library
property to B-2. The President put the question, the CIe~k called
the roll, with the following response: Ayes, Trustees Airey, Caster-
line, Ekren, Gaw, Norris and Schlaver. Whereupon the President
declared the motion carried.
Salaries - Discussion was held regarding raising ef compensation of
trustees the President, Clerk and Trustees. Trustee Gaw, seconded by Trustee
Schlaver, moved that the trustees' compensation per meeting be changed
from $5 to $10 per meeting and the Village President'S compensation
be changed from $20 to $25 per meeting, and the Clerk's salary changed
Board meeting frem $600 per year to $?50 per year, and that consideration be given
dates to changing the dates of the Board meetings to the first and third
Tuesdays of each month; the Village Attorney to be instructed to draw
up dccuments to make the necessary amendments to sections of the code
affecting these items.
Motion Then Trustee Casterline, seconded by Trustee Norris, moved that the

an ordinance setting up meeting nights for the first and third
Tuesdays of each month (Sec~2.1OB), but Trustee Ekren, seconded by
Trustee Schlaver, moved to table this motion.
The roll call vote on the tabling motion was: Ayes, Trustees Atrey,
Ekren, Gaw and Schlaver. Nays, Casterline and Norris. The President
declared the motion for tablimg the amendment carried.
Salaries of The President then requested roll call for original motion regarding
trustees compensation, with consideration only given to changing the dates of
the Board meeting. It was as follows: Ayes, Trustees Ekren, Gaw,
Norris and Schlaver. Nays, Trustees Airey and Casterline. Whereupon
the President declared the motion carried that salaries be raised,
and Village Attorney instructed to draw up necessary ordinance.
Funk's Mt. Prospect ~rust~e Norris referred to memo stating that the developer
Gardens of Fund's Mount Prospect Gardens was notified January 12, 1980 that
improvements public improvements would not be approved until street signs were
installed and trees planted; improvements have net been cempleted.
Trustee Norris, seconded by Trustee Ekren, then moved that the
Village discontinue issuing occupancy er building permits in Funk's
Mount Prospect Gardens until street signs have been in~talled and

rees planted by the developer as required by ordinance. The
Presidant put the questien, the Clerk called the roll, with the

Norris and Schlaver. Whereupon the President declared the motion
carried.
The Board let it be known that they desired that the Homes to be
requirement for completing homes be enforced, this to refer specifi- co~leted
cally at this time to certai~ houses on East Central and Edward Street.
President Lams read the followin~ memo from the Manager's
Office:
Gasoline pumps -
"During the first year of operation of its own Village-owned
gasoline pump, B2,600 gallons were purchased.
In checking shrinkage, we discover that only
?5.? gallons are uuaccomnted for. This is only
.2B of 1%."
Trustee Casterline, seconded by Trustee Norris, moved for
adjournment and the meeting was regularly adjourned at 10:58 P.M.
