HomeMy WebLinkAbout02/14/1961 VB minutes MINUTES OF REGULAR MEETINGOF THE BOARD OF TRUSTEES HELD IN THE MUNICIPAL BUILDING ON FEBRUARY 14, 1981 President Lams called the meeting to order at 8:08 P.M. with the following trustees present: Airey, Casterline, Ekren, Gaw, Norris roll call and Schlaver. Members of the Fire & Police Commission asked permission to FIRE & POLICE swear in the first full-time fireman-mechanic, Larry Pairitz. Commission Mr. Jerrold Shutt conducted the ceremony and Mr. Pairitz was con- gratulatedby the members of the Board. Trustee Casterline, seconded by Trustee Gaw, moved that the minutes of the previous meeting of February ?th be approved as minutes submitted. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Trustee Gaw, seconded by Trustee Ekren, moved that the following bills for the week of February 14th be approved as follows: General $S,455.11 bills Water, operation B,866.45 $7,321.56 The President put the qnes%ion, the Clerk called the roll, with the following response: Ayes~ Trustees Airey, Casterline, Ekren, Gaw, Norris and Sehlaver. Whereupon the President declared the mo%ion carried. Trustee Airey, seconded by Trustee Ekren, moved that the Board. concur with the recommendation of the Zoning Board of Appeals re Zoning Case Case 61-6 that the petition to delete c~rtain classifications from 61-6 - R-3 the R-3 District and add them to the B-2 District be denied. The classifications President put the question, the Clerk called the roll, with the following response: Ayes, none. Nays, Trustees Airey, Casterline, Ekren, Norris and Schlaver. Whereupon the President declared the motion defeated. Trustee Airey, seconded by Trustee Norris, moved that the petition of the Village in Zoning Case 61-6 be granted to delete certain uses (hospitals for humans, orphanages, convalescent homes and similar institutions) from the R-B District and to add these uses to the B-2 District; and that the Village Attorney be authvrized to prepabe the necessary documents. The President put the question, the Clerkcalled the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. The Board desired that it be made clear that the foregoing action was taken for the immediate protection of the classifications in question, and that further study by the Judiciary Committee will be continued to determine the ultimate classification of the uses in question. Thustee Airey, seconded by Trustee Norris, moved for the passage of Ordinance 746: Ord. 746 AN ORDINANCE TO AMEND SEC. 1B.107, Number of Liquor Licenses Licenses of CHAPTER lB, Alcoholic Liquor Dealers OF THE MUNICIPAL CODE OF MOUNT PROSPECT OF 1957 AS AMENDED This ordinance adds one Class B and one Class C license to the number of liquor licenses allowed by the Village. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Nays, none. Whereupon the President declared the motion carried. Trustee Airey, seconded by Trustee Ekren, moved for the passage of Ord. #747: Ord. ff~7 Police Magis- AN ORDINANCE TO AMEND ARTICLE 4 POLICE MAGISTRATE trate February 14, 1961 Ord. 747 OF THE MUNICIPAL CODE OF MOUNT PROSPECT Police Magistrate OF 1957 AS AMENDED This sets up the office of Police Magistrate directly under the Village as provided in State Statute, gives bail fines and costs procedures and creates the office of Clerk of Police Mag~strate's Court. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlavero Nays, none. Whereupon the President declared the motion carried. Ord. #748 Trustee Airey, seconded by Trustee Ekren, moved for the Sale of house passage of Ord. 748 as amended, includ%ng the stipulation that the next to Library house therein referred to be removed within 90 days and that sealed bids for its sale be opened on April 4, 1961. AN ORDINANCE AUTHORIZING SALE OF' CERTAIN PROPERTY OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS This authorizes the sale of the house adjoining the Library property st 20 South Emerson. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the PresiderZ declared the motion carried. Mention was made that inquiry had been received regarding rental of the garage on the aforementioned property; the Board let it be known that they were agreeable to this, allowing the Manager to work out the settlement. Bluett's Trustee Airey read the following letter from the Plan Fairview Commission: Gardens - 2nd Add'n February 14, 1961 Village President and Board of Trustees Village Of Nount Prospect, Illinois Gentlemen: The Plan Commission has reviewed the final plat of the second addition to Bluett's Fairview Gardens which was referred tb it by the Village Board on January 10, 1961, and it is recommended for approval. Proper land dedication for public use has been made in accordmnce with Village of Mount Prospect ordinances. Respectfully submitted, s/ A.C. Dresser, Chairman H. G. Appleby, Secretary Trustee Airey, seconded by Trustee Schlaver, moved that the Village Board accept the Plat of Subdivision known as Second Addition to Bluett's Fairview Gardens, and that the President and Clerk be antho~ized to sign said plat. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Whereupon the President declared the motion carried. Randhurst - President Lams read the following letter from Randhurst Donation Corporation: "We recognize that the Randhurst development will not be placed on the tax roll until its completion and that the taxes from it will not be available to you until the year following. We also know that during the construction period, we will require fire and police protection services. While the use of the enclosed check in the amount of $2,000 is not specified for aDy particular purpose, we send it to you as a token toward the protection costs of our area before our taxes for these services are available. Q'Neill, General Manager February 14, 196l Trustee Norris, seconded by Trustee Casterline, moved that the MFT paving Village Engineers prepare plans and specifications for the resurfacing cf Emerson Street between Milburn and the railroad tracks and that these plans be made part of the 1981 MFT paving program. The President put the question, the Clerk called the roll, with the following response: Ayes, Trustees Airey, Casterline, Ekren, Gaw, Norris and Schlaver. Prospec~ 1981 campaign from September 29th through October 9th; and that Combined Appeal letter be written to the Combined Apl~eal giving congratulations for ,the outstanding success of the previous year and wishing continued success for the coming years. Whereupon the President declared the motion carried. Trustee Norris, seconded by Trustee Ekren, moved that a let%%r Traffic be sent to the Division of Highways asking them to make a survey Hwy 8B-York Rd. with the idea of improving congested traffic conditions that exintduring certain hours along Highway 83-York ~oad, asking if anything could be done to alleviate the traffic back-up on the approach to the tollway. This motion passed by acclamation. Discussion was held regarding the traffic problem at certain times around the Bank at Busse and Emerson. This problem was turned over Traffic to the Chief of Police for his recommendation. President Lams read letter from Mr. O'Neill of the Randhurst Corporation regarding availability of water supply, and decision Water - was made to meet with him at ?:BO Tuesday evening, February 21, to Handhurst discuss this matter. Trustee Airey, seconded by Trustee Casterline, moved for adjournment, and the meeting was regularly adjourned at 9:BO P.M. Respectfully submitted, February 14, 1981
